MUNICIPAL ORDINANCE NO. 10-2019
AN ORDINANCE INSTITUTIONALIZING THE PROGRAM ON REWARDS,
AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PRAISE) IN THE
LOCAL GOVERNMENT UNIT OFFICIALS AND EMPLOYEES OF PLARIDEL,
MISAMIS OCCIDENTAL THROUGH ADOPTING SPECIFIC PROVISIONS OF CSC
MC NO. 1 SERIES OF 2001, PROVIDING GUIDELINES FOR ITS
IMPLEMENTATION
Be it ORDAINED by the Sangguniang Bayan Members in Session that:
Section 1. Title. This Ordinance shall be known as, “An Ordinance
Institutionalizing the Program on Awards and Incentives for Service Excellence (PRAISE)
in the Local Government Unit Officials and Employees of Plaridel, Misamis Occidental
through Adopting Specific Provisions of CSC Mc No. 1 Series of 2001, and Providing
Guidelines for its Implementation.
Section 2. Coverage. This Ordinance covers all elected official of the
Municipality, Ex-officio Members of the Sangguniang Bayan, and all Local Government
Employees in permanent status.
Section 3. Statement of Policy. Pursuant to CSC Memorandum Circular Series
of 2001, it is hereby declared a policy of LGU-Plaride! that:
1) A system of awards and incentives shall be established in the Local
Government Unit of Plaridel. C
2) The system shall be designed to encourage efficiency, integrity and
productivity in the public service by recognizing and rewarding officials and = _W
employees for their loyalty, accomplishments and services which contribution
the efficiency, economy or other improvement in government operations. 4S
3) The PRAISE shall adhere to the principle of providing incentives and awards ~S

4) The Awards and Incentives shall be conferred in a planned awarding
ceremony every month of December of the year and every June (at the end
of the term).
5) The PRAISE shall be provide both monetary and non-monetary awards and
incentives to recognize, acknowledge and reward productive and ethical
behaviour of officials and employees in formal ceremonies.
Section 4. Awards and Tokens for Local Officials. For Elective Officials who
rendered an uninterrupted three (3) terms in office on the same position shall be
awarded a “Distinguished Public Servant Award” and be entitled to:
1) Framed Resolution of Commendation from the Sangguniang Bayan;
2) Customized Ring in the amount to be determined by the PRAISE Board.
Section 5. Qualifications for Local Officials. The following are qualifications
to be entitled a “Distinguished Public Servant Award:”

He/She is elected as an official of Plaridel whether a Mayor, Vice Mayor or
Sangguniang Bayan Member;
He/She has served a continuous three (3) terms in office in the same position;
He/She is an outgoing official of the municipality in his current position;
He/She has not been declared guilty by final judgment in any administrative or
criminal case in relation to his/her office wherein the judgment includes the
forfeiture of all benefits of his/her position or by any government agency, quasi-
judicial body or court of justice at any time during his/her term of office;
Other qualifications as the PRAISE Committee may decide.
Section 6. Legislative Performance Awards. A Plaque shall be provided to
the Sangguniang Bayan Members for garnering the following awards at the end of
every

1) Highest Number of Ordinances or Resolutions sponsored
2) Most Number of Ordinances or Resolutions Authored
3) Highest Number of Legislation Moved
4) Highest Number of Legislation Seconded
5) Best Performing Sangguniang Bayan Committee
6) Best in Attendance
7) Most Punctual
8) Leadership Award
9) Outstanding Sangguniang Bayan Member
10) Other awards that the Sangguniang Bayan Members will recommend to the
PRAISE Board.
Section 7. Executive Performance Award. The Municipal Mayor, at the end

1) Service Award is conferred on retirees, whether under optional or
compulsory retirement schemes, held every December of the year. Therefore,
a regular or co-terminus employee may qualify if he/she separates from the
LGU through the process of retirement after having served a minimum of
fifteen (15) years of continuous service as co-terminus or regular employees
as per Service Record issued by the HRMO. The employee will receive a
plaque and cash award equivalent to P1,000.00 per year of service.
2) Loyalty Incentive is granted to an employee who has served continuously
and satisfactorily the agency for at least ten (10) years. The recipient shall be
entitled to a cash award of not less than P500.00 but not more than
P1,000.00 per year during the first ten (10) years. Succeeding awards shall
be given every five years thereafter, whose cash award is equivalent to the
length of service reckoned from the date of his/her appointment as a
Permanent or co-terminus employee of the LGU. Besides cash award, a
plaque of Loyalty Award shall also be given.
The Loyalty Cash Award pursuant to COA Circular No. 2013-0030 is illustrated
below:
10” year - from P5,000.00 to P10,000.00;
15" year - from P2,500.00 to P5,000.00;
20" year - from P2,500,00 to P5,000.00;
25!" year - from P2,500.00 to P5,000.00;
30° year - from P2,500.00 to P5,000.00;
35" year - from P2,500.00 to P5,000.00; and
40" year - from P2,500.00 to P5,000.00.
Section 9. Qualifications for Municipal Employees. The following are
qualifications to be entitled “Service Award and Loyalty Incentive:
1) He/She is an employee of LGU-Plaridel as evidenced by a CSC Approved
Appointment for a permanent and/or co-terminus status;
2) He/She has served LGU-Plaridel in a permanent and/or co-terminus status
without interruption;
3) He/She has not been declared guilty by final judgment in any administrative
or criminal case in relation to his/her office wherein the judgment includes
the forfeiture of all benefits of his/her position or by any government agency,
or court of justice at any time during his/her term of office;
4) Other qualifications as the PRAISE Committee may decide.
Section 10. General Guidelines on Awards and Incentives. These are the
guidelines for the giving of awards and incentives:
1) The Human Resource Management Officer shall prepare the service record of
the Municipal Mayor and Municipal Employees qualified for the award, while
the Sangguniang Bayan Secretary shall submit to him the list of qualified Vice
Mayor and Sangguniang Bayan Members entitled to the awards and tokens
provided under this ordinance one year before the year in which they are to
be awarded.
2) The PRAISE Committee shall deliberate and endorsel!p

3) The Approved List of Candidates is the basis of the HRMD Officer in
computing the total funds required to implement the PRAISE in the ensuing
budget year.
4) The approved list of Official and Employee Awardees shall be endorsed to the
Human Resource Management Office for the grant of awards and incentives
as provided in this ordinance.
5) The implementation of the awards and incentives shall adhere with the
standard procurement procedure and guidelines.
6) In the event that during the term of the elected Municipal Official, he or she
dies, he or she shall still receive posthumously the award to be received by
his/ ‘her heirs.
7) A Special Ceremony shall be held for the purpose of giving the awards and
incentives every month of June (at the end of the term) for the Municipal
Officials and every December of the year for the Municipal Employees.
Section 11. PRAISE Committee. There is hereby created the PRAISE
Committee to be composed of the following:

SB Committee Chair on Human Resource Dev't. - Vice Chair
Municipal Budget Officer - Member
Municipal Planning and Dev't Coordinator - Member
Municipal Accountant - Member
Municipal Treasurer - Member
Two (2) Representatives- 2" Level Employees - Members
Two (2) Representatives -1* Level Employees - Members
Employees Association President ~ Member
Mun. Human Resource, Mgt. & Dev't Officer - Secretariat
Section 12. PRAISE Committee Functions. The PRAISE Committee shall:
1) Establish a system of incentives and awards to recognize and motivate
‘employees for their performance and conduct;
2) Formulate, adopt and amend internal rules, policies and procedures to
government the conduct of its activities which shall include the guidelines
in evaluating the nominees and the mechanism for recognizing the
awardees;
3) Determine the forms of awards and incentives to be granted;
4) Prepare plans, identify resources and propose the budget for the system
on an annual basis;
5) Develop, produce, distribute a system policy manual and orient the
employees on the same;
6) Document practices, innovative ideas and success stories which will serve
as promotional materials to sustain the interest and enthusiasm;
Submit an annual report on the awards and incentives to the CSC on or
before the thirtieth day of January;
Monitor and evaluate the system's implementation every year through \
feedback and reports and make essential improvements to ensure its.

Section 13. Productivity Enhancement Incentives. The CSC approved
PRAISE shall be the basis of the grant of the Productivity Enhancement Incentives
benefits (PEI), other awards and incentives.
Section 14. Appropriation. For the successful implementation of this
ordinance, a Human Resource Development Fund shall be allocated for the LGU-Plaridel
PRAISE and incorporated in the LGU’s Annual Work and Financial Plan.
Section 15. Separability Clause. If, for any reason or reasons, any part or
provision of this ordinance is held to be unconstitutional or invalid, other parts or
provisions hereof which are not affected thereby shall continue to be in full force and
effect.
Section 16. Repealing Clause. All ordinances, rules and regulations, or parts
thereof, in conflict with or inconsistent with the provisions of this ordinance are hereby
repealed or modified accordingly.
Section 17. Effectivity. This Ordinance shall take effect on May 3, 2019.
