WHEREAS, Section (3)(A) of Dangerous Drug Board Resolution No.2, Series of 2016, mandates the
whole process of voluntary surrender to authorities shall be documented by the Duty Officer (DO) of
the Barangay where the individual surrendered;
WHEREAS, Section (6)(A)(3) of Dangerous Drug Board Resolution No. 3 Series of 2017, provides for
the basis in the organization of house clusters with designated cluster leaders in each Purok;
WHEREAS, Section (A)(7) 16 of Dangerous Drug Board Resolution No.3 Series of 2017 further
provides for the establishment of Rehabilitation Referral Desk in every barangay to endorse Drug
Dependents to the duly authorized representative of DDB pursuant to Article III of RA 915 and other
pertinent issuance of the Board;
NOW THEREFORE, I, FREDERICK S. YAMBAO, Punong Barangay of Barangay Rizal, San Antonio,
Zambales by the virtue of the power vested in by law, do hereby organize the mechanism structure in the
implementation of Barangay Drug Clearing Program.
I hereby designate all duty of the day Barangay Kagawad and Barangay Police as
Barangay Duty Officers.
RESPONSIBILITIES:
Section III. EFFECTIVITY. This Executive Order shall take effect immediately.

WHEREAS, threat to peace and order posed by criminality, illegal drugs, insurgency and subversion
requires the dedicated efforts of all government official and citizens;
WHEREAS, it is the duty of local governments, the law enforcement agencies, the prosecution services,
and similar institutions of government operating in the locality to assist local chief executives in the proper
enforcement of the laws and the administration of justice;
WHEREAS, government efforts at peace and order need to be fully coordinated to effectively prevent and
suppress criminality and to maintain public order and safety in the land;
WHEREAS, Section 116 of the Republic Act No. 7160, otherwise known as the “Local Government Code of
1991”, mandates local government units to establish a local peace and order council, and pursuant to
Executive Order Numbered Three Hundred Sixty-Six (E.O. No. 366), s, of 1996, as amended, the local
peace and order committee shall have the same composition and functions as those prescribed in the said
executive order.
WHEREAS, Section 2 of E.O. No. 366 provides that every barangay shall organize a Peace and Order
Committee to serve as implementing arm of the City/Municipal Peace and Order Council at the Barangay
level. Such Committee shall be composed of the following members:
WHEREAS, the barangay peace and order committee is reconstituted customarily as a whole or without
exception whenever major changes exist in the local administration or in the composition.
NOW, THEREFORE, I, FREDERICK S. YAMBAO, Punong Barangay of Barangay Rizal, San Antonio,
Zambales, by virtue of the powers vested in me by law, do order and direct the following:
SECTION 1. ORGANIZATION OF THE BARANGAY PEACE AND ORDER COMMITTEE (BPOC). – The
Barangay Rizal Peace and Order Committee (BPOC) of Barangay Rizal, San Antonio, Zambales, is hereby
reorganized and reconstituted as follows:
SECTION 2. ROLE AND FUNCTION OF THE BPOC. – The Barangay Rizal Peace and Order Committee
(BPOC) shall have the following role and function as provided under DILG Memorandum Circular 2015-130
dated November 3, 2015:
a. Formulate a Barangay POPS Plan which shall be incorporated in the Barangay Development Plan;
b. Recommend measures to improve or enhance peace and order and public safety in the community;
c. Monitor and coordinate the implementation of peace and order programs and projects at the barangay
level;
d. Serve as an information gathering mechanism;
e. Monitor and report, to appropriate authorities, suspicious illegal activities and personalities involved
within their jurisdictions, including insurgent activities;
f. Maintain continuing dialogue, close coordination and rapport with the higher level POC and law
enforcement units;
g. Coordinate the operation of all community-based anti-crime groups within the barangay;
h. Make periodic assessment of the prevailing peace and order situation in the barangay, and submit a
report, with appropriate recommendations, to the higher-level POC;
i. Submit annual BPOC Functionality Report pursuant to DILG Memorandum Circular No. 2008-101; and
j. Perform such other functions as may be assigned by the higher-level POC.
SECTION 3. BPOC SECRETARIAT. – There is hereby created a Barangay Rizal Peace and Order
Committee Secretariat which shall handle the administrative and technical activities of the committee.
Specifically, the Secretariat shall prepare plans and programs for the consideration of the committee;
supervise, direct and monitor, for the committee, implementation of approved policies, plans and programs;
undertake liaising and coordination of activities with appropriate agencies of the government and provide a
forum for interdisciplinary dialogue and deliberation of major issues and problems affecting peace and
order.
SECTION 4. APPROPRIATION. – The Sangguniang Barangay of Barangay Rizal shall appropriate such
amounts as may be necessary for the implementation of the Barangay Peace and Order Plan and/or Public
Safety Plan which shall be disbursed only with the favorable recommendation of the BP-POC. The basis for
incurring expenses pertaining to the Barangay Peace and Order Program shall be the Barangay Peace and
Order Plan as recommended by the BPOC, the Barangay Kagawad, Chairman of Peace and Order, and
approved by the Sangguniang Barangay and the Punong Barangay.
SECTION 5. REPEALING CLAUSE. – All Executive Orders, Rules and Regulations and other related
issuances or part thereof, which are inconsistent with this Executive Order, are hereby amended, modified
or revoked accordingly.
SECTION 6. EFFECTIVITY CLAUSE. – This Executive Order shall take effect immediately.

WHEREAS, presented for consideration was Resolution No. 05 of the Barangay Peace and
Order Council approving the Peace and Order and Public Safety (POPS) Plan pursuant to section
116 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, and
Executive Order No. 09, series of 2022 further reorganizing the Peace and Order Councils in
every barangay;
WHEREAS, the BPOPS Plan was formulated in compliance with DILG Memorandum Circular
No. 2015-128 for every three (3) years effectivity upon adopting of this Sanggunian to be
incorporated in the Barangay Comprehensive Development Plan;
WHEREAS, upon thorough deliberations, this Sanggunian finds the same important, hence
adoption is hereby considered.
NOW, THEREFORE:
