Farm Bills 2020 – Pros, Cons & Challenges
Three farm bills were passed by the parliament of India on 20th September
2020.
The three bills were –
• The Farmers’ Produce Trade and Commerce (Promotion and Facilitation)
Bill, 2020-
Farmers can now sell their produce anywhere in the country and are not
restricted by the state borders and APMC.
• The Farmers (Empowerment and Protection) Agreement of Price
Assurance and Farm Services Bill, 2020
Farmers can enter into contract farming engagements and be assured of
the sale of their produce at good prices.
• The Essential Commodities (Amendment) Bill, 2020
Certain previously defined essential commodities like onions,
oilseeds, pulses were removed from the essential commodities list
and can now be stored in any quantity.

Pros
1. Contract farming is like an Insurance Contract. The risk of crop
failure due to floods, drought, pests, etc is transferred to the other
party in the contract. Farmers are assured of the sale and price.
2. Farmers can save their hard-earned money from predators like
middlemen.
3. Farmers can take locational advantage by selling crops in those
states where that crop is deficient.
4. Private investment in the agriculture sector will lead to the
modernization of agriculture.
Cons
1.Contract farming may lead to slavery. Small farmers (mostly
uneducated) can become victims of corporate malpractices.
2.Lack of capital with farmers to pay the heavy transportation
costs.
3.Hoarding and black marketing of agriculture products will
increase.
4.Legal troubles to farmers if contract not honoured by them.
Challenges

1. Misconceptions among farmers regarding Minimum Support


Price.
2. Protection of farmers from global competition can be tough
as limits on storage and imports increased.
3. Trust issue between farmers and government.
4. The communication gap between farmers and government.
5. Difference of opinion between the party in power and
opposition on farm bills.
