CHAPTER 2: DUTIES AND


RESPONSIBILTIES OF PERSONNEL
INVOLVED
This chapter focuses on the specific duties and responsibilities of the PSA
personnel involved in the Geotagging of Missing Building Points from Processed
Post-Census Maps and EA Delineation for the Development of Enumeration Area
Reference File (EARF) for the 2022 Census of Agriculture and Fisheries (2022 CAF).
The person/s specified for these duties are expected to perform and carry out their tasks
efficiently and effectively for the duration of the activity.
Following the conduct of the post-processing activities in the field offices, this
undertaking will directly involve the Map Data Processor (MDP), Map Data Verifier
(MDV), and Map Data Reviewer (MDR). The roles of the aforementioned personnel will
be fundamental to the geo-tagging, pre-processing, field validation, post-processing, and
evaluation activities upon which shall be conducted under the supervision of the Regional
Focal Person (RFP) for Mapping, Provincial Focal Person (PFP) for Mapping, Chief
Statistical Specialist (CSS), and Statistical Operations Coordination Division
(SOCD) Head in the respective regions and provinces.
The MDPs, MDVs, and MDRs are the key personnel as they will all be essentially
involved in the entirety of this undertaking. This activity will cover the geo-tagging of
missing buildings covered in the 2020 CPH Forms 2 and 3, delineation of
Enumeration Areas (EAs), and preparation of block maps. The data collected from
the field will be integrated to the current PSA GIS-based census maps.
The output from this activity will depend highly on the ability of these personnel to
conduct each of their assigned tasks and duties.
All of the specific duties and responsibilities of the MDPs, MDVs, MDRs, and other
provincial, regional, or central office personnel directly involved in this activity are stated
in this chapter.

2.1 DUTIES OF MAP DATA PROCESSOR (MDP)


The fundamental duty of the MDP is to prepare and configure the maps to be used
for geo-tagging of buildings, delineation of EAs, and block mapping. The MDP is
likewise tasked to pre-process and post-process the data gathered during field
data collection/validation.

The duties and responsibilities of the MDP are stated below:


1. Attends the Second Level Training for the Geotagging of Missing
Building Points from Processed Post-Census Maps and EA Delineation
for the Development of Enumeration Area Reference File (EARF) for the
2022 Census of Agriculture and Fisheries (2022 CAF);

2. Installs QGIS 3.4.7 in the desktop if necessary;

3. Prepares materials to be used for the activity (QGIS Project, PSA


Satellite images, grids, etc.);

4. Ensures that the QGIS Project files in the desktop is running;

5. Installs QField 1.10.0 (Uluru) in the Android Tablet if necessary;

6. Uploads the QGIS Project/GIS-based maps to the Android Tablets;

7. Ascertains that the transferred QGIS Project in the Android Tablet is


working;

8. Prepares the QGIS Project to be used in geotagging, EA delineation,


and block mapping;

9. Configures the QGIS projects for geotagging and field validation;

10. Retrieves the map updates accomplished by the MDV from the Android
Tablets;

11. Merges and archives the submitted geotagged missing building points
by city/municipality.

12. Digitizes the proposed EA boundary and EA boundary updates based


on the field validation conducted by the MDVs;

13. Merges the layers that were divided amongst multiple MDPs and MDVs;

14. Modifies the boundary problems between the city/municipality within the
province identified by the MDR-PSO.

15. Finalizes the updated EAs from delineation and modified block maps;

16. Generates maps in PDF for printing;

17. Assists the Provincial Focal Person (PFP) for mapping in equally
dividing and assigning the field operations workload amongst the MDVs;

18. Informs the Provincial Focal Person (PFP) for mapping regarding the
status of preparation/configuration/pre-processing/post-processing,
concerns, or problems that may be encountered during the activity;

19. Perform other census-mapping related tasks that may be assigned by


the PFP.

2.2 DUTIES OF THE MAP DATA VERIFIER (MDV)


The fundamental duties of the MDV are: (1) to conduct the geo-tagging of missing
buildings based on CPH Forms 2 and 3; (2) to conduct field validation of the
proposed Enumeration Area (EA) boundary for EA delineation.

The duties and responsibilities of the MDV during the geotagging activity
are stated below:
1. Attends the Third Level Training for the Geotagging of Missing Building
Points from Processed Post-Census Maps and EA Delineation for the
Development of Enumeration Area Reference File (EARF) for the 2022
Census of Agriculture and Fisheries (2022 CAF);

2. Checks all of the materials needed before heading to the field (Android
Tablet, QField App, QGIS project files, etc);

3. Ensures that the uploaded project in the Android Tablet is working;

4. Ensures that the Android Tablet to be used is in excellent condition and


has enough battery charge for the duration of the field operations;

5. Always wears ID and PSA shirt for proper identification;

6. Coordinates with the Provincial Focal Person (PFP) for mapping


regarding the assignment area before proceeding to the field;

7. Makes a courtesy call to the Barangay Officials before the conduct of


field operation activities in the assigned area;

8. Geo-tags building structures based on CPH Forms 2 and 3;

9. Submits the Android Tablet to the Provincial Focal Person (PFP) for
mapping after the geotagging activity;

10. Informs the Provincial Focal Person (PFP) for mapping regarding
concerns or problems that may be encountered during the geotagging
activity;

11. Perform other census-mapping related tasks that may be assigned by


the Provincial Focal Person (PFP).

The duties and responsibilities of the MDV during the field validation of
proposed EA boundaries are stated below:

1. Attends the Third Level Training for the Geotagging of Missing Building
Points from Processed Post-Census Maps and EA Delineation for the
Development of Enumeration Area Reference File (EARF) for the 2022
Census of Agriculture and Fisheries (2022 CAF);

2. Checks all of the materials needed before heading to the field (Android
Tablet, QField App, QGIS project files, etc);

3. Ensures that the uploaded project in the Android Tablet is working;

4. Ensures that the Android Tablet to be used is in excellent condition and


has enough battery charge for the duration of the field operations;

5. Always wears ID and PSA shirt for proper identification;

6. Coordinates with the Provincial Focal Person (PFP) for mapping


regarding the assignment area before proceeding to the field;

7. Makes a courtesy call to the Barangay Officials before the conduct of


field operation activities in the assigned area;

8. Conducts field validation of the proposed EA boundary for delineation;

9. Reflects the ground observations from field validation in the QField App;

10. Adjusts/edits the proposed EA boundary if the boundary is not


accessible or does not meet the criteria to be used for delineation;

11. Submits the Android Tablet to the Provincial Focal Person (PFP) for
mapping after the field validation;

12. Informs the Provincial Focal Person (PFP) for mapping regarding
concerns or problems that may be encountered during field validation;

13. Perform other census-mapping related tasks that may be assigned by


the Provincial Focal Person (PFP).

2.4 DUTIES OF MAP DATA REVIEWER IN PSO (MDR-PSO)


The fundamental duty of the MDR-PSO is to evaluate and review the quality of the
maps in the provincial office.

The duties and responsibilities of the MDR-PSO are stated below:

1. Attends the Second Level Training for the Geotagging of Missing


Building Points from Processed Post-Census Maps and EA Delineation
for the Development of Enumeration Area Reference File (EARF) for the
2022 Census of Agriculture and Fisheries (2022 CAF);

2. Conducts a 100% evaluation of the digitized and field validated maps;

3. Checks if all of the EA boundary updates have been verified and


reflected on the updated EA layer;

4. Ensures that the block layer has been adjusted/modified based on the
updated map layers;

5. Reviews and verifies the quality of the printed paper maps if the criteria
for creating/modifying block maps are followed;

6. Assists the PFP in evaluating the boundaries between the


city/municipality within the province.

7. Assists the Provincial Focal Person (PFP) for mapping in accomplishing


the PSO Evaluation Form;

8. Printing of PDF maps prepared by the MDP;

9. Informs the Provincial Focal Person (PFP) for mapping if there are
modifications needed to be done if the maps did not pass the evaluation;

10. Informs the Provincial Focal Person (PFP) for mapping regarding
concerns or problems that may be encountered during the evaluation of
maps;

11. Perform other census-mapping related tasks that may be assigned by


the Focal Person.

2.5 DUTIES OF MAP DATA REVIEWER IN RSSO (MDR-RSSO)


The fundamental duty of the MDR-RSSO is to evaluate and review the quality of
maps submitted by the provincial office to the regional office. The MDR-RSSO
shall also monitor and coordinate submissions of the PSOs to the RSSO.

The duties and responsibilities of the MDR-RSSO are stated below:


1. Attends the Second Level Training for the Geotagging of Missing
Building Points from Processed Post-Census Maps and EA Delineation
for the Development of Enumeration Area Reference File (EARF) for the
2022 Census of Agriculture and Fisheries (2022 CAF);

2. Conducts a 100% evaluation of the digitized maps and field validated


maps;

3. Checks if all of the EA boundary updates have been verified and


reflected on the updated EA layer;

4. Ensures that the block layer has been adjusted/modified based on the
updated map layers;

5. Assists the RFP in evaluating the boundaries between the provinces


within the region;

6. Assists the Regional Focal Person (RFP) for mapping in accomplishing


the RSSO Evaluation Form;

7. Informs the Regional Focal Person (RFP) for mapping if there are
modifications needed to be done if the maps did not pass the evaluation;

8. Monitors the submission of the maps from the provincial office thru the
Provincial Focal Person (PFP) for mapping;

9. Coordinates all communications, issues, requests, and concerns to


respective Provincial Focal Persons for mapping;

10. Follow-ups submissions of maps of the provinces under the region ;

11. Verifies and ensures the completeness and correctness of maps


submitted by the provinces;

12. Informs the Regional Focal Person (RFP) for mapping regarding
concerns or problems that may be encountered during the
evaluation/review of maps;

13. Reports to Regional Focal Person (RFP) for mapping any


inconsistencies regarding the reports submitted by the Provincial Focal
Persons for mapping;

14. Perform other census-mapping related tasks assigned by the Regional


Focal Person.

2.6 DUTIES OF PROVINCIAL MAPPING FOCAL PERSON (PFP)

The fundamental duty of the PFP is to supervise and ensure the proper operation
of the activity in the Provincial Office.

The duties and responsibilities of the PFP are stated below:


1. Attends the Task Force Training for the Geotagging of Missing Building
Points from Processed Post-Census Maps and EA Delineation for the
Development of Enumeration Area Reference File (EARF) for the 2022
Census of Agriculture and Fisheries (2022 CAF);

2. Serves as a trainer during the conduct of Second and Third Level


Training in the Provincial Office;

3. Supervises/monitors the proper implementation of the activity in the


province;

4. Provides over-all guidance and attends to the problems encountered by


the MDPs, MDVs, and MDRs for the duration of the entire activity;

5. Equally divides and assigns the processing of maps workload if there


are multiple MDPs in the province;

6. Supervises the MDP during the pre-processing and post-processing


phases of the activity;

7. Receives the QGIS Project files from the MDP after the pre-processing
and post-processing of maps;

8. Responsible for the distribution and control of the Android Tablets to be


used for geotagging and field validation operations;

9. Provides the MDVs with all the necessary materials before heading to
the field;

10. Equally divides and assigns the field operations workload if there are
multiple MDVs in the province;

11. Receives the Android Tablet from the MDV after the geotagging and field
validation operations;

12. Receives the maps processed by the MDP after reflecting the collected
data and ground observations in the GIS-based maps;

13. Supervises the MDR during the review and evaluation of the GIS-based
map layers and printed block paper maps;

14. Supervises the MDP during the review and evaluation of the GIS-based
map layers and printed block paper maps;

15. Supervises the MDR-PSO in evaluating the boundaries between the


city/municipality within the province;

16. Supervises the MDP in modifying the boundaries between the


city/municipality within the province;

17. Accomplishes the PSO Evaluation Form with the assistance of MDR;

18. Responsible for the accuracy of the maps submitted to the RSSO and
CO;

19. Monitors and ensures the timely submission/uploading of the maps to


the Philsys Cloud Submission Facility;

20. Notifies the Regional office regarding the submitted/uploaded maps in


the Philsys Cloud Submission Facility via email with the attached PSO
Evaluation Form;

21. Responsible for the control and collection of the Android Tablets in good
working condition from the MDVs after the field operations activity.

2.7 DUTIES OF REGIONAL MAPPING FOCAL PERSON (RFP)

The fundamental duty of the RFP is to supervise and ensure the proper operation
of the activity in the Regional Office.

The duties and responsibilities of the RFP are stated below:


1. Attends the Taskforce Training for the Geotagging of Missing Building
Points from Processed Post-Census Maps and EA Delineation for the
Development of Enumeration Area Reference File (EARF) for the 2022
Census of Agriculture and Fisheries (2022 CAF);

2. Serves as a trainer during the conduct of Second Level Training in the


Regional Office;

3. Supervises/monitors the proper implementation of the activity in the


whole region;

4. Provides over-all guidance and assistance to the Regional and


Provincial offices for the duration of the entire activity;

5. Monitors and ensures the timely submission/uploading of the maps in


the Philsys Cloud Submission Facility;

6. Supervises the MDR during the review and evaluation of the GIS-based
map layers and printed block paper maps;

7. Supervises the MDR-RSSO in evaluating the boundaries between the


provinces within the region;

8. Accomplishes the RSSO Evaluation Form with the assistance of MDR;

9. Responsible for the accuracy of the of the maps submitted to the CO;

10. Ensures the completeness and quality of the maps in the regional office
before submitting/uploading to the Philsys Cloud Submission Facility;

11. Monitors and ensures the timely submission/uploading of the maps to


the Philsys Cloud Submission Facility;

12. Notifies the Central Office regarding the submitted/uploaded maps in the
Philsys Cloud Submission Facility for evaluation via email with the
attached RSSO Evaluation Form.

2.8 DUTIES OF REGIONAL DIRECTOR (RD) AND STATISTICAL OPERATIONS


COORDINATION DIVISION (SOCD) HEAD
The fundamental duty of the RD and SOCD Head is to ensure the proper operation
of the activity in the Regional and Provincial Offices through communication and
coordination.

The duties and responsibilities of the RD and SOCD Head are stated below:
1. Attends the Task Force Training in Geotagging of Missing Building
Points from Processed Post-Census Maps and EA Delineation for the
Development of Enumeration Area Reference File (EARF) for the 2022
Census of Agriculture and Fisheries (2022 CAF);

2. Ensures the successful and proper implementation of the activity in both


the regional and provincial offices;

3. Responsible for the prompt submission/uploading of the maps in the


Philsys Cloud Submission Facility according to the set guidelines and
timetable;

4. Provides over-all guidance and assistance to the Regional and


Provincial offices for the duration of the entire activity.

2.9 DUTIES OF CHIEF STATISTICAL SPECIALIST (CSS)


The fundamental duty of the CSS is to supervise the operation of the activity in the
province.

1. Attends the Second Level Training in Geotagging of Missing Building
Points from Processed Post-Census Maps and EA Delineation for the
Development of Enumeration Area Reference File (EARF) for the 2022
Census of Agriculture and Fisheries (2022 CAF);

2. Supervises the operation or activities in the province;

3. Ensures the successful and proper implementation of the activity in the


provincial office;

4. Provides over-all guidance and assistance to the Regional and


Provincial offices for the duration of the entire activity.
