AISHE Final Report 2020-21 PDF
Over the years, the All India Survey on Higher Education (AISHE) has
assumed critical importance, as it is the only comprehensive source of Higher
Education Statistics, in which valuable data on various aspects is collected from
Higher Education Institutions in the country. AISHE 2020-21 was the 11th Survey
and first Survey conducted through Web Data Capture Format (DCF). Being the
first such Survey it had its share of challenges but these have been very
successfully overcome.
2. The Report of AISHE 2020-21 has come out at an opportune time and will
be extremely useful especially for informed policy making and future perspective
planning.The Report is comprehensive covering many facets and has brought
out many new interesting insights on the growth of the Higher Education Sector
in the country.
3. I congratulate the officers and staff of the Statistics Division for their
excellent work and painstaking efforts, under the leadership of Deputy Director
General (Stat). I also appreciate the wholehearted efforts of the AISHE State
Units, and NIC Team, in this important endeavour. I also thank the Higher

AISHE 2020-21: Key Results
The All-India Survey of Higher Education (AISHE), 2020-21 was conducted with
reference date as 31.12.2020. For the first time, the Higher Education Institutions (HEIs)
of India have filled their data using an entirely online data collection platform through the
Web Data Capture Format (Web DCF) developed by the Department of Higher
Education and the National Informatics Centre (NIC).
A total of 1,113 Universities, 43,796 Colleges and 11,296 Stand Alone Institutions were
registered in AISHE 2020-21. Of them, 1,099 Universities, 41,600 colleges and 10,308
Stand Alone Institutions have filled and verified their responses.
Number of Institutions
The number of Universities has increased by 70 during 2020-21, to 1,113 in 2020-21
from 1,043 in 2019-20.
Out of 1113 Universities, 657 are Government managed (Central Government: 235, State
Government: 422), 10 are Private Deemed (aided), and 446 are Private (Unaided).
There are 17 Universities exclusively for Women (14 State Public Universities, 2 Private
Universities and One Deemed Private Aided). It was 11 in 2014-15.
In 2020-21, there are 16 Open universities (1 Central University, 14 State Universities
and 1 State Private University) and 112 Dual Mode Universities.
Of the 1,099 Universities who responded in the Survey, there are 615 General, 188
Technical, 63 Agriculture & Allied, 71 Medical, 26 Law, 19 Sanskrit and 8 Language
Universities. Remaining121 Universities were of other categories.
The number of Colleges has increased by 1453 during 2020-21, to 43,796 in 2020-21
from 42,343 in 2019-20.
Number of colleges per lakh eligible population (population in the age-group 18-23
years) in the country is 31. It was 27 in 2014-15.
21.4% Colleges are Government Colleges, 13.6% are Private (Aided) and 65% are
Private-unaided.
About 43% of the Universities and 61.4% Colleges are in Rural Areas.
10.5% Colleges (4375) are exclusively for Female, while only 0.2% (72 Colleges) are
exclusively for male.

Uttar Pradesh, Maharashtra, Karnataka, Rajasthan, Tamil Nadu, Madhya Pradesh,
Andhra Pradesh, Gujarat, Telangana and Kerala are top 10 States in terms of number of
colleges.
Among the districts, maximum number of colleges (1058) are situated in Bangalore
Urban followed by Jaipur (671). About 32% of colleges are situated in 50 districts.

In the year 2020-21, Gross Enrolment Ratio (GER) in higher education for age group
18-23 years is estimated to be 27.3, as compared to 25.6 in 2019-20 as per 2011
projection, whereas, it is 27.1 in 2019-20 as per 2001 population projection. The GER in
2020-21 over 2019-20 has increased by 1.7 as per 2011 projection, which is highest ever
increase in GER.
In 2020-21, the GER for male is 26.7 and the GER for female is 27.9.
GER for Scheduled Castes Students is 23.1 and GER for Scheduled Tribes Students is
18.9. While the increase in the Scheduled Castes GER is 0.7 in the current and previous
years, notably, significant increase of 1.9 is observed in the Scheduled Tribes GER in
2020-21 over 2019-20, as compared to 0.8 in 2019-20 over 2018-19.
Notably, Government Universities constituting 59.1% of total Universities contribute
73.1% of total enrolment, Deemed Universities - Government Aided constituting 0.9% of
total Universities account for 0.6% enrolment, whereas the 40% Private Universities
account for only 26.3% of total enrolment.
Further, Government Colleges despite constituting only 21.4% of total colleges based on
actual response contribute 34.5% of total enrolment, Private (Aided) colleges constituting
13.6% of total colleges account for 21.1% enrolment, whereas the 65% Private Unaided
Colleges account for only 44.4% of total enrolment.
It is seen that average enrolment of Government Colleges is 1097 which is higher than
that of both Private (aided) Colleges (1057) as well as Private (unaided) Colleges (465).
About 78.09% of the students are enrolled in undergraduate level courses and remaining
11.5% are enrolled in postgraduate level courses.
Based on actual response at undergraduate level, enrollment is highest in Arts (33.5%),
followed by Science (15.5%), Commerce (13.9%) and Engineering & Technology
(11.9%).
At postgraduate level, maximum students are enrolled in Social Science stream (20.56%)
followed by science (14.83%) based on actual response.
At Ph.D. level, enrolment is highest in Engineering &Technology (27.3%) followed by
Science (23.4%).
Uttar Pradesh has the highest student enrolment (16.07%) followed by Maharashtra
(10.98%) and Tamil Nadu (8.06%).

Of the total enrolment in 2020-21, the number of Student enrolment in STEM is
4,06,93,017 (20.19%) based on actual response. While in Science stream Female
outnumbered Male, in Engineering & Technology Male outnumbered Female.
Total number of foreign students enrolled in higher education is 48,035.
The foreign students have come from 163 different countries.
In 2020-21, highest share of foreign students are from Nepal (28.26%), followed by
Afghanistan (8.49%), Bangladesh (5.72%), Bhutan (3.8%), Sudan (3.33%) and United
States (5.12%). Top 10 countries constitute 67.48% of the total foreign students.
Out-Turn
The total number of pass-out has increased to 95.4 Lakh in 2020-21 as against 94 Lakh in
2019-20.
At the under graduate level, the highest out-turn is in Bachelor of Arts (B.A.) with 20.5
Lakh, followed by Bachelor of Science (B.Sc.) with 11.3 Lakh, Bachelor of Commerce
(B.Com.) with 10.2 Lakh and 8.3 Lakh in Bachelor of Engineering (B.E.) & Bachelor of
Technology (B. Tech.) combined.
At Post-graduate level, the highest out-turn is in Master of Arts (M.A.) 5.4 Lakh,
followed by Master of Science (M.Sc.) 2.9 Lakh, Master of Business Administration
(MBA) 2.2 Lakh and Master of Commerce (M.Com.) 1.6 Lakh.
In Diploma, the total number of pass-out is 8.48 Lakh.

25,550 students were awarded Ph.D. during 2020 with 14,422 Male and 11,128 Female.
The highest number of Ph.D. was awarded in Science 6,022 followed by Engineering &
Technology 4,556.

CHAPTER I – INTRODUCTION
Background
The All India Survey on Higher Education (AISHE) was initiated in 2011,
during which data for the year 2010-11 was collected. This Survey was necessitated
as none of the source of data on Higher Education was giving complete picture of
Higher Education in the country. The survey intended to cover all the Institutions in
the country engaged in imparting Higher Education. For the first time all the major
Stakeholders in Higher Education, such as University Grants Commissions, All India
Council for Technical Education, Medical Council of India as well as State
Governments participated in the data collection exercise. The entire survey was
conducted through electronic mode and a dedicated portal http://aishe.gov.in was
developed for this purpose. In the initial years, the list of institutions were prepared
by consulting websites of State Government Departments, Ministries and
Institutions , consulting Central Ministries, Councils and State Governments for
providing institutions under their control.

1.3 Formulation of Concepts and Definition: All the terms generally used in
higher education such as University, College, Programmes, Discipline, Faculty,
Department have been clearly defined in the Instruction Manual for AISHE 2020-21
is available in the portal (www.aishe.gov.in) which also includes item-wise
instructions to fill the forms. All the Terms, Concepts and Definitions used in the
survey are given at Annexure 2 and also in the FAQ, Web tutorial etc.
Thus, the Requests for addition of institutions (new/remaining) received from the
institutions after approval of University Nodal Officer/Sectoral Nodal Officer and
the State Nodal Officer are then examined for grant of AISHE Code on the basis of
verification of documents mentioned on AISHE portal guidelines at MoE level and
inclusion in Frame.
So the Frame for AISHE 2020-21 is the list of Registered institutions upto 2019-20 and
new registrations of 2020-21.
Apart from addition and deletion, the module is also used for;
Affiliation and De-affiliation of Colleges which maintain the identity of the
college even after shifting from one University to other. A provision has also
been made for those colleges which are upgraded to University so that there
is always a backward linkage.
Active and In-activation of Stand-Alone Institution and upgradation of
Institute to College is done at MoE level on request of Institution after
providing the necessary documents.
The Activation of User Ids and Password of Standalone Institute register
under the category of Institutes under Ministries, P.G.D.M Institutes,
Paramedical & Hotel Management & Catering Institutes.
On Request of Institutions Editing/Updating the Institution Type, Name, State
and District.
Nodal officers in each State are expected to coordinate the survey work. Most
of the States have nominated Higher/ Technical Education department as Nodal
department/ agency for coordinating the Survey. Along with State Nodal Officers, 3
more Nodal Officers, one each from Directorate of Technical Education (for
Polytechnics), SCERT (for DIETs and Teacher Training diploma level institutions)
and State Nursing Council have also been designated to co-ordinate with Standalone
Institutions. List of Nodal Officer is at Annexure-3.
1.6 Mode of Survey – The mode of the Survey is online, through the dedicated
portal (http://aishe.gov.in). From AISHE 2020-21 onwards, the platform of data
uploading has been changed from Adobe Form to Web Form which is latest
technology (Micro-service Architecture) based web DCF. Data has been collected
under AISHE for the first time in AISHE 2020-21 through the Data Capture Format
(DCF) in which data is being filled by the users on online web form on AISHE portal.
1.7 Reference Period for AISHE 2020-21: The Reference date for filling
up/uploading data in web DCF was 31 December 2020. The number of teachers and

students has been recorded on the basis of their actual number as on 31 st December
2020. Information in respect of Examination Result has been collected for the
students passed out/awarded degree on or before 31st December 2020 for the
previous academic year. Financial Information has been recorded for the previous
financial year i.e., 1st April 2019 to 31st March 2020.
1.8 Duration of the Survey AISHE 2020-21: The survey was launched on 1st
December, 2021 and continued till 30th April 2022. As the web DCF has been used
for the first time, large scale scrutiny on various parameters such as enrolment
(gender-wise, social category-wise, foreign students, NCC, NSS etc), teaching/non-
teaching staff, pass out /outer etc., has been conducted. Thereafter the discrepancies
found have been taken up with the concerned institutions for clarification/correction.
1.9 Institution Response under AISHE Survey: In AISHE 2020-21, out of total
registered 1,113 Universities, 43,796 Colleges and 11,295 Stand Alone Institution,
1,084 - Universities, 40,176 - Colleges and 8,696 – Standalone Institutions have
uploaded the data form on the portal. In AISHE, apart from the actual responses,

During 2020-21, 1113 Universities were listed on the AISHE Portal. Of these,
235 belonged to Central Government, 422 belonged to State Government, 10 were
Government Aided Deemed Universities, and 446 were Privately Managed (unaided).

Out of 1113 Registered Universities, 1099 have responded. The type wise

Of the 1113 universities, there are 16 Open Universities, with One Central
Open University, 14 State Open Universities (Arunachal Pradesh, Assam, Bihar,
Chhattisgarh, Delhi, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Odisha,

In 3 Union Territories namely Andaman and Nicobar Islands, The Dadra and
Nagar Haveli and Daman and Diu and Lakshadweep, there is no University.
Out of responding universities, 56% universities are general in nature, 17%
Technical, 6% Agriculture, 6% Medical and 5% Management. State-wise distribution
of Universities as per specialization is given in Table-2. The distribution of
responding universities as per specializations is shown in the Figure 2.
2.1.2 College
There are wide variations in number of colleges per district. The top 10
districts and number of colleges in those districts are shown in Box 4. 10.7% colleges
out of total are registered in these 10 districts. However, the top 50 districts have
about 32.0% of colleges. Distribution of districts by number of Colleges in a range is
shown Box 5. State-wise distribution of districts by number of colleges in a range is
given at Table-3.
College density, i.e., the number of colleges per lakh eligible population (population
in the age-group 18-23 years) varies from 8 in Bihar to 62 in Karnataka as compared
to All India average of 31.
The top 10 states in terms of number of Colleges in India are Uttar Pradesh,
Maharashtra, Karnataka, Rajasthan, Tamil Nadu, Madhya Pradesh, Andhra Pradesh,
In Uttar Pradesh, there are 8114 Colleges and for every one lakh population
there are 32 Colleges. Similarly, Maharashtra comes second with 4532 Colleges and
34 Colleges per lakh population. Karnataka comes at third position with 4233
Colleges and 62 Colleges per lakh population whereas Rajasthan is at fourth position
with 3694 Colleges and 40 Colleges per lakh population. Tamil Nadu comes at fifth
position with 2667 Colleges and has College density of 40. Madhya Pradesh comes at
sixth position with 2610 Colleges and 29 Colleges per lakh population whereas
Andhra Pradesh is at seventh position with 2601 Colleges and 49 Colleges per lakh
population. At eighth position Gujarat has 2267 Colleges and 31 Colleges for every

recognised by All India Council for Technical Education (AICTE) and administered
by State Directorate of Technical Education.
Type II- Diploma Level Teacher Training Institutes including District Institute of
Education and Training (DIETs) recognised by National Council for Teacher
Of the total estimated Enrolment, the female enrolment is 2,01,42,803 (48.67%) and
the male enrolment is 2,12,37,910 (51.33%).
Female is higher than male in M.Phil. and Post Graduate, with Student
enrolment at M.Phil. being 62.10% female and in Post Graduate 56.45% female. The
major states with female enrolment more than male enrolment are Kerala,
Chhattisgarh, West Bengal, Assam, Uttarakhand, Telangana and Tamil Nadu, with,
highest gap between female enrolment to male enrolment is seen in Kerala.
As per response, 4.6% students belong to Muslim Minority and 2.0% are from

and level-wise estimated student enrolment is given in Table 6. State-wise student
enrolment through regular mode at various levels is given in Table 6(a).
Out of the total enrolment of 4,13,80,713 students, a vast majority of 3.26 crore
students are enrolled in Under Graduate level (78.9%) followed by 11.4% students
enrolled in Post-Graduation level (47.16 lakh). There are 2,255 students enrolled in
Integrated Ph.D. in addition to 2.11 lakh students enrolled at Ph.D. Level. There is a
small share of 7.2% students enrolled at Diploma level i.e. 29.79 lakh students and
out of this majority of students are enrolled in Technical/ Polytechnic, Nursing and
Teacher Training streams. A small share of 1.55 lakh and 2.57 lakh students are
enrolled at Certificate and PG Diploma levels, respectively, constituting 0.38% and
0.62% of the total share.

which 56.5% are female students. Total enrolment in Science stream has 679178 out
of which 61.3% is female. Management stream has 686001 students enrolled for PG
with 43.1% female students. Commerce stream has 536560 students enrolled for PG
with 66.5% female students. There are 320176 students enrolled in PG in Indian
languages which is divided into 12 sub-streams. The Number of students enrolled in
Education stream is 206394, in which major contribution is female with 64.4%.
Ph.D.
At Ph.D. level, maximum number of students are enrolled in Engineering &
Technology stream closely followed by Science.
STEM
STEM includes Science stream (including Mathematics) and Engineering &
Technology stream. The Enrolment in STEM (at U.G., P.G., M.Phil. and P.hd. levels) is
94,69,022, out of which 53,74,237 (56.8%) are males and 40,94,785 (43.2%) females. This is
given in table 12 and 13.
Overall in UG, PG, M.Phil and Ph.D., the total Enrolment is 36,86,291 (71%
males and 29% females. Of these, the highest enrolment is in Computer engineering
followed by Mechanical Engineering, Electronics engineering, Civil engineering,
Electrical engineering etc. Similar trends follows in UG and Ph.D also.

Notably (Figure 20), Government Colleges constituting only 21.4% of total colleges
have 34.5% of total enrolment, Private (Aided) colleges constituting 13.6% of total
colleges have 21.1% enrolment, whereas the 65% Private (Unaided) Colleges have
only 44.4% of total enrolment. Average enrolment of Government Colleges is 1097
which is higher than that of both Private(aided) Colleges (1057) and
Private(unaided) Colleges (465).
There are 3780 Polytechnics in India listed on AISHE portal and of them 3589
have reported data during the survey. The highest number of Polytechnics is in
Maharashtra which is 734 and of them 723 has responded. There are 13.9 lakh
students enrolled in Polytechnics and out of them 81% are male students and the
remaining 19% are females.
Nine States having a total of 11.28 lakh students in Polytechnics account for
81.03% of the total students enrolled in Polytechnics. These are Tamil Nadu (with
2.49 lakh students), Maharashtra (2.41 lakh students), Uttar Pradesh (1.54 lakh
students), Karnataka (1.17 lakh students), Odisha (0.94 lakh students), West Bengal
(0.82 lakh students), Andhra Pradesh (0.72 lakh), Telangana (0.61 lakh) and Kerala
(0.53 lakh students). These 9 states have major share of polytechnic students, with
90.81% in Tamil Nadu, 72% in Maharashtra, 84.7% in Uttar Pradesh, 75.43% in
Karnataka, 86.66% in West Bengal, 82.15% in Odisha, 76.35% in Andhra Pradesh,
70.64% in Telangana and 79.81% in Kerala.
The total number of Nursing Institutions listed on AISHE portal is 3267 and
out of them 3079 institutions have responded i.e. a good response rate of 94.2%. The
total enrolment in nursing courses is 3.58 Lakh, of which 82.8% are females and
17.2% are males. Top 5 States having highest enrolment in nursing are Karnataka,
Uttar Pradesh, Maharashtra, Andhra Pradesh and Odisha, which together constitute

There are 13 programmes which have more than 1000 foreign students each
and accounts for more than 75% of the foreign Students. (Programme-wise number
of foreign students in responding Institutions is given in Table 18). Highest number
of students are enrolled in B.Tech. (11245 students) followed by B.Sc. (having 3439
students) B.B.A. (3314 students) B.Com. (2605 students) B.E. (2541 students). M.B.A
(2099 students), B.Pharma (2021 students). B.C.A (1918 students).
B.A has a total number of 1817 students with 51.6% female students. M.B.B.S
has total number of 944 students with 60.1% female students. Ph.D. has 1444
students. At the Post Graduation level, M.Sc. the enrolment of 1384 students has
been reported. 1197 students are enrolled at M.A. level. Bachelor of Dental Surgery
(B.D.S) has total number of 325 students with 63.7% female students. Diploma
programme has reported the enrolment of 1448 foreign students. BBM has total
number of 177 students.
Distance education has become a useful mode for pursuing courses for a large
number of students who are staying in far-off and remote areas, for
employed/working individuals etc. Distance enrolment constitutes 11.04% of the
total enrolment in higher education, of which 45.8% are female students.
GER for male population at all India level is 26.7 whereas for SC males it is 22.4 and
18.8 for ST males. Similarly, GER for female population at All India level is 27.9
whereas for SC females it is 23.9 and for ST females, it is 19.1. The GER for females in
all categories is highest in Chandigarh with 66.1. Arunachal Pradesh, Chandigarh,
Goa, Himachal Pradesh, Kerala, Puducherry, Sikkim, Tamil Nadu, Telangana,
Uttarakhand also have GER of more than 30 for female in all category.
Figure 27 shows Gender Parity Index (GPI) for All Categories, SCs and STs. It may
be seen that Female participation in Higher Education for All Categories is 105 per
100 males and for Scheduled Casts (SCs) and Scheduled Tribes (STs) it is 107 and
102s per 100 males respectively.

B.A. degree has been awarded to 20.5 lakh students which is the highest
among all Programmes, with 55.6% females. B.Sc. is the second highest with 11.3
lakh students followed by B.Com. with 10.2 lakh, B.Ed., B.Tech. Degree and B.E. are
awarded to 6.14 lakh, 4.80 lakh and 3.45 lakh students, respectively. 42,744 students
have been awarded with M.B.B.S. degree out of which 21982 are female. At Post
Graduate level, number of M.A. graduates is maximum (5.42 lakh) followed by M.Sc.
(2.92 lakh) and M.B.A. (2.16 lakh). About 159854, 46508 and 12674 students have
been awarded M.Com., M.Tech. and M.E. degree in which share of male students is
more than 35.6, 64.8% and 56.6%, respectively. Programme-wise Out-Turn on the
basis of actual response is given in Table 34.
Science is second major stream with 11.09 lakh students passed-out followed
by Commerce with 10.20 lakh students. 8.28 lakh students have passed under
graduate level in Engineering and Technology. In Medical Science stream, there are
2.51 lakh students who have been awarded Under Graduate degree.

The number of Universities and Colleges listed on AISHE portal has increased
from 864 in 2016-17 to 1113 in 2020-21, i.e. almost 28.8% (in figure 46), whereas the
number of colleges has increased from 40,026 in 2016-17 to 43,796 in 2020-21, i.e.
9.4% (in figure 47).
State-wise number of Universities during the last 5 years are shown in Table
40 and by type of University in Table 41. Increase in number of Universities is seen
in Madhya Pradesh (8), Gujarat (7), Telangana (7), Maharashtra (6), West Bengal (5)

The enrolment has grown considerably during the last 5 years from
3,57,05,905 in 2016-17 to 4,13,80,713 in 2020-21, i.e. around 15.89%. (in figure 52). The
annual rate of increase in enrolment has also shown an appreciable improvement
over the years. The increase in enrolment in 2020-21 over 2019-20 is 7.3%, which is
the highest increase in last 5 years.
Enrolment at all the levels except M.Phil. and Certificate has increased over
the years. The Compound Annual Growth Rate (CAGR) is 3.3 over the last 5 years as
shown in Box 14.

levels have increased quite substantially in comparison to enrolment at Under
Graduate and Post Graduate levels as shown in figures 59 and 60. The enrolment at

Subject: Constitution of Steering Committee for Higher Education Statistics & Public
Information System
The Twelfth Plan for Higher Education has laid special emphasis on developing a robust system for
collection, compilation and dissemination of higher education statistics with a view to enable
evidence-based policy making and conduct empirical research for the purpose. This would include
but not be restricted to the All India Survey on Higher Education (AISHE). The scope, scale and
timeliness of AISHE started in the year 2011 would be further improved during the Twelfth Plan. In
addition, a good public information system targeted at students and their parents about institutions
and programmes they offer would be established and surveys and studies would be conducted to
understand trends in higher education. Accordingly, a Scheme, namely Higher Education Statistics
and Public Information System has been launched.
2. With a view to ensure coordinated approach to all these efforts, particularly data collection
efforts and benefit from synergy in such efforts, a Steering Committee for Higher Education
Statistics & Public Information System is hereby constituted. In particular, the committee would -
a) Evolve national policies and priorities relating to the higher education statistics and public
information system;
b) Develop and define standards and conceptsaligned to international practices in regard to
highereducation statistics;
c) Suggest ways to harmonize and avoid duplication in data collection efforts by various agencies;
d) Guide and monitor the All India Survey on Higher Education;
e) Guide and monitor creation of portal on institutions and courses for students and parents for
informed choice;
f) Guide and monitor quick as well as longitudinal surveys and studies with a view to understand
trends in higher education;
g) Disseminate and promote higher education statistics amongst various stakeholders and public
at large;
h) Sanction funds for various related activities to different agencies for the purpose;
i) Any other related matter.
4. All Bureau Heads in the Department of Higher Education and the Directors of the various
Missions such National Mission in Education through Information &Communication Technology
(NMEICT), National Mission on Teachers & Teaching (NMTT) and Rashtriya Uchcha Shiksha
Abhiyan (RUSA) will be permanent invitees of the committee. In addition, theCommittee could co-
opt other stakeholders and / or experts as and when such need arises.With a view to discharge its
functions, the committee may constitute various sub-committees and /or groups on various issues.
5. The expenditure on TA/DA to official members in connection with the meetings of the
Steering Committee will be borne by the parent departments/organizations to which the member
belongs. Non-official members (if co-opted) will be entitled to TA/DA (including air freight) as
admissible to Group ‘A’ officers of the Government of India and this expenditure will be borne by
MHRD, New Delhi.The Committee would be serviced by the Statistics Division of MHRD, New Delhi.

HIGHER EDUCATION
For the purpose of this Survey, Higher Education is defined as the education, which
is obtained after completing 12 years of schooling or equivalent and is of the
duration of at least nine months (full time) or after completing 10 years of schooling
and is of the duration of at least 3 years. The education may be of the nature of
General, Vocational, Professional or Technical education.
I.TYPE OF INSTITUTIONS
All Institutions, where higher education as defined above is imparted, will be
covered in the Survey. The Institutions, covered in the Survey has been classified
into three broad categories:
Under Section 22(1) of UGC Act, 1956, the right of conferring or granting degrees shall
be exercised only by a University established or incorporated by or under a central Act, a
Provincial Act, a State Act or an institution deemed to be a University under section 3 or an
institution specially empowered by an Act of Parliament to confer or grant degrees.
Under Section 22(2) of UGC Act, 1956 states that Save as provided in sub-section (1), no
person or authority shall confer, or grant, or hold himself or itself out as entitled to confer or
grant, any degree.
Section 12 of the UGC Act, 1956 states Power and Functions of the University Grants
Commission:
(h) collect information on all such matters relating to university education in India
and other countries as it thinks fit and make the same available to any university;
(i) require a university to furnish it with such information as may be needed relating
to the financial position of the University or the studies in the various branches of
learning undertaken in that University, together with all the rules and regulations
relating to the standards of teaching and examination in that University respecting
each of such branches of learning.
Thus, the following degree awarding Institutions are covered in this category:
Some colleges are given Autonomous Status. UGC has introduced a scheme of
Autonomous colleges keeping in view the objectives of the National Education
Policy (1986-92).
All Colleges under Section 2(f) & 12(b) of the UGC Act are eligible under the Scheme.
Criteria for identification of institutions for grant of autonomy are as follows:
a. Academic reputation and previous performance in university examinations
and its academic/co-curricular/extension activities in the past.
b. Academic/extension achievements of the faculty.
c. Quality and merit in the selection of students and teachers, subject to
statutory requirements in this regard.
d. Adequacy of infrastructure, for example, library, equipment, accommodation for
academic activities, etc.
e. Quality of institutional management.
f. Financial resources provided by the management/state government for the
development of the institution.
g. Responsiveness of administrative structure.
h. Motivation and involvement of faculty in the promotion of innovative
reforms.
There are several institutions which are outside the purview of the University &
College. These Institutions generally run Diploma/PG Diploma level programmes
for which they require recognition from one or other Statutory Bodies. For the
Institution for Boys: An Institution which enrolls only male students in all its
programmes is categorised as Institution for Boys. Such institutes may or may not
have male teaching and non-teaching staff.
Institution for Girls: An Institution which enrolls only girls students in all its
programmes is categorised as Institution for Girls. Such institutes may or may not
have female teaching and non-teaching staff.
For the purpose of survey, the School will be treated similar to Faculty and Centre
will be treated similar to the Department.
Levels of Programmes:
For example in case of M.A. in Geography, M.A. is the Programme and Geography is the
discipline.
Regular Mode i.e. Formal system of Higher Education - Education provided in the
system of Colleges, Universities and other formal educational institutions where the
students getting education in a classroom in direct contact with the teachers and also
make use of other infrastructure facilities like laboratories, library etc. to enhance its
learning capacity.
Local Body - Colleges/Institutions which are managed by the local body such as
Panchayats (as defined in Art 243 read with 243 B of the Constitution),
Municipalities (as defined in Article 243 P read with 243 Q of the Constitution),
Cantonment Boards, Town Area Committees and any other bodies of the local self
government constituted under a law. e.g. Firoz Gandhi College &C.P.Verma College,
Patna affiliated to Magadh University.
Student means a student of the Institution and includes any person who has
enrolled himself/ herself for pursuing any programme of study conducted by the
Institution.
Foreign Students mean those students who are citizens of a country other than
India.
Grade Pay – Grade Pay is a fixed amount attached to each post in the hierarchy.
Grade pay determines the status of a post.

VII. NON-TEACHING STAFF
Non-teaching staff are staff other than Teaching staff engaged in Administrative,
Secretarial, Laboratory, Library work etc. of the University/ Institution/ College in
different level Groups i.e. Group A, Group B, Group C and Group D as defined by
Department of Personnel & Training.
VIII. RESERVATION
Person with Disability (PWD): A person suffering from a disability as defined in the
“Persons with Disabilities (Equal Opportunities, Protection of Right and Full
Participation) Act, 1995”. As per Section 2 of this Act:
“Person with disability” (PWD) means a person suffering from not less than forty
per cent of any of the following disabilities as certified by a medical authority;
i. Blindness;
ii. Low vision;
iii. Leprosy-cured;
iv. Hearing impairment;
v. Locomotors disability;
vi. Mental retardation;
vii. Mental illness;
Other Backward Classes means the class or classes of citizens who are socially and
educationally backward, and are so determined by the Central/ State Government.
Scheduled Castes means the Scheduled Castes notified under article 341 of the
Constitutions.
Scheduled Tribes means the Scheduled Tribes notified under article 342 of the
Constitution.
X. REFERENCE PERIOD
Academic Year - The academic year is the period, during which one year or two
semesters or three trimester of a Programme is completed.
Financial Year - The financial year is the period from 1st April of the Year to 31st
March of the next year.
Reference Date – 31stDecember of the Academic year is taken as the reference date
for filling up all the Blocks of DCF, except the block on Examination Results and
Financial Information. Generally, all the admissions in various courses in a
University, College & Stand-alone Institution are completed before 31stDecember.
Reference period for financial data is Financial Year and for examination result is
Academic Year.
Examination Year – It is the academic year prior to the reference date, for which
Examination Results are declared. Examination results include the final and
supplementary examination conducted during that year. In case of Ph.D., the out-
turn is the number of students, who are awarded degree during two convocations
falling prior to the reference date.
