ABSTRACT
This study focuses on acquiring information about the Rizal Memorial Library and
Museum with its history, importance, and contributions from the past that played a
pivotal role in our way of life from then and now. This study has sought to know more
about the enrichment of our historical places and heritages. This is for the benefit of
researchers and readers, which will inherit the cultures that are valued by many and
allow them to share in the experiences and stories from the past. The purpose of the
study was to determine how and why Cebu's library and museum got to be recognized
as a historical site and why it is of the essence to impart this knowledge.
The study may explore the origins and development of the Rizal Memorial Library
and Museum, including its founders, architects, and the vision behind its establishment.
The study may also investigate the various collections, exhibits, and artifacts that are
housed within the museum and library, such as rare books, historical documents, and
artworks. The study may also analyze how the museum and library have evolved over
time, adapting to changing societal needs and technological advancements.
The researchers also recognized the need for future preservation efforts to
ensure that the site remains accessible to future generations. As such, the study
recommended that the government and other relevant stakeholders implement
measures to promote the continued upkeep and maintenance of the museum and
library. These measures could include increasing funding for conservation efforts,
establishing educational programs to raise awareness about the site's cultural
significance, and encouraging public engagement in activities related to its preservation.
The study underscored the importance of safeguarding cultural heritage sites like
the Rizal Memorial Library and Museum, not only for their historical value but also for
their ability to promote national identity and pride. Contrary to what has often been
assumed, the analysis of this study was mainly based on limited sources. Hence, the
gathered information depended on the provision of accessible data.

CHAPTER 1
INTRODUCTION
The historical and cultural heritage of a country, region, or community gives it its
distinctive identity. Different national heritages provide details on our nation's social and
economic progress. Both tangible and intangible heritage benefit many facets of how a
community evolves over time. Everything we do as individuals has a historical context.
In order to comprehend how society began to function the way it does today, history
provides us with a very clear image of how the various aspects of society, including
technology, governmental institutions, and even society as a whole, evolved in the past.
Knowing and understanding our history and culture is one of the factors in forming
people's sense of self and pride in a country.
A place's heritage is what distinguishes it from all other places. These are the
places where a nation's cultural, political, and military history is preserved. Hence, one
of the remarkable historical sites in Cebu is the Rizal Memorial Library and Museum. It
was built in 1939 mainly to donations from civic-minded locals and was named after Dr.
Jose Rizal, the nation's national hero and multi-talented scholar. It houses 100
paintings, including 21 from Cebu City's collection of commissioned historical paintings
depicting authentic Cebuano Customs, costumes, and the lifestyle of Cebu; This has
become known as a place for learning containing a public library with 14,000 volumes of
magazines, novels, and other publications. The library's collection, which featured a
section on Filipiniana, was so comprehensive that some of its works were unavailable at
Manila's National Library. The vast items are kept and treasured because of their
cultural and historical significance, which is typically irreplaceable once lost. This library
and museum represent Cebu's own ascent to cultural relevance, which the ASEAN now
acknowledges.

There are a lot of historical places in our country that we may only know by its
name but not the history behind them. It's undeniable that in today's youth, most have
lost touch with our past. Youth can be a nation's greatest strength, yet it can be its
greatest challenge. However, the majority of individuals lack knowledge about
information that happened in the past. In contrast, these places and events significantly
impact our lives and should be known to people. Preserving and acquiring information
about old dwellings, buildings, and structures is crucial, for it is one way to honor and
gain insights from the ancient past. When historical sites are preserved and learned, the
past is remembered while the future is envisioned.
The primary purpose of this study is to recognize and acknowledge this historical
place's contributions made from the past. The researchers aim to know why this library
and museum became one of the known historical places in Cebu. It's crucial to instill
these pieces of information so that future generations can continue to value the past
and are mindful of it. In this study, the readers will have an idea of the detailed history of
the Rizal Memorial Library and Museum. They will also understand its significant impact
on the old and new generations. It is hoped that this might be of help to people,
especially Filipinos, to have a historical awareness of the place.
This is a way to immerse not just the readers but also the researchers in the
history of the Rizal Memorial Library and Museum. The researchers aimed to be more
knowledgeable about the details of its history and the importance of preserving the
historical place from years ago. Knowing about the heritage in the past aids in
maintaining it by sharing these facts with others. Keeping historical sites would help tell
the numerous sides of our country's past. Thus, this research could help increase the
historical awareness and relevance of historical places to various people in society.

1.2 Statement of the Problem
The study aims to determine the history and importance of the Rizal Memorial
Library and Museum to the new generation of Filipinos. Specifically, this study aimed to
answer the following questions:
1. What are the characteristics and status of the Rizal Memorial Library and Museum in
Cebu City?
2. Is preserving the Rizal and Museum Library still relevant and helpful to today's
society?
3. What are the contributions of the Rizal Memorial Library and Museum to history,
culture, and heritage studies in the Philippines?
Objectives

2. To instill in the people's awareness and love for the Filipino cultural heritage

RESEARCH METHODOLOGY

2.2 Research environment
Cebu City is the capital of the Province of Cebu. Its land area ranges up to 291.2
square kilometers. It is bordered on the north by the City of Mandaue and the
Municipality of Consolacion, on the south by the Bohol Strait, and the west by Toledo
and the City of Talisay (Wikipedia contributors, 2023). The overall land area of Cebu
City is 32,800 hectares and is composed of 80 barangays. Cebu City is famous for its
many historical sites. One of them is Rizal Memorial Library and Museum which can be
found at 102 Osmeña Boulevard, Cebu City, Cebu.

2.3 Data Gathering Procedure
In gathering the data, the researchers used a combination of both primary and
secondary sources. They went to the actual site of the Rizal Memorial Library and
Museum in Cebu City to collect primary and secondary sources of information, ensuring
its accuracy. They have been presented a book published in March 1973 by Hannah
Velez Cannen, entitled "The Cebu Public Library: A Critical Study of Its Facilities and
Functions."

other important information, as well as oral accounts from some of the library's patrons,
giving the researchers a vivid picture of the library and its impact on the local
community. The primary source also includes a tarpaulin which, according to the library
staff, was written by the librarian from the past, chronicling the library's history and its
most memorable moments, particularly the different periods of its expansion and
expansion and refurbishment. For the secondary sources, the researchers used the
book "A Tourist Guide to Notable Philippine Museums," its content provides a historical
and cultural background of the library, as well as its role in Philippine heritage. The
researchers then used the data they collected to create an extensive research paper on
the library, with their findings demonstrating its importance and impact on the
surrounding community.

2.4 Research Instrument
The researcher gathers data in sufficient and relevant information by utilizing the
use of references in the books inside the Rizal Memorial Library as well as in the library
of the University of San Jose Recoletos that could help the study in analyzing and
interpreting the research conducted. By putting so much effort to prove its validity, the
researchers will self-administer a questionnaire to appropriately examine the data
gathered to increase the reliability of the response measure.
The questions made by the researcher were from the topic, problems, and even
the benefits of the said problem. The questions will be answered by respondents. The
researcher utilized the following to answer the specific problem:
1. Interview
An unstructured form of the interview was utilized for an in-depth interview with
an allotted time of 3 minutes per informant using a researcher-made interview guide to
which the respondents were asked open questions about the history of Rizal Memorial
Library and Museum. This was conducted in any language the informant is convenient
with to maintain any necessary information.

2.5 Ethical Considerations
The researchers made sure that their research study will not compromise their
safety and their respondents' as well. In gathering data, researchers guarantee that they
obtained the voluntary consent of the respondents in presenting the data in their
research paper. The researchers gathered data from the top sources available in the
area. The privacy of the respondents is well taken care of and will safeguard their
anonymity. The information gathered from the respondents will be properly interpreted,
and its confidentiality will always be the top priority.
This paper is safe from all misinformation or exaggeration gathered from all its
sources. All information presented in this paper is ensured to be in the most honest
manner and never in a biased position. Its validity is at its top quality, for it is not revised
or copied by the researchers, and it comes from the respondents themselves. This
paper will show the beautiful and colorful history of the Rizal Memorial Library and
Museum in Cebu City and spread the historical contribution and its significance in the
environment of this study. The researchers make certain that all information found in
this paper is of its highest integrity.

2.6 Population and Sampling
The study focused on workers who worked the longest in the historical place and
their perspective regarding the historical beauty of the Rizal Memorial Library and
Museum. The target population consisted of 10 workers at the research place's site.
The study employed a non-random sampling technique, specifically purposive sampling.
This particular sampling method will be used in this study because it allows the
researcher to gather qualitative responses, which leads to better insights and more
precise research results. The researcher used the purposive sampling method, wherein
a nonprobability sampling method is characterized by a deliberate effort to gain
representative samples by including groups or typical areas in a sample.
The researcher relies on his/her judgment to select sample group members. The
population of the sampling is based on the researchers' decision, and the samples are
chosen based on the longevity of the working experience of the respondents in the
historical sight. The respondents are not forced to participate in the research; instead,
they do it by their own will. The target population of the respondents was achieved, and
conducted interviews in each one of them regarding the Rizal Memorial Library and
Monument. All the collected information was analyzed, evaluated, and interpreted
thoroughly.

2.7 Data Analysis
In this study, the researchers conducted a type of data analysis, and a Thematic
Analysis will be carried out on each participant’s responses. Using the Thematic
Analysis, the researchers will be able to closely examine the data and create common
themes or patterns that will come up repeatedly. The behavior and the tone of the
informant were noted, as helping in reproducing the interview session in actual words.
The researchers, upon the analysis of the primary and secondary sources,s found that
when carefully examining different sources (newspaper articles, testimonies of the living
witnesses, photograph , and etc.) they all arrived from the exact same events such as
the utilization of the Japanese of the Rizal Memorial Library and Museum as their
headquarters, the attempted closing of the building by the government, and the architect
who designed the building, Juan M. Arellano.

CHAPTER 3
Historical Background
Cebu is the oldest City in the Philippines that was known to be the first capital
where it was filled with memories, bravery of the people during Spanish Colonization
(Lupad, 2019). Cebu City was also known for their historical background because it
holds a lot of cultural heritage and practices. One of the memorable histories which
contribute to the life of Filipino people before and as well as today, is the Rizal Memorial
Library and Museum. The Rizal Memorial Library and Museum in Cebu is a historical
landmark that pays tribute to the life and works of Dr. Jose Rizal, the national hero of
the Philippines. The library and museum are located in the same building. It can be
found on Osmeña Boulevard in the middle of Cebu City, and it is home to a collection of
artifacts, books, and documents that are associated with the life and times of Jose Rizal
as well as the Philippine Revolution. The National Historical Commission of the
Philippines (NHCP) is currently in charge of the museum.

The museum is said to have been constructed in order to honor Rizal's trip to
Cebu in the year 1896, as stated by Traveling Cebu. During his time in Cebu, Rizal was
hosted by the Jakosalems, a prominent family in the city. It was during this time that he
composed the poem "A Donde Voy," which was about the city. The museum was given
its current name in honor of Francisco Mercado Rizal, who was born and raised in the
city of Cebu.
During April 13, 1919, the municipality of Cebu was prevailed upon to donate the
upper storey of the building that was occupied by the Fire Department. The national
library official visited Cebu including the Rizal’s Memorial Library and Museum. Among
other things, his statement to the director about the fact that the building was very old,
defective, many unsightly things, lack of facilities including lavatory, and considering that
the upper storey was occupied by the chief of the fire Department were the fire engines
and the bell rung every quarter of an hour caused too much noise that disturbed the
readers. In view of the above conditions, the premises of the building are far from being
the library purposes and rendition of satisfactory service.
Governor Sotero Cabahug led the construction of the building, which on Dec 30,
1939 was inaugurated and christened as the Rizal Memorial Library and Museum which
Cebu City’s famous landmark named after the country’s national hero, the time most
spent by our ancestors as tribute for Dr. Jose Rizal. It is inaugurated in time for Rizal’s
43rd death anniversary, with funds coming from carnival expositions and literary-musical
programs held since 1919. Later, the property was donated to the city government with
Gov. Lito Osmeña handing the title to then Mayor Tomas Osmeña, now the City’s South
District Representative . In World War II that happened on April 10, 1942, there were a
lot of rejections and fear of being killed during this period. These are the darkest days of
the Philippines where the Japanese colonized the Philippines. Women were afraid to be

seen because of what the Japanese were capable of. The Jose Rizal Memorial
Building was used by the Japanese as a headquarters. Books were transferred to the
Capitol building and were left in some corners. Eventually, when the Americans came,
the museum building was bombed to get rid of the Japanese. The foundation of the
building was so strong that it was destroyed that only minimal repairs were needed.
As soon as the year 1946, Cebu became independent of the Japanese invaders.
The library was in a state of disrepair but Government Officials at that time were more
concerned with restoring order than repairing the library and museum. Until in 1953, the
institution was reopened due to public clamour. The Cebu City Government
appropriated a budget for the library collection and other operating expenses. This
means that they view the library so much more than an attribute to our national hero.
Having a budget for public libraries is one of the needs of the Philippines.
After World War II, it was the Post War that managed to destroy the Memorial
Building. However, after the war Filipinos neglected reading. This happened during the

post war year 1982. Because it was still in the Japanese era, their movement was
limited. During their control of the city, the Japanese government issued a new currency
which Filipinos called it to be the mickey mouse money which implies that it was fake ,
but reading is one of the skills that Japanese want us to possess. They did not seek
anything from us but the land. But they also gave us a lot of personalities, and even the
reading skills we needed in our lives. During the Japanese era, people should know
how to read. Then in 1983, they opened the Public Library. This helped a lot of Filipinos
to enhance, embrace and to strengthen their knowledge for their heritage. 1983, is all
about the freedom we can get from reading. The Japanese help us to use our
imagination and factual knowledge at the same time.
In 2009, the library was closed for the renovation of a cultural museum which is
now located in the second level of the building. This is for the betterment of the library to
see how big the library is, we can say that it has gone to a lot of renovation and
designing. This means that the Rizal Memorial Library has not been forgotten even for
centuries. In 2018, they opened it every Friday 8:00AM to 5:00 PM. And even the
municipality mayor ordered having the library to be 24./7 Therefore, people can come
by and read books, especially projects like Related Review of Studies.

Rizal Memorial Library and Museum in Cebu should be discussed in both the
private and public sector. Its contribution for students, teachers, and even people who
want to visit the library is to help them to learn the best ways to access and use quality
information and resources. It serves to educate and give Cebuanos and tourists to
understand and take a look at the past . It reignites the beauty and the gratitude of how
far history has taken us.

CHAPTER 4
4.1 Recommendations
The researchers noted that there were constraints in time, resulting in only a few
respondents. They believe that there should be a bigger number of respondents to have
broader information on the archives of the Rizal Memorial Library and Museum in Cebu
City. In light of the findings of the study, the following recommendations are made:
1. The residues of the past tell its deep history that is both fragile and precious. The
Rizal Memorial Library and Museum faced battles that resulted in moving or
tossing away some of its contents. To give importance to the remaining archives,
the library should give its utmost protection in preserving them.
2. Conceptualize and implement appropriate, effective, and efficient marketing and
promotion of the Rizal Memorial Library and Museum, with emphasis on its
programs/services
3. A single library cannot obtain all the information produced and disseminated;
therefore, the library should communicate and exchange ideas with other
libraries to develop more self-reliance in providing service to its users.
4. The Rizal Memorial Library and Museum are widely appreciated as stewards of
local history and lore, repositories of a community's collective memory. In
addition to housing genealogical centers, settlement records, archives, and map
collections, library innovators should captivate patrons through storytelling,
traditional festivities, and exhibits celebrating culture and myth.
5. Advancements in technology and access to information will influence how
museums and libraries provide educational services. In this regard, The Rizal

Memorial Library and Museum are responsible for comprehending how people
want to learn and impart knowledge in this century by establishing connections
with their communities via collaborative work and offering services required to
meet those needs.

4.2 Conclusion
From this study, the most significant results revealed that the Rizal Memorial
Library and Museum in Cebu City, since its first establishment in 1939, indeed plays an
innovative, transformative, and essential role in the field of history, culture, and heritage
in the Philippines. This study is important to help people learn about the historic
building, Rizal Memorial Library and Museum, and preserve its remnants for today's
society and the future. Evidently, based on the qualitative analysis done, literature and
accounts emphasize the importance and value of the Rizal Memorial Library and
Museum. Through a qualitative approach, research questions were examined through
interviews. The use of interviews allowed for more in-depth insight into making the study
more credible because of the gathered rich information, which made the interpretation
and analysis of the findings more meaningful.
The Rizal Memorial Library and Museum has a long history but still stands up
until now. The public finds it to be an efficient and practical part of their institutional
system. It became a learning and employment center and a shelter for the public. It is
where users achieved information in the past. Moreover, the study conducted about this
historic place can be a key for many people to recognize the worthiness and importance
of libraries and museums in society. With libraries being primarily concerned with giving

access to information and knowledge, museums complement it by preserving them
while protecting and interpreting our cultural history.
