PD 1746 – Creating the Construction Industry Authority of the Philippines (CIAP)
The construction industry in the Philippines is principally regulated by the Construction Industry
Association of the Philippines (CIAP), a government agency inaugurated through Presidential
Decree No. 1746, series of 1980, as amended (PD 1746).
The primary purpose of the CIAP as stated in PD 1746 involves developing a total strategy for the
overall development of Philippine construction industry; to regulate and evaluate both local and
international construction industries to identify areas for improvement and propose changes for the
development of the industry; and setting benchmarks and standards of contractors reflecting their
contracting and performance capacity.
The creation of CIAP through PD 1746 has greatly affect the national construction industry thereby
affecting construction project managers as well. Through this agency, all concerns regarding
construction are equalized at a national level. We have a cohesive understanding of the authority
and its processes therefore achieving smoother flow of work. As time passes by, more and more
are getting involved in the construction industry, creating more knowledge for innovation and
building processes. CIAP provides a unified agency that leans towards growth and development of
Philippine construction industry.

guide. Explain at least ten salient provisions of the chosen regulation.
An Act providing for a more responsive and comprehensive regulation for the registration,
licensing and practice of architecture, repealing for the purpose Republic Act No. 545, as amended,
otherwise known as "An Act to regulate the practice of architecture in the Philippines," and for other
purposes.
f. Roster of Architects
- This serves as the directory of architects showing their names and place of business.
It is a public record where people may check if a person is really a registered and
licensed architect.
g. Reciprocity Requirements
- This provision restricts the practice of architecture to all Filipinos only which protects
the profession of natural-born Filipino architects from foreign ones. This provision is
the reason why foreign architects taking up projects in the Philippine soil must have a
Filipino counterpart before they can design buildings in the Philippines.
3. Discuss the effect of the regulation on the practice of the construction project management
profession. Discuss your personal reason for choosing these regulations and how it will affect your
practice as a construction project manager.
