Welcome to the Grade Self-learning Module on Formulating Claims of Fact, Value
and Policy.

This module was collaboratively designed, developed and reviewed by


educators both from public and private institutions to assist you, the teacher or
facilitator in helping the learners meet the standards set by the K to 12 Curriculum
while overcoming their personal, social, and economic constraints in schooling.
This learning resource hopes to engage the learners into guided and
independent learning activities at their own pace and time. Furthermore, this also aims
to help learners acquire the needed 21st century skills while taking into consideration
their needs and circumstances.
In addition to the material in the main text, you will also see this box in the body

This module is specifically created for you grade 10 students as a modality of
learning in response to the crisis that we are facing due to COVID-19 Pandemic. This
module contains engaging and interesting activities that will develop your skills and
intellect that is useful and appropriate in the new normal.

This module was written suitable for a 21st Century learners like you that aims
for the students to be multi-skilled and globally competitive in all aspects of learning.
The lessons to be discussed in this module will assist you in understanding how to
evaluate and make judgment about a range of texts using sets of criteria through
various methods and strategies appropriate to your abilities and capabilities.
As you work on each activity presented in this module, you will feel the real
enjoyment and pleasure it offers. Discover and realize the true meaning of your own

1. Identify claims: fact, value and policy;


2. classify the three types of claims;
3. write claims of fact, value and policy in a specific topic;
4. express opinion using three type of claims.

value, and policy.

All these ask for either your opinion or your own experience. Opinion is
defined as a belief, impression, judgement or prevailing view held by a person. The
only way you can mess up is to poorly support your opinion.

Topic: Social Media and Bullying

A. Sometimes people use Facebook, Twitter, and other social media to bully
others.
B. It is also wrong to use social media to bully people.
C. There should be criminal charges against people who use social media to
bully others.

Guide Questions:

1. Can you Identify each claim in the following given statement? What type of
claim does each fall?
2. What ideas or words are used in the statement that make claim of value
correct? Why?
3. What word signifies that the claim is under claim of policy? Why do you say
so?

4. Do you think the first statement is factual? Share your thoughts.


5. What possible questions can you make to help you write your own claim from
the above-mentioned topic? List down.

What Is It

A claim is a single statement. It is the topic of an argument. It is not a
question.
There are three types of claims. These are claim of fact, claim of value and
claim of policy.
When expressing your claims, the following characteristics should be
considered:
A. A claim should be argumentative and debatable.
B. A claim should be specific and focused.
C. A claim should be interesting and engaging.
D. A claim should be logical.

• Claim of fact is a statement of something that has existed(past), exists


(present) or will exist (future). It is answered by the following questions:
➢ Did it happen?
➢ Is it true?
➢ Does it exist?
➢ Is it a fact?
Examples:
1. Philippines is part of Southeast Asia.
2. Teens who engage in promiscuous, unprotected sex will develop
STDs or become pregnant.

• Claim of value appeals to the inherent moral values of the audience.


Answer the following questions:

How bad is it? How good?

How moral or immoral?

Of what worth is it?

Who says so?

What do these people value?

What values or criteria should I use to determine its goodness or
badness?
Examples:
1. Homosexual is immoral because it violates religious, societal and
biological standards.
2. Monet’s art is more beautiful than Picasso’s because of its use of soft
color, uplifting subject matter and unique techniques.

• Claim of policy is a statement that indicates that an action must be taken


in specific policies. It is something that should or should not be done. The
key word is the verb “should”, which implies that some action ought to be
taken, but not that it must or will be taken.
Examples:
1. The death penalty should be abolished because it does nothing to
prevent murder.
2. Legislation should be passed to stop the sale of cigarettes.
