Component Information
Diesel Fuel – is a mixture of hydrocarbons from crude oils distillation and various downstream refinery
streams. The hydrocarbon length would be from C9 to C20 and consists of hydrocarbons with aliphatic
(linear), naphthenic, cyclic and aromatic functional groups. Other components present in smaller
amounts are sulfur, oxygen and nitrogen.

SECTION 4 FIRST AID MEASURES

General Information
• Before any attempts of rescue or first aid is to be done, necessary precautions should be taken to
ensure the health and safety first of the rescuer and/or first aid responder
• Medical personnel should be aware of the material involved for them to take precautions
• Show this safety data sheet to the medical personnel or doctor in attendance

Route of Entry Actions To be Taken


Inhalation • Remove the affected person/s from the contaminated area
• Loosen tight clothing such as a collar, tie, belt or waistband
• Lay patient down. Keep warm and rested.
• Prostheses such as false teeth, should be removed if possible
• Apply artificial respiration devices or oxygen if not breathing, breathing is
irregular or when respiratory arrest occurs
Note: It may be dangerous to the person providing aid to give mouth–to–
mouth resuscitation.

• If heart has stopped, begin cardiopulmonary resuscitation (CPR)


• Bring the patient to the hospital or doctor

Eye Contact • Flush immediately with fresh running water


• Check for and remove contact lenses if easy to do

• Continue rinsing for 15 minutes and ensure complete irrigation by keeping


eyelids apart and away from eye and moving the eyelids by occasionally lifting
the upper and lower eyelids
• Seek medical attention without delay
Note: Removal of contact lenses after an eye injury should only be undertaken by
skilled personnel

Skin Contact • Remove all contaminated clothing and footwear


• Wash skin and hair with running water and soap
• If skin is damaged, apply a clean dressing
• Seek medical attention in event of irritation

Ingestion • DO NOT
o Induce vomiting
o Give milk, oils or alcohol
• If spontaneous vomiting appears imminent or occurs, lean the patient forward
(head–down position and lower than their hips or below knees, if possible) to
prevent aspiration
• If patient is drowsy or unconscious, place patient on left side (head–down
position, if possible) to maintain open airway
• Observe the patient carefully like difficulty of breathing. Apply artificial
respiration devices or oxygen if not breathing, breathing is irregular or when
respiratory arrest occurs
Note: It may be dangerous to the person providing aid to give mouth–to–
mouth resuscitation.

• Never give liquid if the patient is showing signs of reduce awareness, being
sleepy or becoming unconscious
• Wash out mouth with water until taste dissipated
• Intake of liquid (i.e., 200 – 300 mL of water) should be slowly and comfortably
• Prostheses such as false teeth should be removed if possible
• Seek medical advice immediately

SECTION 5 FIREFIGHTING MEASURES

Fire/Explosion Hazards
• Liquid and vapor are flammable
• Vapors if mixed with air at certain proportions may form explosive mixture and ignite rapidly when
exposed to heat, spark, static discharge, open flame or any ignition source
• Water in contact with hot liquid may cause foaming and a steam explosion that will scatter the hot
oil (as burning liquid may float) and cause possible severe burns

Hazardous Products of Combustion


• Carbon monoxide and carbon dioxide
• Oxides of sulfur (SOx)
• Particulate matter (smoke)

Extinguishing Media
• DO NOT use a solid water stream or water jet as it may cause spattering and spread the fire
• For small fires, use dry chemicals, carbon dioxide or firefighting foam
• For large fires, firefighting foam can be used. Water spray and water fog may be ineffective to fight
the fire but can be used to cooling containers and adjacent structures

Firefighting Instructions
• Immediately isolate the area by removing all persons from the vicinity of the incident/fire
• Move containers from fire area if can be done without risk
• Cool adjacent containers with water even if fire is out as vapor can build up when exposed to heat
• Use water to flush spills away from fire or ignition sources but prevent the spillage from entering
drains and sewers as flash fire may occur.
• Firefighters should use self–contained breathing apparatus (SCBA) and full protective clothing
prior to extinguishing fire
• For small fires, handheld portable fire extinguishers and other appropriate device can be used.
• For massive fires, firefighters should withdraw from area and let fire burn. If possible,
o Firefighting is from a maximum distance or through unmanned hose holders or nozzles
o Firefighters cool the areas adjacent to the fire to prevent further spread of the fire
• Collect contaminated firefighting water, if possible, and treat before disposal
• Decontaminate emergency personnel and equipment with soap and water

SECTION 6 ACCIDENTAL RELEASE MEASURES

In the event of a spill or accidental release, personnel at the site should


• Notify relevant authorities and emergency personnel on spill response/mitigation
• Evacuate the area surrounding areas
• Avoid contact with spilled material, i.e., breathing, ingestion or direct physical contact

Emergency personnel dealing with the spill or clean up should


• Wear appropriate personal protective equipment
• Implement oil spill control measures of the company if there is an existing one
• Consider wind direction and stay upwind and uphill (i.e., stay away from low areas)
• Use only non–sparking tools and equipment in the clean–up process

• Contain spill in the smallest possible area and recover as much product as possible
• Restrict access to area until completion of clean–up

Pre–Spill Response Activities


• Remove all possible ignition sources and combustible materials if possible from the spilled area or
in the direction of the movement of the spill
• Extinguish flames in the vicinity if any
• Stop the leak if possible and without risk
• Spilled material and runoff should not be
o Contact with soil, waterways, drains and sewers
o Flushed down sewer or drainage systems unless system is designed to handle such material
• Ventilate closed spaces before entering
• Determine best or most suitable absorbent materials

Clean–up Procedure
The recommended procedure for containment is based on the most likely scenario for spillage on land
or water. Local experts should be consulted prior to clean–up as spill containment would depend on
prevailing environmental conditions like geographical orientation and conditions, wind, temperature,
wave and current direction and speed may greatly influence the appropriate actions to be taken.

Spill Type Clean Up Procedures


Land Spill • Evaluate the direction where is the material is moving
• If possible,
o Prevent spread of spillage by diking far ahead of the liquid spill
o Use water spray to reduce dispersed vapors
o Use vapor–suppressing foam to reduce vapors
o Recover spill by using shovel, skimming or pumping using explosion–proof
equipment, booms or other suitable absorbent and transfer to containers
• Use non–combustible absorbent/adsorbent materials like soil, sand, earth,
vermiculite or diatomaceous earth to absorb spilled liquid
• Collect used absorbent/adsorbent materials in appropriate waste containers and
sealed the containers thereafter
• Flush area with water. Prevent product from entering drains. Do not allow
material to contaminate ground water system
• Clean contaminated surface/areas thoroughly to remove residual contamination
like water flushing and wipe up with absorbent material

Water Spill • Immediately use booms to confine spills


• Remove the material from the water surface by skimming or with the use of
suitable absorbents
• Experts should be consulted first prior to the use of dispersant if permitted by
local authorities and environmental agencies

Post Spill Response Activities


• Collect absorbents, contaminated and recovered materials and dispose in accordance to
local/national regulations or through licensed waste disposal contractor
• Collected spillages and runoff should be treated prior to disposal

SECTION 7 HANDLING AND STORAGE

As material produces vapors, it should be handled and stored in an environment that is


• Cool, dry, well-ventilated and have an intrinsically safe electrical classification
• Clearly identified, free of obstruction and accessible only to trained personnel
• A No Smoking Area
• Away from fire, sparks, any ignition source, direct exposure to sunlight, heated surfaces and
incompatible materials (refer to Section 10)

In handling of the product and containers, personnel should


• Use suitable personal protective equipment
• Avoid personal contact and prolonged exposure, i.e., breathing/inhalation of gas/fumes/ vapor or
direct contact with eyes, skin and clothing
• Avoid the material from splashing
• Wash thoroughly after handling before eating, drinking and smoking
• Remove contaminated clothing and protective equipment before entering eating areas

DO NOT
• Put material in unapproved containers
• Fill container while it is in or on a vehicle
• Use electronic devices like mobile phones in or around any fueling operation unless the device is
certified to be intrinsically safe in accordance to acceptable safety standards
• Be siphoned by mouth to transfer product between containers
• Perform repairs and maintenance on contaminated equipment without draining and purging
residues and vapors
• Enter confined spaces if not ventilated prior to entry
• Store in pits, depressions, basements or areas where vapors could be trapped

Containers should be
• In the original and/or approved container
• Always closed, secured and sealed
• Clearly labelled
• Inspected periodically for damage or leaks
• Opened slowly to avoid pressurized released of vapor
• Earthed (grounded) and bonded to prevent accumulation of static charge
• Disposed in accordance to appropriate disposal process (refer to Section 10)

SECTION 8 EXPOSURE CONTROLS/PERSONAL PROTECTION

General Considerations
• DO NOT use
o The material as a fuel without adequate ventilation as it can result in hazardous levels of
combustion products and inadequate oxygen levels for breathing
o Use gasoline, kerosene, other cleaning solvents or harsh abrasive skin cleaners for washing the
material from exposed skin areas
• Wash hands after handling material and before eating, drinking, smoking, or using toilet facilities

Engineering Controls/Facility Requirement


• Mechanical ventilation and local exhaust are recommended and should be strategically placed to
keep vapor concentrations below occupational exposure and flammability limits, particularly in
confined spaces
• Ensure that eyewash stations and safety showers are available and close to the workstation
location

Personal Protective Measures


Prior to handling of the material, appropriate personal protective equipment that conforms to
acceptable standards like OSHA should be worn/used. Personnel should avoid or minimize contact with
the material at all possible route/s of entry.

Route of Entry Protective Measures to be Taken


Eye • Safety glasses with side shields are recommended as a minimum protection
• Contact lenses should be avoided as it may absorb and concentrate irritants
• Chemical goggles and face shield should be worn during transfer operations
or if there is a likelihood of misting, splashing or spraying

Hand • Use chemical–resistant gloves, i.e., made of PVC, neoprene, nitrile or


PVC/NBR
• When handling heated material, use long–cuffed heat–resistant gloves over
chemically–resistant gloves

Respiratory • Use air–purifying/air–fed respirator complying with an approved standard if a


risk assessment indicates the need for it
• Use NIOSH/OSHA approved full–face respirator with organic vapor and high
efficiency filter cartridge if recommended exposure limit is exceeded
• Use positive–pressure, pressure–demand and self–contained breathing
apparatus (SCBA) for

• Coughing, choking or shortness of breath

• Irregular and/or decreased heart rate

• Loss of consciousness and/or sudden collapse
• Respiratory paralysis or arrest leading to convulsions, coma and/or
death

Eye Contact Corrosive to eyes and may cause severe irritation, redness, tearing, blurred
vision and conjunctivitis. Symptoms include stinging, watering, and redness.

Skin Contact Material may be absorbed through the skin and produce central nervous
system (CNS) depression effects similar to those listed under "Inhalation". If
the skin is damaged, absorption increases. Injury may not appear serious at
first but will become swollen, discolored and extremely painful within a few
hours. Short–term contact results in redness, itching and burning of the skin.

Mild allergic skin response may be expected on some sensitive individuals


following repeated exposures.

Ingestion May cause the following:


• Burns to mouth, throat and stomach
• Nausea, irritation, depression and/or restlessness
• Vomiting, diarrhea and/or gastrointestinal disturbances
• Central nervous system effects, similar to those listed under
"Inhalation"
• Severe pulmonary edema/hemorrhage or chemical pneumonitis, which
can be fatal (if aspiration into the lungs)
• Intestinal obstruction if large quantities was ingested

SECTION 13 DISPOSAL CONSIDERATIONS

be as hazardous waste and in accordance with local/regional/national/international regulations

contact with soil, waterways, drains and sewers
• Product may be burned/incinerated under controlled conditions and in compliance with local and
national waste management regulations
• Product, spilled material, washings, runoff and any by–products should be treated before disposal

Empty Container Disposal


• DO NOT pressurize, cut, weld, braze, solder, drill, grind or expose to heat, flame, sparks, static
