Climate Change in Spain

Good morning honourable chair and fellow delegates, the delegation of Spain will present a

position paper about Climate Change in Spain. The term Climate Change refers to long-term

shifts in temperature and weather patterns; these shifts may be natural, such as through

variations in the solar cycle. But since the 1800s, human activities have been the main driver

of Climate Change, primarily due to burning fossil fuels like coal, oil and gas. (United

Nations, n.d.).

This affects the country of Spain by the fact that, in 2019, Spain accounted for total

GHG (Greenhouse Gases) emissions of 333 MtCO2e (Metric tons of Carbon Dioxide

Equivalent), representing close to 9% of total EU emissions. Between 2005 and 2019, Spain

reduced its emissions by almost 27%, well above the EU-wide achievement of a 19%

reduction. Emission cuts in energy industries accounted for 59% of total emission reductions.

The NECP (National Energy and Climate Plans) sets a 2030 target of a 23% emission

reduction (excluding LULUCF) compared with 1990 (a 50% emission reduction compared to

2005), and a 2050 climate neutrality target.

Therefore, in the food sector, the EU must look at the way the country grow,

manufacture, transport and consume our food and drink to reduce carbon emissions. As a

country, Spain is absolutely committed to helping the European Union become the first

climate neutral continent by 2050, and to achieve the Paris Agreement objective to keep the

global temperature increase below 2°C above 1990 levels.

As Europe’s largest manufacturing sector, the food and drink industry will play an

integral role in helping the EU reach carbon neutrality by 2050, but it can only be achieved

with changes across the entire farm-to-fork process. The industries of the country will

consequently work closely with other actors across the food chain, especially farmers,

retailers and consumers, and across public and private sectors. Together, Spain will drive

sustainability in the way it grows and consume the food.

Food and drink manufacturers are already integrating climate change measures into

their business strategies and working to minimize the environmental impacts of their

products. Between 2008 and 2017, FoodDrinkEurope members reduced emissions by 12%,

while increasing production value by 5% in the same period.

The country supports an EU Climate Law that not only achieves climate neutrality,

but also provides certainty for business to thrive, provide jobs and ensure the EU’s global

competitiveness.
