A PROPOSAL TO REOPEN THE DEPLOYMENT OF STUDENT INTERNS OUTSIDE REGION VIII

The Student Internship program is by nature an industry immersion designed to afford the students
with an opportunity to apply previously learned conceptual knowledge in a real organizational setting.
This real-world encounter or experience does not only reinforce further such conceptual learning as it
also provides an avenue to hone the students’ 'soft skills' such as effective communication, social
interaction, teamwork, and ability to problem-solve in the actual work environment. The program
likewise positively impact employability as it allows students interns to clarify their career goals, be
aware of organizational setting, clarify valuable competencies, gain increased relevant learnings,
strengthen self-confidence, and network with potential employers.

Despite the enormous positive impact of the industry immersion on the holistic development of the
students , the internship program shifted to remote and limited internship modality as health and
safety of the students became a primordial importance following the Pandemic or the health crisis in the
country. In compliance with CHED, IATF, DOH and the LGUs relevant issuances on health protocols, the
onsite or physical deployment of the students in the industry was suspended in 2020 and was reopened
only in April 2021 through BOR approval on limited onsite deployment. Localization in the deployment
of the student interns was given emphasis allowing the said interns to be immersed in HTEs nearest to
their residence. With the dearth of industries that would cater to the training needs of the students in
the province, interns were deployed in HTEs were they were most of the time assigned tasks not related
to their field of specialization. Those who have already obtained the National Certificate for specific
technical skills complained of being reassigned in HTEs where they have undergone their internship in
their Senior High years. This has led to the clamor of students and parents alike to open the deployment
of interns outside the province and the region, hence, this proposal. Now more than ever, student
interns has to be given intensive industry training to make them more marketable and compete in the
real-world.

To ensure that safety of the student interns, the following shall be added to the existing internship
policies and guidelines in the University:

1. Ocular inspection HTEs shall be mandatory. In No case shall the students be deployed in HTEs
not visited or inspected by the authorized university official.
2. Memorandum of Agreement should be submitted first to the OSG and should be concretized
prior to deployment.
3. Internship outside the region shall be voluntary and localization shall remain highly encouraged.
4. A Deed of Undertaking expressing the parents’ will to allow their children to be deployed
outside the region despite high risk on their health and safety shall be required apart from the
notarized parents’ consent.
5. All student interns

In view of the risks posed by the ongoing pandemic, this supplemental policy on practice teaching and
field study of pre-service teachers shall abide by existing health protocols and standards prescribed by
the Inter-Agency Task Force for the Management on Emerging Infectious Diseases (IATF), Department of
Health (DOH), and other health and safety regulations implemented by the HEI’s respective local
government units.
in order to promote the well-being of students and guarantee quality of their learning and exposure and
ensure their safety while undergoing internship, TEIs and Cooperating Schools are advised to adhere to
the requirements on Student Internship Program in the Philippines per CHED Memorandum Order
(CMO) No. 104, series of 2017
