1 The Site
1.1 Site of the Project Highway shall include the land, buildings, structures and
road works as described in Annex-I of this Schedule-A.
1.2 The dates of handing over the Right of Way to the Contractor are specified in
Annex- II of this Schedule-A.
1.3 An inventory of the Site including the land, buildings, structures, road works,
trees and any other immovable property on, or attached to, the Site shall be
prepared jointly by the Authority Representative and the Contractor, and such
inventory shall form part of the memorandum referred to in Clause 8.2 (i) of the
Agreement.
1.4 The centre line of the project highway is to be kept same as of the existing
alignment. The Horizontal Geometry/Plan/Alignment is required to be kept
same as per existing conditions. The vertical Geometry/Profile is to be kept as
per design requirement of structures, unless there is a site specific constraint as
accepted by the Authority.
1.5 The status of the environment clearances obtained or awaited is given in Annex-
IV.

SITE FOR THE PROJECT
The Site
1.1 Project
Up-gradation to Six Lane of Existing Four lane Samakhiyali to Santalpur Section from
Km. 339+200 to Km. 430+100 on National Highway No. 27 in the state of Gujarat, on
Design, Built, Finance, Operate & Transfer, BOT (Toll) Mode.. The road land,
carriageway and the structures comprising the site are described below.
This section of alignment passes through Kutch & Patan District in the State of Gujarat
(length 90.900 Km).

1.2 Alignment
1.2.1 Samakhiyali to Santalpur Section of Samakhiyali - Palanpur (EW Corridor of NH-
27)
The Project starts from Samakhiyali in Kutch district of NH-27 (existing km stone
339+200) connecting Gagodar, Adesar, Bambhansar, Piparala and ends at Santalpur
in Patan district of NH-27 (existing km stone 430+100). Latitude and longitude of the
project corridor lies between 23°18'30.66"N, 70°30'27.28"E and 23°44'40.35"N, 71°
8'24.05"E. An index map of the Project Highway is given at Appendix A-I.
The alignment is briefly explained below;
(i) Section from Samakhiyali (Km339+200) to Santalpur (Km 430+100) Highway
(NH-27) for Six Laning of Existing Four Lane Samakhiyali to Santalpur.
In this section the alignment runs in Gagodar, Adesar, Bambhansar, Piparala in district
Kutch & Patan and passes through plain terrain.

Alignment Plans
The existing alignment of the Project Highway shall be followed as indicated below:
(i) The centre line of the project highway is to be kept same as of the existing brown field
alignment. The Horizontal Geometry/Plan/Alignment is required to be kept same as per
existing conditions. For vertical geometry, existing vertical alignment is to be followed where
existing structures/highway is to be widened. For any new construction, the design and
execution will be as per design requirement of structures, unless there is a site specific
constraint as accepted by the Authority. Finished road level of the existing 4 lane highway
shall be followed by the contractor as minimum FRL. The contractor shall, however, improve
/ upgrade the Road profile as indicated in Annex-III based on site/design requirement.
Entire 4 lane Highway is functional and all associated traffic signage and Road furniture is
present on Project Highway. The Concessionaire is obligated to replace existing / install new
required traffic signage and road furniture for the 6 laning work.

Development of the Project Highway shall include design and construction of the Project
Highway as described in this Schedule-B and in Schedule-C.
2.1 Upgradation to Six Lane of Existing Four lane Samakhiyali to Santalpur Section from
Km. 339+200 to Km. 430+100 on National Highway No. 27 in the state of Gujarat, on
Design, Built, Finance, Operate & Transfer, BOT (Toll) Mode as described in Annex-I of
Schedule-B and in Schedule-C.
2.2 The Project Highway shall be designed and constructed in conformity with the
Specifications and Standards specified in Schedule-D.

DESCRIPTION OF DEVELOPMENT
SAMAKHIYALI TO SANTALPUR PROJECT
1. Width of Carriageway
1.1 Main Highway: The Paved Carriageway for main carriageway shall be as indicated in
Appendix B-I of this Schedule B.
1.2 The entire cross-sectional elements shall be accommodated in the available ROW. If
required, suitable retaining structures shall be provided to accommodate the highway
cross section within the available ROW and the same shall not constitute a Change of
Scope.
1.3 Except as otherwise provided in this Agreement, the width of the paved carriageway and
cross-sectional features shall confirm to above clauses.

2. Project Facilities
The Project shall be constructed in conformity with the Specifications and Standards
specified in Schedule-D
Geometric design and general features of the Project Highway shall be in accordance
with Section 2 of the Manual.
The centre line of the project highway is to be kept same as of the existing brown field
alignment. The Horizontal Geometry/Plan/Alignment is required to be kept same as per
existing conditions.The contractor shall, however, improve/ upgrade the Road profile as
indicated in Annex-III of Scheulde-A based on site/design requirement.
Finished road level of the existing 4 lane highway shall be followed by the contractor as
minimum FRL.
The design speed of the Highway shall be as per the provisions for new Highway.
The Project Highway shall be constructed to 6 lanes fully access controlled Highway
configuration with or without connecting roads. Typical cross sections for different
segments of the project Highway shall be as Appendix B-I.
All intersections and grade separators shall be as per the Manual. Existing intersections
as well as intersections that may be observed in future during construction which are
deficient shall be improved to the prescribed standards without amounting to any change
of scope.
Properly designed intersections shall be provided at the locations and of the types and
features given in the tables below:

Note: At above locations in addition to the grade separation structure, the at-grade junction improvements shall also
to be carried out as per Manual.
Note:
I. All Junctions (existing as well as future) shall be improved as per Latest
IRC/Highway guidelines.
II. Any other junction not mentioned above but observed during the construction
of the project shall be improved as per manual requirements. The same shall
not constitute a Change of Scope, save and except any variations in the
length arising out of a change of scope expressly undertaken in accordance
with the provisions of Article 13.
III. The Contractor shall take up ‘Detailed Engineering study’ to ascertain further
details of all intersections and treatment of the intersections shall be
designed in ccordance with the latest guidelines mentioned out in Section-3
of Manual. The same shall not constitute a Change of Scope, save and except
any variations in the length arising out of a Change of Scope expressly
undertaken in accordance with the provisions of Article 13.
IV. All Junction improvement shall be carried out as per IRC Manual under grade
separators with proper entry/exit to crossroads and slip/service roads.
V. While developing at-grade intersections / junctions, approach/cross roads
Plan and Profile needs to be properly designed/ developed as per Clause 3.2
of IRC SP 87-2019 to maintain safe and smooth entry and exit to the project
corridor.
VI. All major/minor junctions cross roads (or) approaches, the pavement crust
shall be designed as main carriageway crust.
VII. For horizontal geometry, existing alignment is to be followed and centre line
shall remain same.
VIII. For vertical geometry, existing vertical alignment is to be followed where
existing structures/highway is to be widened. For any new construction, the
design and execution will be as per design requirement of structures, unless
there is a site specific constraint as accepted by the Authority.
An alignment plan and vertical profile of complete project highway is given at Annex III
of Schedule A in soft copy.
Widening and improvement of the existing road embankment/ cuttings and construction
of new road embankment/ cuttings shall conform to the Specifications and Standards
given in Section 4 of the Manual and the specified cross-sectional details. Deficiencies
in the plan and profile of the existing road shall also be corrected.
Pavement design shall be carried out in accordance with Section-5 of the IRC: SP: 87-
2019, IRC 37 & IRC 58.
Before implementing the strengthening treatment, the existing pavement surface profile
shall be checked and if found deficient, shall be corrected by providing a suitable profile
corrective course or by milling and recycling. The profile corrective course shall meet the
following requirements:
i) The profile corrective course shall not form part of the overlay thickness.
ii) Where the maximum thickness of profile corrective course is not more than 40 mm, it
shall be constructed as an integral part of the overlay course. In other cases, the profile
corrective course shall be constructed as a separate layer.
iii) Where it is to be laid as integral part of the overlay/strengthening course, the profile
corrective course material shall be of the same specifications as that of the
overlay/strengthening course. IRC: SP:87-2019.
Necessary corrective measures to treat the identified deficiency shall be taken along
with strengthening of the pavement.
In stretches where the pavement is damaged/deteriorated to such an extent that the use
of Falling Weight Deflectometer (FWD) may not result in a realistic assessment of the
strengthening treatment, pavement shall be designed as new pavement.
Where an existing pavement is built over an untreated expansive/black cotton soil
subgrade, Its Improvement strengthening shall be treated separately. Such stretches
shall require reconstruction with provision of necessary measures such as replacement

treatment ofexpansive sub-grade, drainage, etc. as per the prescribed specifications and
IRC:37; and shall bedesigned as new pavement. Stretches to be reconstructed, whether
due to sub-grade orhavinggrossly deteriorated, etc. shall be specified in Schedule ‘B’ of
the Concession Agreement.
No granular layer shall be provided over an existing bituminous surfacing. Situations
may arise where it is envisaged to strengthen grossly deficient existing road with a
granular layer in addition to the bituminous overlay, or where for camber and/or grade
correction substantial thickness of profile corrective course is needed. In such cases, the
existing bituminous surfacing shall be completely removed by scarifying/milling and then
the pavement built up with the granular layer(s) and bituminous overlay. The thickness
and composition of bituminous surfacing (Binder course and Wearing course) over the
granular layer shall conform to IRC:37. Removal ofexisting bituminous pavement shall
not be necessary, if the finished road level is more than 1 m high from the existing
bituminous surface.
a) The pavement shall be flexible pavement for the main carriageway for the entire
length of project highway.
b) For connecting roads/ Service roads/ Slip Roads and access roads,shall be
proposed, the chainage of Service Road as per the details given in Appendix B-IV.
c) New technology (CTSB/CTB)/ Plastic Waste should be used in service road
construction.
d) Rigid Pavement shall be provided at Toll Plaza locations.
a) Flexible pavement shall be constructed for the main carriageway for the entire length
of project highway. Flexible pavement is typically designed for a minimum design
period of 20 years and 110 MSA design traffic and subsequently as per the traffic in
the concession period.
c) Rigid pavement shall be provided at Existing toll plazas/toll booths. Rigid pavement
shall be designed for a design period of 30 years.
d) Stage construction shall not be permitted.

However, Contractor shall ensure the pavement design for its adequacy based
on the latest traffic counts & analysis and properties of available material w.r.t to
IRC: 37-2018 and shall be as per specifications and standards mentioned in
Schedule-D. If any additional MSA is required based on latest traffic analysis, the
same shall be accommodated at Contractor’s cost in consultation with the IE. No
Change of Scope shall be admissible on this account.
Note:
Pavement shall be designed by conessionarrie as per IRC 37 :2018 and
shall satisfy stipulated design life either by partial pavement laying or full
crest replacement .
De-bonding interlayer of polythene sheet having a minimum thickness of
200 micron is recommended separation layer between DLC and PQC.
Strengthening/Reconstruction of existing pavement mentioned in
respective schedules are indicative only.
Reconstrution of existing pavement shall be done in full crust by the
Contractor/Contractor wherever it is required.
The Contractor shall design pavement layer as per IRC 58-2015, the same
shall be approved by IE.
Strengthening of existing pavement shall be as per section 5.9 of the
Manual.
All Girders of structures will be mandatorily pre-cast.
In addition to the provisions given in TCS, adequate Drainage system including surface
and subsurface drains and median drainage system for the Project Highway shall be
provided as per Schedule Appendix B-XV. Unlined / lined drains shall be provided in
the entire project length as per the Drainage Plan enclosed and the same shall not
constitute a Change of Scope.
4.21.1 General
i) All bridges, culverts and structures shall be designed and constructed in accordance
with Section 7 of the Manual and shall conform to the cross-sectional features and
details specified in Appendix B-V(A), Appendix B-V(B), Appendix B-V(C),
Appendix B-V(D), Appendix B-VI(A) , Appendix B-VI(B), Appendix B-VII(A) ,
Appendix B-VIIA(I) , Appendix B-VII(B), Appendix B-VIII , Appendix B-VIII (A) ,
Appendix B-VIIIA(I) , Appendix B-IX, Appendix B-X, Appendix B-X(A), Appendix
B-X(B), Appendix B-X C(I), Appendix B-X C(II) and Appendix B-X C(III) in this
schedule.
4.21.2 Culverts
i) The minimum overall width of all culverts shall be equal to the roadway width of the
approaches.
ii) All culverts shall be designed and constructed in accordance with Section 7 of the
Manual and shall conform to the cross-sectional features and details specified in
Appendix B-X, Appendix B-X(A), Appendix B-X(B), Appendix B-X C(I), Appendix
B-X C(II) and Appendix B-X C(III) in this schedule.
iii) Floor protection works shall be as specified in the relevant IRC Codes and
Specifications.
4.21.3 Bridges
B-X(A), Appendix B-X(B), Appendix B-X C(I), Appendix B-X C(II) and Appendix B-X
C(III) in this schedule.
4.21.4 ROB/RUB
(i) The existing structures to be repaired/ strengthened shall be as given in this schedule.
All Girders of structures will be mandatorily pre-cast.
The grade separated structures shall be provided at the locations and of the type and length
specified in this Schedule. All Girders of structures will be mandatorily pre-cast.
The list of Bridges, structures, Flyovers, Underpasses and Overpasses shall be as given in this
schedule. All Girders of structures will be mandatorily pre-cast.

The side slopes shall be protected by using suitable slope protection measures
wherever required in accordance with Schedule - D.
Ground Improvement, wherever required, shall be done as per Schedule D and the
same shall not constitute a Change of Scope.
Reinforced Cement Concrete Boundary Wall shall be provided at the boundary on both
sides of the right of way available under the control of the Authority as per provisions of
IRC:SP:87 except at ingress and egress points.
4.33 Utilities
Desirable minimum 2m wide strip of land at the extreme edge of ROW shall be kept for
accommodating utilities. Utility duct shall be provided as shown in TCS and mentioned
in Schedule B & Schedule D.
In addition to the list given in Appendix B-XIII, signs shall be provided per Schedule D.
Copy of utility relocation plan is enclosed. The Specifications are to be as per the
specifications of utility owning department. Brief details of shifting of utilities are given in
Appendix B-XIV.
Provisions for accommodating utilities shall be made both overhead as well
underground wherever required as per site requirement. Utility ducts shall be
provided as per 2.16 of Manual.
Specifications and Standards. Existing water bodies like ponds, lakes etc., which are to
be preserved from environment impact mitigation point of view, shall be bridged to the
extent of full ponding level at peak rainy season as per requirement of EMP submitted to
MoEF at the time of Environmental Clearance. Any variations in the lengths specified in
this Schedule-B shall not constitute a Change of Scope, save and except any variations
in the length arising out of a Change of Scope expressly undertaken in accordance with
the provisions of Article13.
Appendix B-I
The standard Typical Cross sections are mentioned in para 2.17 of IRC: SP: 87-
2019. The same are to be followed for design and execution of the project highway in
the entire length. The entire cross-sectional elements shall be accommodated in the
available ROW. If required, suitable retaining structures shall be provided to
accommodate the highway cross section within the available ROW and the same shall
not constitute a Change of Scope

Note:
The location of RE wall / retaining wall along main carriageway shall be placed in
such a way that lane addition could be done without recasting/ reconstruction. The
design and construction of partial RE wall/ retaining wall shall be done for full height
considering future widening.

Appendix B-XIII
OVERHEAD SIGNS
Traffic Signs (excluding overhead signs at Toll Plaza): Traffic sign boards as per details
given below and indicated in the traffic signage plan mentioned in Appendix B-II of this
Schedule shall be provided in the project highway in accordance to manual. The traffic
signage plan mentioned in Appendix B-II shall be deemed to be part of this Schedule-B.
The type, numbers and location of Traffic Signages shown in Traffic Signage Plan (Appendix
B-II) are tentative and minimum specified. The actual numbers and location of Traffic
Signages shall be determined by the Contractor in accordance with the IRC:SP:87-2019
requirements with approval from the Independent Engineer. Any increase in the number and
type of road sign shall not constitute a Change of Scope, save and except any variations
arising out of a Change of Scope expressly undertaken in accordance with the provisions of
Article 13. Adequate signs for toll plaza shall be provided as given in this schedule and
manual.
Appendix B-XIV
Utility shifting
Note I: -
(a) The type/spacing/size/specifications of poles/towers/line/cables to be used in shifting
work are as per the guidelines of utility owning department and it is to be agreed
solely between the Concessionaire and the Utility owning department. No change of
scope shall be admissible and no cost shall be paid for using different
type/spacing/size/specifications in shifted work in comparison to those in the existing
work or for making any overhead crossings to underground as per requirement of
utility owning department and/or construction of project highway. The
Concessionaire shall carry out joint inspection with utility owning department and get
the estimates from utility owning department. The assistance of the Authority is
limited to giving forwarding letter on the proposal of Concessionaire to utility owning
department whenever asked by the Concessionaire. The decision/approval of utility
owning department shall be binding on the Concessionaire.
(b) The supervision charges at the rates/charges applicable of the utility owning
department shall be paid directly by the Authority to the Utility owning department as
and when Concessionaire furnishes demand of Utility Owning Department along
with a copy of estimated cost given by the latter.
(c) The dismantled material/scrap of existing Utility to be shifted/dismantled shall belong
to the Concessionaire who would be free to dispose-off the dismantled material as
deemed fit by them unless the Concessionaire is required to deposit the dismantled
material to Utility owning department as per the norms and practice and, in that case
the amount of credit for dismantled material may be availed by the concessionaire
as per the estimate agreed between them.
(d) The utilities shall be handed over after shifting work is completed to Utility Owning
Department to their entire satisfaction. The maintenance liability shall rest with the
Utility Owning Department after handing over process is complete as far as utility
shifting works are concerned.
Note II: - It is obligation of successful bidder to keep all public utilities functional all time
without any cost to Authority beyond quoted amount.

1. Project Facilities
1.1. The Concessionaire shall construct the Project Facilities in accordance with the
provisions of this Agreement to form part of the 6-lane project highway. Such Project
Facilities shall be completed on or before COD, details given in Annex-I of schedule-C.

1. Project Facilities
The Concessionaire shall construct the Project Facilities described in this Annex-I to form part
of the Four Lane of Project Highway. The Project Facilities shall include:
1) Toll plazas
2) Road side furniture
3) Truck lay Byes/Truck Parking Areas
4) Bus bays and Passenger Shelters
5) Pedestrian Facilities
6) Lighting/Street lighting
7) Road Boundary Wall
8) Fencing
9) Landscaping and Tree Plantation

All the codes/guidelines/standards to be referred shall be the latest versions published till 60
days before the bid due date.
The details of Project Facilities under schedule ‘C’ are given below:
1) Toll Plazas
Toll Plaza location and Minimum Lane Requirement in the Opening Year
1.1 All the provisions of Toll plaza items with specifications are to be complied by the
Concessionaires as per IRC SP:87, Also for the convenient movement between toll office and
toll booth of each toll lane, an overhead inspection bridge across all toll lanes shall be provided
connecting toll booths.

1.2 Installation, integration, testing, commissioning, operation and maintenance of Medium
Speed Weigh in Motion (MSWIM), with functional, technical specifications installation and
maintenance requirement as under in all the lanes of Toll Plazas:
a) The MSWIM system shall be able to capture number of axles, axle spacing, number of
wheels, gross weight of vehicle and height of each passing vehicle and provide data of
each vehicle to the lane controller for further auditing and analysis.
b) The Gross Vehicle Weight and the individual Axle loads of vehicles approaching the toll
booth shall be automatically detected for speed range prescribed in the specifications.
c) This detected weight shall not be displayed on the computer terminal of toll collector
until the toll collector classifies the vehicle.
d) If the vehicle is found to be overloaded based on Toll Collector Classification, the Weight
information shall be displayed as “Overweight Warning” and appropriate toll receipt as
per provisions of GSR 920(E) dated 25 September 2018 as mentioned below shall be
generated automatically:
e) The excess fee charged against such overloaded vehicles shall also be separately printed
on toll fee receipts of such vehicles.
f) MIS reports shall be available for IHMCL, on numbers of overloaded vehicles crossing any
toll plaza as per mutually decided format.
a) MSWIM Platform should be installed on the road surface, 22.5 meter from pay axis (as
per IRC: 87) and the median is to be extended beyond the WIM with the bull nose.

b) Water drainage arrangement should be provided for WIM systems to prevent water
logging inside the WIM Pit Frame where ever necessary.
c) All cables should run inside their respective conduits and should not be exposed to the
open.
d) Mechanical checks should be carried out before fitting and mounting MSWIM system.
e) After installation of MSWIM system, final levelling procedure has to be carried out before
calibration.
f) Outside calibration test is to be conducted for MSWIM system before starting regular
operations.
g) Proper earthing/grounding and UPS power shall be provided to MSWIM system.
h) The MSWIM system should be integrated with TMS system of toll plaza.
i) MSWIM system should provide 99% up time excluding maintenance related downtime.
j) The approval/certification for calibration of MSWIM shall be conducted by Department of
Weights and Measures at least once in a year.
(iv) Maintenance
1.3 Installation, integration, testing, commissioning, operation and maintenance of One Static
Weigh Bridge (SWB) in each direction of traffic at Toll Plazas. The functional, technical
specifications installation and maintenance requirement shall prevail as under for installation of
SWB.
a) SWB shall be installed in each direction of traffic, after the toll plaza, in a separate area
having facility of parking of overloaded vehicles.
b) The SWB system shall be able to capture Toll transaction number with date and time,
Vehicle registration number, category of Vehicle, Permissible Weight, and Gross Vehicle
Weight along with date/time of weighing, and the receipt printed by SW system contain
these information. This system shall also be integrated with the toll system and generate
a closure report.
c) As soon as a vehicle passes through the Weight- in- Motion system in the toll lane and is
detected to be overloaded, the vehicle shall be directed to move towards the designated
area having a Static Weigh Bridge (SWB). The vehicle is weighted again on SWB to
confirm the over loading for the specified vehicle class.
d) If overload is confirmed after weighing at SWB, the overloaded vehicle shall be parked in
the designated area and allowed to unload to bring its weight within the permitted level
for the identified vehicle class. Once, the driver/vehicle owner confirms that the extra
load on the vehicle has been removed. The vehicle shall be weighted again on the SWB
to check that that its weight is within permissible limit before releasing it to move further
on the National Highways.
e) In case the vehicle weight is found to be under permissible limits, the SWB system shall
be able to remove overweight comment (according to MSWIM over weight will reflect)
from the Toll transaction and the transaction shall be closed without excess overweight
fee/refund the overweight fee if charged. In such cases, the SWB charges shall not be
payable by the vehicle owner/operator for weight measurement.
f) SWB station shall have a CCTV camera for capturing image of vehicle while weighing.

g) Monthly MIS reports shall be available for IHMCL and CO division, NHAI such as Actual
Over loaded vehicles, Total overweight Vehicles (WIM) vs Actual Overweight vehicles
(SWB) etc.
(a) SWB shall be installed in each direction of traffic (LHS & RHS) after the toll plaza, in a
separate area having facility of parking of overloaded vehicles. SWB shall be installed in
toll plaza premises at a distance at least 100 meter from lane pay axis so that normal
lane traffic shall not be affected.
(b) The layout plan has to be marked on the surface where SWB is to be installed, as per
dimensions. Based on the same soil for pit foundation has to be excavated and the raft
shall be laid for civil foundation i. e. base-work.
(c) Top surface levels of foundation should be kept in same level, to avoid camber or cross
slope.
(d) The pit should be deep enough to allow easy accessibility for routine maintenance. A
sump pit should be provided to prevent water logging in the pit.
(e) After the successful casting of foundation, SWB platform shall be installed.
(f) Mechanical checks should be carried out before fitting and mounting SWB hardware.
(g) Proper earthing/grounding shall be provided to SWB as well as controller.
(h) UPS power to be supplied to SWB controller and other peripherals equipments installed.
(i) The approval/certification for SWB calibration shall be conducted by Department of
Weights and Measures at least once in a year.
(j) SWB System should give 99% uptime excluding maintenance related downtime.
(iv) Maintenance

d) SWB system Maintenance should take place on monthly/quarterly basis depending on the
site conditions.
e) Basic cleaning and maintenance should be carried out by an authorized representative.
f) Earthing needs to be checked on monthly basis.
1.4 Though minimum toll lanes have been mentioned above, the Concessionaire shall design toll
lanes as per IRC:SP:87 and the number of toll lanes as obtained in design along with toll
booths, toll plaza complex, weigh bridges, electrical systems, toll plaza and all other facilities
required/mentioned in manual shall be provided with approval from IE in consultation with
Authority.
1.5 All the structures shall be RCC framed structure as per IRC:SP:87. RE wall/Retaining wall
shall be provided at toll plaza locations as per site requirement to restrict the embankment slope
within the right of way.
Detailed Chainage wise plan of road signs & overhead signs are as follows;

The Road Marking shall be in accordance with IRC:SP:87, IRC: 67, IRC 35 and glass beads
with the requirements as per Clause 803 of MORTH Specifications. Road Marking shall include

carriageway marking and object marking and shall cover the entire Project Highway in
accordance with provisions including service roads Junctions etc. Carriageway marking shall be
of hot applied thermoplastic paint with uniform thickness of at least 2.5 mm unless specified
otherwise.

2.3 Road Delineators
Note: Road delineators required for traffic diversion during construction/maintenance is not
included in above indicative quantities and the same has to be worked out and installed as
per construction activity according to specifications and provisions to ensure safe highway
operation and safety of Road users.

The fencing shall be rest on separate RCC post as per design. The total height of fencing
including boundary wall shall be 2.5 m above ground.
Chain link fencing conforming to ASTM F1553-06 shall be fixed on GI pipe/RCC posts.
GI pipe/RCC posts shall be embedded in concrete to a sufficient depth. The fence will be placed
at the end of the ROW land on both sides and also to separate the connecting road.
9.1 The Concessionaire shall plant trees and shrubs of required numbers and types at the
appropriate locations within Right of Way and in the land earmarked by the Authority for

Emergency medical services with ‘2 patient capacity’ Rescue Ambulance in accordance with
provisions and specifications of IRC:SP:87 to be provided. This facility shall be provided for
every 50 km of Project Highway. This facility shall remain operational during construction as well
as O&M period with a response time of under 15 minutes to any incident location on the project
highway. The Ambulance should be integrated with the Computer Aided Dispatch (CAD) System
& 1033 helpline of NHAI and its response time shall be monitored through the same CAD System
and any failure to make the Ambulance available within the time limit of 15 minutes will lead to
imposition of penalty of INR 10,000/- per such incident.
Highway Patrol unit with Patrol Vehicle in accordance with provisions and specifications of
IRC:SP:87 to be provided. One Highway Patrol unit shall be made available for every 50 km of
Project Highway. This facility shall remain operational during construction as well as O&M period
with a response time of under 15 minutes to any incident location on the project highway. The
Patrol Vehicle should be integrated with the Computer Aided Dispatch System & 1033 helpline of
NHAI. The Patrol Vehicle should be integrated with the Computer Aided Dispatch (CAD) System
& 1033 helpline of NHAI and its response time shall be monitored through the same CAD System
and any failure to make the Patrol Vehicle available within the time limit of 15 minutes will lead
to imposition of penalty of INR 10,000/- per such incident.
Crane Services in accordance with provisions of IRC:SP:87 to be complied. One Cranes of 30T
shall be continuously available for every 50 km of the Project Highway. In addition, crane having
capacity of 50T shall be made available, whenever required. This facility shall remain operational
during construction as well as O&M period with a response time of under 30 minutes to any
incident location on the project highway. The Crane should be integrated with the Computer
Aided Dispatch System & 1033 helpline of NHAI. The Crane should be integrated with the
Computer Aided Dispatch (CAD) System & 1033 helpline of NHAI and its response time shall be
monitored through the same CAD System and any failure to make the Crane available within the
time limit of 30 minutes will lead to imposition of penalty of INR 10,000/- per such incident.
The locations, Specifications, functional requirements, Service level requirements, penalties &
reporting formats shall be as provided in Schedule-D.
The following provisions shall be made as per IRC:SP:50 while designing the Rain Water
Harvesting
14.1 Artificial recharging methods along the National highway to substantially improve
drainage as per the IRC:SP:50.

14.3 The advice of Central ground water Board shall also be utilized for developing the
site specific cost effective recharge augmentation techniques.
14.4 Where no guidelines are available, as thumb rule, all Road projects may have one
recharge shaft of 0.5 M dia. for 10 to 15 m depth (as indicated in Expressway guidelines
published by Ministry) one of each side of the carriageway along the side drain at the
lowest point/where water stagnates, in each km as part of the project.
16. Preparation of Inventory of all such created assets during construction and
verification of the same half yearly periodically:
As mentioned above paras the detailed Inventory of all such facilities/Assets to be prepared by
Concessionaire/Contractor and shall be verified by Engineer with copy of the same to Authority
for Record before COD/PCOD. The verification of all such Inventories shall be done half yearly
during maintenance period.

3 Highway Lighting
3.1 General
i. The Contractor shall provide lighting at specified locations of the project highway,
using appropriate system and source of electric power as per the requirements of
this Section. Such locations shall be specified in Schedule ‘C’.
ii. The Contractor shall make suitable arrangements for procuring power supply to
ensure uninterrupted lighting during night and when visibility is low, including
provision of DG sets as standby arrangements.
iii. The Contractor shall bear all costs of procurement, installation, running and
operation cost of all lighting, including cost of energy consumption specified in this
Section.
3.2 Specifications
i. Unless stated otherwise in this Manual, the minimum level of illumination on the
locations of the Project Highway where lighting is to be provided as per this section
shall be 40 Lux.
ii. The layout of the lighting system together with type of luminaries for different
locations shall be prepared by the Contractor in such a manner that the minimum
illumination level prescribed in Para 3.2(i) can be achieved and shall be submitted to
the Authority Engineer for review and comments, if any, for compliance by the
Contractor.
iii. Overhead electrical power and telecommunication lines erected within the ROW by
the Contractor shall be provided with adequate clearance so that safe use of the
highway is not affected.
iv. Vertical and horizontal clearances for electrical installations shall conform to IRC:32.
v. All the fixtures, wires/cables, lights shall conform to relevant BIS specifications as a
minimum. The Contractor with the prior review and comments of the Authority
Engineer can use fixtures with better specifications
Annex - II
(Schedule-D)
The concessionaire shall ensure that the advanced traffic management systems (ATMS) shall
furnish the warranty/guarantee for successful commissioning and operation of ATMS so as to
ensure uninterrupted functional operation & maintenance of the ATMS during the entire
concession period. The concessionaire shall also furnish the certificate that there is no
proprietary item and that the systems shall be interoperable. All components and equipment
shall be tested for commissioning. The documents with regard to design, technical details,
installation details, testing and commissioning, details of fault diagnostics, operation and
maintenance manuals and reports shall be submitted to the NHAI by the Concessionaire.
All normal Camera footage shall be available for a minimum duration of 15 days with the
concessionaire and video footage of all incidents on the NH shall be available for entire
duration of the concession agreement.
1. General
The Concessionaire shall install the ANPR Camera and/or Radar based solution for over speed
detection, enforcement, and display of speed along with vehicle number in realtime on LED panel.
The VSDS system should correctly link the vehicle number plate with the vehicle speed. It should be
ensured that all the lanes of NH are covered through ANPR Camera and/or Radar based solution.
The system for speed detection and vehicle number plate capturing shall be mounted permanently to
monitor each lane of a highway. Multiple ANPR cameras shall be placed on an overhead gantry to get
the complete picture of traffic flow for each lane including hard & earthen shoulder at the VSDS
location.
The VSDS system shall be capable of detection of both spot over speeding as well as section based
over speeding.
Vehicle Actuated Speed Display (VASD) (LED panel / display) shall be installed on a separate gantry
at a suitable distance (Approx.150m) from the VSDS gantry location, such that the speed and vehicle
number shall be displayed on the LED panel in real-time.
The distance between both the gantries (i.e. those on which the VSDS and the VASD are installed)
shall be determined by the bidder as per the proposed solution, such that the vehicle number and
speed is visible to the driver at an appropriate distance and is easily readable.
The ATMS Software shall be capable of generating e-challan automatically and integrated with the
Vahan database, NIC ITMS, NPCI FASTag mapper etc. for obtaining the vehicle registration and
details required for e-challan and cross-verification of the vehicle class. The Concessionaire shall be
responsible for integration of AMTS software with the Vahan Database, NIC ITMS, NPCI FASTag
Mapper, etc. as part of this Contract. NHAI shall enable / facilitate the availability / access of the NIC
portal / NPCI mapper, however, required coordination with the concerned agencies shall be in the
scope of the Concessionaire.
Vehicle Actuated Speed Display (VASD) shall be installed at each location to cover all the lanes per
direction. The purpose of the VASD is to display the speed of the vehicle to the driver and alert about
his/her speed and prevent him/her from over-speeding, hence shall act as speed calming device. The
location of VASD and VSDS gantries shall be determined by the Bidder.
The Concessionaire shall be required to integrate with AFS (ANPR cum FASTag System) for
exchange of ANPR data, as per the requirement raised by NHAI / Engineer designated by Authority
for the project/ NH stretch.
The cameras shall be integrated with Road Condition Monitoring module for collection of road
condition data and statistics.
2. System Configuration
The Radar Speed Sensor or any other sensor proposed by the Bidder shall be used in traffic
monitoring situation to give input to the VADS for vehicle speed display, congestion, traffic/vehicle
density, etc. in real-time.
The ANPR camera shall be used to capture the vehicle speed and estimate of vehicle length to identify
vehicle class, reverse vehicle detection, and wrong lane driving (on the bases of the vehicle
classification, e.g. Bus/truck driving in the car/overtaking lane, two-wheeler, three-wheeler, car
driving in over taking lane, etc.).
Both VSDS and VASD systems shall be integrated with each other and shall display the vehicle speed
and vehicle number in real-time on the VASD.
Apart from connectivity established between VSDS and VASD gantries through DTS, additional
dedicated High-speed RF link shall be provided between the two gantries.
The system shall be capable for monitoring three to four lanes lane as well as the hard & earthen
shoulder simultaneously and send the command to each VASD display for displaying the real-time
speed and number of the vehicle in each lane. Precise tracking and video overlaying in difficult
situations like
Multiple cars tailgating,
Parallel motion,
High occlusion target scenarios – e.g. small car or bike next to a large truck
The Cameras shall also be capable of monitoring the road condition within the viewing area of the
camera and provide real time input to the road condition monitoring module.
The system shall be capable of capturing all type and classes of vehicles, including but not limited to
2-wheelers, three wheelers, tractor, oversized vehicle non-standard vehicle. Etc.
The Concessionaire shall be responsible for Integration of ATMS system and sub-systems with the
NHAI Mobile apps for the road users as per the requirement raised from time to time by the
Electronics/ IT department of NHAI or its authorized agency.
3. Location
The combined set of VSDS and VASD on two separate gantries (at a spacing of approx. 150 meters)
shall be installed at suitable locations as identified during the survey by the Concessionaire and
approved by the Independent Engineer designated by the NHAI. The VSDS and VASD shall be
installed in the section where the over speeding chances are higher. The distance between two
locations (i.e. distance between 2 sets of VSDS and VASD combined (on two separate gantries at a
spacing of approx. 150 meters)) shall not exceed 20 kms in each direction.
The set of VSDS and VASD (on two separate gantries at a spacing of approx. 150 meters) shall be
installed in both the directions (LHS & RHS) of the road at each location.
3.1 Roadside Equipment
To be determined by the Bidder.
3.2 TMC Equipment
Speed Enforcement Application module (part of the ATMS software) and console.
4. System Function
a) The radar must have the high accuracy and detection range. The operational range should be
determined by the Bidder.
b) The Sensor shall be Capable for the tracking up to 32 vehicles simultaneously per second.
c) The accuracy of speed detection shall be more than 98% at a speed range of 0.5 to 240 km/hr.
d) The speed and vehicle number shall be displayed on the VASD in real-time with read range of
150 meters.
e) The accuracy of binding of the vehicle number to the correct real-time speed captured at the
VSDS location and further displaying at the VASD shall be more than 90%.
f) Success rate of number plate recognition, reading and associating with transaction shall not be
less than 95% during night-time at a speed of 180 kmph for standard number plates. The
automatic number reading accuracy in case of non-standard number plates shall not be less than
85% for all categories of vehicles using the stretch. The vehicle image capturing, and processing
zone of ANPR camera may be within 40 meters for higher accuracy.
g) The night vision should not affect the accuracy.
h) The camera shall capture the image of each over speeding vehicle for spot speeding and each
vehicle for section speeding and send to the control room. In case the ANPR/OCR is unable to
read/recognize the number plate, the system shall create an incident and send an alert to the
operator. The operator shall be able to zoom the vehicle image to read the registration number
plate and manually enter the vehicle number in the system for further processing. The
Concessionaire shall be responsible to propose the system capable of processing all over
speeding vehicles, irrespective of the accuracy, read rate of the ANPR.
i) The ANPR Solution must ensure zero data loss and zero duplicate data.
j) The video recording of each ANPR camera shall be stored both locally at site for a minimum
period of 7 days and in TMC / sub-centre for a period of 60 days in H.264, H.265 format and the
video clip of over speeding vehicles shall be stored for the entire Contract Period. The length of
the video clip shall be proposed by the Concessionaire such that the same can be produced to the
enforcement agency as and when required as an evidence of speed violation. It shall be solely the
responsibility of the Concessionaire to prove the evidence and provide required support to the
Authority and enforcement agency for justifying the speed violation.
k) The software and cameras shall be calibrated on monthly basis and the certified test report shall
be submitted to the Authority and Engineer designated by Authority. In addition to the monthly
testing and calibration, the Authority or Enforcement agency may instruct the Concessionaire so
test the cameras and software at any time to ascertain the accuracy of the cameras, software and
radars.
l) The System and the Software shall be calibrated and tested by the third-party for speed detection.
Test and calibration certificates shall be submitted by the Concessionaire along with the
Technical Proposal and commissioning. The commissioning certificate shall only be issued after
authentication of the test reports and calibration certificates.
4.1 Specifications
a. The system shall perform during day and night as well as in adverse weather conditions.
b. It shall have built in diagnostic functions to quickly asses the validity of speed
calibration.
c. The Camera shall have inbuild SD card slot and shall be provided with at least 128 GB class 10
SD card.
4.1.1 Night vision capability
Cameras shall have minimum 100 meters night vision capabilities. The minimum
illumination shall be of 0.005 lux for colour image with automatic gain control on in auto/
manual mode. The camera shall be capable of recording black and white video even in
0.001 lux at a distance of 100 meters.
4.2 Vehicle Actuated Speed Display (VASD)
4.2.1 Function
The speed display shall display the speed of the vehicle along with the vehicle number in
real-time and provide textual or graphical warning to the vehicles exceeding the pre-set
speed limit. The speed and number shall be displayed in green colour if the speed is within
the permissible limit for the vehicle class, orange colour if the speed is matching the speed
limit, and red if the vehicle is over-speeding. The display (speed) shall blink continuously
if the speed of vehicle is more than 120% of the permissible speed limit, along with the
message “Over-Speed – Slow down” in the first row of the display. One speed display
shall be installed for each lane on both the sides of the road.
Time shall be displayed at the top section of the display in HH:MM:SS (24 hour) format at
all the times, even if no speed is being displayed on the VASD. The font size shall be
suitable and visible from 150 meters distance. The time on all the displayed shall be
synced with the central server.
4.2.2 Specifications
a. The system shall perform during day and night as well as in adverse weather
conditions.
b. It shall have built in diagnostic functions to quickly asses the validity of speed
calibration.
c. It shall adjust display intensity automatically to suit the ambient light conditions.
d. It shall be modular in construction for ease of maintenance.
e. It shall display numeric speed data as well as graphical (standard IRC road warning
sign) (preferably) / textual warning.
f. Measurement:
i. Speed range: 0.5 km/h to 240 km/h
ii. Maximum Measuring errors: Up to 100 km/h ± 3 km/h, Above 100 km/ ± 5
km/h
iii. Minimum Monitored section length: 100m
g. It shall have the facility to log vehicle speed of over- speeding vehicles and
transfer them to the ATMS control centre.
h. The speed display shall be formed using individual modules.
i. Speed display must be constructed using corrosion resistant panel with LED pixels in
row: column matrix.
j. The Display shall show the speed in green colour if the speed is within 80% of the
limit for the vehicle class, orange if the speed in exceeding 80% of the speed limit and
red (blinking) if speed of the vehicle exceeds the speed limit for the vehicle class.
k. The LED Cluster shall consist of individual LED`s rated for out-door use.
l. The minimum size of the board shall be 1000 mm (W) x 1000 mm (H) ±5%, suitable
to display speed, number, etc. in font size suitable for viewing at a distance on
minimum 150m.
m. The LED configuration shall be 3 in 1 SMD and the pixel pitch shall be 6mm outdoor
or better. Lower pixel pitch shall be considered better.
n. The LED board shall have the capacity to display any content, graphics, videos,
symbols, text in full matrix, with multiple font size and character height, and multiple
languages.
o. Shall maintain time stamped record (speed and vehicle image) of each case of over
speeding in a log file that can be retrieved over the connected network or using a
locally connected laptop.
p. It shall be possible to configure the system to send real time violation event record
(speed, vehicle number, image, and time stamp) over the connected network while
recording the same locally and at CPS simultaneously.
q. Display size shall be suitable to display both the speed of the vehicle, vehicle number,
and warning message simultaneously.
r. Brightness intensity shall be 7500 cd/square metre with option to adjust the brightness
manually as well as auto brightness adjustment feature.
s. Fault diagnostics shall be provided to include the following as a minimum:
i. Radar Failure
ii. Camera Failure
iii. LED Failure
4.3 Motion Detection surveillance camera, hooter alarm with beacon, and all-in-one solar
streetlight
Kindly refer functional specifications mentioned in the sub-clause 4.2 of section 2 above.
5. Installation
The system will be installed on the gantry at specified locations.
a. shall be mounted on a Gantry installed between the median and shoulder. Clearance of
minimum 6.5 meters above the finished road level (FRL) shall be secured. Gallery shall be
provided to the support / walkway at the back of signboard for maintenance purpose.
b. Foundation and other civil works required for the VSDS and VASD installation shall be
completely in the scope of the Concessionaire.
c. Connectivity: determined by the Bidder.
d. Power Supply and source: determined by the Bidder.
e. Backup: minimum 24 hours.
a. Pole mounted flashing lights of minimum 300mm diameter with a visibility of at least 500m shall be
used for local warning.
b. There shall be at least five such warning lights in each direction, each mounted typically at a distance of
100 meters and 200 meters before the incidence monitoring point when seen from the direction of travel.
The above distances shall be suitably optimized during detailed engineering. Two warning lights shall be
installed in the median in each direction and three on the shoulder side in each direction.
c. The lights shall be powered by a local solar PV based power supply with inbuilt Li-ion battery with at
least 96 hours power backup and shall be interconnected with the incident detection system either by cable
or by wireless (GSM based).
d. During periods of poor visibility, as detected by the VIDS or TMC / Sub-centre operator, the lights
shall go into a flashing mode until visibility improves to a level for adequate incident detection. The TMC /
Sub-centre operator shall have the option to turn on/off the lights remotely.
e. The above lights stall stop flashing either on the event of the disappearance of the detected incident(s)
or on the occurrence of a reset from the TMC / Sub-centre operator.
f. In case of failure of the VIDS LPU the above lights shall, by default, switch to the flashing mode.
(iii) Motion Detection surveillance camera, hooter alarm with beacon, and all-in-one solar streetlight
a. A surveillance camera shall be provided at each equipment location along with hooter alarm and
beacon. This camera shall be focused on the cabinet installed at the equipment location to monitor the
activities near the equipment location and detect any unwanted movement of any unauthorised person to
prevent theft, vandalism, damage, etc to the equipment. The hotter and beacon shall be activated
automatically upon detection of any type of movement near the equipment location within the range of the
camera.
b. The function of this camera is to monitor the cabinet and pole surrounding for pilferage and vandalism
attempts. The motion detection feature shall raise the alert in the control centre as soon as any movement is
detected nearby the cabinet and camera pole to alert the control centre operators regarding any possibility
of pilferage and vandalism attempt.
c. The IP camera shall be POE powered bullet/box type with zoom function control from control room
and night vision of minimum 60 meters with illumination at 0.005 lux for colour image and black & white
at 0.001 lux.
d. The Camera shall have an in-built SD card slot and shall be provided with at least 128 GB class 10 SD
card.
e. The housing shall have protection against weather and vandalism as per site conditions.
f. The camera shall support alarm I/O port for activation of Hooter and beacon.
g. Hooter shall be controlled locally by the camera and shall sound when the motion detection period is
greater than 5 seconds. The alert in the TMC/Sub-centre shall be raised by VMS/ATMS software as soon
as hooter is activated.
h. The face detection function shall be activated as soon as the motion detection is triggered.
i. The camera shall also detect: Face Detection, Human detection, Line Crossing Detection, Intrusion and
loitering Detection, Region Entrance / Exit, Enter / Exit a pre-defined virtual region, Abandoned / Missing
Object, object left or removed from a pre-defined region. Object Counting, people counting and displaying
it on the TMC screen in realtime.
j. Whenever any event is triggered, the camera shall record the event on SD card also.
k. The camera and hooter beacon alarm shall be installed, while meeting the functional requirements
included in this document, at a suitable height determined by the Bidder to prevent vandalism.
l. All-in-one solar streetlight of 60W 2000 Lumens with inbuilt motion detection sensor and auto on-off
and auto dimming function shall be installed at each location at a suitable height.
(v) Quality
a. The system shall operate on a 24x7 basis. The VIDS shall be capable of taking clear images of road,
traffic conditions, incidents, violations, objects, people, animals, vehicle number plate under any
brightness conditions during the daytime and night-time, minimum 100m from the location of the camera
pole.
b. It shall be the responsibility of the Contractor to furnish and install all necessary hardware, software,
and database, integrate all system components and deliver a complete operational VIDS.
The concessionaire shall provide and install the Traffic Monitor Camera System (TMCS) as a closed-
circuit television system that meets the requirements stated herein for the surveillance of the traffic and
vehicle on the entire project without any blind spot. The system and its component devices shall be of
rugged construction for outdoor industrial use capable of continuous operation.
a. TMCS camera shall be installed at appropriate locations on the entire stretch within the RoW (Right of
Way), such that the monitoring of the entire route is ensured. The number of cameras shall be sufficient
to monitor the entire road stretch including accident prone areas, junctions, major median openings,
major structures, urban areas, major villages junctions etc. through the entire journey of every vehicle
on the road.
b. The source of power for operating the TMCS camera shall be provided by the bidder with minimum
power backup of 24 hours. Bidder shall be responsible to meet the uptime and SLA requirement, hence
the actual power backup requirement shall be determined by the Bidder accordingly.
c. Camera shall be a PTZ type camera for industrial use, capable of continuous operation under harsh
environment on the highway. Camera shall be IP based full HD colour type and shall have 3
simultaneous streams and live view for more than 5 users.
d. Motorized zoom lens with sufficient Optical zoom and digital zoom having optical defog feature and
auto focus covering suitable range of focal length shall be provided.
e. The minimum illumination shall be of 0.002 lux for colour and the camera shall be capable of
recording black and white video even in 0 lux conditions at a minimum distance of 500 meters.
f. The camera shall be capable to capture the vehicle number plate of any vehicle moving or parked on
the road at a distance of minimum 500m during night at even 0 lux. The number plate shall be readable
by the OCR engine for all types of vehicles.
g. In case the range of the proposed camera is less than 500m at night at 0 lux, the concessionaire shall
identify and propose the required number of the TMCS cameras, to completely cover the entire stretch
and meet the functional requirements given in this document.
h. The TMCS cameras shall enable for automatic incident detection at their home position and pre-set
positions, under normal conditions. The automatic alarm shall be generated in the TMC/ sub-centre
upon detection of any incident.
i. The camera shall cover all the incidents / accidents and minimum 20 seconds video clip shall be
available in the TMC / Control Room / Sub-centre. The duration of the video clip shall be such that the
entire incident / accident is clearly covered.
j. The camera shall be housed in a suitable housing to protect them from dust and rain and shall have the
feature for cleaning of the camera gimble during a rainstorm/ dust etc. The field of view of the camera
shall not be obstructed by the housing etc. Housing shall be Weather-proof and Vandal-proof as per the
site requirement. Rotating angle shall be 360 degrees endless with pre-set pan.
k. The concessionaire shall state the angle range of pan and tilt movements and their speeds in
the technical proposal.
l. The TMCS Camera shall support H.264, H.265 video compression and shall support latest ONVIF
S&G protocols. The camera shall have auto motion detection and shall be capable of auto tracking the
moving object, wrong direction detection, stationary object detection, face detection, 250 plus pre-set,
patrolling mode, audio I/O ports, alarm I/O, multiple privacy masking features.
m. The TMCS Camera shall support Perimeter Protection-Intrusion, Line Crossing, Region Entrance,
Region Exiting Support alarm triggering by specified target types (human and vehicle)
n. The TMCS Camera shall support Event Detection – Unattended Baggage Detection, Object Removal
Detection, Face Detection, Audio Exception Detection
o. The TMCS Camera shall support Smart Tracking, Manual Tracking, Auto Tracking (support tracking
specified target types such as human and vehicle), Event Tracking
p. The TMCS Camera shall support Alarm Linkage, Alarm actions, such as Preset, Patrol Scan, Pattern
Scan, Memory Card Video Record, Trigger Recording, Notify Surveillance Center, Upload to
FTP/Memory Card/NAS, Send Email,
q. The Camera shall have applicable CE, UL, BIS and FCC certifications.
r. TMCS camera system shall be designed to operate 24 hours a day and 7 days a week without
shutdown. Thus, high reliability and availability shall be achieved.
s. Availability of the system and each camera shall meet the SLA requirements stipulated in this
Schedule-D.

The Service Provider would be penalized for non-compliance in meeting SLR for Operations as
well as Maintenance of the Project. Any penalty levied by NHAI or IE shall be applicable and
deducted from the Escrow Account. The Service Provider should enable and facilitate
continuous measurement of all-round performance of the ATMS System and not just event-
based performance. The penalties are detailed here under:
a. For non-compliance of SLR under equipment maintenance requirement in any month, the
monthly penalty shall be applied as 0.05% of the value of (TPC/12).
b. In addition to the above penalty, additional penalty of INR 1,00,000 per event shall be
imposed, if the number of non-compliance events exceeds 20 in a month.
c. Also, for non-availability of video recording of any accident/ incident/ violation/ vehicle /
vehicle identification etc., the additional penalty shall be imposed as follows:

Further, NHAI may consider termination of concession agreement and forfeiture of
performance bank guarantee, in case of any non-availability of video feed of 21 or more
events during any month.
The Report format and types of reports prescribed in this schedule are the minimum requirement. The
Concessionaire shall send these reports to NHAI via email on the email addresses provided by NHAI
from time to time on daily basis. These reports shall be automatic system generated and no manual
intervention shall be required to send these reports to NHAI on daily basis.
In addition to the reports prescribed in the ToR of the RFP, the Concessionaire shall prepare and
submit the various incident reports as stipulated herein in the format mutually agreed. Each report
shall contain as a minimum the information listed below.
For every incident reported, the system shall gather the information about the details of incident and
site condition. List of Incident summarized the information to be collected for different type of
incident shall be prepared by the Concessionaire.
The system shall prepare the following auto generated reports:
a) Daily report (to be submitted by email or other digital system agreed by parties by 12
noon for every 24 Hrs.)

d) Call content
Operator at day shift shall brief about all reports to the night shift operator. The system generated
reports shall be automatically mailed to the NHAI HQ, RO, PIU, and Engineer and statutory or state
agencies. However, the clean reports after filtering the false negatives, false positives and other
irregularities shall be submitted to NHAI HQ, RO, PIU, and Engineer. However, it is clarified that the
SLR shall be judged on the auto generated reports by VIDS. When night shift finishes the duty, all
reports shall be requiring manual interventions shall be submitted to NHAI.
The Concessionaire shall also prepare and submit to the NHAI as minimum the following deployment
reports:
a) Duty plan of the operation team with the name of traffic management chief and
operators on a weekly basis.
b) Daily attendance record with In-time and Out Time for all Concessionaire’s staff
working at Traffic Control Centre.
c) Daily report of operation as stipulated in the operation manual and as agreed with
between NHAI and Concessionaire.
The reports mentioned above are a minimum requirement for incident management related reports.
The NHAI reserves the right to reasonably demand more reports other than those listed above after
the commencement of Services by the Concessionaire.
The Bidder shall configure / customize the report, as per the requirement raised by NHAI from time to
time during the entire period of the contract. The Report format of some of the key reports are

Annex – III
(Schedule-D)
1.1. Slope Length Upto 10 mtr. Providing specially designed non-woven geocomposite blanket
made from natural coconut fibre (85%) reinforced with UV stabilized HDPE polymer nettings
(15%) with minimum aperture size of not greater than 2mm, suitable for performing all
functions related to natural geo textile. The tensile strength of the Blanket with one side
polymer netting should not be less than 4.0 kN/m in machine direction and 1.0 kN/m in cross
direction.
1.2. The nominal weight of the blanket should not be less than 650 gsm and thickness 7-8 mm.
Blanket shall be supplied in a roll of width not less than 2 mtr with a length suitable to slope
length of the embankment. Blanket is a Geo-composite product which is used for soil erosion
control. The product approximately contains 500-510 gms of coconut fibre and 90-100 grams
of HDPE per sqmtr. The HDPE has a longer life which will help in retaining the slope for
more than 15 years.

addition to multiplying water retention capacity of soil which ultimately promotes healthy
root system for binding soil.
2.2. Makingoftrenchesofsize300mmX300mmorhigher size on top edge and toe of the slope for
anchoring of the blanket. The trench shall be filled with soil of same specification to put
weight over the blanket and rammed adequately. Size of the treated slope can be modified
based on the height, degree and quality of the soil all as directed in contract.
2.3. Laying of the Green Geotextile composite Blanket, over-lapping by minimum 4 inches,
anchoring it with metallic hooks, at a distance of every one meter on the overlapped area of
the blanket, on dressed slopes. Anchoring the same, to the toe of the embankment and on to
the edge of the formation by making trenches. Anchoring shall be done by providing GIU’-
hook 1 No per sqm of size 12”x3”x12” made of hardened spring steel with a diameter of 3.8
mm to 4.00 mm and skilfully sharpened on the edges. Average1hook per sq mtr to hold the
Blanket shall be provided. 15% of an additional quantity of Blanket or equivalent will be
required for overlapping and anchoring while calculating the surface slope area for
estimation. A mix of hundred grams of Native grass seeds like cenchrus setigerus are
broadcasted per square meter of slope area in two to three installments. Spreading of native
seeds or planting of shrubs, live cutting, grass or creepers if available in close proximity shall
be carried out during monsoon season. The selection of grass and vegetation shall be got
approved by agencies such as Forest department of ICAR in consultation with Authority
Engineer.
3.1. Purpose of providing green Blanket or Equivalent over embankment slopes of 1:2 is soil
retention and enhancement of surface stability.
3.2. Watering for around 3 months shall be carried out @ 5 ltr/ sqmtr per day during monsoon
season and @ 7 ltrs/ sq mtr per day in other seasons after the plantation of seeds. The way of
watering shall be suitably engineered to minimize waste of water.
3.3. Provide total safety and security to the treated slope till vegetation sustains on its own. The
treated site should be protected from cattle grazing, littering /toxic materials /inflammable
items /throwing garbage and construction waste especially the post installation till vegetation
develops.
The slope stabilization shall be carried out for five years to ensure growth of vegetation on
entire surface of the green geotextile blanket. Any damage to the blanket during the currency
of the maintenance period shall be got rectified/ replaced without any extra cost.
