No.4-2 (14)/2013/DD-1 Government of India Ministry of Social Justice & Empowerment Department of Disability Affairs Shastri Bhawan, New Delhi Dated the2*august, 2014 OFFICE MEMEORANDUM Subject: Kits approved for Persons with Intellectual and Developmental Disabilities for financial assistance under the revised ADIP Scheme. ~ The undersigned is directed to say that the Scheme of Assistance to Disabled Persons for purchase/fitting of aids/appliances (ADIP), administered by the Department of Disability Affairs has been revised with effect from 01.04.2014. 2. Para 7: Quantum of Assistance, sub-para (ii) of the Scheme is as under: “For providing modern assistive devices for all categories of PwDs both physical and mental and multiple disability impaired groups, cg. Daisy Book players and other Talking Devices, Net Book Laptop and Digital Magnifiers for visual impairment and Behind the Ear (hearing aid) for hearing impairment, the items will be decided by an Expert Committee constituted in the Department of Disability Affairs with the approval of Minister for Social Justice & Empowerment. 3. Accordingly, an Expert Committee was constituted in the Department under the Chairpersonship of Secretary (DA) vide Order dated 11.04.2014 to decide and list out modern assistive devices for all categories of Persons with Disabilities (PwDs) under the revised ADIP Scheme. In the first meeting of the Expert Committee taken by Secretary (DA) on 07.05.2014, the Committee had, inter-alia, finalized Kits for Persons with intellectual and developmental disabilities, As Teaching and Learning Materials (TLM) Kit for Persons with intellectual and developmental disabilities was not finalized in that meeting, another meeting was taken by Secretary (DA) on 30.07.2014 to finalize the TLM Kit, 4. Based on the decisions taken in the meeting held on 07.05.2014 and 30.07.2014, the committee has finalized the following Kits for financial assistance for Intellectual and Developmental Disabilities under the revised ADIP Scheme: slI 4 Kits for Mentally Retarded including viz. (i) Kit-1 (Aj: Age group 0- 3 years: Karly intervention group (Code: El) and Kit-1 (B): TLM Kit for Multiple Disabled in the Age group 0-3 years, (i) Ki group 3 - 6 years: Pre Primary group (Code: PP), (iii) Ki group 7-11 years: Primary group (Code: PR) and (iv) Kit-4: Age group 12 -15 & 16 -18 years: Secondary & Pre -Vocational (Code: SEC/PV) (Annexure-I), To begin with these Kits may be provided in Special Schools across the Country. I. 3 TLM Kits for children with Multiple Disabilities viz. (i) Kit-1: Age group 3-6 years, (ii) Kit-2: Age group 6-10 years and fii) Kit-3: Age group 10 years and above (Annexure-II), Hl, ALIMCO Model Sensory Kit: Multi Sensory Inclusive Education Development (MSIED) Kit for Persons with Intellectual and Developmental Disabilities (Annexure-IIt), 5. Kits showing indicative price and specifications as contained in Annexure-1, I & II recommended by the Committee have been approved by the Ministry in consultation with the Integrated Finance Division of the Ministry for financial assistance under revised ADIP Scheme.
