A. GENERAL
Part A comprises all non type-related operational policies, instructions and procedures
needed for a safe operation.

A.1. MANUAL STRUCTURE


The Operations Manual is divided in four parts:
o Part A – General
o Part B – Technical
o Part C – Route
o Part D – Personnel training

The OM is supported by appendices (forms, guides, procedures…), listed in Section V,


APPENDICES.

The Easy Access version of the Operations Manual is a translated and summarized
version of the OM dedicated to students, including comments and highlighting those
procedures that students need to be aware of. Sections not applicable to students are
removed.

Part D as a whole is not applicable to students, as their training follows the Training
Manual.

A.2. MANUAL MANAGEMENT

CORRECTION AND REVISION PROCEDURES


Manuals are constantly being reviewed and updated by the Training department.
Change bars and version numbers highlight changes affecting the latest revision.

Any error, discrepancy or suggestion regarding this manual or any of its appendices
should be notified to the HT by email: [email protected]

DISTRIBUTION PROCEDURES
The Operations Manual is published and distributed in electronic format only.

When a new revision is approved by AESA, the HT will update the corresponding Easy
Access version and populate it using the ATO Learning Management System (LMS).

ACCOUNTABLE MANAGER
o Has direct safety accountability, being ultimately responsible for safety.
o Ensures that all activities can be financed and carried out in accordance with the
applicable requirements.
o Ensures that the organization has sufficient qualified personnel and level of
resources for the planned tasks and activities to be performed in accordance
with the applicable requirements.

SAFETY MANAGER
o Focal point of the organization’s safety management system, and responsible for
its development, administration and maintenance.

COMPLIANCE MONITORING MANAGER


o Monitors the activities of the organization for compliance with the applicable
regulatory requirements, and any additional requirements as established by the
organization, and that these activities are being carried out properly under the
supervision of the relevant head of functional area.

HEAD OF TRAINING
o Overall responsibility to ensure that the training is in compliance with the
appropriate requirements.
o Responsible for the Training and Operations manuals.
o Ensures the satisfactory integration of flight training and theoretical knowledge
instruction.
o Supervise the progress of individual students.
o Assisted by Deputy HT.

CHIEF FLIGHT INSTRUCTOR


o Responsible for the supervision of flight and flight simulation training instructors
and for the standardization of all flight instruction and flight simulation
instruction.
o Approves the flight schedule.
o Assisted by Deputy CFI and Operations Manager.

CHIEF THEORETICAL KNOWLEDGE INSTRUCTOR


o Responsible for the supervision of all theoretical knowledge instructors and for
the standardization of all theoretical knowledge instruction.
o Approves the ground school schedule.

o Responsible for holding the qualifications required for the type of training they
provide.
o Responsible for providing instruction according to the ATO manuals in a
standardized manner.
o Inform the HT, CFI and/or CTKI as applicable about any student unsatisfactory
progress.

THEORETICAL KNOWLEDGE INSTRUCTORS


o Responsible for having the relevant background, education and instructional
experience in the subjects on which they provide instruction.
o Responsible for providing instruction according to the ATO manuals in a
standardized manner.
o Inform the HT, CFI and/or CTKI as applicable about any student unsatisfactory
progress.

STUDENTS
o Responsible for attending classes on time and regularly.
o Responsible for being prepared and for following the procedures and guidelines
according to the ATO manuals.

A.4. DISCIPLINE

STUDENT DISCIPLINE
Students are required to respect and abide by legal regulations throughout all phases of
the operation, including but not limited to, airport security and safety regulations,
including the operation of airplanes on the ground and in the air. Students are required
to follow theoretical and flying training schedules and report on time and be adequately
prepared for every training exercise.

Cancelations of scheduled training exercises can be made up to 24 hours before the start
of a training session, and no cancelations are permitted within 24 hours except for
reasons of "force majeure" and adequately justified in writing to the CFI
([email protected]) or CTKI ([email protected]), as appropriate.

For students undertaking dual or solo training, the evaluation of actual, predicted and
expected weather conditions resides with the responsible dual or solo-supervising flight
instructor. The student is expected to report for a flying duty, irrespective of the weather
conditions observed unless notice has been obtained from Quality Fly that the flight has
been cancelled.

Reporting times for flight briefings are:

• If the departure time is 09:00LT, reporting time is 08:15LT


• If the departure time is other than 09:00LT, reporting times are:
o Visual flights: 30 minutes prior to the departure time
o Visual flights labeled as Basic or Advanced UPRT: 60 minutes prior to the
departure time
o Instrument and night flights: 60 minutes prior to the departure time

Departure time is the one shown in the flight schedule.

DISCIPLINARY ACTIONS
Deficiencies in discipline may result in warnings or suspension from the course after
repeated breaches.

One example is an unjustified absence, which is a student no-show or delay greater than
15 minutes from the reporting time.

The disciplinary process for unjustified absences is as follows:

• First unjustified absence: verbal warning


• Second unjustified absence: written warning (TM-F-02 Disciplinary report)
• Third unjustified absence: penalty fine for the cost of the flight and potential
grounding for up to one month
• Each subsequent unjustified absence: penalty fine for the cost of the flight and
the grounding

If written justification is received for an unjustified absence, the student record will be
changed.

A.5. APPROVAL OF FLIGHTS


The CFI is responsible for the approval of all flights at Quality Fly.

A.6. PREPARATION OF THE FLYING PROGRAM


The Operations Manager is responsible for the preparation of the flying program,
including only those flights approved by the CFI.

A.7. COMMAND OF AIRCRAFT


In dual and SPIC flights, the PIC is the designated instructor for the flight.

In solo flights, the PIC is the student, having a supervising instructor on the ground.

A.10. AIRCRAFT DOCUMENTATION


The student and the flight instructor must confirm during the briefing that the flight bag
of the aircraft is carried to the flight and that contains:

• Aircraft keys
• Check the techlog for remaining fuel, stand and aircraft status
• Verify next maintenance check in the airframe and engine logbooks
• Valid aircraft documentation:
o Certificate of registration
o Airworthiness certificate
o Airworthiness review certificate (check date)
o Aircraft insurance policy (check date)
o Maintenance program
o Aircraft weighing record
o Radio station license
o Noise certificate
o POH
o Laminated checklists
o SERA radio failure procedures and signals for aerodrome traffic
o LECU visual approach chart

If the flight is dispatched, the PIC must write down the next techlog entry after the
preflight inspection is completed (CPT acceptance).

A.11. FLIGHT DOCUMENTS AND RECORDS


If the session is labeled as cross-country (XC) in the syllabus, the student shall prepare
an operational flight plan in paper (48 hours before the flight at the earliest and before
reporting time at the latest). If the session is labeled as local, filling an OFPL is
recommended.

Flight documents and records are stored in a dispatch folder named as follows:

At the reporting time, the student:

• Creates the dispatch folder.


• Obtains and uploads the following 4 electronic documents:
1. ATS flight plan
2. NOTAM bulletin (covering departure, arrival, alternates and route)
3. Weather report (SIGWX and wind charts)
4. Mass and balance sheet

Before leaving the operations room, both the student and the instructor will:

• Sync their EFBs to show the dispatch folder.


• Locally download the dispatch folder.

This guarantees that flight documents are available throughout the flight.

During the flight, the student fills the remaining fields of the OFPL.

At the end of the flight:

• The student and the instructor remove the dispatch folder from the offline
section of their EFBs (not from the cloud itself).
• The student hands the filled OFPL to the operations manager for archive. This
allows the flight to be logged as XC.

At the end of the day:

• The operations manager transfers all dispatch folders to a secure location where
flight documents are retained for at least 3 months.

A.12. FLIGHT CREW QUALIFICATION RECORDS (LICENSES AND RATINGS)


The student shall bring the following personal documents and equipment to the flights:

• Dual and SPIC flights (with a flight instructor):


o Valid ID/passport
o Pilot logbook
o Valid medical certificate
o Updated EFB (iPad), containing the current plates for the departure,
destination and alternate aerodromes. Minimum 75% battery charge
o Paper VFR/IFR enroute chart(s) with the plotted route according to the
OFPL
o High-visibility vest
o Headset
• Additionally, for student solo flights:
o Valid solo flight authorization
▪ Form TM-F-06 for local solos
▪ Form TM-F-07 for XC solos
• Additionally, for rental flights:
o Applicable pilot license
o Applicable valid rating(s)

A.13. REVALIDATION (MEDICAL CERTIFICATES AND RATINGS)


Class or instrument ratings can be revalidated up to 3 months prior to the expiry date of
the rating. Medical certificates can be revalidated up to 45 days prior to the expiry date
of the medical certificate.

If applicants choose to fulfil the revalidation requirements earlier, the new validity
period shall commence from the date of the proficiency check or medical assessment.

The LMS automatically sends a warning to the student 30 days in advance of the expiry
date of the applicable certificate or rating.

A.15. FLIGHT TIME LIMITATIONS (STUDENTS)


Duty period (DP): starts when the student is required to report for any training task and
ends when the student is free of all training duties, including post-flight duty.

Flight duty period (FDP): starts when the student is required to report for flight training,
which includes a sector or a series of sectors, and finishes when the aircraft finally comes
to rest and the engines are shut down, at the end of the last sector on which the student
receives flight training.

• Maximum FDP: 8 hours (10 hours in XC flight with no additional approaches)


• FDP starting between 1700LT and 0700LT: max FDP reduced by 1 hour.
• Maximum duration of a training flight: 3 hours
• Maximum duration of a training flight (XC): 4 hours
• Minimum break time between training flights: 1 hour every 3 hours of flight
(every 4 if XC)

The total duty periods to which a student may be assigned shall not exceed:
• 60 duty hours in any 7 consecutive days
• 110 duty hours in any 14 consecutive days
• 190 duty hours in any 28 consecutive days, spread as evenly as practicable
throughout that period

The total flight time of the sectors on which a student is assigned for flight training shall
not exceed:
• 100 hours of flight time in any 28 consecutive days
• 900 hours of flight time in any calendar year
• 1000 hours of flight time in any 12 consecutive calendar months

A.17. REST PERIODS (STUDENTS)


Rest period: a continuous, uninterrupted and defined period of time, following duty or
prior to duty, during which a student is free of all duties, standby and reserve.

Minimum rest period at home base: at least as long as the preceding duty period, or 12
hours, whichever is greater.

Minimum rest period away from home base: at least as long as the preceding duty
period, or 10 hours, whichever is greater. This period shall include an 8-hour sleep
opportunity in addition to the time for travelling and physiological needs.

The student cannot be scheduled for more than 3 consecutive days. Every 4 consecutive
weeks, the student shall have a minimum of 7 rest days free of flight training (no need
to be consecutive).

A.18. LOGBOOK (STUDENTS)


According to AMC1 FCL.050, Recording of flight time.

Of particular interest to students is the procedure to log solo and SPIC flights:

• Solo flights:
o Name of PIC: student’s name
• SPIC flights:
o Name of PIC: instructor’s name
• Common to both solo and SPIC flights:
o The student enters flight time as PIC
o Such entries must be countersigned by the supervising instructor in the
“Remarks” column: SPIC: signature NAME PIC

A.20. SAFETY
Any safety occurrence shall be reported to the Safety Manager using the appropriate
reporting form (SOR).

Email ([email protected]) must be used to send filled reporting forms or simply to


contact the Safety Manager. Communications using this channel are confidential and
only monitored by the SM.

aircraft.
