ROLE OF GOVERNMENT IN

ORGANIZING EDPs
Various Activities
Undertaken
• Establishment of specialized institutions
at national and state level
• Establishment of district industry
centers (DICs)
• Introduction of entrepreneurship courses
• Financial support provided by the
government, development banks, and
nationalized public sector banks
• Funding support to conduct
seminars/workshops and industrial

National Institute for
Entrepreneurship and Small
Business Development (NIESBUD)
• Established by Ministry of Industry,
Govt of India
• Main function is to coordinate and
oversee the activities of various
institutes, agencies involved in ED
• Specially catering to small industries
and small businesses
• Presently headquartered at Sector-
62, NOIDA
NIESBUD activities involve
• Evolving model syllabus for training
various groups
• Providing effective training
strategies, manuals, tools, etc.
• Facilitating and supporting Central
and State Govt. institutions in
executing EDPs
• Conducting training programmes for
trainers, motivators, and
entrepreneurs
• Developing entrepreneurial culture in
Small Industries Service
Institutes
• Set up by Govt of India to provide
training and consultancy
• Total 28 offices and 30 branches
across India
• Offices are set up at capital cities of
various states
Main functions include
• Undertake economic
consultancy/information
• Provide trade and market information
• Prepare project profiles for small scale
industries
• Undertake state and district industrial
potential survey
• Undertake modernization and in-plant
studies
• Conduct training in specialized trades
National Institute of Small
Industries and Extension
Training (NISIET)
• Headquartered at Hyderabad, was set up in
1956 to develop required manpower for
running SSI in the country
• Functions:
– To impart training to the persons engaged in SSI
sector
– Undertake EDPs/MDPs for entrepreneurs
– Undertake research studies relating to small
scale sector
– Provide consultancy to small and medium scale
entrepreneurs
– Conducting short-term courses for business
management, industrial management, and
export-management for entrepreneurs and
other officers working in the sector
Entrepreneurship Development
Institute (EDI) of India
• Principal resource center with special
responsibility for promotion of
entrepreneurial movement
• An autonomous, non-profit institution
sponsored by all India financial
Institutions namely IDBI, IFCI Ltd,
ICICI Ltd, and SBI, established in
1983
• Headquartered at Ahmedabad
Major functions of EDI
• Accelerate the process of ED in the
country
• Conduct training for trainers, officers
of promotional agencies, banks, and
trainer-motivators
• Conduct EDPs, REDPs
• Provide professional assistance to
various institutions for their ED
activities such as ICICI, SBI etc.

Institute of Entrepreneurship
Development (IED) &
Center for Entrepreneurship
Development (CED) in India
• To give special attention to ED and
industrial development in backward
states, IDBI in association with other
financial institutions and state govt.
• IEDs have been established in Uttar
Pradesh, Bihar, Orissa, and Madhya
Pradesh
Functions of IED
• Act as the nodal center for ED
activities in the state
• Organize and conduct EDPs, MDPs,
training of trainers, and training
programme for PMRY beneficiaries
• Identify, train and assist potential
entrepreneurs amongst technical and
non-technical personnel in setting up
venture for self employment
• Undertake industrial potential survey
• Undertake documentation and research
• Conduct workshops, seminars, and
conferences
• Provide consultancy services to the
entrepreneurs
• Publish magazines, newsletters
• Provide a forum for interaction and
exchange of views with agencies
engaged in entrepreneurial activities
• Number of CEDs were established to
train various target groups
• These CEDs are akin to IEDs and
their functions are similar
National Small Industries
Corporation (NSIC)

• Established in 1955
• A Govt of India initiative to promote
small scale industries
• Headquartered in Delhi, with four
regional offices and 11 branch offices
in various cities
Main functions of NSIC
• Provide machinery on hire-purchase
basis
• Assist small scale industries in
bringing forth a large number of
viable SSEs
• Help in development and
upgradation of technology
• Assist in modernization programmes
of small scale industries
• Help in export marketing of SSIs

District Industries Center
(DIC)
• Programme started in May, 1978
• To provide integrated administrative
framework at the district level for
promotion of SSI in rural areas
• Consists of a General Manager,
functional managers and project
managers to provide technical
services in the relevant areas
• DICs are managed by state govt

• To undertake industrial potential
survey and to identify variety of
feasible ventures
• Prepare and keep model project
profiles for future reference of
entrepreneurs
• Prepare action plan to effectively
implement various schemes
• Guide entrepreneurs in matters
relating to selecting the most

• Provide guidance for appropriate
loan amount and documentation
• Assist entrepreneurs for availing land
and shed
• Appraise worthiness of project
proposals received from
entrepreneurs
• Help entrepreneurs in obtaining
required licenses/permits/clearances
