1 INTRODUCTION
( ), in partnership with the Company of , is
currently planning to develop its upstream production facilities and infrastructure to meet a target
of 1.2MMBOPD of production in the 2 oil field in Southern . The field consists
of two primary reservoirs, and , which will be developed as separate projects. It
is envisaged that the reservoir will produce up to 650MBOPD of the 1.2MMBOPD
targeted from the entire field. Presently the development is in the FEED (Define) phase
of project execution and design.
WorleyParsons has been contracted to execute the FEED phase of the Development
Project. The development includes well pads, gathering systems, water injection facilities, gas
and water treatment, a gas turbine power plant, a light oil export pipeline and tank farm
upgrades, tie-ins to the natural gas liquids and gas export systems and further expansion of
supporting facilities and infrastructure as necessary.
The Project aims to produce a comprehensive FEED Package in order to allow the progression of
the Project to the EPC (Execute) Phase.

1.1 Purpose
The purpose of this document is to determine the adequacy of the existing systems and
infrastructure at PS-1 Tank Farm for the purposes of partially utilizing them for the proposed
expansion of the Tank Farm for the Field Development Project , .

1.2 Scope
This document covers the existing PS-1 Tank Farm, approximately 90 km south of the
field, and its proposed expansion as part of the Project. The sources of information cited
in this Report include:
 Minutes of Meeting between SOC and (refer Appendix 1)
 and WorleyParsons Site Visit (refer 8015-0152-WP05-00-000-AL-RP-12001 Site
Visit Report – PS-1 and 2).

3 PROJECT OVERVIEW AND BACKGROUND


The PS-1 Tank Farm expansion will involve installing two new crude oil storage tanks at the
existing Tank Farm facility. The tanks will be installed in a configuration similar to the existing
tanks at the site.
The two new crude oil storage tanks will be designed for a maximum capacity matching that of
the existing crude oil storage tanks. As such, the dimensions of the new storage tanks will match
the sizes of existing storage tanks at PS-1 (diameter 74 m, height 20 m).
Oil from the new storage tanks will be transferred by booster pump to the existing main export
pumps suction header. One booster pump will be provided to deliver the crude at the required
pressure meeting the NPSH of existing PS-1 main export pumps. An installed spare booster
pump will also be provided.
The new booster pumps will be designed to have the same parameters (discharge head, flow, seal
system etc.) as the currently-existing booster pumps.
For further information on the design and configuration of the PS-1 Tank Farm Expansion, refer
the Basis of Design – PS-1 Tank Farm Expansion (8015-0152-WP05-41-411-08001).

3.1 Feed Stock


The design crude oil flow rate at the inlet to the PS-1 expansion facility is 684 MBOPD
(considering 95% availability). The tank offloading rate is 10% higher than their loading rate.
The stored fluid will be stabilized crude oil, of a specification given in Section 5 of the Basis of
Design – PS-1 Tank Farm Expansion (8015-0152-WP05-41-411-08001).

3.2 Existing Utilities and Infrastructure


The following utilities and infrastructure exist as the PS-1 Tank Farm, and may be used for the
expansion project:
 Closed-Drain System
 Fire Water System
 Potable Water System (tank, pumps, ring main)
 Power Supply (existing spare feeders in Main Substation)
 Emergency Power Supply (existing EDG connected to Main Substation)
 Earthing System
 PS-1 Tank Farm Control System

3.2.1 Battery Limit Conditions

4 PROCESS AND MECHANICAL EQUIPMENT

4.1 Existing Stabilized Crude Oil Storage Tanks


PS-1 Tank Farm presently consists of ten (10) crude oil storage tanks. They are categorized into
three groups; namely Rumaila tanks (R1, R2, R3, R4), Kirkuk tanks (K1, K2, K3, K4) and
Bazirgan tanks (B1, B2). The diameter and height of these existing tanks are 74 m and 20 m
respectively.
Two new crude oil storage tanks shall be installed at PS-1 Tank Farm as a part of the tank farm
upgrades in the Formation Development FEED project. These new tanks shall be the
same type as that of the existing tanks and their dimensions shall match the existing tanks. Hence
the two new stabilized crude oil storage tanks at PS-1 tank farm will be external floating roof
tanks with diameter of 74 m and height of 20 m.

4.2 Existing Booster Pumps


WorleyParsons conducted an assessment of the crude oil export system and the proposed PS-1
Tank Farm expansion. Members of the WorleyParsons and Project Team visited PS-1
Tank Farm and spoke with the Operators, reviewed temperature data and inspected the existing
facilities at the site. In addition, the performance curves and datasheets for the existing Booster
Pumps were obtained. The analysis of the export system focused on the current operating
conditions at the PS-1 Tank Farm, the capability of the booster pumps and the design limits of
the storage tanks themselves.
As crude oil is heated, its density becomes lower, and its vapour pressure increases. This
increase in vapour pressure reduces the Net Positive Suction Head Available (NPSHa) on the
suction side of pumps. In the case of the PS-1 Tank Farm, the proposed booster pumps to be
provided as part of the expansion will receive crude oil from the proposed storage tanks at
essentially atmospheric conditions (as the tanks are floating-roof type) plus any static head. In
order to ensure that there is sufficient NPSHa at the suction of the proposed booster pumps, the
pump Vendor must provide a 1 meter margin between NPSHa and NPSHr, as per API standard
practice. This ensures that cavitation will be avoided. NPSHr is specified at the maximum
operating temperature (in this case, proposed to be 56 °C) and is a requirement of the pump
Vendor.
As a result of this investigation, it can be seen that the limitation on temperature of air cooling of
the export crude oil will not adversely affect the export network or the PS-1 Tank Farm
expansion. WorleyParsons recommends the oil product leaving the CPF is cooled with
air cooled heat exchangers, to a battery limit temperature of 56 °C at the CPF fence.
Presently there are five booster pumps at PS-1 Tank Farm; each pump servicing a group of two
tanks. The two new tanks are to be provided with 2 x 100% booster pumps, where one will be
duty and the other will be standby. The new booster pumps are designed to have the same
parameters (discharge head, flow, seal system etc.) as the existing booster pumps and are
adequate to meet the NPSHr of the existing main export pumps.

4.2.1 New Booster Pump Adequacy


Tie-In point pressure in export pump suction header = 4.5 barg.

NPSHr of the Export Pumps = 46 meters

This NPSHa of 49 meters is arrived at by considering the worst operating conditions in the
system i.e. Low-Low Liquid Level in the crude oil storage tank and crude oil pumping
temperature of 56 °C.
Thus NPSHa in the system is greater than NPSHr of the Main Export Pumps by 3 meters. Hence
the proposed crude oil booster pumps for the new tanks are adequate.

4.3 Existing Main Export Pumps


The existing Main Export Pumps receive crude oil from the Booster Pumps. There are three
turbine-driven Main Export Pumps servicing all the existing tanks. New booster pumps are
designed to meet the NPSHr of the existing main export pumps. The NPSHr of the existing main
export pumps is 46 m and tie-in pressure at the Export Pump suction header is well above the
required NPSH of the existing Main Export Pumps.

4.4 Existing Closed-Drain System


During the site visit to the existing PS-1 Tank Farm, SOC clarified that there is a closed drain
system available at PS-1. SOC further advised that the expansion design should collect all the
piping maintenance drains in a new 6” or 8” header, and tie in to the existing closed drain
header. Details of the existing header (location, operating conditions etc.) will be provided by
SOC at a later date.

4.5 Existing Relief System


SOC confirmed there is no existing flare system at PS-1. Safe venting (cold vent) is followed for
maintenance / scraping purposes. Pressure Safety Valve discharges are routed to the existing
strategic relief header which is connected to two existing storage tanks K1 & K2.

5 SAFETY EQUIPMENT

5.1 Fire Protection


Below are the new Fire Protection systems that are provided as part of this project for the new
tanks:
 The existing Fire Water Ring Main will be extended to provide fire water cooling ring
and fire water network around the new tanks.
 Each new tank will be provided with a stand-alone rim seal foam system, similar to the
existing R4 tank.
 A CF3I system will be provided for Rim Seal Fire Fighting for the two new tanks
 Monitors and Hydrants around the new tanks shall be provided as part of the project.

5.1.1 Fire Water Supply


The existing fire water ring main and fire water pumps at PS-1 Tank Farm have sufficient
capacity for the proposed expansion of the facilities based on the confirmation from SOC. The
proposed new crude oil tanks will be provided with fire water from two tie-ins to this existing
fire water ring main. The existing Fire Water Ring Main will be extended to provide fire water
cooling ring and fire water network around the new tanks. The fire water demand calculations
are given in the Fire Water Demand Calculation and Network Hydraulics Report PS-1 Tank
Farm Expansion (8015-0152-WP05-41-411-HS-RP-08010).

5.1.2 Foam System


Each new tank will be provided with a standalone rim seal foam system, similar to the existing
R4 tank as part of this project.

5.1.3 Fire Fighting Depot


WorleyParsons understand that the existing central firefighting depot is sufficient to cover the
firefighting requirements for the tank farm expansion including full surface tank fire and
bund/dike fire. As such, no new fire-fighting depot/appliances are required for the expansion
project. This was confirmed by /SOC via the response to Technical Query 8015-0152-
WP05- L-00-CI-TQ-00023, dated 21st September 2014.

6 PIPING AND INFRASTRUCTURE

6.1 Main Export Pumps Tie-in


An NPS 36 stabilized crude oil line from the new booster pumps will tie-in to the existing NPS
42 export pump suction headers 1 and 2. Hot tapping is required at these tie-in locations. The
wall thickness of the above pump suction headers at the tie-in locations and access requirements
for hot tapping shall be verified during the EPC phase of the Project.
In addition to the above, an NPS 32 line branching out from the booster pump discharge will tie-
in to the existing NPS 28 transfer line. Wall thickness verification at this tie-in location shall also
be performed during the EPC phase of the Project.

6.2 Bypass Tie-ins


An NPS 40 stabilized crude oil line bypass line will tie-in to the existing NPS 36 receiving line
from North Rumaila, the existing NPS 28 receiving line from South Rumaila and to the existing
NPS 32 relief header. Hot tapping is required at these tie-in locations.
The wall thickness of the existing crude oil lines and relief header at the required tie-in locations
and access requirements for hot tapping shall be verified during the EPC phase of the Project.

6.3 Fire Water Ring Main Tie-ins


Two (2) tie-ins on the existing firewater ring main are required for this Project. One tie-in will be
by flange connection, to an existing blind flange in an access pit to the north and east of the
proposed expansion. The second tie-in, to the north and west of the expansion, will be by hot tap.
For the flanged tie-in, the flange facing of the existing flange shall be verified for suitability and
integrity during the EPC phase of the Project. In this respect, a spare flange shall be made ready
for welding at site should it be necessary to replace the existing flange.
Where the hot tap is required, the wall thickness of the existing firewater ring main at the
proposed tie-in location and access requirements for hot tapping shall be verified during the EPC
phase of the Project.

6.4 Utility Tie-ins


Where hot work tie-ins are required, wall thickness verification of existing utility piping at the
identified tie-in location and access requirements for hot tapping shall be verified during the EPC
phase of the Project. Flanged tie-ins shall be verified for suitability and integrity of the flange
facing. The integrity of existing isolation shall be verified prior to confirming the suitability of
tie in points at flanged tie-ins as required.

6.5 Buildings
6.5.1 Fire Fighting Depot
The existing central Fire-Fighting Depot, with capacity for four firefighting trucks is available at
PS-1 for the expansion Project. WorleyParsons understand that the existing central firefighting
depot is sufficient to cover the firefighting requirements for the tank farm expansion including
full surface tank fire and bund/dike fire, given the above existence of the systems. As such, no

6.5.2 Security Check Point


For the proposed PS-1 Tank Farm expansion, the existing check point at the facility entrance will
be used for security.

6.5.3 Buildings Required for Expansion


The following new package buildings are required for the PS-1 Tank Farm expansion, and are
detailed in the relevant FEED deliverables:
1. Satellite Instrument House with Temporary Refuge Shelter.
2. Secondary Substation.

7 ELECTRICAL EQUIPMENT

7.1 Existing Main Substation


7.1.1 Load Capacity

7.1.2 Check for Adequacy

As the total peak load of 2.264 MW is less than the capacity available (3MW), the existing
power supply is adequate for the proposed expansion.
7.2 Power Supply

7.2.1 Feeder Details


The number of feeders available in the existing PS-1 switchboard is as follows:
 Spare feeder of required rating 630 A (Cubicle No. 22) 1 off
 Transformer feeder of required rating 630 A (Cubicle No. 7) 1 off (Note 3)

7.2.2 Check for Adequacy

There are 2 x 100 % redundant incomers feeding the new proposed PS-1 switchboard, and hence
the feeders are adequate.

Notes:

1. As per Customer Supplied Data received via Transmittal No. 8015-0152- L-WP05-TE-00014.

2. As per Electrical Load List for PS-1 Tank Farm (8015-0152-WP05-41-000-EL-ES-08001).

3. The existing cable from Cubicle No. 7 of PS-1 Switchboard (existing) to 1250 kVA transformer (existing)
shall be removed. The 630 A feeder (Cubicle No. 7) will feed the PS-1 switchboard (new) in addition to the
spare feeder (Cubicle No. 22). The existing 1250 kVA transformer will be fed by outgoing transformer
feeder from PS-1 Switchboard (new).

8.1 Existing PS-1 Tank Farm Control System


The existing PS-1 Tank Farm facility is currently operated by SOC and has its own control
systems (SIEMENS SPPA-T3000) for control and monitoring. As part of a modernization
project, SOC is upgrading this existing facility with a new control system (SIEMENS SPPA-
T3000) which is currently under commissioning.
The existing Leak Detection System for the export pipeline is HIMA/Schneider.

8.2 Integration with Existing Control System


A new, standalone, system for the monitoring and control of the new facilities (oil storage tanks
and booster pumps) shall be provided and interfaced through hardwire/serial communication.
WorleyParsons understands the following spare capacity exists at the PS-1 facility:
 The existing Siemens control system has sufficient spares for:
o Hardwire/serial connections at respective I/O cards as well as communication
cards; and
o Controller Processor Memory, without any performance degradation of the
existing system database tags / graphic pages etc.
 The existing HIMA/Schneider Leak Detection System has sufficient spares for the
following:
o Hardwire / serial connections at respective I/O cards as well as communication
cards; and
o If required, remote I/O rack of Remote Terminal Units and ESD/FGS system shall
be installed in single cabinet and connect to existing controller of Satellite
Instrument House and connect to the facility through fiber optic cable.
o Controller Processor Memory, without any performance degradation of the
existing system database tags / graphic pages etc.
The EPC Contractor shall further carry out detailed adequacy checks during detailed
engineering, and this requirement will be added to the EPC Scope of Work document
accordingly.
