1. SCOPE

1.1 This specification covers the general requirements for static uninterruptible
power supplies (UPS).

1.2 The specific requirements for each UPS are given on the UPS Data Sheet(s).

2. CODES AND STANDARDS

2.1 The equipment shall be designed, manufactured and tested in accordance with
the latest revisions of the applicable sections of IEC and ANSI standards.

2.2 All electrical equipment and components within the system shall be listed by a
certified testing laboratory and carry the laboratory label.

2.3 Any conflicts between the referenced documents shall be identified to the
Buyer in writing for resolution. In general, when resolving conflicts, the
following order of precedence shall apply:

• UPS Data Sheet(s)


• Purchase Order
• This Specification
• Referenced Standards

3. DESCRIPTION OF OPERATION

3.1 NORMAL MODE

The UPS load shall be continuously supplied by the static inverter through the
static transfer switch and the manual bypass switch. The rectifier/charger shall
drive power from the primary (normal) AC source and supply DC power to the
inverter while simultaneously float charging the battery.

3.2 EMERGENCY MODE

Upon loss of the primary AC source, the UPS load shall continue to be supplied
by the inverter, which, without interruption, shall obtain its power from the
battery.

3.3 RECHARGE MODE

Upon restoration of the primary AC source, the rectifier/charger shall power the
inverter and simultaneously recharge the battery. This shall be an automatic
function causing no interruption of power to the load.

3.4 STATIC BYPASS MODE

For continuity of power in the event of UPS malfunction, the static transfer
switch shall automatically transfer the UPS load to the bypass transformer as
described in detail in Section 5.4.

3.5 MANUAL BYPASS MODE

For continuity of UPS load power during UPS maintenance, the manual bypass
switch shall allow the UPS load to be switched to the bypass transformer
without interruption, as described in detail in Section 5.5.

3.6 BATTERY MAINTENANCE MODE

If the battery only is taken out of service for maintenance, the UPS shall
continue to operate and meet all specified performance criteria except for the
reserve time capacity.

4. CONSTRUCTION

4.1 The UPS system shall include all components specified in Data Sheet(s), and
all other circuit protective devices, regulators, filters, instrumentation, and
related components required to insure the integrity and reliability of the system.

4.2 All components shall be rated for the electrical system characteristics with
voltage and frequency variations as stated on the Data Sheet(s).

4.3 The UPS system type may be either ferroresonant or pulse width modulation
(PWM), unless a particular type is specified on the Data Sheet(s).

4.4 A shielded, self-regulating, bypass isolation transformer, compatible with the


alternate AC source and UPS output voltages, shall be provided unless
otherwise specified on the Data Sheet(s).

4.5 The UPS enclosure shall be NEMA 12 for indoor service, free standing, dead
front, with hinged doors for front access. The enclosure shall accommodate
both top and bottom cable entry. The interior shall be designed to allow all
normal maintenance to be performed from the front hinged door.

4.6 Cooling by natural convection shall be preferred. When the UPS ventilation
system is assisted by forced air, redundant fans with filtered input air shall be
provided.
4.7 When the UPS system has single phase three wire, or three phase four wire
outputs, the neutral conductor shall be the sized for 100% unbalanced load.

4.8 Wires shall be continuous from terminal to terminal without splices and tagged
at both ends with plastic sleeve-type wire markers. Wire numbers shall match
the Seller's interconnection drawing.
4.9 Wiring routed to hinged panels or doors shall be highly flexible and neatly
bundled in a strain-relief configuration.

4.10 Terminal blocks shall be supplied and clearly marked for wiring that will be
installed by the Buyer. Seller's wiring for external connection shall be
terminated to only one side of terminal blocks and no more than two wires per
terminal shall be permitted.

4.11 All terminal blocks shall have 20% spare terminals. The minimum terminal size
shall be 2.56 sq. mm or # 14 AWG.

4.12 UPS connectors shape shall allow only one connection position in order to
avoid inverted connections.

4.13 Thermostatically controlled anticondensation heaters shall be installed, with a


fusible disconnect switch or circuit breaker for maintenance and testing.

4.14 The Seller shall confirm that the UPS system will not generate significant radio
frequency interference.

4.15 The UPS system shall include protection against supply system and load
switching transients.

4.16 The UPS should be monitored from the DCS

4.17 The UPS shall have a communications port, which could be Ethernet or
equivalent, with SNMP or Modbus TCP protocol. Will the DCS obtain the
following measurements:

• Operating status (power from grid, power from UPS, failure, etc)

• Autonomy remaining (minutes), they are powered from UPS

5. DESIGN AND PERFORMANCE

5.1 RECTIFIER/CHARGER

5.1.1 The rectifier/charger shall be sized to supply the fully loaded inverter
DC input current and recharge the battery to 95% of rated capacity
within the recharge time specified on the Data Sheet(s).

5.1.2 The rectifier/charger shall be capable of operating with input voltage


and frequency variations of (-15%, +10% ), and ± 5% of specified
values respectively, unless otherwise specified on the Data Sheet(s).

5.1.3 The rectifier/charger design shall incorporate an input isolation


transformer.
5.1.4 The rectifier/charger output (voltage regulation and AC ripple) shall be
compatible with the battery requirements in every respect.

5.1.5 A float voltage potentiometer and equalizing timer shall be furnished.

5.1.6 The rectifier/charger shall be provided with an input circuit breaker.

5.2 BATTERY

5.2.1 The battery shall be supplied as part of the UPS unless otherwise
specified on the Data Sheet(s).

5.2.2 The battery shall be sized to supply the full rated inverter output for the
time specified on the Data Sheet(s) without depleting the battery
voltage below 87% of nominal upon loss of AC power, unless otherwise
specified on the Data Sheet(s).

5.2.3 The battery shall be furnished complete with inter-cell, inter-row and/or
inter-tier connections and hardware as required.

5.2.4 When wet cell batteries are supplied, a steel battery rack, painted with
two coats of corrosion resistant paint, shall be furnished as specified on
the Data Sheet(s).

5.2.5 The battery connection to the UPS shall be through a circuit breaker
located in the UPS cabinet.

5.2.6 To disconnect the battery at the source, a NEMA 12 fused disconnect


switch (or circuit breaker), rated for full battery capacity, shall be
provided by the Seller for installation at the battery rack or cabinet.

5.2.7 The size of the cables between charger and batteries shall be specified
by the Seller.

5.2.8 Batteries houses in cubicles shall be freely ventilated. The smaller


sizes may be incorporated in the rectifier/charge suit, subject to Buyer’s
approval. Drip trays shall be provided to prevent damage due to
spillage of electrolyte.

5.3 INVERTER

5.3.1 The inverter output voltage and capacity shall be as specified on the
Data Sheet(s).

5.3.2 The inverter output voltage regulation (steady state) shall be ± 1% of


the specified value for all values of input voltage within the battery
operating range, and for output load variations from no load to full load,
at a power factor of 1.0 to 0.7 lagging, unless otherwise specified on
the Data Sheet(s).
5.3.3 The inverter output voltage transient response shall be ± 10% for any of
the following disturbances:

• A step load change of 100%.

• Switch to bypass or return from bypass.

5.3.4 The transient recovery time (return to steady state conditions) for the
disturbances listed above shall be 50 milliseconds maximum.

5.3.5 The voltage unbalance shall be ± 5% and the phase displacement shall
be ± 2% for a three-phase output with 100% load unbalance.

5.3.6 The inverter output frequency shall be automatically synchronized and


phased locked to the bypass transformer over a selectable frequency
range of ± 1.0 Hertz. If the bypass transformer frequency is out of
range, the inverter shall automatically revert to free running with a
regulation of ± 0.1 Hertz of the specified frequency.

5.3.7 When the bypass transformer frequency returns to within the selected
range, the inverter shall automatically resynchronize at a maximum
slew rate of 1 Hertz/second and phase lock to the bypass transformer.

5.3.8 The inverter output shall provide harmonic neutralization and filtering to
limit the total harmonic distortion (THD) of the UPS output voltage to
5% RMS maximum, with 3% RMS maximum for any single harmonic,
unless otherwise specified on the Data Sheet(s).

5.3.9 The inverter shall be limited to a maximum of 200% of rated output in


the event of a load fault. For overloads of 125% or higher, the static
switch shall transfer and latch the load to the bypass transformer if it is
available. If the bypass transformer is not available, the inverter shall
supply the following overloads without.

sustaining damage. The inverter shall shutdown if overload limits are


exceeded.

• Thirty (30) minute : 125% of UPS full load output

• One (1) minute : 150% of UPS full load output

• Ten (10) cycles : 200% of UPS full load output

5.3.10 The inverter shall be capable of operating without the battery


connected and meet all the specified performance criteria.

5.3.11 The inverter shall be supplied with input and output circuit breakers.

5.3.12 The neutral point of the inverter output or one pole of a single-phase
output, shall be connected to the earth bar via a removable link.

5.4 STATIC TRANSFER SWITCH

5.4.1 During normal operation, the static transfer switch shall connect the
inverter output to the load through the manual bypass switch.

5.4.2 Except for the conditions specified in Section 5.4.3, the static transfer
switch shall automatically transfer the UPS load, from the inverter to the
bypass transformer, with no more than one millisecond interruption
under the following conditions:

• Inverter output voltage more than 5% above or below normal.


• Load current exceeds overload rating and time.
• Inverter failure.
• Battery discharge voltage limit reached.
• Initiation of a manual control switch.

5.4.3 The static transfer switch shall be blocked from transferring the load to
bypass transformer source when the bypass transformer voltage is not
available.

5.4.4 Front panel indicators shall be provided to indicate that the static switch
is supplying the load from the inverter or the bypass transformer.

5.4.5 Except for the conditions specified in Section 5.4.6, the static transfer
switch shall automatically retransfer the load from the bypass
transformer to the inverter with no more than one millisecond
interruption of power to the load under the following conditions:

• Inverter output voltage returns to within 5% of nominal.


• Load current reduces to within UPS rated full load current.
• Upon loss of the bypass transformer.
• Initiation of a manual control switch.
• Return shall be a after a 30 second nominal time delay.

5.4.6 If transfer was due to inverter failure, battery discharge limit, or was
manually initiated, the static transfer switch shall latch into bypass and
require a manual retransfer.

5.4.7 Manual retransfer shall be blocked if the inverter is not synchronized


with the bypass transformer.

5.4.8 The static transfer switch shall be sized to deliver 1000% of inverter
rated current for one cycle and 125% of inverter rated current
continuously.

5.4.9 The static transfer switch shall be supplied with an output circuit
breaker.

5.4.10 The bypass transformer power source connection to the static switch
shall be through a circuit breaker located in the UPS cabinet.

5.5 MANUAL BYPASS SWITCH

5.5.1 The manual bypass switch rating shall be compatible with the inverter
output.

5.5.2 The manual bypass switch shall be make-before-break assuring UPS


load power continuity, and shall operate to limit transfer overlap time to
less than 10 milliseconds.

5.5.3 Where the manual bypass switch is external to the UPS, it shall be
electro-mechanically interlocked to prevent operation unless the static
transfer switch is in the bypass mode.

5.6 BYPASS TRANSFORMER

5.6.1 The bypass transformer shall be of a noise-suppression dry type, of


ratings and overload capacity not less than that of the UPS, located
in its own enclosure or in the bypass switch enclosure.

5.6.2 The bypass transformer shall be static self-regulating, double


wound with earth screen designed to prevent primary side
transients appearing on the secondary side.

5.7 DISTRIBUTION BOARD

5.7.1 Where specified, a distribution board separated, wall mounting type,


shall be provided.

5.7.2 All poles of the supply including the neutral pole shall be switched by
means of linked switches.

5.7.3 Shunt tripping and earth leakage detection shall be as required by


the Data Sheet.

5.7.4 For separately mounted distribution boards, an incoming feeder


circuit breaker shall be provided which shall have an auxiliary contact
for alarm purposes.

5.7.5 When a double output voltage is required, a power transformer can


be considered to obtain a second output voltage. In this case, the
Seller shall verify if this arrangement is compatible with the supplied
UPS, if not compatibility, the Seller shall provide an alternate
solution.
5.7.6 At least, the following requirements shall be considered in the
distribution boards supply:

- The panels shall be furnished complete, wired, assembled and


organized with devices and controls, in accordance with the
requirements of the Data Sheets.

- The panel’s enclosure shall be steel manufactured, for class


NEMA 12 environment protection, unless otherwise specified on
the Data Sheets.

- Each unit shall have a hinged door provided with handle, key and
single or double bars lock type.

- Each panel shall be provided with terminal blocks wired to the


distribution circuits, marked and grouped according to the
distribution circuit designation.

- Terminal blocks shall be for the wire size, in accordance with the
required by the Data Sheets.

- The field side of the terminal blocks shall be completely free of


wires and jumpers.

- Each panel shall be equipped with a copper bus, with 14 kA of


bracing capacity as minimum and ampacity as is specified on the
Data Sheet.

- The minimum control wire size shall be # 14 AWG stranded, type


THWN, insulated for 600 V and 75°C.

- The panel shall have provision for top or bottom cable entry,
unless otherwise specified on the Data Sheets.

- Each distribution circuit shall be marked with lamacoid plastic,


according to the number and description, as shown on the Data
Sheets.

5.8 NOISE REQUIREMENTS

The noise level produced by the UPS shall be 65 dBA maximum at one (1)
meter, unless otherwise specified on the Data Sheet(s).

5.9 EFFICIENCY AND POWER SIZE

5.9.1 The UPS efficiency (AC kW output to AC kW input) shall be 85%


minimum, unless otherwise specified on the Data Sheet(s). The
Seller shall submit, as part of quotation the estimated maximum heat
loss in kW from the equipment. The heat loss shall be confirmed
after completion of detailed design.
5.9.2 The minimum UPS power size shall be 3kVA (at 3200 m.a.s.l). If
additional power is required in some specific application, the UPS
shall be power sized for this specific case. When the UPS is part of a
Seller package, the Seller shall define the UPS power size, unless
otherwise specified on the Data Sheet(s). When the UPS is required
alone, the power requirement is indicated on the Data Sheet.

6. INSTRUMENTS AND ACCESSORIES

6.1 In addition to the standard accessories, the optional accessories, instruments


and indicators specified on the Data Sheet(s) shall be provided.

6.2 Each alarm specified on the Data Sheet(s), shall be supplied with an indicating
light, and, when specified, alarm contact(s) shall be Form C (NO-NC).

6.3 An extra set of fuses shall be supplied for each UPS.

7. NAMEPLATES

7.1 In addition to the standard manufacturers nameplate, the UPS and distribution
panels shall be identified with a nameplate. Nameplates shall be machine
engraved phenolic, with white letters on green background and shall be
attached with stainless steel self-tapping screws. Nameplate information shall
be provided by the Buyer.

7.2 Termination points for all wiring brought to the UPS from an external power
source shall be identified by means of a red nameplate with 1/4 inch high white
lettering as follows:

8. PAINTING

8.1 The UPS and the distribution panels shall be primed and painted in
accordance with manufacturer's standards unless otherwise specified on the
Data Sheet(s). The external finish color shall be gray ANSI 61.

8.2 The Seller shall supply one pint of touch-up paint for each color used.

9. INSPECTION AND TESTING

9.1 The Seller shall perform all standard routine tests in accordance with the
referenced standards.

9.2 Each individual assembly (except the battery) shall receive a 48 hours
minimum burn-in test at full load prior to performing the standard routine tests.
9.3 The Seller shall notify the Buyer two weeks prior to when the tests are to be
performed. The Buyer or his representative reserves the right to inspect the
UPS and witness the tests at the factory.

9.4 A certified test report shall be submitted to the Buyer.

10. DRAWING AND DATA REQUIREMENTS

10.1 Seller shall furnish all drawings and other documents indicated on the
Section 3, "Drawing and Data Requirements" of Material Requisition.
