1. Purpose & Scope
The purpose of this method statement shall be to outline the sequence of works in the activity of
SCAFFOLDING ERECTION & DISMENTALLING in Al Khail Avenue and The Hotel Project at Al Khail Road,
Jumeirah Village - Dubai. This method statement is generated to be applicable to Al Khail Avenue and The
Hotel Project, and shall illustrate the equipment used in this procedure.
3. Responsibilities
3 - 1. A Construction Manager / Site Engineer shall have overall responsibility for the activity. He shall
ensure that he has obtained all necessary inspection request approvals before erection of Truss. The
works shall be supervised by him to ensure that the works in his area are been carried out in
accordance with this method statement and all associated documents.
3 - 2. QA-QC personnel / inspector shall ensure that any deficiencies are highlighted; information recorded
systematically and conveyed to the relative and responsible Construction Manager / Site Engineers,
and QA/QC Manager for corrective action.
3 - 3. HSE personnel shall ensure the safety and well-being of the workforce and monitor the
environmental impact of the active works
3 - 4. Surveying personnel shall ensure that the levels are correctly established as per approved
construction drawings.
3 - 5. Approved Sub-contractor, if contracted, shall ensure all machinery used is up to the required
standards of specification and as per the illustration of this method statement.
3 - 6. Construction Managers’ shall obtain the latest approved revision of the construction drawings &
maintain control of machinery and labor force.
3 - 7. Foremen shall ensure and adamantly enforce all workforce are appropriately dressed in correct and
reasonable quality PPE.
3 - 8. Machine operator’s, workers and helpers shall, under the supervision of foremen and charge hands,
be directed to carryout this activity.
3 - 9. The plant manager / construction manager shall provide detailed connection information to site and to
ensure that the structure can be safely erected.
4 - 1) Hand tools.
4 - 2) Hammer
4 - 3) Scaffolding
4 - 4) Cable stands and red and white G.I. piping railing
4 - 5) Safety Signage, (Directional, Emergency, etc...)
4 - 6) Safety Barriers placed around all drop-zones.
4 - 7) High visibility vests, hard hats, steel toe capped boots, safety eye glasses, masks & gloves as
required by operatives. For slab area / working at heights the Site Engineer through his foreman
shall ensure that the labour, chargehands and any personnel that access the scaffold are wearing
fully hooked safety harness.’
All above Equipment, tools, & safety wear shall be suitably sized and designed to meet this project’s
specifications, and shall be of good and safe, working order within acceptable parameters of
environmental impact.

5. Materials
Any and all materials shall be transported to/from the Al Khail Avenue and The HotelSite via Pickups.
The driver shall hold a valid in-date license, and He / She shall strictly adhere to all Island / Site
Speed Limits, TDIC Logistic requirements, while displaying awareness for the on- going activities on
Site. Removals shall correspond with the project requirements imposed by Nakheel and Dar.
All approved materials shall be used on site.
DC Storekeeper shall copy all dockets to DC QC department.
6. Procedure
Introduction
The erection plan is created for the building, in which the safe work practice are considered and
built into each stage of construction, from pre-planning to completion of erection. Also it has been
assumed that the scaffolding work, block work, required concrete work, fabrication work has been
completed as per the attached drawings.
Prior to starting work, every worker must attend a site orientation tool box talk to be informed of and
become familiar with, site rules regulations, erection plan and procedures, equipment to be used,
hazard risk assessment, work area and emergency procedure etc.
The stable box scaffold with sufficient cross bracing shall be lifted into place. This
platform shall have as many as plateau’s required to safely and swiftly working.

6.2 Inspection prior to erection:
Careful consideration must be given to the ground condition and the soil in areas in
which crane are to be moved and operated. The crane boom shall be extended precisely
according to the crane manufacturer’s recommendations. On crane operating with
outriggers, the beams must be extended with the pad down according to the
manufacturer’s recommendations. The crane operator must perform a visual inspection
of the entire crane component required to operate the crane in safe condition. The crane
operator shall ensure the load does not strike the boom or outriggers and never allow a
crane to hit or touch any structure.
All welding joints are to be tested as per the specification prior to delivery on site. In
general, all structural members shall be delivered to site completely fabricated and
painted as per the specification from the musafa workshop.
The areas to store fabricated materials shall be cleaned and leveled prior to bringing the
material.
Fork lift, tele-handler, crane of suitable size shall be used at site for unloading and
stacking of materials at site.

6.3 Steps for erection:
1. Surveying personnel shall ensure that the leveled and location of base plate are
correctly established on site as per approved construction drawings.
2. Drill the holes of required diameter and depth for fixing the anchor bolts.
3. Clean the drilled holes and fix the anchor bolts as per the manufacturer’s
recommendations and approved drawings.
4. After the fixing the anchor bolts, clean the embedded bolts.
5. Check as built bolts with respect to drawing once again and in case any deviation
informs to the site engineer.
6. If any deviation is there decided rectification and carryout the same prior to start of
erection.
7. Lift the approved truss to the required location as per the approved drawing.
8. Proper capacity and numbers of belts shall be used for lifting each frame.
9. The lifting shall be done under strict supervision of certified Banksman.
10. Proper sequence of erection shall be followed on site.
11. At this stage check alignment of erected structure and proceed with erection of truss,
while a different group starts tightening of bolts for the erected structural truss.
Scaffolding with platform shall be used for accessing the joints.
12 Follow the similar sequence of erection to erect frames up to all grid lines.
13. While erecting the truss frames, crane will not be released till all the foundation bolts
have been made finger tight.
14. No truss frame shall be left standing alone without any bracing for long time during
heavy wind. If such case arises, the stand-alone frame shall be stabilized by adding
temporary bracing or guying it to nearby stable structure.
15. The erection shall be started from one end to another end.
16. Start the fixing the purlins as per the approved drawings.
17. In case the welding is required, prior permission shall be obtained from engineer for the
same. Only approved welding procedure and certified welders shall be used for welding.
18. The proper torque value shall be applied to the bolts in connection.
19. The inspection request procedure shall be followed on site.
7.1 Any carried work shall be received, stamped, copied & sent to relevant concerned parties/entities for
review and approval, and the original filed with DC QA/QC and with DC Document Controller.
7.2 Should any work performed not comply with requirements, DC shall take the possible corrective actions
and once a decision has been reached, shall immediately proceed with the actions.

8. Erection Procedure:
Please note that dismantling will be the sequential reverse of the erection process.
8-1 Operatives will be briefed on the work to be carried out and will acknowledge the briefing by signature to
confirm their understanding.
8-2 If required access to a raised load bed will be by ladder and using the common site loading/unloading
provision. Scaffolders will assist the driver when common provision is not provided, Scaffolders follow to
install single guard rail protection to the raised load bed, use fall arrest equipment provided.
8-3 Operatives must be aware of their surroundings and must work safely. They must ensure they are looking
where they are walking and working, and must not step onto or over debris. Tripping or slipping hazards
must be avoided where possible. Access routes should be chosen to be those that are free from obvious
hazards. Operatives should refrain from entering poorly lit areas until adequate lighting is provided. They
should be aware of plant and lifting movements and maintain a safe distance. Any uncontrolled hazards
must be reported to Supervision immediately.
8-4 When the 1st bay of the scaffold is erected an “incomplete” scaffold sign or similar will be displayed on the
scaffold. As the means of access onto the lifts is erected an “incomplete” scaffold sign or similar will be
displayed adjacent to the point of access, 3rd party access will be restricted by physical barriers.
8-5 Whilst erecting further lifts, operatives will work from a minimum of a four-board wide fully transformed
working platform that is protected by a single guardrail, when working outside of this protected platform i.e.
when establishing the protected platform or moving the protected platform, operatives will work in
accordance with NASC SG4:10.
8-6 Ladder access and ties are to be erected progressively with the scaffold.
8-7 On completion of the scaffold all spare materials will be cleared from the work area and stored in an agreed
position or removed from site.
9. Dismantling Procedure:
9-1 The location where the scaffold is to be dismantled, the method statement and risk assessment will be
shown to the operatives by supervision and the relevant hazards and preventive/control measures will be
explained.
9-2 The operatives will sign the method statement to confirm the adequate transfer of information to enable
them to work safely.
9-3 The Chargehand will initially inspect the scaffold to ensure that ties and braces are still intact and that
platforms are clear of debris.
9-4 Once satisfied that the scaffold is safe to dismantle the work area by will be segregated by the specified
means and an “incomplete” scaffold sign or similar will be displayed on the scaffold adjacent to the means
of access which will be restricted by physical barriers
9-5 Ties and braces will not be removed from below the lift being dismantled.
9-6 The scaffold will then be dismantled methodically.
9-7 Scaffolders and Supervision will ensure that the structure remains stable and that it does not become
overloaded with dismantled materials.
9-8 No materials will be bombed; all fittings will be bagged or passed by hand to ground level.
