• Appointed by the Authority, for enrolment and update of residents across the country eg:
State/UT Govts,Central ministries and departments ,Public Sector companies of Central ,Schedule
Commercial Banks ,Dept of Posts
• Upon appointment, a 3 digit Registrar Code shall be assigned to each Registrar

• Registrars shall adhere to the processes, policies and guidelines, checklists, forms and
templates issued by the Authority from time to time and shall also ensure compliance by the
enrolling agencies of such procedures, etc.
• Registrars shall display on their websites adequate and appropriate information about
enrolment and update services, including contact details of persons, address of
Enrolment Center and services available to residents.

• Registrars shall not use the information collected during enrolment for any purpose
other than uploading information to the CIDR.

• Registrars shall be responsible for field level execution, monitoring and audit

• Registrars shall ensure that any agency and/ or person employed or appointed by them to conduct
the enrolment and update operations is fit and proper

• Registrars shall not permit sub-contracting of enrolment functions by enrolling agencies to third
parties

• Registrars shall allow the Authority reasonable access to the PECs or by any other person on its
behalf and also extend reasonable facility for examining any books, records, documents etc
II. Appointment of Enrolment Agencies (EA) 18

• The Authority shall empanel the enrolling agencies through an open Request for Empanelment (RFE)
process.

• The Authority shall evaluate the applications of agencies and empanel the eligible agencies as
enrolling agencies after completing the requirements of the RFE.

• The Authority shall provide an 4 digit Enrolling Agency Code using which the Registrar
can onboard an empanelled enrolling agency to the CIDR.

• The enrolling agencies shall not use the information collected during enrolment for any
purpose other than uploading information to the CIDR.

• The enrolling agency shall be responsible for field level execution and audit

Two Step Registration Process for Enrolment Clients

To make client registration more secure, UIDAI is introducing two step registration process for enrolment clients. In
the new process, once the client is registered it would not be functional till it gets activated from backend. New
Registration Process is as below
1. After successful installation of client, it has to be registered with CIDR through ECA . There is a change in the
first step. OTP is required to register the Client. (OTP will be triggered to EA Admin Mobile Number)
2. Post Registration to activate enrolment client functionalities, Registering entity i.e. REGISTRAR/EA have to share
details of the machines in the below format with Regional Offices Bengaluru through an email.

What happens after Aadhaar Enrolment 27

After completion of enrolment, the resident is given an acknowledgement slip which contains Enrolment ID,
known as EID.
This EID contains 14 digits in xxxx/xxxxx/xxxxx (first four digits- EA Code, next 5 digits- Station ID, next 5
digits- Sequence No.) followed by date stamp and time stamp in yyyy/mm/dd hh:mm:ss .
This complete series, uniquely identifies the enrolment and is used for tracking the issuance of UID to the
resident
EA uploads the Data packets of each resident CIDR (Central ID Repository of the UIDAI).
UIDAI examines each enrolment packet uploaded and de-duplicates with 1:N comparison
Successful process leads to receipt of Unique ID, known as AADHAAR, by a Resident.

Convenience Charge: Fresh enrolment and Mandatory Biometric Update for Child after obtaining 5 & 15
years in age is FREE OF COST. Operator/ supervisor asking money such activities may be BLACKLISTED
and further legal action will be taken against them.

• UIDAI client application package, named Aadhaar enrolment client, is used


to record demographic & biometric data of residents. Aadhaar enrolment
client (AEC) is also referred as ECMP, i.e. Enrolment Client Multi Platform,
from its version 1.5 onwards. (Current Version : ECMP 3.3.4.5/76-3 OTA)

Enrolment Prerequisites
Before starting enrolment, Operators (Supervisors and Introducers
also) must be onboarded in the Aadhaar enrolment client application.
Filling up of the Enrolment Form by the resident
Verification of resident’s documents by the verifier
• Resident needs to carry original Proof of Identity (PoI), Proof of Address (PoA),
Date of Birth (DoB), Proof of Relationship (PoR) documents for verification
Preliminary Checks by the Verifier
• Confirm that the Enrolment Form and documents belong to the same resident
who is getting enrolled and the Enrolment Form has the resident’s
signature/thumbprint
• In case of Introducer/HoF based enrolment, check whether the
Introducer/HoF’s signature/thumbprint in the Form along with their details is

The picture, when force captured or if the resident moves while capturing the image, results
in incorrect images, with 2 faces, no face, blurred face, wrong angle of face etc. The
Operator must ensure that all parameters are OK before accepting the image. Such data is

• Close ECA and re-login ECA to reflect the registrar data.
• Click on “Client Identity” tab.
• Select Registrar ITE&C(816) and Enrolment Agency GVWV&GSWS (2935)
• Enter 5 digit station ID and location Code(11 digits) and click on “Save”
• Enter user ID and password of the UIDAI admin portal login.
• Click on “Generate OTP ” button. (OTP will be sent to EA Admin Registered mobile/Email)
• Enter OTP & Submit (On validation, ECA Pops up with MSG: Registration completed & activation pending)
