THE PHILIPINE GOVERNMENT SHOULD FUND DIGITAL LIBRARIES TO

ENCOURAGE STUDENTS TO DO LIBRARY WORK.

After the Covid-19 issue hit the Philippines in 2020, government organizations, well-

established libraries, academic institutions, and concerned organizations started offering online

library services to assist students, instructors, researchers, and citizens with their information

needs. most governments have temporarily closed all educational institutions. These nationwide

closures have impacted 90 per cent of the world’s student population. Localized closures in other

countries have affected millions of additional learners. Digital libraries promise new societal

benefits, especially for e-learning in digital or mobile times, starting with the elimination of the

time and space constraints of traditional bricks-and-mortar libraries. The library and information

professionals are required to acquire such knowledge and skills as the library is one of the highly

IT influenced service profession. This paper gives an overview to approve my position paper.

On the other side of the argument, people are concerned that building a digital library is

expensive and resource intensive. Before embarking on such a venture, it is important to consider

basic principles underlying the design, implementation, and maintenance of any digital library.

These does not only apply to conversion projects in which analogy objects are converted to

digital form, but to digital libraries in which the objects have always been in digital form (“born

digitally”) and to “mixed” digital libraries in which the objects may be of both types. The

principles are, in sense, self-evident, yet it is the infrastructure cost of digital library such as

hardware, software; leasing communication circuit is generally very high. Moreover, digital

library will need high band for transfer of multimedia resources, but the band width is decreasing

day by day due to its over utilization. While it comes to efficiency, the much larger volume of

digital information, finding the right material for a specific task becomes increasingly difficult.

Digital libraries cannot reproduce the environment of a traditional library. Many people also find

reading printed material to be easier than reading material on a computer screen. Due to

technological developments, a digital library can rapidly become out-of-date, and its data may

become inaccessible.

The cost of maintaining a digital library is much lower than that of a traditional library. A

traditional library must spend large sums of money paying for staff, book maintains, rent, and

additional books. Digital libraries do away with these fees. itis not confined to a particular

location or so-called building it is virtually distributed all over the world. The spoken words or

the graphical display of a digital library is again having a different impact from the words that

are printed. In the new environment owing a document will not be problem for the library

because the user will pay for its uses. The benefits of funding digital libraries are that the user of

a digital library need not to go to the library physically, people from all over the world could

gain access to the same information if an Internet connection is available. can be accessed at any

time. Digital libraries can be accessed at any time. 24 hours a day and 365 days of the year. In

addition, digital library provides access to much richer content in a more structured manner i.e.,

we can easily move from the catalog to the book then to a particular chapter and so on. easy to

lose sight of them when under pressure to build a system, despite limited resources and time.

Furthermore, we can also help Mother Earth by not cutting trees.

The digital library is not merely equivalent to a digitized collection with information

management tools. Itis also a series of activities that brings together collections, services, and

people in support of the full life cycle of creation, dissemination, use and presentation of date,

information, and knowledge. The rapid development of the internet in the 1990s and its embrace

by the library and information community enabled the concept of the digital libraries (DLs), as a

branch of library, research on digital libraries flourished in the mid of 1990s with the advent of

the Internet coupled with the need to make information open and easily accessible. Google, the

most successful commercial internet search engine, entered a keyword “digital library” in the

internet, and then Wikipedia and various other sources define “digital library” as a “library in

which collections are stored in digital formats (as opposed to print, microform, or other media)

and accessible by computers.” There are many definitions of a "digital library." Terms such as

"electronic library" and "virtual library" are often used synonymously. The elements that have

been identified as common to these definitions are: Digital Library is a "Collection of digital

objects (text, video and audio) along with method for access and retrieval, and for selection,

organization, and maintenance. As one of the users of the Internet, we all know how helpful it is

to us especially now that we live in a world full of technology. It provides us more information

and knowledge that is not found in the book.

Prior to the pandemic, libraries used fewer digital technologies for fewer reasons. With

the unexpected lockdown caused by COVID-19, they were forced to adapt to stay afloat, satisfy

patron needs, and ensure continued learning during the pandemic. Virtual libraries are at the

forefront of global efforts to preserve documentary heritage. They are in a unique position to

advocate for and directly engage in digital conservation. The COVID-19 crisis has served as a

tipping point, highlighting the numerous advantages of digital libraries. Indeed, digital libraries

have demonstrated their potential not just to enable a richer, more diverse public domain, but to

promote human development itself. Research by UNICEF and the United Nations Educational,

Scientific, and Cultural Organization (UNESCO) claims that as schools reopen, high, low, and

no-tech innovations can help to mitigate learning losses and offer fresh resources and educational

materials to reach the most marginalized children. In the meantime, Philippine President

Ferdinand “Bongbong” Marcos Jr. stated that to serve the people effectively, create more jobs,

and ensure the nation’s economic revival, the Philippines should be on par with other nations in

terms of technological innovations in the digital and modern age. He claimed that the Philippine

government had gone a step further and that, in addition to being a sustainable mode of

operation, it would also be the sole mode of operation for the country in the years to come. As a

student, hoping soon that this would approved so that a lot of us can benefit. The government

hopes to explore the endless possibilities and take advantage of the many brilliant ideas that

professionals must continue growth and promote new advancements in this area, to secure the

nation’s economic regeneration and create more jobs.

Information technology has changed the world and has become one important tool for

retrieving information a new day. Library collections are not only limited to printed documents,

but also electronic resources increase by their use and therefore it is important to develop digital

library. People realized the importance of digital libraries no matter what their feelings towards

them were before. Innovative information knowledge collection, storage, process, transfer

methodologies made possible by digital libraries will promote scientific

research and development, facilitate distant-learning environment, and bring significant

influence on the

national economy. The strategy aims to integrate 70 per cent of Filipino adults into the official

financial system by the end of the next year and to digitize at least 50 per cent of all retail

transaction volume. The program will advance other government digitalization initiatives in

addition to offering digital banking services to local government units (LGUs).
