EMERGENCY PREPARDNESS
Introduction
Considering the possible emergencies at different activities at BOF, a well laid down
Emergency action plan needs to be worked out to contain and control potential situations.
Personal injuries, Fire & Explosions, toxic gas leakage from anywhere in plant may take
place. Natural calamities and workmen unrest may directly or indirectly aggravate the
conditions at complex.
Objective
The overall objectives of Emergency Plan for BOF is to provide guidelines to control
Emergency situations and to minimize its impact on personal, property and operation work
in an organized way.
Scope
This plan is applicable to all activities carried out at all process of BOF.
A. Personal injuries:
Inspite of putting best efforts some technical failure or human error may lead to personal
injury at site.
4. Quote your location, name and telephone No. while reporting any
accident/incident or a near miss State the nature of accident or incident. It is
equally important to report even when there is no injury or damage.
5. Inform to Safety Dept on 61134/7077764444 to Shift engineer.
6. Provide relevant First Aid if competent to do so / Rush the victim to the First
Aid Center.
7. Stay with the injured person until Medical Assistance arrives and a report of
the incident has been taken.
B. Fire Incident:
6. Try to put out the fire with the nearest suitable portable Fire Extinguisher if
you know how to operate.
7. Go to the nearest area and try to inform more people for any help.
8. Walk, do not run, and follow the shortest escape route if it is totally not safe
to do so.
9. Do not make any attempt for collecting valuables or personal goods.
10. If it is inside the running unit after informing the workmen rush to the
designated assembly point (select as per the wind direction). Assembly point
for BOF is designated at Weigh Bridge front and Assembly point for SMS-II is
designated at SMS-II canteen square.
11. Under no circumstances put your own Life at risk.
12. If the Fire appears too large to tackle with fire extinguishers or available
resources, leave it to the qualified Fire Fighting Services.
13. Leave the Building / Site in an orderly manner to the designated assembly
point.
C . Gas Poisoning:
a) CO gas poisoning in confined space. (Scrubber, Converter, Hopper etc.)
b) CO gas poisoning due to toxic leakage at different places like launder line,
Switch Over Station, BOF duct, lance changing platform, seal pot area, and
Ladle preheater areas etc.)
c) COG networks lead to Emergency situation at complex.
Puncture of ladle during BOF during or after tapping operation, may also lead to some
emergency & damage to property.
Guidelines for actions to be taken in case of such situations are as under:
1. Stop the tapping practice by lifting the converter to up right position.
2. Stop the Argon purging of the ladle.
3. Evacuate all the personnel from the area immediately depending upon the fire
caused due to spillage of metal.
4. Inform shift manager & area in-charge soon.
5. Shift manager will inform to the HOD- operation and HOD-Plant, fire
department is also to be informed for firefighting if any.
6. Move the ladle immediately to the crane approach.
7. Coupling/Decoupling of argon hose in puncture ladle is strictly prohibited. The
ladle to be lifted at the cost of damage of hose and MS line.
8. Arrangement should be made immediately for re-ladling. Ready for operation
ladle (Ladle slide gate closed and filled with nozzle powder in well block) to be
placed Prepared stand by ladle to be lifted from horizontal ladle preheating
stand for re-ladling.
9. If the shell puncture is towards the ladle tilter, The auxiliary hoist of crane to
be engaged in tackle tilter to further engage the ladle tilting hook for reladling
so that any metal stream does not damage the wire rope of EOT crane. The
tackle tilter is placed near BOF 1/2 (0 – 0 meter).
10. The punctured ladle must not hanged above LTC. It should be displaced nearby
area where no possibility of further fire catching or equipment damage.
11. Make a Ladle ready for reladling of punctured Ladle’s metal as early as
possible. Any Ladle with or without sand filled in its nozzle with Slide Gate in
close position can be used.
12. Safe Area is to be identified for reladling.
13. Reladling decision & identification of ladle for reladling will be taken by LF shift
in charge & ladle Engineer.
14. Parallel to reladling, any fire on LTC or other equipment to be extinguished and
to be handed over to MMD/EMD to check equipment condition and to be
made operational, if any damage occurred.
15. In case of any burn please follow the process for personal injury mentioned in
(Para-A) and normal water to be applied on affected limb for 15 to 20 minutes.
Take the victim to shower room for normal water bathing.
16. Arrange to clear the metal from the track and nearby area.
17. Assess the damage and arrange to restore by electrical, mechanical &
operation.
18. Normalize the situation and take cold trail.
F. Explosion.
1) Due to leakage of lance explosion may took place inside convertor.
2) Water leakage from Hood/Skirt during blowing.
3) During taping of heat at Converter furnace.
4) Explosion due to Wet scarp, liquid slag/metal in the converter during hot
metal charging.
5) Explosion in COG line.
13. If it is inside the running unit after informing the workmen rush to the
designated assembly point (select as per the wind direction). Assembly point
for BOF is designated at Weigh Bridge front and for SMS-II Assembly point is
designated at canteen square.
14. Under no circumstances put your own Life at risk.
15. Instruct Time Office people for reporting the day’s attendance and match
with the head count.
16. In case of causality remove victim to a safer area and apply First Aid by the
authorized person.
Communication system
Shift In-charge will confirm the information with emergency services and also inform to
Departmental Head. Communication matrix shall be as under:

BOF GROUP
1. Any person noticing any emergency shall immediately shout for “Help” and report
to shift Manager and he shall immediately to inform fire control room on telephone
no 101/7077756141 and security control room on telephone No.103/7077756111.
2. Shift Engineer shall inform departmental head and other as per information chart
and try to minimize the impact of emergency with resources available.
3. Shift Manager shall also try to extinguish the fire and assist injured as possible.
4. Shift Manager shall instruct security and ensure that all non-essential employees are
moved to a safe assembly area and organize head count if required.

Procedure for Emergency Preparedness
and Response
1. Respond to the emergency call with fire crew in first turn out.
2. Report to Incident controller at site of emergency.
3. Decide line of control actions in consultation with Operation head-BOF
(Incident Controller)/ Department head (Site main controller) for firefighting
and other control actions including evacuation of trapped personnel.
4. Deploy Auxiliary fire team for assisting fire crew.
5. Ensure safety of the crew members.
6. Keep constant contact with shift Manager /Operation head / Department head/
Fire control room.
Security Officer
1. Instruct and deploy security personnel at security posts / gates and around the
affected area.
2. Mobilize the auxiliary security team at emergency site immediately on receiving
emergency call.
3. Cordon off the affected area and guide traffic / emergency vehicles and control
unnecessary gathering of persons around.
4. Ensure vigilance at security posts / gates and be in constant contact with
operation head/department head and other members connected with
firefighting or rescue operation.
5. Mobilize for evacuation of personnel from safe assembly points to safe
locations.
