CHAPTER 1
INTRODUCTION

1.1 Project Context

Barangay portal and profiling management system is a web-based system that enables its
users to easily access and communicate with their barangay. It is an accessible and reliable web-
based system that manages and gives a faster communication between the barangay and its
residents. It is tracking system that gives the precise data for an individual resided in a barangay. It
is a faster way for transaction and analyzation of data.

The Barangay Portal is a web-based application designed as an information management

system that benefits the constituents of a barangay. That promotes transparency and accountability
in the management of finances and operations of the barangay and focused on gathering and
organizing data, and make residents access or track information easily.

Managing the paper works are easily conducted. But as the years went by, when
population got bigger that the barangay couldn’t handle all the request of the residents and this
made it difficult to manage because of that bigger population. The resident would always wait for
the duty officer who was in charge for that day, then they would form a line to take care of their
needs. It takes lots of time for them to get and access what they have requested.

Advance technology open wider opportunity for barangays to work and serve their
constituents better through online by computerization of the documents they provide such as
barangay clearance, certificate of indigency, letter of recommendation, annual report, and others.
Motivated by the vision of empowering this self-governing political system digitally, the
researchers sought to identify the benefits of ICT and create an barangay management system that
would speed up the transactions carried out and documentation produced by the barangays. For
the integrity of all transactions, the developed system was created to only be accessed by
authorized users.

Claire Ong Carpio (2020) claims that the Barangay Management System, also known as
e-barangay, is a web-based management approach that will transform traditional, centrally

dependent barangay management into a more inclusive, citizen-focused system. It. primarily
seeks to improve the efficiency of current administrative procedures for obtaining papers, making
complaints, and producing appropriate and precise municipal data. In order to create the system,
the researchers used the prototype process. It emphasizes developing and testing system features,
designing the graphical user interface, and planning iterations. The electronic Barangay
Information System (eBIS) helps local governments keep digital records on resident information,
process permits and certificates, and implement programs based on a community's profile to
address problem areas (e-Konek Pilipinas Inc.).

Lacasandile, A. D., Abisado, M. B., Labanan, R.M., & Abad, L. P. (2020), E-governance
at the center of effective governance might result from profiling each family in the community.
Once profile data has been gathered, essential data could include figures on labor and
employment, family income and spending, demographics by population and age, water and
sanitation, housing type, and education.

After finishing the system, the residents can be able to access it by multiple users. The
user has given an account by the admin, learn of the schedule of events, gain access to allowable
demographic info. It allows any authorized person to view all the personal data and the requests of
the barangay residents in the system. It will guide the first user in how to access the system by
providing a tutorial.

Computerized barangay information system is applicable for barangay employees to

access profile of barangay resident for their records, Due to this, barangay staff and residents may
operate with effectiveness and efficiency. They would be able to complete their tasks more
quickly, and a huge work and effort would no longer be required.

Through this, we can make it possible for Quezon barangays to avoid paperwork and for
computer services to more readily serve their citizens. In this way, we want to provide a reliable
way to complete paperwork. By offering digital services, they can better serve the local
population. The barangay duty officer can create and maintain records, announcements, and
reports so that citizens can easily access needed information.

1.2 The Purpose and Description

The barangay portal and profiling management system will manage residence
information and create an efficient way of requesting documents. The purpose of this
system is to provide a better way of requesting documents and tracking barangay
residence information. It will show the detailed accomplishments and the transparency
of the barangay projects. This will help the barangay speed up communication and the
management of data.

1.3 Objectives
Barangay portal and profiling management system aims to provides and develop
an efficient system that manages and improve data service delivery.

1.3.1 General Objectives

The general objective of this project is for the Barangay of Quezon to have easier,
faster, and more reliable barangay profiling. This project stores data electronically thus,
records are more organized, and also it provides an access of the information needed by
the barangay of Quezon. This project is more sufficient compared to written documents,
which can help to lessen the work of barangay officials.

1.3.2 Specific Objectives

➢ Specifically, the study aims to achieve the following:
➢ To help the Barangay to continue carry out its mission and goals.
➢ Provides dependable and secured personal data archives.
➢ Established a constituents management system to track Barangay resident
information.
➢ Develop forms that will enable residents to request documents such as:
(Barangay Indigency, Clearance, Business Permit, etc.)
➢ Establish a home management system to track the size of your family home.
➢ Construct a wall for the Barangay project to show what the Barangay will be
doing in the future.
➢ Make a list of the officials to help you identify who to contact for help when its
needed.

1.4 Scope and Limitations

The barangay portal and profiling management system will only be implemented
on LGU Quezon Isabela, and that will be accessed by the IT administrator of the office
and those barangay officials and residents that have given an account.

1.5 Significance of the study

This study will beneficial to:

Barangay Official – The barangay officials will benefit from the findings of the study,
which will enable them to easily undergo a transaction and gather information about the
residents to be processed.

Residents - For the residents, it is expected that the results of this study will enable
them to easily request the documents they need and see the barangay improvements.

Local Government Unit (LGU) – To the LGU official, it will help them to easily
access, gather the data of the barangay, and spot the accomplishment reports.

Researchers - For the researchers, this study will give them insight into the real
working stations. That helps them develop critical thinking abilities and computer skills.
This will serve as their basis for guiding them in creating web-based systems in the
future.

Future Researcher - For the future researchers, this is a great help in giving them an
idea about this system. to have a basis and knowledge that can help them improve their
research.

1.6 Definition of Terms

The following are the words used in the study:

Administrator – the one who has a control in the entire system.

Barangay – small territorial and administrative district.
Constituents – refers to the residents within the community they provide the data from
the households.
Data – facts and statistics collected together for reference or analysis.

This chapter presents the relevant literature and studies that the
researcher considered in strengthening the importance of the present study. It also
presents the synthesis of the art to fully understand the research for better
comprehension of the study.

Website
According to Nur Sukinah Aziz et al (2021) Nowadays, websites are used
widely all over the world as a medium of communication for information or services.
Organizations use websites to market their product and services. Users will always use
the website if the website can achieve their task or goal in searching information or
using the services more quickly, easily and effectively.

Websites are important nowadays in the globalized competition. Almost all the
organization using the website to share information and also as a medium of
communication because it not only cost effective but also save time. Everyday new web
sites are publishing in the internet and it has been growing at an exponential rate. A
website is a collection of web page. It is a medium of communication (Aaberge et al.,
2004). It represents the brand of the organization and provides first impression about
the organization to user. If it is not well presented or poor in web design, it will make
user away and give poor reputation to the organization. There are many types of
websites that not only provide information but also delivery services such as online
learning or e-learning, e-commerce, e-government and many more. According to
Priyanka Waghmare (April 16,2022) e-Governance is defined as the use of information
and communication technology (ICT) to provide government services, information
exchange, transactions, integration of previously existing services, and information
portals. In e-Governance, the letter "e" stands for "electronic."

In the study conducted by Robin Gandy (2022) Web design is the process of
planning, conceptualizing, and arranging content online. Today, designing a website
goes beyond aesthetics to include the website’s overall functionality. Web design also
includes web apps, mobile apps, and user interface design.

Web Design in Web Apps

Based on the study WBE Staff in Designing Websites (2022) Web design
determines the appearance and experience of browsing a website, web app, or cloud
service. By using programming languages such as HTML, CSS, and JavaScript, web
design professionals create digital experiences that meet the website owner’s personal
or business objectives. From layout and graphics to fonts and colors, the process of web
design covers setting up all the aspects of a website or digital application. These aspects
impact how a website looks and feels on multiple devices, including mobile phones and
desktop computers.

Web design in Mobile Apps

experience for mobile users. This process includes creating: Mobile-first design.
Traditionally, websites have been optimized for desktop users, but as browsing habits
have evolved, designers tend to follow a mobile-first approach in design. This means
that the team starts with a mobile platform and optimizes content for the smallest
possible screen, then switches to a larger screen size like a tablet or desktop.
Responsive design. Responsive layout is a type of layout that changes based on the size
of the user’s device. Generally, the more screen space the user has, the more content
they see in each given moment. Search engine-friendly design. Even the most
compelling content or features on your website are useless if visitors cannot find your
website in search results. Google offers a tool called Mobile-Friendly Test that allows
you to check if your website is optimized for mobile and thus more user friendly.

new interface design significantly improves the accessibility of the smartphones for

various challenges. Like, it will help the people understand the product/services,
generate more emotional bonds, and increase interactions, etc. Well! The success of
web page design totally depends on how you combine elements such as color, font,
texture, etc. So, it is essential to have a clear understanding about each in detail.
Kim Anh Nguyen (2021) A well-designed website could offer much more than
just aesthetics. They attract, engage visitors, and help people understand the product,
company, and branding through a variety of indicators, encompassing visuals, text, and
interactions. That means every element of your site needs to work towards a common
goal.

Suresh Kumar (2022) Web development is a necessity of the twenty-second

century, web developers are playing important role in developing different kinds of
websites all over worldwide, and the career of web development is increasing fast.

There are many trusted IT companies for web development that provide web
development services to their customers. The purpose of web development is to create
different types of websites and applications, it’s professionally designed or redesigned
web apps that web developers dispense to their customers to ensure a good experience
of web applications.

Importance of Web Development

skill to develop a website for World Wide Web (WWW) or Internet. Web development
can be implemented in many forms; Making simple static web pages, complex-
integrated web pages or more advanced contents like Web Apps. In more generic form,

Developing a Web site

easily shared. It helps to strengthen the customer relationship and provides a

The use of portals has developed rapidly in recent years, and there is a much
greater level of interaction. Past systems only allowed users to perform very simple
tasks such as accessing documents, but today’s portals allow users to interact directly
with a company's customer support processes. Rather than making a call to a customer
support specialist, a customer can enter their own requests, track them, and access a
knowledge base of past requests and updated documentation.

Importance of Web Portal

portal is a Web site that provides a uniform interface with the ability to use a secure
username/password to access customizable content based on specific end-user interests

views.

Profiling Management System

According to Claire Ong Carpio (2020) states that the Barangay Management
System or e-barangay is a web-based management system which shall reinvent
barangay management from a traditional and centrally dependent unit towards a more
inclusive and citizens-oriented scheme. It essentially aims to streamline existing
administrative processes in terms of requesting documents, filing complaints, and
generating apt and accurate local statistics. The researchers have adopted the prototype
methodology in the development of the system. It focuses on creating and testing
system features, graphical user interface and scheduling iterations.
The analytics-enabled Barangay Profiling System organizes, records are
classified and information about each resident is provided as well as statistics by gender
and age grouping. Additionally, it generates barangay clearance for people whenever
they move.

TECHNICAL BACKGROUND

In this chapter it is given the detailed technical background for the requirement
and recommended for the barangay portal and profiling management system.

3.1 Non-Functional Requirements

Non-functional requirements explain how the system should perform.

➢ Usability - The system runs using a web browser.

➢ Security - The website contains a sensitive data or information that to be
secure.
➢ Scalability - The system can handle lots of data and information.
➢ Performance - The system will make the user satisfied by providing a service
that is needed.
➢ Availability - The system can be available in web browser.
➢ Maintainability - The system can be modified or extend depending on the
user.
➢ Localization - The system can be compatible to the local users.

3.2 System Requirements

The researchers recommend a level of hardware and a proper software
operation system based on their various configurations. The configuration that a
system must have in order for a hardware or software application to run smoothly
and efficiently is referred to as system requirements.

3.3 Functional System Requirements

Non-functional requirements explain how the system should perform.

➢ Online Complaint Blotter/Reporting - submit complaint form, upload image or

video and receive status.
➢ Online Document Request - submit request form and receive status update.
➢ View Complaint - view list of new complaint, pending complaints, resolved
complaints and discarded complaints, search complaints, view details of complaints,
send status of complaints.
➢ View Document Request - view list of new requests, pending request and
processed requests.
➢ View Report - barangay staff will be able to view different reports generated by the
system through list, graphs, and statistical form.
➢ Process Request - receive, record request and check for the authenticity. Forward
to barangay chairman for approval, print approved barangay certificate, notify
barangay residents for release.
➢ Approval of Request and Registration - barangay chairman will receive and view
list of requests, approves request, forward to secretary for printing, notified when
there is an incoming transaction to be approved.
➢ Manage Users – the barangay chairman and secretary can add new users, view
active users, deactivate users and view unused accounts.
