Executive Summary

SkyWay is a smart traffic management system designed to overcome the traffic


congestion problem in smart cities. The proposed system integrated many advance
technologies such as IoT Radar Sensors in detecting the range of vehicle, Computer Vision in
streaming real-time video of traffic conditions, Big Data analysis in analysing the traffic
flow, Wireless Sensor Network in detecting the speed and numbers of vehicles etc. The idea
generation of the proposed system is illustrated in a Fish Bone and SCAMPER diagram. TM
ONE and PKK Technology SDN.BHD are some of the competitors discussed in the proposal
in order to compare their traffic management system with SkyWay. Some of the attributes
being compared are uniqueness, limitations, and technologies. Besides, this proposal also
provides a brief description of how SkyWay works including its features, functions and
technologies integrated. Moreover, marketing identification strategy in promoting this system
are also discussed. SWOT analysis and Force Field analysis are used to evaluate the proposed
system according to the information collected from the survey.

1.0 Introduction
1.1 Company Background
SkyLink is an Information Technology (IT) Consultant company that is established to
build a sustainable society and solve big problems for a better future. SkyLink was founded
in the year 2008 and is highly regarded for its expertise in market research, project
management and policy formulation. Currently, the company operates in 8 countries and
having more than 200 business partners around the world. The headquarter of the company is
located at Sepang with a highly capable team of 800 staffs excluding company officers and
advisors.

1.2 Development of Smart City with Smart Traffic Management System


According to the government of Malaysia, Smart City is defined as “A city that uses
ICT and technology and innovation advances to address urban issues including to improve
the quality of life, promote economic growth, develop sustainable and safe environment, and
encourage efficient urban management practices (Bachok & Fareed, 2021). Smart City
services and applications will allow for these improvements which will lead to a higher
quality of life for citizens (TWI Ltd, 2022). For example, IoT devices are used in connecting
sensors, lights, and meters to collect and analyse real-time data. City administrators can then
use this precise data to carry out initiative like improving infrastructure, public utilities, and
services. Hence, it could be said that out of all the recent technological advances, IoT
undoubtedly has the most substantial impact on the development of Smart City (Graphic
Detail Ltd., 2021).

This proposal will be focusing on Smart City in traffic management. The goal of
integrating the concept of Smart City into traffic management is to improve the welfare of the
citizens and reduce the numbers of traffic congestion, including accidents in Smart City.
Smart Traffic Management System will be a technological solution that would be able to
overcome this issue. Smart Traffic Management System would be integrating some advanced
ICT technologies such as IoT Radar Sensors, AI Computer Vision, Big Data Analysis, etc.
By using these technologies, the traffic flow of the respective area would be better analysed
and prevent the traffic congestion issue in advanced.

1.3 Problem Analysis


In Malaysia, the country is experiencing rapid growth of urban population with
unprecedented road infrastructure expansion. The population in Malaysia raised 1.1 percent
from 2017 to 32.6 million population in 2018. Among the population, 84 percent are car
owners, with the increasing number of private-vehicle owners and less people opt for public
transport result in increasing amount of traffic on the road especially during business hours.
In additional to this, the geometrical design of the transport system which influences the
drivers‟ behaviour contributing to the negative traffic impacts on the system. This result in
Malaysia being among the highest traffic fatality rates in the world. (May et al., 2019,
p. 914).

Implementing a Smart Traffic Management System could be a solution to traffic


congestion. Smart Traffic Management System is a system that utilises sensors to collect and
analyse the traffic flow and adjust the traffic signals to overcome the traffic congestion issue
in a traffic junction. These systems might improve traffic flow and safety by employing
sensors, cameras, routers, and cellular technology to dynamically modify control mechanisms
such as signals, highway message boards and speed limits (Mazur, 2020).

On the other hand, various limitations would occur if the involvement of ICT
infrastructures are absent in the traffic management system. First and foremost, the real-time
traffic flow would not be able to pass to the central control system and make advanced
decision over the respective issue. To quote an example, if there are accidents occurred in the
traffic junction, the technicians in the central control system would not be able to perform
further action as the traffic condition are not monitored and send to central control system.

Besides, the central control system would need to be controlled and adjusted by the
labour manually. This issue would lead to a high labour costs and the traffic congestion
problem might still not be able to overcome. This is in the light of fact that it would be hard
for human to predict what would happen in advance and make better decisions before the
incidents happened.

1.4 Objective Statement


The objective of the proposed system is to improve the current traffic management
system in smart cities by implementing IoT Radar Sensors, Artificial Intelligence technology
and Big Data technology in order to prevent the traffic congestion in smart cities especially
during peak hours.

1.5 Proposed Solution


1.5.1 Exploration
The proposed system was conceived through Idea Generation process in order to
resolve the problem stated above which are traffic congestion and road accidents.

1.5.2 Exploitation
The solution proposed would be presented to the Ministry of Transport with the idea
of implementing the solution in the smart city. As mentioned in the problem statement above,
the current traffic management system does not involve much ICT applications. Hence,
introducing the proposed system in smart city might bring benefits not only to the citizens in
smart cities but also government as the road accidents and traffic congestion issue could be
overcome.

1.5.3 Diffusion
The proposed system is intended to be used in Smart City which would make the
innovators or Early Adopters to depend on the responsive of citizens within the Smart City.
Meanwhile, marketing strategies would also be carried out in order to raise awareness about
the benefits of the proposed system in order to allow participation of citizens in the Early and
Late Majority.

2.0 Idea Generation


2.1 Fishbone
A fishbone diagram can often be known as Ishikawa diagram or a cause-and-effect
diagram ("Fishbone diagram," 2022). It is a graphical technique for classifying probable
sources of an issue (Lewis, 2020).

2.2 Fishbone Evaluation


People
According to the Minister of Transport as cited by Ramanujam (2022), there are a total of
255,532 road accidents were registered from January to September 2021. Most of the road
accidents occurred as drivers do not follow the traffic rules amended by the Ministry of
Transport (Ramanujam, 2022). Besides, drivers with lack of driving experience might also
cause traffic congestion. This is due to the reason that drivers with lack driving experience
may normally drive slower hence causing traffic congestion. Moreover, demand
fluctuations especially during office hours, public holidays and weekends also known as
the most crucial factor causing traffic congestion.
Road
In certain circumstances, traffic operations seem to collapse altogether owing to road
construction congestion, especially during peak hours. These changes in traffic flow also
result in inconsistencies in travel times throughout the route (Kukkapalli & Pulugurtha,
2018, p. 45). Besides, payment of toll might also cause traffic congestion as the payment
card of the user might having insufficient balance issue or being misplaced. Moreover,
there might be cases where the traffic light is malfunction. This issue causes most vehicles
not able to move smoothly in a junction.
Vehicle
According to the Ministry of Transport, lack of maintenance is a leading cause of traffic
congestion in Malaysia. This is due to the reason that lack of maintenance may cause loss
control of the vehicle due to malfunction of certain accessories within the vehicle. The
most common parts that causes a vehicle to lose control are brakes and tyres as it may
affect manoeuvrability and stopping distance of a vehicle (Hi-Tech Auto Parts, 2022).
Climate
During rainy days, most of the vehicles tends to drive much slower compared to sunny
days. This is due to the reason that rainy day will affect the stability and breaks of the
vehicles. Hence, it would require driver to have a longer reaction time in order to prevent
road accidents (Publicado el, 2018). Moreover, rainy days might also cause certain areas to
be flooded. This issue causes most of the vehicle not able to pass through and stuck in the
middle of the road hence leading to a serious issue of traffic congestion.

2.3 SCAMPER
SCAMPER refers to a sequence of thought provocations that aid in the innovation of
an existing product, service, or scenario by seeing it through multiple perspective (Dam &
Siang, 2021). It may be a highly efficient tool to work with since it saves time and is simple
to connect afterwards. (Mindtools.com 2016).

2.4 SCAMPER Evaluation


2.4.1 Substitute
The time-enabled counter in the traditional traffic light system should be substitute to
an AI-enabled traffic light system. By substituting this system, the traffic signals would be
able to optimize by the AI system according to the traffic flow.

2.4.2 Combine
The Smart Traffic Management System should combine with more ICT technologies
such as Big Data, AI and IoT. Combining these technologies in the Smart Traffic
Management System would be able to better analysis the condition of the road at any time in
order to predict and prevent incidents that might occur in advance.

2.4.3 Adapt
The current traffic management system should integrate IoT Radar Sensors in traffic
lights and streetlamps. The IoT Radar Sensor is able to detect the ambulance, police, and fire
engineers and change the traffic signals to allow them to cross the junctions safely.
Meanwhile, WSN is able monitor vehicle speed and distance and offer full traffic information
in real time.

2.4.4 Modify
The current traffic lights should be modified by adding an estimated countdown
timer which is supported by the AI system. This might increase the awareness of the drivers
and get ready to move their vehicles once the traffic signals changed.

2.5.5 Put to Other Use


The smart traffic management system proposed is capable of allowing streaming of
real-time video from roadside cameras to AI systems. Moreover, it could also be used to
detect the number plate of the vehicle including their speed.

2.5.6 Eliminate
The system has eliminated the need of traffic police and labours in the central
control system. Hence, this system is capable of reducing the labour costs. Besides, this
system could also eliminate the possibility of traffic congestion and traffic accidents when
specific vehicles passes through the junctions.

2.5.7 Reverse
The system has swap labour to AI, IoT and Big Data technologies. This might help
the traffic management to better analyse the traffic flow and optimise the traffic signal
accordingly. This is due to the reason that these technologies is able to predict the traffic flow
according to the information collected and make decision in advanced.

Besides, the IoT Radar Sensor is also capable of


detecting the distance between vehicle and vehicle and

vehicle. Hence, the concept of installing IoT Radar
Sensor in all vehicles could also be considered.
Functions Data collection and analysis in data driven is a function
used in the proposed system to collect the data and make
a data driven decision regarding the traffic flow of the
particular junctions (Xu et al., 2020, p. 1). After the data

has been collected and analysed by the AI system, the


system may automatically adjust the time for each traffic
signal and allow junctions with the most congested traffic
to pass through.
Technologies Wireless Sensor Network (WSN) make use of self-
powered sensing devices that are linked together via
wireless commercial technology (Pascale et al., 2012,
p. 67). It is capable of detecting the speed of the vehicle
and count the numbers of vehicle passing through the
junctions. These data collected might be useful in the
later development of the system. For instance, if the
system detected that a particular junctions might be
congested at a certain time, the system may optimise the
traffic signal before the respective junction is congested.

Computer Vision is an Artificial Intelligence (AI)


technology that can extract valuable information from the
image, video or other visual inputs that are collected by
the computer. These information collected can then be
used make decision and prevent certain incidents (IBM,
2022). This technology is able to provide real-time video
streaming of the traffic condition and display in the
headquarters of the user.

4.0 Market Identification


4.1 Product/Package

The system would be sold in 3 types of packages. The first package which is SkyWay
Basic Monitoring & Visualization Package includes the SkyWay system and free
installation to connect the SkyWay system. Besides, this package also includes IoT Radar
Sensors. The package would be a monthly recurring charge for each Traffic Controller Unit
with a minimum contract of 1 year. The first package is necessary to be purchased before the
consumers could upgrade their package.

The second package which is Upgrading & Maintenance Package (AI Technology)
includes traffic controller upgrade and AI technology to operate the traffic management
system. This package requires a minimum contract of 5 years and charges per annum.

The third package is Upgrading & Maintenance Package (Wireless Senso Network).
This package includes all the features from the second package. Moreover, this package
includes the installation of WSN for each lane of each junction.

The estimated price will be on SkyWay Basic Monitoring & Visualization Package.
The cost of constructing the whole traffic management system is RM 4520. The expected
profit margin for this system is set to RM 800.

The account profit and loss above shows the sales of the traffic management system in
5 junctions. The total gross profit which is the profit after excluding the material cost is RM
4000. However, there are still other expenses such as manufacturing, advertising, labor costs
etc. that might affect the net profit. The net profit after excluding these expenditures is RM
2900 for every 5-traffic management system sold.

This traffic management system is mainly used in busy junctions in smart cities in
Malaysia such as Dewan Bahasa dan Pustaka, Bukit Bintang, Berjaya Times Square etc. Most
of the traffic lights in these areas are known to change too quicky, causing vehicles to stay for
a long duration hence causing serious issue of traffic congestion ("Highest traffic junctions in
Klang Valley," 2022).

4.4 Promotion
Public Relations promotion method is used in promoting this smart traffic
management system. Public Relation also known as PR is the practise of broadcasting
information or messages between a firm, an individual or the general public ("Promotion:
Meaning, definition, types, example, solved questions," 2019).

This proposed solution will be introduced to the Ministry of Transport Malaysia by


explaining the details, advantages and how it could reduce the traffic congestion in Smart
City. Moreover, this proposal would also need to be introduced to the citizens in order to
increase the public awareness. Through PR, both the government and citizens would

understand the importance of Smart Traffic Management System and how it could bring
benefits to the society.

5.0 Idea Evaluation


5.1 SWOT Analysis
SWOT which is stands for Strengths, Weakness, Opportunities and Threats is a
framework for evaluating a company’s competitive position and developing strategic plans.
SWOT analysis evaluates online and external influences as well as present and prospective
future opportunities (Kenton, 2021).

5.2 Force Field Analysis


The Force Field Analysis is a methodology used to help organizations to make
decision. This analysis method is often used during strategic planning. This methodology
presupposes that there are forces for and against the decision (Lucidity, n.d.).

The final score of the force field analysis shows a positive integer. Hence it could be
said that the proposed system is capable of overcoming the traffic problems in smart cities.
However, there are some restricting factors that should be minimize especially the cost and
maintenance fee of the proposed system.

6.0 Conclusion
In conclusion, it has been difficult to come up with fresh ideas throughout the whole
assignment. Various tools were employed to create something new and improved for
marketing goals. As more and more companies nowadays are facing intense marketing
rivalry, the ability of creativity and innovation are much more critical. Hence, this assignment
has provided me an opportunity to create and innovate a smart traffic management system in
order to overcome the traffic congestion in smart cities. I hope that my proposed idea will be
developed successfully in the market over the next few years.
