FOREWORD

PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplementing National and International
standards where appropriate. The key objective of PTS is to ensure standard technical practice across
the PETRONAS group.

Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes
all phases of work activities.

Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established
standards or practices of the same level of quality and integrity as reflected in the PTS.

In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international
codes and technical standards before start of any work.

PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced, stored
in a retrieval system or transmitted in any form or by any means (electronic, mechanical, recording or
otherwise) or be disclosed by users to any company or person whomsoever, without the prior written
consent of PETRONAS.

The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be
kept in safe custody and shall ensure its secrecy is maintained and provide satisfactory information to
PETRONAS that this requirement is met.

ANNOUNCEMENT

Please be informed that the entire PTS inventory is currently undergoing transformation exercise from
2013 - 2015 which includes revision to numbering system, format and content. As part of this change,
the PTS numbering system has been revised to 6-digit numbers and drawings, forms and requisition
to 7-digit numbers. All newly revised PTS will adopt this new numbering system, and where required
make reference to other PTS in its revised numbering to ensure consistency. Users are requested to
refer to PTS 00.01.01 (PTS Index) for mapping between old and revised PTS numbers for clarity. For

1.0 INTRODUCTION

The intent of this PTS is to provide comprehensive instruction for generating manufacturing
report for pressure vessel.

1.1. SCOPE

1.1.1. This PTS provides minimum requirements for Manufacturer/Fabricator to generate


manufacturing report for each pressure vessel unless otherwise specified in project
specification. The definition of pressure vessel is indicated in Para 1.2.2.

1.2. GLOSSARY OF TERMS

1.2.2 Specific Definitions of Terms

1 Pressure Vessel Pressure vessel is a pressurized equipment designed


and manufactured as per design code and project
specification, and are used for storing, processing,
containing, heat transfer and handling of the fluid.
The rotating/reciprocating equipment, fired heaters
and piping are excluded from this term.

2.0 REQUIREMENTS FOR MANUFACTURING REPORT

2.1. DESCRIPTION

2.1.1 The manufacturing report for each pressure vessel shall be in accordance with this PTS and as
per applicable pressure vessel standard.

2.1.2 The contents of the manufacturing report shall be as follows:

i. Listing of the fabrication history of the identified pressure vessel.

ii. Shows all related details/information to demonstrate the applicable quality


procedures are complied with the applicable code and standard.

iii. Indicate the compliance with the specifications required by the purchase order.

2.1.3 The minimum contents required for the report are specified in PETRONAS Standard Form F
12.91.012 which provide layouts of a detailed manufacturing report.

2.1.4 The concise manufacturing report as per PETRONAS Standard Form F 12.91.013 may be used
for pressure vessel parts or vessels with non-code design, upon agreement from the Owner.

2.1.5 The Manufacturer shall compile the updated manufacturing report with original
documentation as per the latest equipment fabrication progress. The original manufacturing
documentation shall be available for presentation to Owner as and when required.

2.1.6 The manufacturing report shall be endorsed by stamp with date and signature of the
nominated inspector on each page. The endorsed report shall then be submitted to the
Owner. The original and the required number of copies shall be forwarded promptly after the
completion of the equipment conforming to the terms and conditions of the purchase order.
If the order is subjected to inspection by Owner, the release note for the acceptance of the
equipment shall only be issued when the required number of copies of manufacturing report
are presented and signed by Owner.

2.1.7 The manufacturing report shall be furnished in English language only.


NOTE:
1. If the requirement for originals (including certificates) cannot be met, a legible master copy shall be provided, duly marked as
such.

3.0 OUTLINE OF THE MANUFACTURING REPORT

All the manufacturing report shall be prepared in A-4 size paper, A-3 size paper may be used
for attachments as per para 3.3 below. Each page shall have page number and shall be labelled
with equipment name, tag number, purchase order number and project name.

3.1. TITLE PAGE

Title page shall contain as minimum:

i. Manufacturing Report (as title);

ii. Equipment name and tag number(s);

iii. Name of the project/plant/area;

iv. Manufacturer’s Name;

v. Owner’s name;

vi. Owner's purchase order number.

3.2. LIST OF CONTENTS

The list of contents shall contain as minimum:

i. Manufacturer’s name & address;

ii. Owner’s purchase order number;

iii. Equipment tag number and name;

iv. Works order number of manufacturer;

v. Name and address of the inspection authority (if applicable);

vi. Name and signature of the nominated inspector (if applicable).

3.3. ATTACHMENTS

3.3.1. The required attachments e.g. certificates, repair reports, equipment sketches, technical
notes, additional testing records, deviations and concessions etc shall be attached along with
the affected sheets. Each page shall be clearly marked with Owner's purchase order number,
equipment name, tag number, section letter and also page number.

3.3.2. Certificates for a part/component of the vessel (e.g. header, channel, nozzle, flanges etc) shall
show the name of the relevant part/component with its purchase order and item numbers.

3.3.3. If material mill certificates are applicable only to certain parts/components of the vessel, the
applicable items shall be marked with an arrow and numbered. The marked copy of the

original certificate shall be attached. A cross-reference of this certificate number should be


cross-referenced in as-built drawings, alongside appropriate parts/components.

3.4. DEVIATIONS AND CONCESSIONS

Any deviation/concessions shall require Owner written approval for attachment in the report.

1. If any item on the sheet is not relevant or not in the scope, it shall be indicated on the list of contents as: 'Not Applicable' or
'NA'.

4.0 GUIDANCE FOR MAKING MANUFACTURING REPORT

4.1. DETAILED MANUFACTURING REPORT

4.1.1. PETRONAS Standard Form F 12.91.012 for detailed manufacturing report shall be referred to,
which contain the following:

i. List of Content

ii. Section 001/1 - General data of pressure vessel shall be completed.

iii. Section 001/2 - The signed certificate of conformance (design) shall be issued,
reviewed and fully accepted by the Owner prior to initiation of manufacturing
process/activities.

iv. Section 001/3 - The certificate of conformance (construction and testing) shall be
issued for review and acceptance by the Owner/nominee before the equipment
is released for shipment.

v. Section 002 - All deviations and concessions/waivers shall be listed and clearly
illustrated with evidence in the form of email/letter etc with authorized
approvals.

vi. Section 003 - Construction materials for each part/component of equipment shall
be listed. Requirement of alloy verification (if any) shall be indicated. The
requirement of certificates mentioned at 3.3.

vii. Section 004 - All parts/components of equipment subject to stress calculations


shall be furnished with design strength calculations.

viii. Section 005 - Sheet 1 and Sheet 2 shall be completed for every type of welding
method applied on the equipment joints. Sheet 3 and Sheet 4 compiles list of
welders with their personal details and qualifications involved in production
welding of pressure vessel.

ix. Section 006/1 - Inspection methods applied on equipment e.g. Radiography Test
(X-ray, gamma-ray), Ultrasonic Test, Magnetic Particle Test, Liquid Penetrant Test
and Hardness testing shall be indicated. Each method of non-destructive
examination used shall be specified in the purchase order with separate sheet.

x. Section 006/2 - Radiography Test section shall be attached with the in


interpretation of radiographs, signed by Manufacturer’s authorized approval
party.

xi. Section 006/3 and 006/4 - Wall thickness measure for shell and other components
shall be listed in this section.

xii. Section 006/5 (if applicable, no sheet is provided) - This sheet is applicable for
rubber lined pressure vessel. All quality control activities on rubber lining (if

applicable) shall be entered with full detail. Conformity to requirements of PTS


15.20.07 should be checked.

xiii. Section 007 (if applicable, no sheet is provided) - All repair works and heat
treatments applied shall be reported in full detail. Locations of repairs shall be
shown on the equipment as-built drawings. The results of additional NDE shall be
reported.

xiv. Section 008 - An additional sheet for the re-heat treatment shall also be
completed if heat treatment is repeated due to any reason e.g. repair.

xv. Section 009 - Deviations of location of nozzles, manholes, etc. from the original
design shall be indicated with plus or minus values.

xvi. Section 010/1 - Maximum deviation e.g. Out of roundness/straightness/(high-


low) misalignment allowed by Purchase Order shall be indicated and be recorded
separately on Section 010/2. See PTS 12.20.01.

xvii. Section 010/2 - This sheet highlights the maximum deviations allowed by the
Purchase Order.

xviii. Section 011 - Both specified and actual painting/coating system details shall be
recorded. The following shall be verified:

a) Surface preparation complies with referenced code/standard.


b) The conditions of humidity e.g. relative humidity during various layers
applications of paint.
c) Continuity of painting/coating, the method used and results should be
checked.
d) Quality of adhesion/cohesion demonstrated by means of test samples.

xix. Section 012 - Pressure testing may be conducted in the form of hydrostatic test
or pneumatic test. Water shall normally be used as the pressurizing agent for
hydrostatic test. For selection of other types of liquids, additional precautions
may be necessary depending on the nature of the liquid and subjects to Owner
approval. The chloride content of test water in austenitic stainless steel
equipment shall be controlled and within acceptable limit.

xx. Section 013 - A copy of equipment name plate shall be attached at this sheet.

xxi. Section 014 (no sheet provided) - A copy of the final release note to be attached
here.

xxii. Section 015 (no sheet provided) - A copy of certified as-built drawing with
certification and signature from Manufacturer to be attached at this sheet.

xxiii. Section 016 (no sheet provided) - A copy of Manufacturer’s Quality Control plan
accepted by Owner, to be incorporate where applicable.

4.1.2. For glass lining applied on pressure vessel, a separate sheet shall be produced. Full details of
all quality control activities shall be entered. Specific order requirements shall be satisfied. As
minimum the following information should be included:

i. Statement that the Manufacturer shall include complete quality control records,
test reports in accordance with requirements of applicable code/standards,
fabricator’s own quality assurance manual and PTS or Company Standard
requirement.

ii. Inspection and testing record certified by relevant party and Statement of
compliance with the specification e.g. PTS and the certificates are required.

iii. Inspection and testing record to contain as minimum the following:


a)Manufacturer name;
b)Item(s) detail description;
c)Ordering details;
d)Related drawing number(s);
e)Visual inspection result;
f)High voltage spark testing result;
g)Result of Statiflux testing result (if applicable);
h)Glass lining thickness testing result;
i)Sketch with detail position and number repair plugs;
j)Dimensional/tolerances testing result;
k)Hydraulic pressure testing result;
l)Additional compliance testing result and other tests relevant to the glass-
lined pressure vessel;
m) Testing date, name and signature of inspector(s).

4.2. CONCISE MANUFACTURING REPORT

4.2.1. PETRONAS Standard Form F 12.91.013 shall be referred to for Concise Manufacturing Report.
The type of documents required solely depends on the specific duty of equipment.

4.2.2. Design code requirements, design simplicity, service criticality, equipment size/volume and
total cost the minimum content required for the concise manufacturing report and furnished
for Owner’s review.
