1. Countries in developing countries like Ethiopia continue to be saddled with outdated
administrative systems that are no longer responsive to changing needs of their citizens.
Comment on this statement and suggest what needs to be done to improve the situation.
2. Public service organizations are beset with numerous challenges. Identify and explain some
of the challenges and how they can be managed to enable better public management in any
one of the developing countries.
