HL15 Module-1 Radio Optimization Guideline, KPI Overview

The document discusses key performance indicators (KPIs) for LTE radio network optimization. It describes several types of KPIs including accessibility, retainability, mobility, service integrity, utilization, availability, and traffic KPIs. For each type, it lists example KPIs and their associated counters and formulas to calculate percentages. The KPIs provide metrics on network accessibility, quality, usage, and performance.

KPI Overview
Accessibility KPIs:
• Accessibility KPIs characterize the availability of a service, or service element to its users. Accessibility KPIs are used to measure the probability that a user
accesses the network and requests services in the given operating conditions. The service provided by the E-UTRAN is defined as EPS/E-RABs (EPS is
short for evolved packet system, and E-RAB is short for E-UTRAN radio access bearer). Radio Resource Control (RRC) connections and System
Architecture Evolution (SAE) setups are the main procedures whose performance is measured by accessibility KPIs.
Retainability:
• Retainability KPIs indicate the network's capability to retain services requested by a user for a desired duration once the user is connected to the services.
Retainability KPIs are important in evaluating whether the system can maintain a certain level of service quality.
Mobility:
• Mobility KPIs are used to evaluate E-UTRAN mobility performance, which is critical to customer experience. Three categories of mobility KPIs are defined
based on the following handover types: intra-frequency, inter-frequency, and inter-Radio Access Technology (RAT).
Service Integrity KPIs:
• The service integrity KPIs indicate the E-UTRAN impacts on the service quality provided to the end-user. The service integrity KPIs can be calculated for
each cell or radio network. The Service Throughput KPI consists of nine sub-KPIs that are mapped to nine QCIs(0-9). These sub-KPIs indicate the busy-
hour throughput of a service with a specific QCI per user in each cell. The Service Throughput KPI reflects the end-user experience.
Utilization KPIs:
• Utilization KPIs are used to evaluate the capabilities, such as the capability to meet traffic demands, in specific internal conditions. The Resource Block
Utilizing Rate KPI consists of two sub-KPIs: the uplink resource block (RB) utilizing rate and downlink RB utilizing rate. These two sub-KPIs indicate the
busy-hour UL and UL RB utilizing rates in each cell or radio network.
KPI Overview (Contd.)
Availability KPIs:
• The Radio Network Unavailability Rate KPI indicates the percentage of time when cells in a radio network are unavailable. This KPI is used to evaluate the
deterioration of network performance caused by unavailable cells on the radio network during busy hours.
Traffic KPIs:
• Traffic KPIs are used to measure the traffic volume on the LTE Radio Access Network (RAN). Based on traffic types, the traffic KPIs are classified into the
following categories: radio bearers, downlink traffic volume, and uplink traffic volume. The Radio Bearers KPI consists of ten sub-KPIs. One KPI
corresponds to the total of radio bearers and the other nine correspond to nine QCIs. This set of sub-KPIs indicates the average number of radio bearers
in a cell or radio network. The radio bearer for each QCI is based on the number of active RRC connections for each QCI, according to the QCI defined in
the QoS information.

Overview
Overview of Transport Layer
Transport related counters are used to detect transport limitation of bandwidth, possible misconfiguration of network causing throughput limitations &
transport related issues. Figure 1 shows the position of port and layer. Below attached excel has all transport related KPIs and counters. The highlights of
transport related counter are in the following slides.

All transport layer KPIs and counters:

Related Counter Description
Transport Layer Counter Meaning

• Ethernet Port Measurement: The ETHPORT function subset measures the traffic at the data link layer on an Ethernet port, helping users to plan network.
• E1/T1 Port Measurement: The E1T1 function subset helps analyze the transmission quality of the system and ensure the stable and reliable running of the
system.
• PPP Link Measurement (DataLink.PPP): The DataLink.PPP function subset measures the number of packets transmitted on the PPP link of the base station
and evaluates the information about the rates, for example, the number of received packets, the number of transmitted packets, and the rate. It
represents the traffic volume and quality of services carried by the PPP link
• IP Measurement (Network.IP): The Network.IP function subset measures the IP packet traffic, such as the number of successfully transmitted or received
IP packets or the number of bytes in the transmitted or received IP packets.
• IPPath Measurement (Transport.IPPath): The IP Path function subset provides the measurements on an IP path in the base station. It measures the traffic
volumes of services carried by an IP path and the service quality at a smaller granularity, and supports QoS management based on the traffic volumes.
• Resource Group Performance: The object type Resource Group Measurement contains the function subset related to the resource group. It represents
the traffic volume and service processing capability of the resource group on the transmission board in the base station
• IPPM Measurement (Transport.IPPM): The IP PM checks the packet loss, delay, and jitter condition of a link by the local end transmitting forward
monitoring (FM) frames and the peer end responding with backward reporting (BR) frames. The number of FM frames is used to represent the number of
frames transmitted by the local end, whereas that of BR frames is used to represent the number of frames received by the peer end. The local end
calculates the delay, jitter, and packet loss rate along the local-to-peer direction based on the received BR frames
Related Counter Description (Contd.)
• IPv6 Measurement (Network.IPv6): The Network.IPv6 function subset measures the traffic volumes of IPv6 packets, such as the number of successfully
transmitted or received IPv6 packets or the number of bytes in the transmitted or received IPv6 packets. It represents the throughput of IPv6 packets on
the transmission board in the base station
• GTP-U Measurement (Transport.GTPU): The Transport.Gtpu function subset measures the number of packets or the number of bytes in the packets
received or transmitted on the GTP-U link. It represents the data volume on the user plane of the base station. The GTP-U layer uses UDP packets for
transmission.
