PROJECT PROPOSAL

TITLE: LIGHTNING ARRESTER AND SURGE PROTECTION

I. OBJECTIVES

1. To develop and prototype a lightning arrester to be installed at the


hangar of Air Defense Alert Center, CAB, Pampanga.

2. To protect the electrical circuit of a structure by installing a surge


protection device.

II. INTRODUCTION

1. Mission Need Statement:

Because of the highly digital systems incorporated on the FA-50, there is a


need to protect it from any outside electrical interferences that may affect the
integrity of the systems. One such measure is installing lightning rods and surge
protection on the hangar of the FA-50.

2. Significance of the Project:

PAF has acquired additional air assets, the FA-50 aircraft which are being
maintained and kept at Air Defence Alert Center. To protect the said aircraft, this
Center is tasked to fabricate eight units of lightning arresters for installation to the
corners and center of the hangar.

Installing a lightning rod does not necessarily function only as a lightning


receiver. It also reduces the chance of thunder strikes or thunder clouds forming
above its area. The system does this by positive streaming ions upwards due to it

being grounded, thus, negative charges in the immediate area above are neutralized
reducing the chance of thunder strikes.

III. PROJECT DESCRIPTION

Lightning Arrester system consisting four (4) copper rods mounted on a 10 ft.
steel pipe stand for easy conductibility and elevation. It will be placed in the highest
surface of the structure such as roofs.

When lightning strikes one of the poles, arrester dissipates high voltage to the
ground and it will be arrested by surge protector to avoid fire cause by lightning and
damage of aircraft electrical components.

Lightning rods will be secured by clamping on a triple tie wire configuration.


Wire run was planned out considering the optimum length needed by the system.

Testing shall be done by employing a megger insulator resistance tester after


installing the rods in the proposed location.

IV. PLAN OF WORK

The proposed project will be undertaken by AFRDC from research,


development and fabrication of parts. The whole components/parts will be fabricated
and assembled by AFRDC and will then conduct its own test and evaluation. The
work program will be divided into five (4) phases and below are the Scope of Works
namely:

1. Phase I Engineering Research / Design - This involves the design,


analysis, re-design, sanity check and evaluation of the component's system and
design of the lightning arrester.

2. Phase II Procurement of Materials - Procurement of available materials


and utilize the design drawings and engineering data for assembly.

and all other components is done during this phase.

VI. TIMELINE

This project can be realized within four (4) weeks. Factors that will heavily

VII. PROJECT FEASIBILITY

AFRDC has the capability to undertake this project. All materials needed to
fabricate and manufacture lightning arrester device are available and can be
purchased locally.

VIII. JUSTIFICATION

The lightning arrester device is necessary to protect aircraft electrical system,


communications, hangars and building electrical connections. These also enhances
safety measures and maintain regular flying operation in tactical and flying Units.

IX. RECOMMENDATION

AFRDC strongly recommends the immediate fabrication of this project in line


with the Guidance of the Command to strengthen the PAF’s initiated R&D Projects to
prevent aircraft accidents/incident due to lightning and thunderstorms.
