Reason for Proposal:

As per mandate passed at EOGM on 22nd January 2011. To provide better clarity to starting up and progression of expansion LCs and to ensure the criteria remains relevant to the functioning of AIESEC Singapore.

Appendix 11 Harmonised Voting System The following details out the voting procedures to be adopted during elections for MCP and voting of confidence for MC Candidates according to Chapter 5 of the Compendium. Voting Entities: The national plenary shall be classified into entities according to the respective Full LCs notwithstanding that the Member Committee, members of the National Support Team and EBs who are from a Probationary LC shall be classified as an entity hereinafter referred to as National Entity. Voting Eligibility: Only members of a Full LC or of the National entity who have fulfilled the membership criteria stipulated under Appendix 7 shall be eligible to vote. Voting Weight: The voting weight of each entity shall be equal. The calculation shall be as follows:

The mathematical accuracy of the Voting Weight shall be rounded off to the nearest two (2) decimal places and expressed as a percentage. Votes Cast: The votes to be cast on a motion shall be: Votes FOR Votes AGAINST Votes ABSTAIN The votes shall be cast by secret ballot. All voting slips shall be collected, counted and recorded according to their respective entities and type of vote(s) cast. Vote Computation: Within each entity, the numerical quantities of the vote(s) cast shall be expressed as a percentage of the total number of voters in that said entity and thereafter multiplied with the Voting Weight to arrive at the . The total number of voters in an entity shall be the number of voters (inclusive of proxies) present in that said entity which will be taken at roll call. The calculation shall be as follows for each entity:

Motion 1 Proposed Text Appendix 1 Local Committee Status


1. Minimum Criteria for each Local Committee Status The following details the minimum criteria to be met by a Local Committee to qualify under the particular status that it is placed under. In order to proceed to a higher class of Local Committee (if any), the said Local Committee has to meet the criteria of that said class of Local Committee within the time period under observation. Official Expansion Feasibility Study Criteria Definition: The stage where a feasibility study is commissioned to evaluate the possibility of expanding into another educational institution as defined under Chapter 3, Section 3.1 of the Compendium.

2. LC Status Review

(a)

LC Status shall be reviewed for all classes of LCs in the month of August. The results of this said review shall be presented at the AGM in August. However, Official Expansion(s) and Probationary LC(s) may apply during a special review period in December so that they may be promoted to a higher class of Local Committee at the next available Extraordinary General Meeting should they fulfil the requisite criteria. LC Status Review shall be conducted in accordance with the criteria listed in this Appendix. The MC HGS shall be responsible for conducting the LC Status Review, which constitutes: i. Stipulating the required document submissions from the LCs in accordance with the criteria set forth in this Appendix. The use of Finance LC Affiliation Fee criteria shall only be considered in the LC Status Review taking place in the month of August. Any criteria that cannot be documented or tracked for LC Status Review taking place in the month of December shall be duly waived by the MC HGS. Evaluating the LCs on the fulfilment of the criteria Reporting the outcome of the LC Status Review at each of the said general meeting(s) and executing the changes in the status of a Local Committee, where appropriate.

3. Time / Duration Limit for LC at each status (a) Official Expansion A LC can remain as an Official Expansion for a maximum duration of two (2) years. After the 2nd year, if the said Official Expansion does not fulfil the requirements of either a probationary or a full LC, there will be a one-year grace period given to the LC to achieve probationary or full LC status. Failing which, a motion will be raised to disband the LC should it be unable of fulfilling the criteria for a probationary or a full LC. (b) Probationary LC A LC can remain under Probationary status for a maximum of two (2) years. After the aforementioned two (2) year period, the said Probationary LC shall be demoted to an Official Expansion. (c) Full LC A LC remains a Full LC insofar as it fulfils the criteria required of a Full LC. A full LC that fails to maintain its status shall be given a one (1) years grace period to fulfil the criteria of a full LC. Thereafter, should the LC not meet the said criteria, the LC shall be demoted to a Probationary LC.

Time / Duration Limit for LC at each LC status

Prospective/Extension LC A prospective/extension LC has a maximum of 4 years to progress and reach full LC status. (One work year is counted as starting from one AGM to another as per the Chapter 3 Item 3.4 of the Compendium). Beyond which, a motion will be raised to disband the LC An LC can remain as Prospective/extension status for a maximum of 1 year

Probationary LC An LC can remain as Probationary status for a maximum of 2 years

Full LC There is no limit to which an LC can stay as Full LC A Full LC that fails to maintain its status will be give one years grace to recover its performance. If after one year the Full LC status is not met, the LC will be demoted to Probationary LC accordingly

Demoted LC An LC that has been demoted has a maximum of 3 years to progress and reach full LC status. Beyond which, a motion will be raised to disband the LC
