IMPLEMENTATION OF DESIGN GUIDE ON USING STRUCTURAL STEEL TO


BC 1: 2008

On 30 Apr 08, BCA issued a circular on the design guide entitled BC 1: 2008
“Design Guide on Use of Alternative Steel Materials to BS 5950” to facilitate use of a
wider choice of structural steel material.

2 BC 1: 2008 allows design to be carried out using procedures in British


Standards BS5950, with appropriate parameters to account for the mechanical and
physical properties of steel manufactured to a variety of commonly available
standards as shown under “List of certified steel materials” in Appendix A of BC 1:
2008 (referred to as certified steel materials).

3 In order to ensure reliable quality assurance, BC 1: 2008 requires steel to be


from “audited mills” with the necessary Factory Production Control (FPC) certification
and proper mill test certification (MTC). Our stockholders and traders are also
required to provide proper traceability of the steel delivered to the industry. This is
in line with the European Union (EU) Construction Products Directive where FPC
certification is also required for EN steel materials used throughout the EU markets,
and this requirement will be extended to cover certified steel material under other
non-BS standards.

4 BCA will incorporate the BC 1: 2008 design guide into the Approved
Documents with effect on 1 Jan 2009. However, to allow the industry the benefits
of using a wider choice of certified steel materials which are not manufactured to
British Standards, the industry could adopt the design guide immediately if they so
wish to.

5 From 1 Jan 2009, all structural steel (including those manufactured to the
British Standard) should be from “audited mills” with the necessary FPC and MTC
certificates in order for the steel to be classified as Class 1 material in the BC 1:
2008. Where quality assurance of certified steel material could not be ascertained
from the FPC and MTC certifications, the steel can be classified as Class 2 under the
alternative route provided for in Clause 4.4 of BC 1: 2008 where sufficient rigorous
tests should be carried out to verify that the material meets the requirements in
accordance with Appendix B of the design guide.
