INTRODUCTION
The world today has been shocked by the spread of Covid-19 that has claimed thousands
of lives and spread worldwide. The certainty of storming the threshold of 2020 became
dismal when on December 19, 2019, the virus was first detected causing deaths that
occurred in Wuhan province, china. The rapid spread of the virus around the world has
had negative implications for countries that are no exception to Malaysia as well. The
virus is easily transmitted. The World Health Organization (WHO) has declared the
outbreak a pandemic. Various initiatives have been undertaken by the Government to
ensure that not only is the pandemic eradished immediately, but the people's survival can
be continued. The announcement made by the 8th Prime Minister Tan Sri Muhyidin
Yasin on movement controls to curb the spread of the pandemic is urgently needed. The
movement control order involved first a total ban on movement and mass gatherings
throughout the country including religious, sports, social and cultural activities.
Among the services categorised as essential are the Food and Beverages sector
including for animals, healthcare and medical including diet supplementation, veterinary

care and clinics as well as veterinary services, Water, Energy, Security and Safety,
Defence, Emergency, Welfare and Humanitarian Assistance, Solid Waste Management
and Public Cleansing and Sewerage, Transportation by land, water or air, Port services
and undertakings, shipyards and airports, including unloading, laiter transportation,
cargo handling and manufacturing, and storage or distribution of commodities,
Communications including media, telecommunications and internet, postal and courier
and broadcasting (for the purpose of information delivery, news and the like only,
Banking, insurance, takaful and capital markets, Community credit (pawning only), E-
commerce and information technology, Production, distillation, storage, supply and
distribution of fuel and lubricants, hotels and accommodation (only for quarantine,
segregation, occupation of necessary and non-tourism services), Construction,
maintenance and critical repairs, forestry services (limited to enforcement) and wildlife,
logistics limited to the delivery of necessary services. For the manufacturing sector, only
12 essential services are allowed with only 60 percent worker capacity. Among them are
Aerospace (components and maintenance, repair and overhaul - MRO), Food and
beverages, Packaging and printing materials related only to food and health materials,
Goods and personal care, and detergents, Healthcare and medical products including
dietitians, Personal care items, personal protective equipment (PPE) including rubber
gloves and fire safety equipment, Components for medical devices, Electrical and
Electronics (importance of global economic chain), Oil and Gas (Oil and Gas) including
petrochemicals and petrochemical products, machinery and equipment related to health
and food only, Textiles for PPE production only, Production, distillation, storage, supply
and distribution of fuel and lubricants.

Quarters (CLQ). For the Distribution Trade sector, only premises, supermarkets,
hypermarkets with food and beverage sections, basic necessities, pharmacy shops,
personal care, convenience stores, mini mart and restaurants for home takeaways and
delivery, supermarkets, hypermarkets, pharmacy shops, personal care, convenience
stores, mini mart and grocery stores and department stores are open limited to food
section, drinks and basic necessities only, restaurants, stalls as well as food outlets,
laundry (including self-catering), animal care and animal feed shops, glasses and optical

or locations are closed, social and cultural such as gatherings or performances or concerts

entertainment center or funfair or arcade are prohibited and closed. Feasts or celebrations
are also not allowed. Movement within the country is also not allowed except for the
purpose of obtaining basic necessities and access to health. Movement abroad i.e.
Citizens are not allowed but non-citizens are allowed. The influx of foreigners, they are
not allowed in - unless they have diplomatic status, permanent residents, and expatriate
(expatriate) in 'essential' services and must be quarantined 14 days on a case-by-case
basis. Working abroad, Malaysians are prohibited from going to Singapore or Thailand or
Brunei or Indonesia. this essay is written to discuss the pros and cons of allowing a

DISCUSSION ON PROS OF OPENING NON-ESSENTIAL BUSINESSES.
Despite the growing covid-19 infection, economic sectors need to continue to be allowed
to operate with strict and clear standard operating procedures (SOPs), this is because the
impact of movement control orders (MCO) such as job losses, unpaid wages and forced
to take time off is still lingering. If left unchecked, these companies could suffer severe
losses and would close. With the re-operation of companies facing difficulties will be
overcome. For example, the firmness of the CPC in ensuring that employees are not laid
off and paid full wages during the MCO creates anxiety among employers who see it as
unfair. The employer's decision will have implications for all Malaysians, especially in
certain sectors as kindergartens have previously demanded full payment from parents on
the grounds that the Government insists on the payment of full salaries to teachers. If the
Company is allowed to operate, it will provide considerable relief for employers who
have experienced a reduction in income since the MCO came into force.

The tourism sector is among the worst affected in the MCO. So, if this service is
given the opportunity to operate as usual will avoid significant losses to them. This is
because subscribing began canceling their bookings when the MCO was implemented
which prevented cross-district and state control. For the period January to march, 193,000
booking cancellations were made. The estimated loss from tourist spending alone for the
period January to June reached rm45 billion involving over rm30 billion for international
tourism, while domestic tourism recorded rm13 billion. Therefore, if a displaced service
is given permission during this MCO period, it will be able to help and save these travel
agency companies from going bankrupt. Data obtained from hotel associations
recognised by the ministry showed that, between March 18 and July 1, a total of 36 star-
level tourist accommodation premises closed operations
For the public transport sector to operate all the time is highly anticipated because
in the past year, this is becoming the biggest economic crisis for the country's public
transport services. The significant drop in demand was further boosted by the increase in
the cost of new cleaning standards. The confederation of school bus associations
(GPBSM) expects the vast majority of bus operators across the country to be reeling,

should the spread of covid-19 continue and the MCO is implemented over a longer period
of time. As a result, some companies had to struggle to avoid further financial losses.
Some of them are forced to sell assets or lay off their employees and services. Various
initiatives must be undertaken to reduce the community's reliance on private vehicles, as
well as to assist the burding public transport industry. No exception to the tour bus
operators or tourist buses who were affected by the MCO. They used to be 'frontliners'
who helped boost the local tourism industry by bringing visitors, including from abroad,
to the country's attractions, but since last December, their fortunes have begun to change.
The MCO closed its rice cooker industry and faced intense pressure from credit
companies to repay the vehicle loans. So they're doing a good job of operating.
The struggle to improve and revive the economy is important, but we cannot risk lives for
the economy because life is also important. If this non-essential service is open at a
critical time the case will cause anyone to carry the virus and become infected anywhere.
Positive cases and death rates from Covid-19 will increase sharply, as in India, according
to the news portal The Hindu, more than 1,700 people attending the religious ceremony
were infected with Covid-19 and Hundreds of thousands of Hindus reportedly attended
the religious ceremony in the Ganges River, Haridwar. We should be taking lessons from
what's happening in India. Health Minister Khairy Jamaluddin in a post on his personal
Facebook social media today, voiced concerns covid-19 cases could rise sharply if not
seriously contained. Added to this is the emergence of Delta Variants that are more
dangerous and easier to become infected. Therefore non-essential services need to find
another way to operate.

The operation of all sectors including non-essential will have a negative impact on
the country's health service system. The country's health service is expected to be
paralyzed in the near future if all sectors are operational while cases are on the rampage
and COVID-19 cases will become uncontrollable. Therefore, full closure is very
important in efforts to curb the spread of COVID-19 as only with the cooperation and
discipline of the public can save the country's health system. With the capacity of wards
and hospital beds in the Intensive Care Unit (ICU) reaching the maximum level, it is
possible that the national health service system will be paralyzed in the near future if a
full shutdown is not implemented. The public should understand the taskload faced by
health workers including the frontlines who are now getting tired and exhausted after
more than a year of fighting against the pandemic. People's lives at this point are very
important compared to the economy coupled with the emergence of new, more aggressive
variants.
There will be workplace clusters as previously this cluster recorded the highest
number of new case infections. This happens because workers gather in cramped spaces
and too many co-workers at any one time and do not ensure a distance of one meter while
workers speak to each other. In addition, employees return home when they finish work,
they will mix with family members, friends and the community and put the risk of
COVID-19 infection at risk. Therefore if all sectors are opened Employers and employees
need to be aware that adherence to the guidelines is for their benefit in ensuring that the
spread of Covid-19 can be curbed. For me if the factory sector is open to all factories
employers need to provide temporary accommodation to their workers and workers who
are found to be positive but do not experience symptoms are placed in one group and
work in one piece.
Some people take sops lightly and only care about sop compliance when there is
law enforcement only. It is this flexibility that invites a lot of covid-19 cases especially in
workplaces, public places, celebrations and family gatherings. They don't realize that

covid-19 can be in the body even if there are no symptoms, and they are starting to
default and feel safe to shake hands, hug and chat at close range. Hence, all this makes
the risk that the community will be exposed to covid-19 very high. The community no
longer avoids 3s i.e., Avoiding associations in cramped areas, avoiding crowded
situations, and avoiding close chat. In a situation where covid-19 is still worrying, society
needs to reduce social activities that do not comply with sops. This is to reduce the risk of
transmission among families and acquaintances. The increase in reported cases to date is
still due to active case search (ACD). Observations of ACD activity found that frequent
cases of vibrating did not seek treatment immediately. Some of them deliberately did not
seek treatment and reported their cases because they thought they could recover using
traditional treatments. But was eventually taken to hospital when the condition was
critical.
Non-essential services are also a cause of congested traffic. This is because during
the MCO period, roadblocks were established for the purpose of monitoring compliance
with standard operating procedures (SOPs) of the movement control order (MCO)
following the increase in the number of covid-19 infection cases. The director of the
crime prevention and community safety department, Zainal Abidin Kasim, said the
number of roadblocks had been increased to 441 nationwide over the past two days. The
move added to the roadblocks, he said, was aimed at making a more thorough review of
road users who make cross-country and state movements and restrict any unauthorized
movements.
CONCLUSION
In conclusion, the MCO implemented has a great impact on the country in both economic
and social aspects. The insignificant service operating at a time when the case is at the
top has its own good and adverse effects. The increase in cases is not only due to the
government allowing or not allowing these non-essential services to operate but there are
also other factors such as the attitude of a handful of people who are beginning to be

insensitive about the need to comply with the sop for the prevention of covid-19 disease.
If society had awareness and adherence to sops wherever they were, the problem could be
overcome. If the service is opened with a community situation that still lacks awareness
will cause cases to increase and spread uncontrollably. But if this service is opened it can
help the economy of society and the country to recover immediately. Nevertheless, the
people must continue to abide by the government's orders to ensure that the spread of
covid-19 can be overcome the people also need to continue to cultivate new norms so that
the spread of covid-19 can be immediately terminated. The people cannot rely on the
government to help them solve the problems they face in the face of the MCO instead of
finding their own solutions. Nor can they blame the government for taking such a step
because these pollinators are sweeping the world and other countries are suffering the
same fate and doing the same.
