stands firm on the implementation of total dismantling of permanent fishing structures along the Caquiputan Channel in accordance to the No Fishpen Policy law. During the consultation-dialogue of aquaculture stakeholders of Anda and Bolinao last July 6 at El Pescador Resort in Bolinao, the Governor announced that the provincial government will distribute fish nets or tabal as part of the alternative livelihood for farmers who will be affected by the dismantling operation. It will be recalled that Gov. Espino has earlier instructed for the dismantling of permanent fishing structures at the Caquiputan Channel especially those not constructed in the designated areas to give way for a smooth flow of waters and avoid the occurrence of fish kill in the future. Anda Mayor Aldrin Cerdan reported that even before the occurrence of fishkill, his town has started clearing the area which includes demolition of fishpens, resizing, relocation and repositioning so as to clear the waterway from obstruction. For Bolinao, on the other hand, Municipal Aquacultural technician Florante Garcia said that the local government unit doubled their manpower requirement to lessen the clearing operation timetable mandated to them which is 327 days. He further reported that out of 73 units identified for demolition, the dismantling operations team from Bolinao has already removed 65 structures. The remaining eight is yet to be demolished, he said, along with the other unaccounted structures. BFAR Regional Director Nestor Domenden, who supports the no fishpen policy of Governor Espino said that BFAR has been exerting efforts to clear the Caquiputan Channels from illegal structures, but their effort were not enough. Domenden recommended some doable solutions to avoid the occurrence of fishkill in the future like adherence to the zonation plan, adoption of the concept of production programming, formation of organized groups for self regulation process, and provision of navigational lane. As a result of the dialogue, Gov. Espino assured that all affected fisherfolks will be provided with alternative livelihood as he pledged to distribute fishnets or tabal to help appease the plight of affected sector. The Governor also said that by summer the provincial government will help dredge the Caquiputan the same way the Task Force Kalikasan, the dismantling and dredging operations arm of the provincial government, has conducted in the rivers of Binmaley and Bugallon. In the end, the Governor has agreed with the appeal of the stakeholders for gradual phase out of their structures within the period of two years.
