1. Attached herewith is the compilation of Military Doctrine currently used and


applied by Corps of Cadets inside Bulacan State University ROTC Unit.

2. Kindly read and study the materials attached in the document for gaining and
instilling this knowledge in hearts and minds of every cadet officer inside the unit.

3. This handout can be subjected for editing or revision by Corps of Cadets, 304
(BUL) CDC, DMST and any other authorized person for the purpose of updating the
information as necessary.

Commander-in-Chief (CIC)
- Also called as supreme commander, is the person that exercises supreme
command and control over an armed forces or a military branch.

Secretary of National Defense (SND)


- Department of National Defense is the executive department of the Philippine
government responsible for guarding against external and external threats to
peace and security in the country.
Chief of Staff of the AFP (CSAFP)
- Usually the only officer holding a rank of four-star general/admiral, is the head
of the AFP, including all service branches (Army, Navy-Marine Corps, Air
Forces, Coast Guard – in Wartime Attached Service) under its command. He
is also the highest-ranking military officer of the whole AFP.
Commanding General, Philippine Army (CGPA)
- Is the overall commander and senior general of the Philippine Army, the
ground arm of the AFP. It is normally held by a three-star rank of Lieutenant
General. He has operational control and is responsible for overall operations
of the army.
Reserve Command, Philippine Army (RESCOM, PA)
- a major support command of the Philippine Army. It was created for the sole
purpose of reserve force management, organization and government arsenal
procurement.

3rd Regional Community Defense Group (3RCDG)


- Line unit of the Reserve Command, Philippine Army. It was created for the
sole purpose of Reserve Force management, procurement and organization
in the areas encompassing Region III of the Philippines.

Corps Commander
- Directly responsible for the discipline and behavior of the Cadet Corps.
- Perform such duties as the commandant may direct.
Corps Executive Officer
- Assume the duties and responsibilities of the Corps Commander in the
absence of the later.
Corps S1 (Personnel and Administration Officer)
- Assist and advise the Corps Commander on matters affecting persons on
Corps.
- Records all grades in all Cadet record cards.
Corps S2 (Intelligence Officer)
- Assist and advise the Corps Commander on matters affecting intelligence
matters.
- Assist the Corps Commander in imposing the proper decorum and discipline
in the classroom and during the training hours among the members of the
Cadet Corps.
Corps S3 (Operation and Training Officer)
- Plans all activities of the unit to include preparation of weekly training
schedules, classroom and training grounds.
- In coordination with S4 plans and make available training grounds/aids of the
Corps of Cadets.
- Prepare weekly training schedule.
Corps S4 (Logistics Officer)
- Responsible in the procurement of all materials and supplies necessary in any
planned activity of the Corps of Cadets.
- Assist the armored in orderly and systematic issuance of rifle to the cadets
during training day.
Corps S7 (Civil Military Training Officer)
- Responsible for conducting civil military operations
- Assures the active connection between the military and civilian.
Provost Marshall
- Concerned with law enforcement on military property and concerning military
personnel, installation security.

Military Professionalism
Men who adopt the profession of arms submit their own free will to the law of perpetual
constraint. At their own accord, they reject the right to live where they choose, to say what
they think, to dress as they like from the moment, they become soldiers. It needs, but an
order to settle them in this place, to move them to that, to separate them from their families
and dislocate their normal lives. In the world of command, we must rise, march, run, endure
bad weather, go without sleep or food, be isolated in some distant post and work until they
drop. They have ceased to be the masters of their own fate. If they drop on their tracks. If
their ashes are scattered on the four winds, that is all part and parcel of their job.

Military Discipline
Military Discipline s the state of order and obedience existing within the command, it is
characterized by the responsiveness to orders and unhesitating compliance.

Military Courtesy
Military Courtesy is the act of politeness, civility and respect that personnel in military
organization accord to one another.
Military Leadership
Military Leadership is the ability to influence others, directing them towards
accomplishment of a mission.
Military Secrecy
What you see, what you hear, what you feel, what you do, when you leave, leave it
here.
Cadet Honor Code
We, the cadets do not LIE, CHEAT, STEAL, NOR TOLERATE among others those
who do. No one is above or over the code.

Cadet’s Creed
Unity is the beginning, success is the ending, though the order is hard, let patience
be our guard, for our hope is high and our time is high.
Pledge of Loyalty
If you work for a man, in heaven's name, work for him, speak well of him, and stand
by the institution he represents. Remember, an ounce of loyalty, is worth a pound of
cleverness. If you must growl, condemn and eternally find fault, why not? Resign
your position! And where you are in the outside damn to your heart contempt, and as
long as you are part of this institution, do not condemn it. For if you do, the first high
wind that comes along will blow you away. And probably you’ll never know why.

Five Points of Military Discipline


1. Obey first before you complain.
2. The fault of one is the fault of all
3. My buddy is my body.
4. If it is not good for the group, I will not sacrifice myself.
5. I must be stable under pressure.

GENERAL ORDERS

GO Nr 1: To take charge of this post and all government properties in view.


GO Nr 2: To walk my post in military manner keeping always alert and observing
everything that takes place within sight or hearing.
GO Nr 3: To report all violation of orders I am instructed to enforce.
GO Nr 4: To relieve all calls from post more distant from the guard house than
my own.
GO Nr 5: To quit my post when properly relieved.
GO Nr 6: To receive, obey, and pass on the sentinel who relieves me all orders
from the commanding officer, officer of the day, and non-commissioned officer of the
guard only.
GO Nr 7: To talk to no one except in the line of duty.
GO Nr 8: To give the alarm in case of fire and disorder.
GO Nr 9: To call the commander of the guard in any case not covered by the
instructions.

GO Nr 10: To salute all officers, colours, and standard not cased.


GO Nr 11: To be especially watchful at night and during the time for challenging,
to
challenge all person on or near my post and to allow no one to pass
without proper authority.

Two Types of Command:


1. Preparatory Command
2. Command of Execution

Chain of Command:
Applicable in Army and ROTC Units (Descending Order)

ROTC Units – Varies in Size


Unit Formation Consisting of:
- Corps Staff Corps Commander, and Corps S1-S7
- Battalion Bn Staff (Bn Cmdr, S1 – S7)
2-4 Companies or minimum of 80 Elements
- Company Coy Staff (Coy Cmdr, Ex-O, and Guidon Bearer)
2-4 Platoons or minimum of 40 Elements
- Platoon Pltn Staff (Pltn Leader and Pltn Sgt)
2-4 Squads or minimum of 20 Elements
- Squad 9 Elements (Including 1 Squad Leader)

1. Structure in ROTC Formation often depends on instructors and commander’s


instruction.
2. In ROTC Cadet Formation, following basic cadets are separated from line
units
a) Military Police Platoon
b) Medical Platoon
c) Any other specialized units not mentioned.
Army Units – Varies in Size
Unit Formation Consisting of:
- Unified Command Different Major Units between branches of service

- Division (Div) Minimum of Three (3) Brigades


- Brigade (Bde) Minimum of 3 Battalions
- Battalion (Bn) Minimum of 4 Companies
(Typically, HHQSvc, “A”, “B”, “C” Companies
- Company (Coy) Minimum of 3 Platoons
- Platoon (Pltn) Minimum of 4 Squads
- Squad (Sqd) 2 Fireteams or 9 Elements

1. In Army units, there are various formations of troops existing that depends on
specializations, Table of Organization and Equipment (TOE), and other
factors necessary in establishing the unit. Some of formations includes:
a) Sections Size Equivalent of Squads
b) Regiments Military unit usually consisting of few battalions
Sometimes units are specialized (eg. FSRR, LRR)

Legal Basis (For Conducting ROTC inside Universities and State Colleges)
1. National Defense Act of 1935.
- Also known as Commonwealth Act Nr 1
- The Act provides that “during national emergencies, the government has the
right to mobilize its citizens and resources, either public or private as may be
deemed necessary for national defense”.

2. Section 4, Article XVI of the 1987 Constitution


- Provides the legal basis for the existence of the reserve force. It states that
“The Armed Forces of the Philippines shall be composed of a Citizen Armed
Force which shall undergo training and serve, as may be provided by law. It
shall keep a regular force necessary for the security of the State”.

3. Republic Act Nr 7077 (AFP Reservist Act of 1991).


- Provides for the development, administration, organization, training,
maintenance and utilization of the Citizen Armed Force.

4. Republic Act Nr 7898 (AFP Modernization Act of 1995)

a) Section 2(a) of RA 7898 calls for the development of a self-reliant


and credible strategic armed force along the concept of a Citizen Armed
Force, the reconfiguration of the Armed Forces of the Philippine structure; and
the professionalization of the AFP.

b.) Section 4(d) (3) provides as human resources development


objective of the AFP Modernization Program the development of a “compact,
effective, efficient, and responsive citizen-based force.

5. Republic Act Nr 9163.


- The Act provides for the National Service Training Program (NSTP) for tertiary
level students, amending certain provisions of Republic Act No 7077 and
Presidential Decree No 1706.

precious destination BULACAN STATE UNIVERSITY ROTC UNIT. Now I came here
as a plebe, a chicken of a first-class men, a good doctor of a second-class men and
a good friend of a third-class men.

BATTALION/CORPS STAFF
DUTIES AND RESPONSIBILITIES

CORPS COMMANDER
1. Responsible for all battalion activities
2. Supervises, provides guidance and direction for the Battalion Staff Officers in
ensuring all activities and training are planned, coordinated and executed
efficiently
3. Builds an effective chain of command and develops a positive command
climate
4. Continually looks for ways to improve the BN
5. Ensures Cadet compliance with policies and procedures of the program
6. Creates suspense dates to accomplish Battalion missions and enforce
standards
7. Serves as a link between all Cadets and the Professor of Military Science
8. Provides guidance and feedback to event staffs and serves as a liaison
between Cadets and cadre as required

CORPS EXECUTIVE OFFICER


1. Second in command; assumes command and commander responsibilities in
the Cadet Battalion Commander’s absence
2. Serves as the Chief of Staff

3. Responsible to ensure all staff sections are prepared for battalion meetings
4. Ensures staff suspense dates are met and remains knowledgeable of the
current status of staff actions
5. Supervises and coordinates the efforts of the battalion staff in planning,
coordination, and execution of Battalion events
6. Serves as the leader of event staffs to plan and conduct battalion training
7. Free the commander from routine details and passes pertinent data,
information and insight from the staff to the commander and from the
commander to the staff
8. Serves as a link between all Cadets and the Cadre Battalion Executive Officer
9. Ensures AARs occur and are recorded

Additional: Supervises the staff as necessary

CORPS S1/ADJUTANT (PERSONNEL OFFICER)


1. The Battalion Adjutant is the primary staff officer responsible for all matters
pertaining to personnel and administration
2. Provides the commander with information and recommendations pertaining to
personnel and administrative manner.
3. Reports primarily to the Executive Officer
4. Responsible for tracking attendance at BN events and reporting attendance to
staff
5. Responsible for administrative duties of BN such manifests and transportation
rosters, etc.
6. Receives operational control of any special project committees as directed by
the commander

CORPS S2 (INTELLIGENCE OFFICER)


1. Supervises battalion physical security
2. Provides terrain analysis, light and weather data, and updates on events that
could impact training
3. Serves on event staff for planning and conducting battalion training events
4. Prepares weekly brief on news and current events

CORPS S3 (TRAINING OFFICER)


1. Principal staff officer responsible for all matters concerning training,
operations and plans
2. Works in conjunction with the XO for the BN CDR

3. Responsible for leading the training portion of staff meetings


4. Plans BN events
5. Develops quality, feasible plans for the BN to execute
6. Has tasking authority
7. Assist the XO with AARs

CORPS S4 (LOGISTICS OFFICER)


1. Battalion S4 is the primary staff officer responsible for all matters pertaining to
cadet supply and logistical activities.
2. Reports primarily to /XO (works during supply hours)
3. Coordinates for, receives, distributes and controls supplies and equipment for
training
4. Conducts inventories and maintains a continuous working knowledge of on
hand supplies and equipment within the battalion
5. Provides the commander with information and recommendations pertaining to
supply matters

CORPS S7/PAO (PUBLIC AFFAIRS OFFICER)


1. Reports primarily to the XO
2. Updates website (Facebook/Twitter/Instagram) weekly with current photos
and information
3. Serves as the photographer for BN events; ensures cadets have access to
the pictures
4. Advertises the accomplishments of the BN
5. Coordinates with the cadre S4 for necessary equipment.

COMPANY COMMANDER
- The Company Commander supervises, organizes and controls the activities
of all cadets assigned to the company. He or she plans and coordinates all
training for the company and is responsible for the welfare of all assigned
cadets.

COMPANY EXECUTIVE OFFICER


- The Company Executive Officer is the second in charge of the Company. The
XO fills in during the Company Commander's absence and assists the
Company Commander in any way necessary or as directed.

COMPANY FIRST SERGEANT/GUIDON BEARER


- The Company First Sergeant is a cadet who is responsible for holding
company formations and assisting the company commander in the
administration process of the company.
PLATOON LEADER
- The platoon leader is assigned to assist in conducting and supervising
leadership and field training within the platoon.
PLATOON SERGEANT
- The Platoon Sergeants are cadets who are responsible for supervising,
organizing, coordinating and controlling the activities of all cadets assigned to
their platoon.
SQUAD LEADER
- The Squad Leaders are cadets who are responsible for supervising,
organizing, coordinating and controlling the activities of all cadets assigned to
their squad.
