2. SCOPE

This specification describes the general requirements of the radio and


associated equipment to be employed on British Rail Repeater Based
Band III Radio Electronic Token Block Systems.

2.1 The specification details the operating principles, the equipment


requirements and quantities for the scheme, and such other
information so as to enable the manufacturer to supply equipment
which will satisfactorily fulfil the operational requirements of the
Radio Electronic Token Block System.

2.2 This Specification defines which parts of the equipment are to be


supplied by the Manufacturer and which are to be provided by BR. It
defines the information to be provided between BR and the
Manufacturer.

2.3 This Specification defines how the equipment is to be divided up


into modules, how they are to be connected and the interfacing
between them.

2.4 This Specification defines which parameters have been given definite
values and which ones are to be defined by Agreement between BR and
the Manufacturer.

2.5 This Specification lays down the procedures to be carried out during
fulfilment of the Contract and the Testing for Type Approval and
Inspection.

3. GENERAL SYSTEM DESCRIPTION

In order for a railway train or engineers' rail mounted equipment to


proceed safely along a section of track without the risk of collision,
various 'signalling' methods are employed. One of them being the 'Single
Line Key Token' system, where possession of the only Token for a section of
track enables the holder sole access to that track.

This requires 'token instruments' at each end of the section and links
between them in order to form an 'interlock' which prevents false issuing
of tokens.

A modern development of this principle is Radio Electronic Token Block


(RETB).

An RETB scheme has a Solid State Interlocking (SSI), which is processor


based, centrally located in a Signalbox and operated by a signalman. This
controls the issue of tokens, in the form of secure data telegrams, to
trains via a chain of fixed radio stations, these being linked to each
other by cross-channel repeaters. The link between the Signalman/SSI and
fixed stations will be by either:-

(i) A fixed mobile located at the Signalbox, or


(ii) A 4 wire landline to one of the fixed stations, or
(iii) A 4 wire landline to a remote mobile and
(iv) Dial-up landline to a fixed mobile linking into the chain of
fixed stations.

The system shall carry not only R.E.T.B. data telegrams but also speech
between all users, (i.e., Signalman to/from mobile, mobile to mobile) and
data for other purpoes , e.g., Fringe Signalboxes, Level Crossings, point
control, fixed station testing and alarms.

The mobiles (to B.R. Specification 1609) will be mounted in various types
of locomotive, multiple unit, rail and road engineers' vehicles.

The mobile will be coupled to an RETB Token Cab Display Unit (CDU).

4. System Operation and Facilities

4.1 This section describes how calls will be progressed through the
fixed system the layout of which is shown in Drawing T4524. Details
of control telegrams are given in BR Specification 1609. It should
be noted that all calls will operate in the simplex mode.

4.2 Channel Selection

The mobile user will select the appropriate B.R. channel number
(between 100-199) which will cause RQR telegrams to be sent to the
relevant fixed station. On receipt of the RQR telegram the fixed
station shall check the incoming SYS No. and if valid respond with
the ACK telegram, this will open the mobile loudspeaker and enable
the transmission of speech and data.

The mobile user will then be able to hear all the traffic on the
system.

This facility is available on all fixed stations.

4.3 Mobile to Signalman Call Sequence for Speech

When the mobile user keys his microphone a 'PTT'* telegram will be
sent to the fixed station network. Upon successful receipt of the
'PTT' telegram, the fixed station concerned will go into talkthrough
and a 'refresher timer' will start. At the same time a 'Super Audio
Tone (SAT)' burst, in the range 3.5kHz to 3.9kHz will be generated
at the fixed station.

This transmission from the fixed station will be received at


adjacent repeater stations. The repeater stations will detect this
SAT and on doing so, shall immediately key the co-sited transmitter
which again will broadcast an SAT burst.

The SAT will be filtered off and regenerated in each repeater.

The next fixed station will detect the Super Audio Tone and repeat
the sequence by going into talkthrough and sending an SAT burst.

This sequence of operation will be repeated throughout the chain.


Thus the whole scheme will be transmitting the audio from the
mobile.

The signal then reaches the local fixed station which works to the
Signalman's mobile, or to a fixed station or fixed mobile connected
by landline to the Signalman's panel.

*A PTT telegram is a MPT1327 Call Maintenance 000 telegram.

In the case of a landline connected fixed station, or mobile, the


opening of the squelch will cause a continuous out of speech band
tone (i.e. within the range 2.7kHz - 3.0kHz) to indicate this
condition at the Signal box. As long as the first fixed station
(i.e. that keyed by the PTT telegram) squelch is open it will remain

in talkthrough generating bursts of Super Audio Tone at intervals

governed by the refresher timer. Following repeaters and fixed
stations will regenerate their SAT on detection of the incoming
SAT. Failure to receive the SAT in the expected time will cause the
transmitter to be dekeyed.

On drop out of the squelch in the first fixed station the


transmitter will stay keyed for a specified time, to allow for
mobile flutter. Subsequent repeaters and fixed stations will dekey
immediately their squelch closes; and will not rekey until the next
burst of SAT is received.

4.4 Signalman to Mobile Call Sequence for Speech

The Signalman can call any train on the system directly by speech.

The calls will be made by one of the following methods:-

4.4.1 Via a fixed mobile at the Signal Box into


the fixed station chain. This fixed mobile
will send an PTT telegram and access its
appropriate fixed station, as described for
the mobile previously (see part 4.3).

4.4.2 If the signal box is remote to the area it


controls then a 4 wire landline to a fixed
station or mobile will be used. Keying of
the fixed station or mobile will be by an
out of band (within the range 2.7kHz -
3.0kHz) tone. In some circumstances the
fixed station may be adjacent to the signal
box, however the same landline facilities
shall apply, for spares compatability
reasons, d.c. control shall not be
permitted.

4.5 In the event of the Signalman's mobile or 4 wire circuit to the


fixed station failing, alternative access will be gained by the use
of B.T. (or B.R. E.T.D.) dial up circuits (2 wire). These will
connect to a fixed mobile radio, which will use an PTT message to
access the appropriate fixed station when keyed. Both squelch and
keying signals will be conveyed over the 2 wire circuit using out
of speech band tones (within the range 2.7kHz - 3.0kHz). This
mobile will operate in simplex.

4.6 Mobile to Mobile Speech

4.6.1 Å This will operate in exactly the same way


as the Mobile-to Signalman circuit.

Æ 4.6.2 The complete radio system is in talkthrough and therefore all


calls will be heard by all units.

4.7 Exchange of Tokens

Exchange of tokens is commenced by verbal messages, followed by actual


exchange of data telegrams.

Data messages are 1200 Bits per Second F.F.S.K., in accordance with
MPT 1317.

The initial data message is sent from the Solid State Interlocking
(SSI). It requires a squelch signal (from the Signalman's radio
interface) to ensure the system is free, then initiates a key
instruction to the radio interface. This key instruction will cause
an PTT telegram (if radio fitted) or key signal to line (if a 4 wire
connection) to be sent, after which the transmit clock (TX CLK) will
be sent to the SSI interface. The SSI will now output data to all
mobiles. On receipt of this telegram the appropriate mobile will
respond with a data handshake and following the handshake the SSI will
transmit the token.

The timing diagrams are given in Appendix A & B. The SSI interface is
to drawing No. ELS-A1-3311 issue D dated 15/8/84.

The recovery of the token from the train consists of a data handshake
only, again originated by the SSI.

If no response is received from the train the SSI will make 5 attempts
to transmit a token.

4.8 Fringe Signal Boxes, Level Crossing Monitoring, Point Control, etc.
(Ancillary data, see part 5.4.2.).

4.8.1 Data exchange for control of fringe signalling information,


monitoring of level crossing alarms and point control is not
necessarily preceded by speech, the first message may be
initiated by either end. Data is 600 bits per second (FSK)
with tone frequencies of 1060Hz and 1260Hz.

4.8.2 The radio interface is at audio with squelch and key conditions
on separate lines.

5.2. Timing

All timings quoted shall be to an accuracy of+5%. The limits


indicated below are to be techmician adjustable in the field.

5.2.1. Refresher Timer

All fixed stations shall be fitted with this timer.

When an PTT telegram is decoded by the receiver, the Refresher


Timer is reset, and a burst of SAT is transmitted by the fixed
station. The Refresher Timer shall be set at 5 seconds, but
capable of variation between 2 and 10 seconds, and will key the
SAT generator at 5 seconds intervals until the receiver squelch
is closed (see part 5.2.3.).

5.2.2. SAT Timer

The Super Audio Tone Burst Timer shall be fitted to all fixed
stations and repeaters. The SAT timer shall be set to give
100ms Bursts of SAT (see part 5.7) but shall be capable of
variation between 30ms & 300ms.

The SAT shall be detected within a minimum of 20ms and a


maximum of 30ms at all fixed stations and repeaters.

5.2.3 Anti-Flutter Timer

Should the Mobile which sent the PTT telegram drop out due to
signal flutter, the fixed station that acknowledged it shall
be capable of holding it's transmitter key line up for 20ms, the

receiver squelch shutting as normal, to prevent rebroadcast of
white noise. The timer is to be variable between 5ms and
50ms. This timer shall not delay the rise time of the
transmitter. Non receipt of an PTT telegram will inhibit the
Anti-Flutter Timer.

5.2.4 Self Test Timer

A Self Test Timer shall be included in the Signal Box Control


Equipment which will initiate individual testing of all fixed
stations. This sequence shall happen every 60 minutes, if the
system is free, or at first available free period thereafter.
The timer shall be variable between 15 to 150 minutes.

5.2.5 All 5 types of fixed equipment detailed in 5.3.1 shall adhere


to the following timing specifications:-

Receiver Squelch opening 10ms maximum.


Transmitter rise time of 10ms maximum
Receiver Squelch close time of 10ms maximum
Transmitter fall time of 10ms maximum (after removal of key
condition).

5.2.6. Repeater Turn Round Time

The time taken for a repeater to reverse its direction of


working shall not exceed 70ms. i.e., the time for the receiver
squelch to close, the transmitter to dekey, the second receiver
squelch to open and its associated transmitter to key.

5.2.7. Aerial Change Over Relays

These where fitted shall operate within 10ms.

5.3 Fixed Radio Equipment

5.3.1 The fixed radio network will be made up of radio equipment


having the following facilities:-

transmitter and inhibit keying of its own transmitter. To
be fitted with aerial changeover relays, One aerial socket
on each fixed station. 25W R.F. outputs.

5.3.2 On fixed stations type 1 & 2, only the fixed station receiving
the PTT telegram from the mobile will enable its Refresher
Timer. All other fixed stations will detect and regenerate the
SAT. The same fixed station will output a burst of SAT as
previously described and shall enable its own Anti-Flutter
Timer.

Absence of an PTT telegram on an incoming signal will inhibit


the Refresher and Anti-Flutter Timers.

5.3.3 Each fixed station shall be fitted with channel selection


switches to select the 255 channels defined in Appendix C.

5.3.4 Fixed station equipment must operate in an environment as


specified in British Rail Specification No. 967 Category D,
unless a relaxation to Category B is given in the Schedule.

5.3.5 The equipment shall incorporate a float charged battery unit as


detailed in 5.3.13 and be capable of operation from one of the
power supplies as specified in Part 5.10 and detailed in the
Schedule.

5.3.6 The equipment shall operate in the VHF Band III and conform
to Department of Trade and Industry Specification MPT 1323.

5.3.7 Solid state circuitry techniques shall be used throughout, with


the exception of certain switching functions, which may be
relay controlled.

5.3.8. All fixed stations shall be of one type, including line


terminating units, and be identical in operation so that they

may be readily interchanged for maintenance purposes.
DC control will not be permitted.

5.3.9 Transmitters

5.3.9.1 The long term frequency drift of the transmitter shall not
exceed two parts in 10 6 per year.

5.3.9.2 The RF power output to the aerial feeder shall be not less
than 25 watts.

5.3.9.3 The transmitter output to the aerial shall be 50 ohms


unbalanced via an 'N' type female socket.

5.3.9.4 A Reflectometer shall be incorporated as standard test


equipment with the transmitter. Where a duplexer is
fitted the reflectometer shall be connected in the feed
to the aerial not the transmitter connection to the
duplexer.

5.3.9.5 The transmitter shall be capable of withstanding an open


or short circuit on the RF output continuously.

5.3.9.6 The transmitter shall be capable of continuous operation.

5.3.10 Receiver

5.3.10.1 The long term ageing rate of the first local oscillator
crystal shall be not less than 2 parts in 10 6 per year.

5.3.10.2 Sensitivity shall be at least 12 dB SINAD for 0.3µV p.d.


input.

5.3.10.3 The aerial input shall be 50 ohms unabalanced via an 'N'


type female socket.

5.3.10.4 A method of muting the receiver output in the absence of a


carrier input (squelch) shall be provided. The muting
threshold shall be adjustable with the control contained
internally within the receiver. It shall not be possible
to adjust the muting to be less sensitive than 3µV (p.d.).

5.3.10.5 A local loudspeaker, with adjustable volume control, shall


be provided to monitor the audio output of the receiver.

5.3.11 Duplex Filters

5.3.11.1 A duplex filter will be required at fixed stations unless


otherwise specified. (See schedule).

5.3.11.2 The duplex filter should normally be contained within the


fixed station equipment housing.

5.3.11.3 The duplex filter shall comply with the following:-

5.3.11.4 Tuning Range:195-207Mhz.

5.3.11.5 Continuous Power Rating: 25W

5.3.11.5 Impedance: 50 ohms.

5.3.11.6 Minimum isolation between the transmitter and receiver


ports shall be 55dB at 5MHz spacing or greater.

5.3.11.7 Maximum Insertion Loss in the Transmitter & Receiver Path:


1.0dB.

5.3.11.8 Connectors: The aerial connector shall be N type female


socket.

5.4.11. Line Termination Unit

5.3.12.1 The line terminating unit shall be the interface between


the 4-wire control line or microwave link and the fixed
station.

5.3.12.2 This unit may be integrated with the fixed station


equipment.

5.3.12.3 The unit shall be designed to accept signals from line


between the levels of OdBm and -25dBm measured at 800 Hz
and provision shall be made for the adjustment of the
input signal from line to the correct level for the
equipment. Output to line shall be adjustable between the
levels OdBm and -25dBm measured at 800 Hz.

5.3.12.4 The input and output impedances of the unit to line shall
be 600 ohms balanced.

5.3.12.5 The 4-wire terminating unit shall provide audio paths in


the frequency band 300Hz to 2.5kHz for speech. The band
2.6 to 3.0 kHz is available for signalling functions (see
Part 6).

5.3.12.6 The landline terminations shall include protection to BS


6301.

5.3.12.7 The landline termination shall be approved by the PTO for


connection and must conform to BS 6305.

5.3.13 Engineers' Facilities

The Maintenance Engineer must be able to:-

5.3.13.1 Speak via the link with the fixed station disconnected.

5.3.13.2 Speak via the fixed station, with the link disconnected.

5.3.13.3 Monitor the fixed station and link simultaneously, without


affecting any signal levels

5.3.13.4 Override the muting control.

5.3.13.5 Select continuous transmit.

5.3.13.6 Select continuous transmit with SAT.

The following test facilities shall be provided:-

5.3.13.9 Readily accessible socket for Engineer's handset,


(alternatively the handset may be included with the fixed
station).

5.3.13.10 Engineer's handset complete with press-to-talk switch and


extendable cord.

5.3.13.10 Readily accessible test points for the measurement of


incoming and outgoing audio levels and for the rf
alignment of the equipment.

5.3.13.11 A keypad to enable calls to be made via the control


equipment.

5.3.13.11 Additional keys to generate alarm messages to test the


fault reporting system.

5.3.14 Float Charged Battery Unit

Each fixed station will operate from a float charged 12 V or 24 V


nominal supply, all units being of the same voltage for
interchangability, provided as part of the fixed station equipment.
The ripple voltage caused by the charger shall not amplitude, or angle
modulate the transmitter by more than 1%.

The following will be provided as part of the float charged battery


unit:-

5.3.14.1 Sealed lead acid batteries having sufficient capacity to


maintain normal operation of the fixed station for 8
hours, upon mains failure.

5.3.14.2 A charger unit rated such as to fully charge the batteries


from a fully discharged state in 16 hours, and maintain
the fixed station in a fully operational state whilst
undertaking this duty.

The charger shall incorporate the following features:-

5.3.14.3 Mains failure alarm.

5.3.14.4 Charger failure alarm.

5.3.14.5 High voltage disconnection if exceeding the voltage at


which the battery will commence gassing.

5.3.14.6 Temperature/Output voltage compensation over the range


-10 o C to +40 o C to suit the battery.

5.3.14.7 Disconnection of the battery from the load if the voltage

falls below that at which damage will occur.

5.3.14.8 The maximum ripple applied to the battery during charging


will be 100 mV per cell.

5.3.14.9 All line terminals shall be shrouded in accordance with


health and safety requirements.

5.3.14.10 Plug and socket connections shall be provided for inputs


and outputs to a design approved by the Engineer.

5.3.13 Data messages shall be generated by each item of fixed radio


equipment to indicate:-

5.3.15.1 Mains failure.

5.3.15.2 Charger failure.

5.4 Interfaces

This section details the various interfaces required at the Signalbox and
at remote locations which have auxilary data facilities.

5.4.1 Solid State Interlocking Interface


The Signalman's radio facility shall interfact to the SSI. BR
will supply as part of the SSI balanced inputs and outputs to
Drawings ELS-A4-3310 and ELS -A1-3311. The radio contractor
shall provide suitable circuits to accept and supply signals to
these inputs and outputs and the associated cabling. The
maximum seperation between the SSI and the radio facility will
be 50 metres.

5.4.2 Auxilary Data Interface


The signalmans radio facility will interface to a specified
number of auxilary data units. At remote locations an
identical interface will be required to work to fringe
Signalboxes, Level Crossing Monitoring Units and Point
controls. Details of the type of input and output connections
required are given in Appendix C. The radio contractor shall
provide suitable circuits to accept and supply signals to
these inputs and outputs and the associated cabling. The
maximum separation between the auxilary data unit and

5.4.3.1. The Signalman's radio facility shall interface to a BR ETD
or BT STD telephone instrument. To achieve this a
standard LJU conforming to BS6312 shall be provided.

5.4.3.2 The Signalman's radio facility shall interface to one or


more (as specified in the schedule) BR ETD or BT STD
telephone lines. To achieve this standard Jacks shall be
provided.

5.4.3.3 A two position key switch shall be provided to allow each


telephone line to be connected to the instrument or the
radio facility. When connected to the instrument full
telephone facilities will be available. When connected to
the radio facility all data and audio sent to and received
from the radio system will similarly be sent to and
received from the telephone circuit. If the circuit is
specified as a dial up circuit for remote control of the
radio system control tones as specified in 5.7.2.2 will be
sent to or received on this line.

5.5 Signalmans Radio Panel

The Signalmans radio panel shall be desk mounted and have the
following operator controls, facilities and indications:-

5.5.1 An integral loudspeaker with volume control to allow monitoring


of the radio system, this shall be switched, not continously
variable. When the handset is in use (See part 5.5.2) muting of
the loudspeaker shall be optionally available.

5.5.2 A microphone with press to talk switch connected through an


extensible cord and locking plug and socket. The socket will
allow a handset with microphone and earpiece to be connected if
required.

5.5.3. Telephone connect key for the dial up circuits, if specified in


the schedule, with 3 positions:-
In position 1 incoming telephone calls will be indicated
by an audible alert
In position 2 Incoming telephone calls can be answered by
the signalman and outgoing calls can be made, using the
seperate telephone instrument.
In position 3 the circuit will be connected in parallel
with the normal radio input/output.

5.5.4. Radio System Test key to initiate self test of radio network
and associated alarm indicator (See part 5.6)

5.5.5 Radio interface transmit indicator

5.7.1 Data

contain any blocks of ASCII characters. This is not to be
filtered at the Signalman's panel. To be broadcast at 70%
peak deviation ( + 1.75kHz) for both tones.

5.7.1.2 Auxilary data:- 600 bit/s FSK. Tone frequencies 1070 and
1270Hz.This may contain any blocks of ASCII characters.
This is to be filtered at the Signalman's panel to 20dB
below speech. To be broadcast at 60% peak deviation ( +
1.50kHz) for both tones.

5.7.1.3. Radio System test and control data:-1200 bit/s FFSK to MPT
1327. This will contain blocks of data as defined in BR
specification 1609. This need not be filtered at the
Signalman's panel. To be broadcast at 70% peak deviation
( + 1.75kHz) for both tones.

5.7.2 Control Tones

5.7.2.1 Super audible tone (SAT):- This will be either 3825Hz or


3550Hz. To be filtered at the Signalman's panel to 20dB
below speech. To be broadcast at 40% peak deviation.

5.7.2.2
Landline control tones:- These tones are to be above the
audio band (i.e. lie in the band 2.7kHz - 3.0kHz). They
must be filtered at all line connected radio equipment to
reduce the level to 50dB below speech.(see also section 6)
5.8 Speech on the Radio system

Speech on the radio system will be at a mean deviation


level of 60%, peaking to +2.5kHz. (100%)

5.9 Distortion and Group Delay

5.9.1 The maximum allowable distortion through a fixed station


or repeater shall not exceed 5% measured at 1500Hz and 70%
peak deviation. The maximum allowable distortion through a
chain of 5 fixed stations and 4 repeaters to and from the
Signalbox interface shall be 10%. The maximum group delay
between 700 and 2300Hz through the above chain shall be
700µs including the landline.

5.9.2 The tenderer shall demonstrate that, with 20dB of quieting


on all receivers in the chain, data at rates refered to in
section 5.7.1.1, 5.7.1.2 and 5.7.1.3. shall be transferred
through the system with a bit error rate not exceeding 1
in 10 3 .

5.10 Power Supplies

The power unit for the control equipment shall be duplicated and
5 capable of operation from the power supply(s) specified in the
. Schedule. These will comprise one or more of the supplies specified
1 in Parts 5.10.3 to 5.10.5.

5.11.3 The cubicle shall be ventilated, lockable and mounted on a plinth


containing one 13 amp mains outlet front and rear, from a seperate
fused feed.

5.11.4 The following colour finishes may be required:-

5.11.4.1 Light Straw to BS 381 Shade No. 384.

5.11.4.2 Dove Grey doors B.I.P. Colour 8031 and Marine Blue
Housings B.I.P. Colour 8022.

5.11.4.3 Any other colour scheme standard to the manufacturer with


the Engineer's approval.

5.11.5 Control cable termination shall be by means of screw terminals and


shall be easily accessible for maintenance purposes.

PART 6

CONTROL LINKS

6.1 General

6.1.1 To enable the control unit to remotely control a fixed station a


control link (other than 1.5 GHz links) shall be provided by British
Rail between the control equipment and fixed station.

6.1.2 The linking circuit will be presented as a 4-wire termination at


both the control equipment and fixed station.

6.1.3 The circuit may comprise any combination of PCM and FDM transmission
systems, 1.5GHz links, loaded and unloaded telephone cable pairs and
circuits rented from P.T.O.s.

6.1.4 The anticipated composition of the circuits is listed in the


Schedule.

6.1.5 The tenderer shall state whether his equipment is capable of


satisfactory operation over the specified circuits.

6.1.6 It should be noted that the circuit will not, in general, include a
DC path.

6.1.7 The radio equipment may be used within electrified or non


electrified areas.

Significant transverse voltages of up to 1mV will appear when the


cable pair becomes unbalanced either directly or via associated
apparatus.

Refer to parts 10-13 for additional protection requirements.

6.1.8 The system shall be suitable and approved for connection to private
line circuits operated by PTOs i.e. British Telecomm,
Mercury Communications and Hull Corporation telephone dept,.for
connection to BT private line circuits.

6.2 Non Radio Links

The control link will generally conform with the parameters laid down in BS
6305. The nominal insertion loss for the 4-wire circuit end to end will be
6 dB. The input to the 4-wire circuit must not be greater than -15 dBm
unless specified in the Schedule, however the equipment must be designed to
allow levels up to OdBm.

6.3 1.5 GHz Radio Links

1.5 GHz links may be required as part of the radio system. Their locations
are specified in the Schedule.

6.3.1 These links shall:-

6.3.1.1 Conform to D.T.I. Specification No. MPT 1401.

RELIABILITY

7.1 Philosophy
Under RETB operation the movement of trains is entirely dependent on the
radio network whilst communication to staff working at the lineside will
be increasingly achieved by radio.

It thus follows, that many railway functions will be dependent on the


radio system for their safe and efficient operation.

The maximum requirements for the reliability of the RETB network have been
derived so as to achieve a reliability consistent with the maximum
permissible interruption to the service.

7.2 Reliability Categories

The three classes of failure condition are defined as follows:-

7.2.1 Class A

Failure of equipment leading to total blackout or widespread loss


of facilities sufficient to render the radio control area
inoperative i.e. any equipment which can result in a total failure
of the signalbox control equipment.

The mean time between Class A failures must not be less than 10,000
hours.

7.2.2 Class B

Loss or partial facilities defined as:-

(a) Failure of a transmitter, receiver, line terminating unit,


or power supply forming a fixed station.

(b) Failure of one microwave link circuit.

(c) Failure of equipment at the control unit which results in


non-operation of one fixed station or one telephone
circuit.

The mean time between failure in each of the above units must not
be less than 50,000 hours.

7.2.3 Class C

Failure of single pieces of equipment defined as:-

(a) Fixed Mobile Radio.

7.2.3 (Cont'd.)
Single pieces of equipment as defined in Class C are required to
have a mean time between failure in excess of 10,000 hours.

7.2.4 Lamp and other indication failures shall not constitute any class
of failure. However, lamps shall be rated for at least
10,000 hours operation.

7.2.5 Where a duplicate system has been provided to give the overall
reliability specified in 7.2.1 and 7.2.2, the MTBF of each part of
the duplicate system shall be at least 25% of the overall MBTF.

7.3 Reliability Information to be Supplied with the Tender

7.3.1 The system configuration, particularly with regard to the control


unit, shall be indicated on diagram showing the various
individual items, how these are to be connected together and the
routing of the various audio paths through the system. A typical
system configuration drawing is not acceptable.

On the drawing an indication of the number of boards or modules


associated with each major unit is required.

7.3.2 Reliability figures must be provided for each individual unit and
facility in the form of predicted failure rates.

7.3.3 Any reliability figures quoted should be based on authenticated and


fully documented experience gathered from fully commissioned
equipment of a similar nature as described in BS 4200.

All figures must be accompanied by detailed information including


component failure rates, explaining the basis on which the
calculations have been made.

7.3.4 The Control Unit, Fixed Stations, Mobiles and microwave Link
equipments must be designed to give a service life of 15 years.
Any components which will become 'life expired' within these
periods, should have an anticipated 'useful life' figure quoted in
the tender.

7.3.5 Component rating, wiring, soldering and inspection standards are to


be generally in accordance with the BS 9000 range of specifications
where applicable.

PART 8

MAINTENANCE

8.1 Philosophy

It is intended that the BRB shall ultimately provide its own organisation
for the routine maintenance, minor system modifications, fault location
and workshop repair of all radio equipment.

8.1.1 The equipment will be maintained at two levels:-

8.1.1.1 Telecommunication Technician; who will be available at short


notice having had a basic training on the radio system.
They will be capable of faulting to a "GO, NO-GO" function,
and rectifying certain faults by piece part changing.

8.1.1.2 Centralised Radio Repair Depots. Specialists will be


available at these Depots to carry out all field radio
repairs on a 'repair and return' basis, and to provide
specialised assistance on control and fixed station faults
as required.

8.1.2 To cater for this form of maintenance, the major units of the Radio
System shall be constructed of equipment modules, each of which
carries out a definite task within the system.

8.1.3 It may be required that maintenance and faulting of a particular


radio control area should be carried out by contract. This will be
indicated in the Schedule, together with the relevant call out
requirements.

8.2 Requirements

For the purposes of maintenance, the system shall be considered in two


parts:-

8.2.1 Fixed system - comprising the control unit , fixed stations, land
lines and microwave links.

8.2.2 Field system - comprising mobile radios, battery chargers and


personal radios.

8.3 Fixed System

8.3.1 The system shall be designed so that the following failure - return
to service procedure can be carried out.

Stage 1 Search for a faulty unit, and replacement by a spare unit.


System returned to normal operation.

Stage 2 Search within the faulty unit, replacement of the faulty


component and return to service of the unit.

8.3.2 The system shall be designed so that for most failures, the
Technician will be able to return the system to normal operation by
following a simple Stage 1 search routine.

8.3.3 Details must be given in the tender of the procedure to be taken
for most failure conditions. This should include details of the
maintenance aids to be provided and recommended test
procedures.

In general, the Technician will only be provided with low cost test
equipment. More sophisticated equipment will be held at Radio
Repair Depots. Manufacturers may recommend in the tender, the test
equipment requirements to accomplish a Stage 1 faulting, but the
test procedures must only make use of equipment leading to a "GO,
NO-GO" decision.

8.3.4 The automatic testing system and fixed station test facilities
described in Section 5 must be provided to assist in fault
detection and rectification.

8.4 Field System

8.4.1 The field radios shall be designed so that the following faulting
procedures shall apply:-

Stage 1 Inspection of all external controls, battery and battery


terminals, externally connected facilities (e.g.
microphone, loudspeaker, keypad, vehicle aerial fittings)
and replacement, if broken, by a spare unit. If fault
located, radio return to normal operation.

Stage 2 If fault not found in Stage 1, then complete radio to be


sent to Central Repair Depot, for detailed fault
investigation and repair.

8.4.2 All field radios shall be designed so that all 'external facilities
and controls' will be readily replaceable by spare units held by
the Technician. All external facilities will be connected by plug
and socket arrangements. Soldered connections will NOT be
permitted.

8.5 Test Facilities and Restoration Time

8.5.1 All units in the fixed system must be provided with test points or
monitor indications. The use of these will enable the faulting
procedures previously described to be accomplished. The number of
test points provided within printed circuit board assemblies must
be such that diagnostic faulting on these boards can be carried out
without the need for unsoldering of connections.

8.5.2 Test Points for measurement of voltage, current and AC ripple on


all power units within the fixed system shall be provided.

8.5.3 To achieve a shorter return to service time, the tenderer shall


consider the following possible methods, particularly on equipment
which will result in total or partial failure of the fixed system.

8.5.3.1 Mounting spare units as part of the main equipment with a


fast changeover arrangement.

8.5.3.2 Mount spare units as a parallel redundant system actually

in circuit.
8.5.3.3 Monitor certain test positions to provide an "at a glance"
indication.

8.5.3.4 Provide 8.5.3.2 with automatic fault detection giving


automatic changeover.

Separate quotations should be submitted for any of the above


arrangements if they are not already part of the system being
offered.

8.6 Spares Holdings

The tenderer shall provide a separate quotation for the following spare
units and equipments.

8.6.1 At control - any unit or component which will cause a total or


partial failure of the system. The tenderer should state the units
which, in his opinion, should be held as spares.

8.6.2 Fixed station and line termination.

8.6.3 Microwave link terminals (if used).

8.7 Routine Maintenance

The tender must contain details of all routine maintenance operations


which will be necessary, with particular reference to time intervals and
associated system down time.

8.8 Handbooks and Circuit Diagrams

8.8.1 The Contractor shall prepare all wiring diagrams, installation


programmes and constructional and layout drawings, and submit two
copies to the British Railways board for approval within a time
specified in the contract. All drawings shall be drawn
specifically for this equipment and contain only English
nomenclature. Contractors who are intending to supply drawings not
prepared in the UK shall specifically mention this in their
tenders.

8.8.2 The Contractor shall produce three separate Handbooks.

8.8.2.1 Handbook No. 1 shall describe the functional operation and


circuit design of the system in detail. This handbook is
for the use of the Engineers who will provide the 2nd
level of maintenance for the fixed system and will enable
these Engineers to modify and extend the system if
required.

8.8.2.2 Handbook No. 2 shall be the Telecommunications


Technician's manual to aid 1st level maintenance. It will
describe the maintenance and fault finding procedures to
be adopted on the equipment and shall also give a simple
description of the operation and design of the equipment
and contain charts detailing fault search procedures.

8.8.2.3 Handbook No 3 shall be a Workshop Manual for use of

Engineers and Repair Staff at the Centralised Radio Repair
Depots. It will contain a detailed component
specification and all details necessary to enable the
test and repair of equipment to be undertaken.

A full schedule of all printed circuit boards and components


thereon, component suppliers and catalogue numbers of all
components, including plugs, sockets, lamps, lamp holders,
keys, etc. shall be included in this manual.

8.8.3 It should be noted by the Contractor, that Handbook Nos. 1 and 3


may be deemed as being identical, provided that the contents of
8.8.2.1 and 8.8.2.3 are covered by that Handbook.

8.8.4 Two draft copies of each handbook shall be submitted for approval
and six copies per control area together with the final drawings
shall be provided after these have been approved. Negatives or
microfilm of the final drawings shall also be provided.

8.8.5 It should be noted by the Contractor that the system is not deemed
maintainable by BR or by Contract until up to date, correct,
documentation as specified above has been delivered. The Warranty
period shall only commence on receipt of this documentation.

8.9 Labelling

The Contractor shall ensure that all equipment is clearly labelled for
ease of identification of units and terminations. Particular attention
must be paid to the following:-

8.9.1 All cubicles, board and unit positions shall be numbered front and
rear.

8.9.2 The function of each unit, and of groups of printed circuit boards
shall be clearly labelled.

8.9.3 All tag blocks and terminal numbering must be clearly labelled.

8.9.4 In general, it must be easy to identify individual units,


components or terminals by referring to the drawings and to an
appropriate equipment label.

8.9.5 Each individual unit must carry a unique serial number, which will
incorporate any code numbers of modification state.

SUPPLY AND INSTALLATION

TESTING

COMMISSIONING

WARRANTY PERIOD

9.1 Supply and Installation

9.1.1 The Contractor will nominate a Project Engineer who shall be


responsible for the co-ordination of all the Contractor's
activities in respect of the contract during the engineering and
commissioning stages and in the one year Warranty period.

9.1.2 The Contractor will also nominate a site supervisor who, in


addition to taking other duties, will be responsible for
maintaining the sites of work in a clean and tidy condition until
such time that the equipment is taken over.

9.1.3 The Contractor will provide facilities during the contract period
for the inspection of works and drawings in order that an
assessment of the progress of the contract may be made.

9.1.4 The Contractor shall be responsible for the supply of all equipment
necessary to complete the installation work other than as excluded
by the schedule.

9.1.5 The following will be provided to the Contractor by BR:-

(1) Mains Power Supply Points (240 or 110V ac) terminated at


either a fused spur or socket outlets.

(2) PTO or BR Remote Control Lines terminated on an approved block


terminal.

(3) Aerials, Feeders and Masts.

9.1.6 During the period of the Contractor's manufacture of the equipment


the Contractor shall provide short instructional courses at his
works for members of BR Maintenance Staff, if required.

9.2 Testing

9.2.1 BR will require a complete system test to be carried out at the


contractor's premises prior to the release of equipment to site for
installation, where all specified timings, levels and ability to
carry data telegrams successfully etc., will be checked. Records for
the same shall be produced.

9.2.2 It shall be the responsibility of the Contractor to ensure that


the equipment is in a fully operational state both for factory
testing and site testing by BR.

9.2.3 The contractor shall provide written proof in the form of a test
certificate that all tests called for in the specification have
been carried out.

9.2.4 The Contractor shall give every facility and assistance to the
Director of S & T Engineering and his representatives in testing,
programming and checking the working and method of installation
of the radio system equipment both at the Contractor's works and
on site.

9.2.5 The Contractor shall give the Director of S & T Engineering


7 days notice when the equipment is ready for test.

9.3 Commissions

9.3.1 The proposed dates for the introduction of the scheme are shown
in the schedule attached to this specification.

9.3.2 The Contractor shall give details of the anticipated


commissioning schedule assuming that BR has provided all the
necessary facilities.

9.3.3 Full commissioning records giving details of equipment serial


numbers, levels, faults and rectification, etc., shall be kept
and handed to the Engineer before the Acceptance document is
presented for signature.

9.3.4 During the time the testing, installation and commissioning is in


progress, the Director of S & T Engineering shall be at liberty
to place suitable men with the Contractor for the purpose of
acquiring the requisite knowledge in order to maintain the
equipment after being brought into use. The Contractor shall be
able to utilise the services of these men, always keeping in mind
the purpose for which they were placed with him. During the time
these men are under the supervision of the Contractor their wages
shall be paid by BR but the Contractor shall reimburse BR for
wages paid in respect of overtime or Sunday duty.

9.4 Warranty Period

The Contractor shall be responsible for the system supplied during the
one year Warranty period as follows:-

9.4.1 Fixed System Including all Battery Chargers

All faults to be cleared within 24 hours of notification to the


suppliers nominated repair depot.

It is anticipated that BR staff will have identified the nature


of the fault and if possible replaced the failed unit with a
spare before calling the nominated depot. If spares are not
available or the fault cannot be located to one particular piece
of equipment the Contractor wil be expected to attend site within
12 hours to meet his warranty liabilities.

Mobile and Portable Radio faults must be cleared and the unit
returned to the user location within 5 working days from receipt
of the faulty unit by the Contractor, at his premises.

Alternatively, replacement radios must be provided within the


above time limit, as part of the Warranty.

9.4.3 The Warranty period shall commence when the Board's Engineer
signs the certificate of acceptance for the scheme.

9.4.4 The Warranty shall cover parts and labour.

SAFETY REQUIREMENTS

10.1 The equipment shall conform to BS 6301. The equipment shall not
extend excessive voltages, as defined in the British Standard, to
any of its outputs when working, when faulty or when being worked
on.

10.2 All equipment shall conform to the appropriate Regulations and


Statutory requirements of the Health and Safety at Work Act 1974.

PART 11

OVERVOLTAGE LINE PROTECTION

Overvoltage line protection shall be provided within the equipment. The


protection shall include precautions against the effects of lightning
strikes and the effects of electrified traction as detailed in Clause 13.

PART 12

ANTI-STATIC PRECAUTIONS

12.1 All apparatus shall be protected from the effects of static


electricity during manufacture, installation, and subsequent
maintenance.

12.2 Where the apparatus requires anti-static precautions to be


applied during maintenance work, earthed male 10 mm studs shall
be provided on each working face of the apparatus for the
connection of wrist straps.

AC AND DC ELECTRIFIED AREAS

The cable to which the equipment is to be connected may be laid


alongside a railway line electrified on the 25 kV, 50 Hz, overhead
or the 750 V DC third rail system.

Electromagnetically induced longitudinal voltages will be produced


on the cable pairs by both types of traction system.

13.1 No degradation of service either switching or transmission


shall occur under the following normal operating conditions.

13.1.1 On 25kV Systems

Induction at the fundamental frequency (50 Hz) will


produce voltages up to 60 V rms. The induced voltage
will include harmonics and in the audio frequency
band all odd harmonics of 50 Hz will be present,
their amplitude generally reducing with increase of
frequency. It can be assumed that the harmonic
components of induction will result in a
longitudinal "weighted" voltage up to an equivalent
of 5 V rms (CCITT psophometric weighting).

13.1.2 On 750 V DC Systems

The induced voltage is a by-product of the traction


supply rectification system and will consist of
components at 300, 600, 900, 1200, (and 1500) Hz,
the dominant frequency normally being 600 Hz.
Induction containing these frequencies may exist at
voltages up to 10 V rms. Due to the way in which
these a.c. components are produced and distributed
the resultant (net) induced voltage waveform will
not be sinusoidal and as a result peak-to-peak
voltages will generally not exceed 40 Volts.

13.2 25 kV Systems

No damage shall be caused to the equipment under the


following traction fault conditions on 25 kV systems.

The maximum induced voltage occurring on lineside cable


conductors will be 430 V rms. The fault condition duration
will not exceed 200 milliseconds. The initial surge voltage,
produced as the fault occurs, will contain a transient which
can cause the peak voltage within 5 milliseconds of the
incident of such a fault to approach 1000 V.

13.3 750 V d.c. Systems

The cable sheath will generally be isolated from earth to


prevent traction return currents flowing in the cable sheath
under traction fault conditions.

13.4 Power Line Parallelisms

Where the railway cable route runs parallel to an adjacent


electricity overhead HV distribution system, induction of 50
Hz can reach 60 V rms under normal HV line operating
conditions and 430/ 650 V (200 milliseconds duration) under
HV line fault conditions, the maximum voltage limit depending
on the class of HV line involved.

No degradation of the service, shall occur under normal HV


operating conditions and the equipment shall suffer no damage
as a result of the HV fault.

13.5 Balance to Earth

The balance to earth presented by the equipment shall


preferably be better than 66 dB but in any case shall not be
worse than 60 db, over the frequency range 50 - 3400 Hz. This
balance to earth shall be maintained when the equipment is
subject to any combination of voltages on the connected cable
pair as detailed in Clause 13.1 above.

RADIO OPERATION OF BLOCK SIGNALLING INSTRUMENTS.

Electrical Specification of Connections Between Control Unit and Radio.

1. GENERAL.

Connection to the radio is made from the Control Unit on the fourteen
way connector (A) the connector terminates three cables:

(a) TX Audio - screened


(b) RX Audio - screened
(c) T/R Control and Audio Disable - unscreened

The screens of (a) and (b) above are terminated within the Control Unit
and must not be connected at the radio end.

2. ELECTRICAL SPECIFICATION.

2.1 TX Audio output from the Control Unit.


Source type: Transformer, balanced winding.
Source current: 1.25 mA RMS + 10% into 600 ohms, constant current.
Load Type: Transformer, balanced winding.
Load Connection Point: Before low pass filter and modulator.

2.2 RX Audio input to Control Unit.


Source Connection Point: Before de-emphasis, not band width limited.
Source Type: Transformer, balance winding.

Source Impedance: ≤ 600 ohms.


Source EMF: 250 mV + 20%
Load: 5 K ohms per Control Unit (max 4).
Load Type: Transformer, balanced winding.

2.3 T/R Control.

Return: via Radio Ground.


Mode (a) Local transmitter available, input.

Load Current: 1 mA per Control Unit (max 4).


Load Current Polarity: Negative with respect to
Radio Ground.
