This report describes the methods the Contractor intends to follow and the key
resources to be employed for the execution of the major activities of the Project,
as revised by the Contractor, after works nave commenced on the Project.
The report is prepared taking inlu Account the new strategy on Addis Ababa —
Modjo section of the Contract, and considering the productivity parameters of the
major (critical) equipment to be used for each activity.
It is understood, however, that during the course of execution of the Contract,
circumstances may furller uiclale alternative methods to tne ones described in
this report, as well as the employment of altemative and/or increased resources for
more expedient or cost efficient execution of some or all of the activities of the
Project,
In such circumstances the Contractor will discuss and agree with the Supervisor
and/or his Representative such alternative methods and resources and update thie
report accordingly.
1.1 Executive Summary
This Metnod Statement report is sub-divided into two parts:
PART I which covers the activities to be carried out for the Addis Ababa-
Modjo section of the Works and
PART II which covers the activities to be carried out for the Modjo-Awassa
section of the Works,Tor each section of the Works Ure repuil overs tie major (critical) activities
of the Project and gives, for these activities:
A. A General description of the Project Activity or Activities covered by the
Method Statement.
B. _ A list of EquipmentMachinery the Contractor plans to use for carrying
‘out the Activity or Activities.
C. _ Allist of the Key Personnel that the Contractor plans to engage for the
execution of the Project Activity or Activities and
D. A General idea of Production estimates that have heen uead to
establish the duration of the Activity or Activities,
Duration of activities in the Rar Chart may he shown to be longer than the.
duration established in the Method Statement. In such cases a slack in the
duration of the activity is assumed.
Activities are numbered in accordance with the numbering of the Bill of
Quantities (BOQ) and, therefore, the numbering sequence is not, in certain
caeoe, continuoue.
Non critical or minor activities of the Project are briefly covered, without
following the above described format.
The Contractor reserves the right to change or modify parts of the Method
Statement to suit the requirements of the Programme and respond to
circumstances that may arise in the course of execution of the Contract. In such
cases due notice and full information will be submitted for the Supervisor's
approval.
It is understood, however, that whenever such approval or agreement by the
Supervisor, is required, this will not be unreasonably withheld, bearing in mind

Mobilization activities and the establishment of the Contractor's camp as well as
the Supervisors facilities have been completed with the construction of the first
camp at Km #44.0 and the operation of the first quarry at Km +60.0. Completion of
the Contrarinr's Camp and Supervisor's facilities, however, refer to the extent that
these should have been ready for the commencement of the Permanent works.
Some of the Contractor's Installations will extend beyond the Contractual
Mobilization period
The above establishments will be used, mainly, for the Addis Ababa - Modjo
section of the works but will serve also for the first part of the Modjo - Awassa
section up to Km +113.U.
The establishment of the first Borrow Pits has already taken place at the end of the
Mobilization period
2.0 Site Preparation
24 Site Clearance and Removal of unsuitable Material.

Site preparation includes the Site Clearance operations, the Removal of
unsuitable material and the Transport of this material, as designated by the
‘Supervisor, to areas outside the limits of view from the project. This will be
done with written permission of the property owner or the authority having
jurisdiction over the area on whose property the material is placed
The volume of work involved in the above activities is insignificant and,
therefore, not of critical importance to the worko on thie eection.
These activities will be carried out using:

In addition, the above personnel will be assisted by General Labour,
Securny and Trafic Controllers, Surveying Crew, Tine Keepers/Clieckers
and other personnel as may be necessary.
The above equipment and personnel is not exoected to be enaaaed for
more than 10% of their capacity in the above activities leaving 90% of their
capacity to be utilised in the built up of Shoulders and/or earthworks for
climbing lanes activities, which will be carried out in parallel, for this section.
For the performance of the roadbed preparation on the existing shoulders we
are going to use a CAT 14G Motorgrader to remove sod and unsuitable
material, the disposal of this material and level the top level of the shoulders
before humidifying and compacting it to accept the next Layer of fill and/or
subbase material specified in the new strategy of the Addis Ababa - Modjo part
of the works.
This activity will take place over the wholo width of tho road where traffic
diversions will be used. Where Traffic diversion will not be used this activity will
take place on only one of either Shoulders, along the side of the road, at any
un lin, alluwing the traffic to use the other Shoulder and part of the existing
road (on which there will be no construction activity) in lengths of up to an
approved, by the Consultants, maximum length
When one side (left or right shoulder) is completed we will proceed to complete
the other Shoulder on the other side of the road.

existing carriage way and without interference with the Traffic.
All the security traffic sians and other measures, as required by the Contract
and the relevant Authorities, will be taken for the safe and efficient performance

‘D. Production Perimeters
The quantitias involved in this operation aro 340000m2 to be carried oul in 9.5
calendar months, from mid October 1998, to beginning of August 1999.
Assuming 35% production during the rainy season from mid June to end of July
1999 (1.5 months of rainy season) we will have approximately 9.25 working
months (05 lass 1.5 x 0.65).
‘Assuming a 10hr/day shift, working 6daysiweek i.e. 260hr/month the volume to
be handled by the above equipment is approximately 140m2/hr which will only
require 15% of the capacity of the equipment during this period leaving enough
time for tha equipment to be utilized in the Sito cloarance and the Construction
of the Sub-base layers on the Shoulders.milling with WIRTGEN 2,500 milling machine.
A. Description of the Activities,
For te performance uf the roadbed preparation of the existing road we are
using a WIRTGEN 2500 milling machine to mill the existing road surface shape
and compact it to the designed profile.
The final formation of the profile will be carried out on site by a Motorgrader
CAT 16G. During formation adequate water will be sprayed to humidity, the
Sub-base. and compact it.
This activity will generally take place, in full widths of the road. The Traffic will
be diverted through existing roads or diversions along the Addis ~ Ababa ~
Modjo Road all in accordance wilh a pre-approved Traffic Management
Programme.
Where Traffic diversions can not be used so that the Road Traffic can be
entirely diverted from the existing Road this activity will be carried out in half
widths allowing the Traffic to use only one lane and controlling the flow of Traffic
at each and with STOP and GO Flag man
This operation will be carried out only after bringing the level of the right and left
shoulders up to the level of the existing Asphalt as described under item 5.1
(Subpase Construction).
Appropriate lighting and Traffic sings will be used for control and safety of the
Traffic: during the night
The length of this half width construction will be minimised as far as possible
and requested for approval prior to commencement of the milling operation.
Following this work we intend to proceed with the construction of the Base layer
followed with the Asphalt works. That means that in general the distance
hatwean the Suh-hase works and the finished Asphalt layer is going to he
minimized as far as possible, and subject to the approval of the supervisor.
All the security traffic signs and other measures, as required by the Contract
and the relevant Authorities, will be taken for the safe and efficient performance
of these works.

R.Production Perimeters
According to the Performance programme, the Subbase Milling works on the
Auuis Ababa — Modjo part will commence at tne end of September 1998 and
completed by mid July, 1999 i.e. in 9.5 calendar months or, assuming 20%
production during the rainy season from mid June to mid July (1 month of rainy
season), 8./U Working months (¥.o less 1 x 0.80).
The total quantity of Sub-base material to be milled, shaped and compacted
during this paring is + 500,000m? which amounts to + 57,500m2 per month.
Assuming 10 hrs/day shift, working in 6 days/week 260 hr/month),
the volume to be handled hy the ahove equipment is approximately 220 m2/hr
Average net production for the WIRTGEN 2500 Milling machine is 240 m2/hr
assuming an average milling thickness of 200mm.
‘Spreading, Forming and Compaction capacities ot the above equipment is
adequate for the quantities involved in this activity as they can handle much
more than 220m2/hr the production of the Milling machine.thworks

D. Productivity Perimeters
The Production eustput of the above Rocourooo (Equipment & Labuul) Iras been
estimated on a 10hrs work per day ( 6 days a week )
Total quantity of material to bo handled by the above Resuurces Is “60,000 mz tor
Roadbed preparation and *80,000 ms for fill in climbing lanes.
‘The above operations will be carried out from the end of December 1998 to the
middle of February 1999 i.e. during a period of approximately1% months.
The quality to bo handled by the above eyuipient (s approximately 60,000
+260x1.5 = 155 m2/hr for Road bed Preparation and 80,000 +260x1.5~ 205m2/hr
for fill climbing lanes much less than the capacity of the equipment to used leaving
onough spare capacity fur use in site clearance and diversions in the vicinity of the
climbing lanes,4.0__Drainage Works
There are no major Drainage Worlta in the Addis Ababa - Modjo section except for
the Construction of paved ditches in town sections (5550 ml) to be completed in 14
months (end of April 1998 to end of June 1999).
Other Drainage Works in this section include the extension of existing culverts in
the Climbing lanes, Cleaning of existing Culverts and Re-profiling of existing
ditches. These are of minor nature and have no critical significance to affect the
progress of the Works in this section.
It is intended to sub-contract the Drainage Works of this section to one or more
local sub-contractors and have these works carried out independently of the other
activities.
No major equipment are required for these works other than transport of materials
and the Contractor intends to assist the local Sub-contractor(s), in this respect.
Re-profiling of unpaved ditches and Construction of discharge ditches in this
section, however, will not be Sub-Contracted and will be carted out in parallel
with Construction of the Shoulders.
‘The Construction of reinforced concrete covers for the paved ditches is intended to
be carried out independently at the Contractor's site installations at the Quarry at
Km 60,00 for part of the works and at the Quarry at km 157.00 for the rest of the
works. Alternatively these may be Sub-contracted to local companies but under
the direct Supervision and control of the Main Contractor.
When the Construction of paved ditches is completed or is at an advanced stage
he reinforced cunuiete covers will Le transpurted frum the place where they are
manufactured and placed on top of the paved ditches by a separate crew.
4d onstruction of. ling terrai in town section:
Construction of paved ditches in town sections for Addis Ababa-Modjo
section of the works includes the excavation of material, and construction of
masonry paved ditches. For the execution of the job, sand from Meki, stone
from km 60+000 and cement form Muger are intended to be used cement’

This work is being carried out by an approved Sub-contractor.

In addition, the above personnel will be assisted by security and Traffic

4.9 Cleaning of culverts
Cleaning of culverts for Addis Ababa-Modjo-section of the works includes
the excavation of suil material deposited in the oulverts and dicposal of
excavated material outside the limits of view from the project.
This activity will be carried out using hand tools such as shovels, picks and
wheelbarrows.

In addition, the above personnel will be assisted by surveyor Timekeeper
Engineer (20%) and other personnol ae may be necessaryThis activity will take place prior to milling of the existing carriage-way item
2.14 of the B.0.Q, descrived eater in this Method Statement report.
For the performance of the shoulder built up on the Shoulders of the existing
Toad we are going to use a CAT 14G Motorgrader tu scarily the exioting
shoulders and mix it with other imported material to obtain the standards for
sub base material, as specified in the new strategy of the Addis Ababa ~
Modjo part of the works. This scaritication will take place only in the areas
where the thickness of the additional layer of the new material is not
adequate to ensure proper bonding between the old and new layers
(generally less than 10cm). Where the thickness of the new additional
material to be used for shoulder built up is adequate (generally more than
40cm) the new layer will be constructed without prior scarification of the old
(existing) layer. In both cases the surface of the existing shoulders will be
cleaned from any sod and unsuitable material and the unsuitable material
properly disposed of in accordance with the Contract requirements.
The cleaned surface will then be watered prior to the construction of the new
layer, for full layer eanstniction, or scarified. moistened and mixed with the
new material, for small thickness shoulder built up.
Tho matorial for tho shoulder build up will be transported tn the shoulders
premixed in approved proportions and method (see Appendix C).
‘The bigger, than allowed in the opcoification, cizoe of material are going to be
eliminated in the borrow Pits, by screening or other means, in case the
material can not be reduced by Grader and/or the Vibrating Roller.
The mixing ratios of fine material to cinder, if required will be determined by
our laboratory and submitted for approval by the consultants. After the
subbase mixture Is transported anid placed on the slivulders we will proceed
to humidify, shape to the required profile and compact the sub-base
This activity will take place, when there 1s no requirement for Fill material (no
climbing lanes), on only one of either Shoulders along the side of the road, at
any time, allowing the traffic to use the other shoulder and part of the existing
toad (on which there will be no construction activity) in lengths ot up to a
maximum to be approved by the Consultants.When one side (left or right shoulder) is completed we will proceed to
complete the other side of the road with the Sub-base formation on the
‘Shoulder.
in climbing lanes the build up of Subbase layers will take place in full width
and with a Motorgrador after the Filling operations have heen completed as
described earlier under the Earthworks section, for Addis Ababa - Modjo
road, of this Method Statement report.
The shoulder built up above the level of the existing carnageway 10 be milled
will take place after completion of the binder course with the construction of
the permeable (drainage) layer consisting of cinder material only and placed
with a side Paver type DEMAG type SF-130P followed by the shoulder pultt
up to the required level (just below the wearing course level) with Subbase
material
All layers above the existing road surface level will be applied with the side
paver.
All the security traffic signs and other measures, as required by the Contract
and the relevant Authorities, will be taken for the safe and efficient

D, Production Perimeters:
According to the Performance programme, the Subbase will commence in mid
November 1998 and completed by mid August 1999 i.e. in 9 calendar months
or, assuming 20% production during the rainy season from mid June to mid
August (2 months of rainy season). 7.4 working months (9 less 2 x 0.80),
The total quantity of Sub-base material to be placed on the Shoulders and
compacted during this period is + 90,000m3, which amounts to + 12,165m3 per
month.
Assuming a 10 hrs/day shift, working in 6 daysiveek 260 hr/month), the volume
to be handled by the above equipment is approximately 47 m3/hr. This quantity
can easily be handled by the above equipment in much less time than shown in
our Time Space Diagram but it has to follow the Binder Course and
cansentiontly the Rase Cauirsa aparations which are of Critical duration.
‘The mixing of the Subbase material is presented in Appendix C of this Method
Statement Report.5,2 Construction of Base course
‘This Work method covers the avtivily desuibed under item 5.2 Construction Of
Base Course.
The Production of the Base course material at the selected quarries is outlined in
Appendix “B” of this Report.

The base course material will be transported from either the Quarry at km+60.00
or the Quarry at km25.00 where the production will ha atnekpiled
The Base course stockpile may be moistened, if necessary, at the stockpile.
For the construction of the Base Course layer, we are going to use Motorgrader
type CAT 14G for spreading and the final reshaping will be done by a Motorgrader
lype CAT 10G with Levelling instrumentation for the final shaping. We will proocod
to humidify, compact and test the final layer. The Compaction is going to be done
with a Self-vibrating Roller of 15-Ton capacity.
Construction width:-
Where Traffic can be accommodated through diversions or existing roads the
operation will be carried in the full width of the road.
Where the Traffic cannot be diverled, however, the base course construction
operation will be carried oul it half widllis Uf the rad allowing the other half of the
road to be used by the Traffic in single lane movement controlled by STOP and
GO Flagmen.
All appropriate safety measures for the safe and uninterrupted flow of Traffic will
be taken as described elsewhere in this Method Statement Report.

required.
The full team for laying Base course will be under the control of a Pavements
Engineer.D. Productivity Perimeters
The total quantity of base course material to be handled by the above resources is
t 125,000 m3.
The period shown in the Performance Program for the Construction of the Base
course (Loauing, Transport, Spreaving, Levelling and Compacting) ts 10 calendar
months (1% October, 1998 to end of July, 1999).
Assuming 95% production during the rainy season (4.5 months) the duration of
this activity will be 9 working months (10 less 1.5 x 0.65)
In the 9 months required by the programme we must load approx.
13,900m3/month (4 125,000m3/9 months), 53m3/hr which can easily be handled
by one CAT 966 Wheel Loader.
Spreading and shaping of the final Road level will be done by the two
Motorgraders, which are considered to be more than adequate for this operation
Will the Muluiyaue: CAT 14@ we should be spreading & compacting aruund
2.000m'/day and with the Motorgrader CAT 16G we should be shaping
8,000m2/day (approx. 1.0Km of Road with Base course).
For the Transport of the Base Course material from the quarries we are using
Tipping Trailers 18.0m3 capacity each
The average number of Tipping Trailers required to move the above quantities of
Base course material, assuming an average travelling distance of 15Km from each
Quarry, will be GNos, assuming 5 tips per day for each of the Tipping Trailers
(540m3 per day/18m3 per truck/Strips per day per truck).
In case the above assumed productions can not achieved the equipment
described above will be supplemented by locally hired equipment available in the
local market.
2»6.0__Bituminous Pavement

This item, which is considered the major items in the Contract covers most of the
activities in series 6 (Bituminous Pavement) of the Bill of Quantities, namely:

employed for the Asphalt works in the contract and in the first 14months of the

although sume or all of the recourses may be diverted to the Modjo ~ Awassa
section depending on the circumstances at the time (e.g. not enough area ready
for asphalt works to justify all the resources, or stoppage of works for any
reason In the Auuis — Modjo section cte...).

Wearing Course & vice versa) automatically & no delays are expected in this
respect.
The 1* location of the Asphalt Plant will be at km + 60.00
The Addis Ababa - Modjo part of the Project will be completed within 9%
calendar months from eid uf October 1998 to mid August 1999 in acrnrdance
with the contract requirements and as shown in our works Programme.
The Asphalt works on the Modjo - Awassa Part up to Km108.00 will
commence in parallel with the Addis Ababa - Modjo part with priority always torthe Addis Ababa - Mogio part until the mid August 1999 dead-line, when this
part will be completed.
The Asphalt works will start at Km + 60:00 and progress to Km 70:00 and will
then be moving towards Addis Ababa, from km 60:00
(The surface treatment uf the shoulders and other tinishing works are scheduled
to be carried out soon after the Wearing course for each section of the road that
is laid so that the road is completed in its entirety as the works progress.
The most critical activity determining the duration of the Asphalt works is the
production of the asphalt aggregates covered under Appendix “B” of this
Report.
Assuming an availabilitylefficiency factor of only 70%, the production of the
Asphalt Plant which will be operating (producing) from mid August 1998 to mid
Apill 1989 for the Addis - Modjo section (total of 8 months) can reach a total
Production of 284,000tons (8months x 195 whr x 0.70 x 260 hrs/month) or
approximately 130% more asphaltic concrete mix than is required for this
section leaving this excess of the produced quantity to be used for the Modjo -
‘Awassa section up to Km 118.0. The quantity of Asphalt (Binder plus Wearing
Course) for the Modjo Awassa section up to Km + 118 is estimated to bo
approx. 90,000 Tons or approx. 37% of the total Production of the Asphalt Plant
at Km 60.0 for the period of + 8 months than it will be operating at this
location.
The proportion of Asphalt Production to be allocated for the Addis Ababa -
Modjo and Modjo - Awassa part of the works (up to Km + 118.0) will therefore
be 45% & 39% respectively, leaving 20% of the Production Capacity of the
Asphalt Plant for slack.
The Asphalt laying equipment, mentioned above, is adequate fur the whole
Quantity produced and no problems are anticipated in handling the production
of the Asphalt Plant.
Where detours will be used to divert the traffic through diversions or existing
roads along the Addis Ababa ~ Modjo section Asphalt layers will be constructed
in full width of the road but laid in half widths of the carriage way. i.e. one lana af
3.5m width in rural areas and 6.0m width in Town areas. in a single operation
and laid in echelon, avoiding, thus, as far as possible, longitudinal construction
joints in the Asphalt layers. completing laying of tha full width of the Carriage
way during the day's operation.
Where Traffic can not be accommodated through diversions or existing roads
the laying of asphalt will be carried out In naif widths up to a maximum lane
length to be approved by the Consultants allowing the Traffic to use the other
half and part of the shoulder in single lane (one way) Traffic flow
Appropriate STOP and GO flag men will be used, in this case, to implement the
Traffic Management measures required for the safe and uninterrupted flow of
Traffic.
2BTwo Asphalt paving finishers will be used on this activity on the same section of
the works. Assuming laying speed of the Asphalt Finishers to be 4m/minute
(Pavers Specification call tor a laying speed ot U to 15 meters/min), the total
lane Kms to be laid are
44) Fur Aduls Ababa - Modjo section 60Km x 2 lanes x 2 layers = 240 Lane Kms,
b) For Modjo - Awassa section 38 x 2 lanes x 2 layers = 152 Lane Kms
Total 392 Lane Kms
{at 4mimin 4 x 60 = 240m/hr or 0.24 Km/hr both pavers can lay a minimum
theoretical length of 4.8 Kmn/day. Therefore, assuming a practical laying speed
of 4Km/day the time required for 392 lane Kms is only 98 days (working)
approximately 4 months.)
47.0__Read Furniture
This activity includes the supply & installations of all Road Signs as well as the
Road markings.
Alll the Road furniture for the Contract will be supplied by Companies specialising
in this type ot work and will be delivered to the Contractor's main stores from
where an installation crew, under a competent supervisor, will begin erecting the
various types of Road Fumiture at the specified locations, The timing and duration
of this activity is shown in the Bar Chart Program.
Road markings will be carried out by the Contractor's specialised personnel using
@ purpose made Road marking machine ond using the specified type of Ruel
Marking paint.
Construction of the Addis Ababa — Modjo Road. Where no existing Roads are
present or can be used, new Diversions will be constructed parallel and alongside
the main Carriage-way will be constructed in accordance with the contract
Specifications. These Diversion, will be either half width (one way Traffic) or full
width (two way Traffic.
A Traffic Management Proaramme has already been prepared and submitted ta
the Consultants, in this respect.
258.0 Traffic Diversions
This activity has been described under earthwork activity above (PART Il) of the
Method Statement Report.
8.1 Traffic Management Measures:
8.1.1. Half Width Traffic Movement (one way traffic)
All Traffic Management measures will be In accordance with the Traffic
Management plan submitted to and approved by the Contracting Authority where
half width Traffic flow will be used appropriate STOP and GO Flagmen will be used
day and night with apprupriate lighting and satety Equipment.
In the cases where half of the carriage - way width will be closed to Traffic, for the
Construction works, appropriate measures will be taken to regulate traffic, moving
in one direction at a time, for a maximum distance approved by the Consultant.
Appropriate signage will be placed in accordance with the Contract and the Traffic
Management plan before the section on which construction works are taking place
tapering gradually to the full width to be closed to traffic.

Above Road Signs will include writings in English as well as in Amharic

6In addition to the above Road Signs al either end of Ue Construction section of the
carriage - way, Flagmen in proper uniform will be used day and night to regulate
STOP & GO Flags/Signs so that one way Traffic may smoothly flow through the
partly open carriage - width. Inese Flagmen will communicate with eacn other
using short range Walkie - Talkies.
All measures to be taken will be approved in advance by the Supervisor or his
Representative and the Traffic Police. If necessary, the assistance of Traffic Police
will be requested by the Contractor.
Where any part of the road under construction remains incomplete during the day
and part of the carriage width will have to be kept closed to the Traffic during the
night, adequate traffic Management measures will be taken including Reflective
Road Signs, Road Safety Lamps (battery operated) as well as Traffic Police
assistance as required.
9.1.2 Full Width Closure of Road Sections
Full width closure for the Carriage-way will be used only where two way Traffic can
be accommodated on existing side Reads properly repaired and maintained or in
appropriately constructed Traffic Diversions alongside the existing Addis Ababa —
Modjo Carriage-way.
In such cases where full carriage width will have to be closed for Road works to be
carried out appropriate signage will be placed for a minimum distance of 300m
warning Traffic about the closure and directing it to an appropriately establisned
Diversion.
Traffic Signs to be used in such cases will be similar to the ones to be used under
8.1.1above, depending on the type of Diversion that may be used at the time (one
way or two way Traffic Diversion). In any case the length of these Traffic
Diversions will be the maximum allowed and/or approved by the Consultants
unless a Bitumen surfaced road section, more or less parallel to the main road,
exisis and may be used as indicated in article 8.2.6.1 of the Technical
Specifications ( PART L) of the Contract.
2PART IL; MODJO - AWASSA SECTION
1.0___Mabilisation and Site Eetoblishments
Mobilisation activities and the establishment of the Contractor's camp as well as
the Supervisur’s facilities nave been completed by the end of the Contract
Mobilisation period with the construction of the first camp at Km 44.0 and the
operation of the first quarry at Km +60.0
The above establishments will be used, mainly, for the Addis-Ababa - Modjo.
section of the works but will serve also for the first part of the Modjo - Awassa
sactinn up to Km £113.00.
The establishment of the first Borrow Pits will also take place towards the end of
the Mobilisation period,
These Borrow Pits will be used to provide Filling and Sub-base material for the
requirements of the first part of the Modjo - Awassa section.
With the completion of the Addis Ababa - Modjo section of the Works the first part
of the Modjo - Awassa section, up to Km #113.00 will, also be, more or less,
completed and arrangements will have commenced ta move the Contractor'e ac
well as the Supervisor's Facilities to a new location at approximately Km +160.00.
These Facilities will be ready by the end of July 1999.
The Camp Installation and Supervisor's Facilities will be relocated to the new
location with minimum inconvenience for the Supervisor & his Representative. The
Permanent works are to be contininus without any interruption duo to the
relocation of the Camp Installation and if necessary adequate, temporary facilities
will be provided for the Supervisor & his Representative.
The installation uf the Asphat Pant at the Second location (Km 158.00) will be
completed in the middle of October 1999. At this location the Asphalt Plant will
cater for the asphalt laying requirements of the section between Km +113,00 and
km #184.00. (Max. travelling distance for the asphalt trucks will be (158-113)=
45Kms.
28Finally the Asphalt Plant will be moved to Km +210.00 in May 2000. From this
location the Asphalt plant will cater for the asphalt requirements of the last section
of the Works frum Km £184.00 to Km 4275.00. (Max. travelling distance for the
asphalt trucks will be (275-210) 65.00Km.
Similarly the first pnsition of the Quarry, for the Crusher Plant, will be al Km
60.00 and will be successively moved to Km #118.00, Km +158.00, Km +210.00,
Km 2236.00, and finally km +274.00 from where it will cater for the aggregates’
requiromente of the Asphalt Plant as well as Ite quantities required tor the Base
course. The timing as well as the duration of each relocation is shown on the
Contractor's Programme for the Works (Time Space Diagram)
‘The Borrow pits for Sub base and Filling material to be used for this section of the
Works up to km:160.00 have already been identified and advised to the
Supervisor. Some Applications for possession of the land whare those Borrow Pits
have already been processed by the Supervisor and some will be submitted as the
works progress and after the necessary laboratory tests have established the
suital of the Rarrow Pits material.
2.0_Site Preparation
Site Preparation for the Modjo Awasea acetion of the works includes ihe Site
Clearance operations, the Removal of unsuitable material and the Transport of this
material to areas outside the limits of view from the Project. This will be done with
written permission of the property owner or the aullrurily having Jurisdiction over
the area on whose property the material is placed.
The other activities included under the Site Preparation saries nf the Rill of
Quantities are directly related to the Drainage Works and/or Earthworks and as
Such they are covered in the relevant part of this Method Statement Report.
These activities will be carried out using:

Thie quantity can easily be liandied by the above equipment in one day and,
therefore, this equipment and personnel are not expected to be engaged for more
than 25% of their capacity in the above activities, for the duration of these activities
thus leaving 75% uf their capacity to be utilised together with other equipment in
the activities discussed under the Earthworks & Diversions sections of this Report,
which will be carried out in parallel, with the Site Clearance works.

Total quantity of material to be handled by the above Resources is + 960,000 m°

of 0 & K type RH20 Excavators
Assumed theoretical production for each Excavator: 150 m3/hr total for both will
then be 300m3/hr.
Availabiity/eticiency factor ot the Excavators is taken as 75%: therefore actual
Capacity for both Excavators is 300x.75= 225m3/hr or
226 x 10hrsiday ¥ 6 dayshweek x 4.3 wooke/month: approx. 58,000.0 m3/montn
The above operations will be carried out from the middle of August 1998 to the
end of December 2000 i.e. during a period of approximately 29% months.
Allowing 20% production during the rainy seasons (2% rainy seasons from the
middle of August, 1998 to the middle of September 2000) the duration of the
above activities, which aro plannod to be performed in parallel, is approx, 24.3
months (29%-8.0 x 0.80), during which total production will be 23.1 x 58,000 =
approx. 1.34 million m’ (~39% more than the Contract requirement).
Aaaitionally 1No. CAT 966 may assist, with a CAT D6. Dozer, the Excavators in the
Borrow Pits and it is expected that the above equipment will have enough slack to
carry out the Clearing of Site and construction of the Traffic Niversione during tho
29% months period that the above Activities will be carried out.Assuming a filing layer of 206m, the spreading and compaction equipment wil
have to handle only about 11,250m2 per day (2,260m3/day /0.20) which is loss
than approximately 75% of thoir combined capacily.
The required number of 15m3 trucks to be used for the above activities is only 5
(2250m3/15m3 per truck/20trips per day) taking the avaraga distance from yo
Borrow Fits that have been identified to be 10kms. However a total number of 8
trucks will be used in order to have enough slack to carry out the Site Preparation
activities described under item 2.0 (PART II) above
34.0__Drainage Works
The Drainage Works in the Modjo - Awassa section are to be completed in 29
calendar months (beginning of August 1998 to end of Decemher 2n0)
{tis intended to sub-contract the Drainage Works of this section to one or more
local sub-contractors and have these works carried out independently of the other
activities but eammeneing with tho Site Clearance uperallons,
All works required for tha Construction of pipe and box culverts as well as major
drainage structures, in the areas where earthworks operations (item 3.0 Part iy
are to be carried out, shall be completed before the commencement of these
operations
Equipment required for the Drainage works are mainly those necessary for the
transport of materials and unloading of the steel pipes for culverts, cement, steel
reinforcement and in general materials required for these works as well as those
Fequirad for handling the excavation, concreting aid compaction of Backtilling
material for drainage structures. The Contractor intends to assist, if necessary,
the local Sub-contractor(s), in this respect, with its own equipment.
Construction ot unpaved, discharge and cut-off ditches in this section, however,
will not be sub-contracted and will be carried out by the Contractor, For this
Operation 3Nos. O&K-MH6-A2-PMSIII Excavators on tyres will bo usod with
appropriate buckets. Production of these Excavators is estimated to be +50m/hr
(500m/day). The three Excavators will complete 41.5 Km of ditches por day and
will require approx. 250 working days ta complete this oporation (well within the
time stipulated in the Contractor's Bar Chart Programme).
The Excavators will be assisted in this operation with other auxiliary equipment
such as JOD Digyen/Backhive, Hand Rollers, Plate Compactors, Trucks for carting
away surplus material, etc.
The Construction of reinforced concrete envers for the paved ditches jo intended tu
be carried out independently at the Contractor’ site installations or sub-contracted
to local companies. When the Construction of paved ditches is completed or is at
an advanced stage the reinforced concrete covere will be transported from the
place where they are manufactured and placed on top of the paved ditches by a
separate crew.

Construction of paved ditches in Rolling terrain and in town sections for
Modjo-Awassa section of the works includes the excavation of material, and
construction of masonry paved ditches. For the execution of the job, sand
from Meki, stone from km 60+000 and cement form Muger are intended to
be used cement/ sand ratio will be 1:3
This work is being carried out by an approved Sub-contractor, who will use
a numbor of crowo doponding on the roquircmonto of the programme.

culverts and includes tie wunstruttion of the Foundations, ine assembly ot the
pipe culverts and the filling of the trenches in accordance with the Contract
Specifications (Sections 3.3.2, 4.2.3, and 4.2.4).

Excavation of trenches for pipe culverts will be in widths adequate for
the fill of the trenches to be compacted with the specified, in this
Method Statement, equipment.
Excavation of trenches in embankments will be performed before the
embankment has been constructed to the proposed profile grade and
to such height above the bottom of the pipe as shown in the plans,
This excavation will be carried out using a JCB-Backhoe or Wheel
Excavator O&K (type MH6).
Where a firm foundation is not encountered at the grade established,
due to soft spongy, or other unstable soil, such unstable soil under
the pipe and for a width of at least one diamotor on cach side of the
pipe will be removed to the depth directed by the Supervisor and
replaced with gravel or other suitable selected material properly
‘compacted to provide adequate support for the pipe.
Where trenches or foundation excavations are required below the
level of mass excavations for the road, the deplh of excavation of the
trenches or foundations will be measured from ground level after
‘completion of the mass excavation, unless the Supervisor is satisfied
Ural the excavation of the Wencnes of foundations trom the original
ground level or any lower level was unavoidable.
All Excavations tor cuiverts will be adequately protected against the
possible ingress of water during rainstorms.

The pipes will be laid horizontally with a cover, in the contre line, of
0.70m from the top of the pipe lu the top of the road surface.
The pipes will be laid with the separate sections joined firmly together
and with outside laps of circumferential joints pointing upstream and with
longitudinal laps on the sides.
The pipes will De lowered and placed into position by machine with
appropriate supports and in no case they will be dragged on the ground,
Uamaged pipes will be removed from site and the damaged parts
replaced or, in case the Coating has been damaged, be painted with two.
Coats of the prescribed coating

Before the filing af the trenches starte, tho Contractor will verify Ue
level of the in- and outlet of the culvert.
Suitable material form the oxcavation of the trenches will be used for
the fill. Surplus material may be used for subgrade or other purposes
After tho bodding has been prepare and the pipe installed, the trench
will be backfilled with fine computable soil selected form excavation or
borrow. The material will be placed in layers adapted the compaction
equipment but nut exveeding 0.15m in depth. Each layer will be
moistened or dried to a convenient moisture content and thoroughly
compacted to at least 95% of the maximum dry density (MDD) with
mectianical compaction equipment.

Special care will be taken to compact thoroughly the material under the
haunches of the pipe without displacing or damaging the pipe and to
assure thal Ure backfill ralerial intimate vontact wilh the pipe. The
backfill will be brought up evenly on both sides of the pipe for the full-
required length,
When the top of the pipe is above the top of the trench, embankment
material wil! be placed ana compacted in layers not over U.15m thick tor
a width on each side of the pipe, equal to at least twice the horizontal
inside diameter of the pipe or 3.5 m. whichever is less. The
embankment on each side of the pipe, for a distance equal to the
horizontal inside diameter of the pipe, will be of the same material and
compacted in the same manner as required for backfill In paragraph 3.3
above
The embankment will be placed evenly on both sides of the pipe for the
full width of the roadbed, up to an elevation 0.30m above the top of the
pipe. Above this elevation and also above the top of a backfilled trench
that is 30 cm. or more above the top of the pipe, the embankment will
be placed in accordance with the requirements of Section 2.4 of the
Technical Specification (Roadbed Preparation in fill sections)
Compaction of fill in the trenches around the pipe culverts will be
performed with mechanical plate compactors or hand operated double
drum Rollers. using adequate water for maximum Pry Nensity as
required by the Contract

5.1 Construction of Subbase
A.Ueseription Of The Activities,
For the performance of the roadbed preparation of the existing ruad we are now
using a WIRTGEN 2500 Milling machine to scarify and mix the scarified material
‘on the road with other imported material to obtain the standards for Sub-base
material. Alternatively and when te aspliall thickness on the existing Road is of
‘small thickness so that it can be scarified, a CAT Motorgrader with Scarifiers or
other appropriate equipment will be used.
The bigger, than allowed in the specification, sizes of material are eliminated in
the Borrow Pits, by screening or other means, or if in small quantities, on the
road by hand. If they can not he reduced hy the CAT Motorgrader.
The mixing ratios of fine material (cinder), have been determined by our
laboratory and approved by the Consultants. Mixing is carried out either by
pretnixing In the Borrow pit or by a Motorgrader CAT 14G on the road. After the
mixing has been completed we will proceed to humidify, shape to the required
profile and compact the Sub-base,
Following this work we intend to proceed with the construction of the Base
Course layer followed with the Asphalt works.
In certain special circumstances, when changing the position of the Asphalt
Plant or the Crusher Plant installations we will be forced to work in road lengths
longer than the 5 km length limitation specified in Art. 8.22, Part L of the
[echnical Specifications, subject to approval by the Client
All the security traffic signs and other measures, as required by the Contract
and the relevant Authoritics, will be taken for the safe and efficient performance
of these works,

Production Perimeters
According to the Performance programme, the Subbase works will commence
in the beginning of October 1998 and completed by mid January 2001 i.e. in
27% calendar months or, assuming 35% production during the rainy season
from mid June to mid September (6 months of rainy season), 23.6 working
months (27% less 6 x 0.65).
Tne total quantity of Sub-base material to be placed and compacted during this,
period is + 470,000m3, which amounts to + 20,000m3 per month.
Assuming 210 hrs/day shift, working in 6 daysiweek, 280 hrimonth),
the volume to be handled by the above equipment is approximately 77 m3/hr
(ie. 310m*hr assuming an average thickness of 0.25m/m2 of Road bed
preparation).
40Considering a factor of availability/efficiancy. for tha above equipment, of 76%
both the loading equipment (CAT 980) as well as the Motor Grader are more
than adequate for this operation.
(Theoretical luauiny capacity of Gat 98U Is ZUUMSINT and Spreading/Levelling
capacity of CAT Motorgrader 14G is around 800m*/hr).
Assuming that the WIRTGEN 2500 Milling Machine will have to scarify 90% of
the Modjo-Awassa Road (1,080,000m? @ 90% at the rate of 240m/hr) it will
require approximately 4,050 working nrs oF 1.6 months allowing 8.0 months for
Addis Ababa — Modjo part of the work (500,000 m?)
§.2 Construction of Base course
This work method covers the activities descrihad under items 5.2 Conetruction OF
Base Course.
The Production of the base material at the selected quarries is covered in
Apperidix “8” uf the Report.
The mixing of the Subbase material is presented in Appendix C of this Method
Statement Report

For the construction of the Base course layer, we are going to use Motorgrader
type CAT 14G for cproading and the finel reshaping will be done Ly # Mulurgrader
type CAT 16G with levelling instrumentation for the final shaping. We will proceed
to humidify, compact and test the final layer. The Compaction is going to be done
with a Self vibrating Roller of 15 Ton capacity.
We plan to complete the top 200m of base course material on the shoulders
immediately after the asphalt works. To obtain the requirad lavals in shoulders a
Side Paver (1.5m wide) will be used.
Compaction of the final layer of base course material on the shoulders will be done
with @ 10ton Roller (lype HAMM HD 10) 1.0m wide.

In the 23.6 months required by the programme we must load approx.
17,330m3/month (£409,000m3/23.6 months), 66.66m3/hr which can easily be
handled Ly Ue CAT 966 Wheel Loaders.
Spreading and shaping of the final Road level will be done by the two
Motorgraders, which are considered to be more than adequate for this operation.
With the Motorgrader CAT 14G we should be spreading & compacting around
2,000m‘/day and with the Motorgrader CAT 16G we should be shaping
8,00012/day (approx. 1.0Km oT Koad with Base course).
The average number of Trucks required to move the above quantities of Base
vourse material, assuming an average travelling distance of 20Km from each
Quarry, will be 10, assuming 4 trips per day for each truck (670m3 per
day/18m3per truch/Strips per day per truck).

@ 75%) with a working coefficient of 70% in the dry season and 35% in the

This hypothesis guarantees a placement rate for all the Asphalt paving in a
Period of approximately 18 months of continuous laying although the Aspirall
laying operations are scheduled to be completed in 27% calendar months,
The 1* location of the Asphalt Plant will be at km +: 60.00
The Asphalt works on the Modjo - Awassa Part will commence in parallel with
{he Addis Ababa - Modjo part with priority always for the Addis Ababa - Modjo.
Part until the mid August 1999 dead line when thio part will be cuvnpleled.
The Asphalt works on the Modjo - Awassa part will continue up to Km #108,00
approx. before the Asphalt Plant is relocated to Km + 158.00 and finally at its
ast location at Km + 210.00 (3 Asphalt Plant locations in all),
The works will always progress ( in general ) from Km £70.0 and moving in one
direction, towarde Awaosa without haviny (v shift the Aspnalt laying equipment
back and forth.
45During the periods when the asphalt Plant will be inactive, due to relocation of
fhe Plant (involving uistriantiing and re - erection activitios) the surface
treatment of the shoulders and other finishing works will be carried out,
Additionally these works are scheduled to be carried out soon after the Wearing
course for vavii section of the road that is laid is carried out that the road is
completed in its entirety as the works progress and are advancing towards
Awassa.
The most crtical activity determining the duration of the Asphalt laying works is
the production of the Asphalt and Base course aggregates covered undor the
Felevant item (Construction of Base course) of this Method Statement Report.
Assuming that the Asphalt producing and laying operations will be operating
from the beginning of November 1998 to mid February 2001 (intal 27% ealends.
morns - ess 3 months for relocation, less 3 months rainy season ( 2 rainy
Seasons x 0.50 ) i.e. 21% working months at a production rate of 230Uhr x 0.70
= 160 thr the total Production during this parind will be in oxcoes of 899,980
tons (21.5 months x 230 Uhr x 0.70 x 260 hrs/month) or approximately 100%
more asphaltic concrete mix than is required for the Contract.
The Asphalt laying equipment wietitioned above is more than adequate for the
whole quantity produced and no problems are anticipated in handling the
production of the Asphalt Plant.
Assuming an average hauling distance for the Asphalt (between the Asphalt
Plant and the Laying crew) of 30Kms and taking an average production of
1200.0tons per day. the total na af 18m3 (35tonc) Tipping Trailers tequired tor
the operation, assuming 4 trips per truck per day is only 9 Tipping Trailers on
average (1200tons/35tons/Atrips)

‘This activity includes the supply & installations of all Road Signs as well as the
Road markings
All the Road furniture for the Contract will be supplied by Companies specialising
in this type of work and will be delivered to the Contractor's main stores fram
where an installalion Crew, under a competent supervisor, will begin erecting the
various types of Road Furniture at the specified locations. The timing and duration
Of this activity is shown in the Bar Chart Program.
Road markings will be carried out by the Contractor's specialised personnel using
@ purpose made Road marking machine and using the specified type of Road
Marking paint.

8.1.1 Half Width Traffic Movement (one way traffic)
All Traffic Management measures will be in accordance with the Traffic
Management plan submitted to and approved by the Contracting Authority where
half width Trattic tlow will be used appropnate SUP and GU Flagmen will be used
day and night with appropriate lighting and safety Equipment.
In the cases where half or 1/3 of the carriage - way width will be closed to Traffic
for the construction works (Repair of existing shoulders, or Asphalt laying)
appropriate measures will be taken to regulate traffic, moving in one direction at a
time, for a maximum distance approved by the Consultants.

each other using short range Walkie - Talkies.
All measures to be taken will be approved in advance by the Supervisor or his
Representative and the Traffic Police. If necessary the assistance of Traffic Police
will be requested by the Contiaclut
Where any part of the road under construction remains incomplete during the day
and part of the carriage width will have to be kept closed to the Traffic, adequate
traffic Management measures will be taken including Reflective Road Signs, Road
Safety Lamps (battery operated) as well as Traffic Police assistance, will be used
as required.

In cases where full carriage width will have to be closed far Rnad works to be

For the Production of base materials and Asphalt aggregates for the Addis
Ababa - Modjo section we are proposing to explore the Quarries at the
following locations :
Q, Km +60,00 0.5 Km Right & 1.1 Km Right and
Q9 Km + 25.00 0.5 Km Right
A detailed investigation has been carried out in each of the above Quarries so
that the properties and the quality of the material as well as the quantities to
be produced at each of the quarries was established in advance,
Our Crusher Plant has theoretical production for base material, of 400 ton/hr and
will be able to produce, as well, the aggregates for asphalt in quarry Q1. When
producing aggregates for asphalt the Crusher Plant will be able to produce
360ton/hr. When producing both Base course and Asphalt aggregates the
combined theoretical production of the Crushing Plant is assumed to be 37Ston/hr.
Above production figures are theoretical and the actual prodiictinn figuras will be
approx. 75% of the theoretical ones.
To complete this operation the Crusher Plant will be assisted by a Crawler drilling
Machine Involved drilling holes for the in Diasting. We nave assumed that at least a
90% of the Quarry materials will require the utilisation of explosives.
For this operation (Base course and Asphalt aggregates production), we will have
in addition to the Crusher Plant (Primary Secondary and Tertiary) one unit of Atlas
COPCO 748C or similar Drilling equipment, a Crawler excavator type CAT 245
and a Dozer CAT DON on part time basis. These machines will bo ascisted by the:
necessary machinery for the Stockpiles (Front-end loaders, trucks etc.)

A full team of specialized crew will be working at the Quarry for the production and
loading of both the Base course and Asphalt aggregates to support the field laying
operations.
60D. Productivity Perimeters
The productivity output of the above resources (equiprenl) las been estimated on
a 10hr work per day, six days a week i.e. 260hrs per month.
The production ir the Quattizs will alsu Le increased, as necessary, with a couple
shift work cycle.
The total quantity of Base course for the Addis Ababa — Muyjy part of the works
and the Modjo-Awassa part upto km#90:00 is + 125,000m’ that is about
265,000Tons.
200,000 Tons of the above Quantity of Base Course material will be produced at
‘our quarry at km+ 60.00 and 65,000 tons from the Quarry at km 25.00,
The Quarry Q, at km=60:00 will also produce the total quantity of Asphalt
aggregates for the Addis Ababa - Modjo section as well as the quantities for
‘Asphalt up to km.L1 13:00.
Total quantity for aggregates required for Asphalt will be all produced at the quarry
at km. 60.00 and is 1 190,000Tans.
The Total quantity of material (Base Course and Asphalt aggregates) to be
producod at tho above two quarries is 1455,000 Tons.
In accordance with our programme we have started with the production of
aggregate at tho ond of Junc 1908 and will work in the Quarry at km 00.00 up tu
mid March 1999 and at the quarry at km 26.00 from the end of March 1999 to
end of July 1999, i.e. 13 calendar months.
‘Assuming 35% production in the rainy season (0.5 rainy season ~ 1.5 months) and
considering 2 positions for the Crusher Plant, with 2 weeks for dismantling and re-
reetion of the Crusher at the new location the total working time for the plarit will
be 11.50 months (13 months less 1.50 months of no production (1.5x0.65+0.50)).
Considering a theoretical production of 375 thr (average production for buth Base
course and asphalt aggregates) with an availability/efficiency factor of 75% ( for
rains, equipment failure etc. ) the total production of the Crusher Plant working for
11,50 months ( at 260 hours/month ) will be 375x0.75x1 1.50x200=840,000 tons
which is more than the total quantity required for both Base course and Asphalt
materials working only one shift of 1hours/day.
‘The wheel loader CAT 966 will be able to load approx. 135m3/hr (theoretical
production 180m"/hr x 0.75), approx. 1,350m*/day.
oPART Il Modjo ~ Awassa Section
A. Desuription Of The Acuvities
For the Production of base materials on the Modjo-Awassa Road, we have
Proposed to explore the Quarries at the following locations :
