SCOPE OF REQUIREMENTS (SOR) FOR TRANSPORTATION OF PERSONNEL, FRESH

WATER, DIESEL, AVIATION FUEL AND OTHER LOGISTIC ITEMS FROM KOTA
KINABALU TO OFFSHORE STATIONS

Service engagement start : 1st January 2018


Contract : 3 years
Total of service required : 72 times (2 times/month)

1. PART I – OBJECTIVE
Transportation of personnel, fresh water, petrol, diesel, lubricant, aviation fuel, fresh and dry
ration and other logistic items from Kota Kinabalu to Offshore Station, as stated below (in the
order of delivery/pickup arrangement):
a) Port TLDM KK to Layang-layang (Lat. 07° 23.0' N, Long. 113° 48.0' E) – 160 nautical
miles
b) Layang-layang to Ubi (Lat.07° 03.0' N, Long. 113° 55.0' E) – 16 nautical miles
c) Ubi to Mantanani (Lat. 07° 58.0' N, Long. 113°56.0' E) – 18 nautical miles
d) Mantanani to Peninjau (Lat. 08° 08.0' N, Long. 114° 31.0' E) – 19 nautical miles
e) Peninjau to Siput (Lat. 08° 06.0' N, Long. 114° 07.08' E) – 27 nautical miles
f) Siput to Port TLDM KK – 145 nautical miles

2. PART II – DESCRIPTION OF REQUIREMENT


2.1 Contract of 36 months with the option of extending the service if required. The vessel must
be suitable and properly equipped to transport approximately 50 passengers (mix of
reclining seats and bunks), 50,000 liters of fresh water, 70,000 liters diesel oil, 5 drums
of petrol (1 drum equivalent to 200 liters), 15 drums of Aviation fuel and other logistic to
the Offshore Station including the facilities for loading and unloading, estimated at every 2
weekly basis to all 5 Offshore Stations.
2.3 One (1) freezer container (10’ x 10’ x 8’) for fresh food supplies (eg. fish, chicken and meat)
and one (1) chiller container (10’ x 10’ x 8’) for vegetables and fruits. A suitable
room/container must also be provided for storage of dry rations and other logistic items.
2.4 Loading and unloading of logistic items are to be done by the vessel’s crew together with
the Navy’s personnel, complete with dequate material-handling equipment for the
operations.
2.5 Insurance for transported personnel and items onboard the vessel is the responsibility to
the contactor.
3. PART III – REQUIREMENT OF VESSEL FOR THE TRANSPORTION OF PERSONNEL,
FRESH WATER, PETROL, DIESEL, LUBRICANT, AVIATION FUEL, FRESH AND DRY
RATION AND OTHER LOGISTIC
3.1 Registered under Malaysian flag for trade.
3.2 Vessel to comply these principal particulars specification:
a) Draft : Approx. 2 meters
b) Speed: minimum 15knots
c) Deck space: Not less than 50 m2
d) Cabin for passengers – 50 pax (mix of reclining seats and bunks).
3.3 Vessel must be classified by classification society provided with standard safety equipment
as per SOLAS and Malaysian Shipping Ordinance.
3.4 Vessel is to have close or open cargo compartment calibrated with the approved calibration
table. If open cargo compartment, the contractor shall provided sufficient awning/cover to
protect the goods.
3.5 Appropriate pumps and auxiliary equipment of an explosive proof type, which are capable
of receiving/discharging independently.
3.6 One (1) approved bulk flow meter calibrated by third party approved by MTI six monthly
intervals with a linear accuracy of 0.1% completely with air eliminator must be provided on
board. Oil to be discharged to the 5 stations through the flow meter.
3.7 Vessel to have two (2) anchors and have sufficient wire ropes for use in buoys/dolphins.
3.8 Vessel to be provided with minimum of three (3) bollards for purpose of mooring. Adequate
fenders must be provided all round the vessel.
3.9 One (1) unit fire – fighting self priming pump with a least four (4) fire hydrants complete with
the fire hose, at least two (2) spare fire hose, (2) portable fire extinguishers (foam & dry
powder type) each must be provided in the engine room, cargo pump and crew
accommodation respectively.
3.10 Manning to comply with Local Trade Standard requirements.
3.11 Vessel must have all valid certificates onboard.
3.12 Appropriate fire extinguishers to be installed on board.
3.13 All necessary dual powered (including battery operated) navigation lights.
3.14 One permanently display red ensign marked “DANGER” on main deck.
3.15 To provide at least 1 x 4.5 anti – pollution chemical.
3.16 Provided sufficient life jackets for all passengers onboard.
3.17 To Provide with an anchor ball to be displayed during daylight.
3.18 To provide with at least two (2) spotlight on deck for suitable night operation.
3.19 All exhaust for the generators to be insulated and provided with spark arrester.
3.20 “No Smoking” sign to be displayed during daylight.
3.21 Crews to be provided with safety shoes.
3.22 Cooking onboard only allowed at approved place. Must be provided with microwave oven,
water boiler, refrigerator and rice cooker.
3.23 To provide suitable “gangway”, “Jacob Ladder” and sufficient life raft at all time.
3.24 All life buoys and life jackets to be fitted with retro reflective tape.
3.25 All relevant certificates must onboard at all time.
3.26 Appropriate hoses for the purpose of discharging oil from the barge/tug boat/vessel.
3.27 Sufficient walkie-talkie set for communication during loading/unloading operation.
3.28 Crane acilities to carry a minimum of 3 tons load including the capabilities to carry of lift
and operational asset such as Rigid Hull Inflatable Boat (RHIB), Rigid Inflatable Riding Craft
(RIRC), Self Landing Boat (SLB), Out Board Motor (OBM), etc.
3.29 Ensure the water tanks are well maintained. Inspection to be made periodically - every 6
months and on accomplishment the inspection report to be submit to the unit for monitoring
purposes.
3.30 Vessel’s supply diesel must be completed with filtering system. The purpose is to reduce
unwanted components in the fuel.
