4.0 RESPONSIBILITIES
4.1 Project Manager
 will be responsible for managing, execute complete and handover the construction
activities within approved resources in compliance with requirements as specified in
project specifications. He will be overall in charge of implementing this method
statement for fibre optic cable installation per QA/QC and HSE requirements.

 Responsible for controlling the project’s entire activities & for the overall coordination
with COMPANY.

 Ensure that adequate welfare facilities and equipment are provided to the project to
avoid injury, health impairment, or damage & to ensure providing quality works within
the planned time scale.

 All responsibilities stated in the Project’s Quality Assurance Plan.

4.2 Construction Manager


 Organize the site so that work is carried out to the required specifications with
minimum risk to men, equipment, and materials.

 Coordination with different functions with the project.

 Expediting area of concern to achieve project schedule.

 Adhere to the project-specific quality management program and HSE requirements.

4.3 QA/QC Manager


 Responsible for the work of entire quality assurance, quality control & inspection
programs.

 Produce all quality-related documents & reports necessary as requested by


COMPANY.

 Provide written procedures & coordinate in formalizing the Method Statement for fibre
optic cable installation with the Project Manager/ Construction Managers/Site
Engineers to describe the job-specific work for each stage/activity.

 All responsibilities stated in the Project’s Quality Assurance Plan.

4.4 QA/QC Engineer


 Responsible for the work of entire quality assurance, quality control & inspection
programs.

 Produce all quality-related documents & necessary quality reports as requested.

 Provide written procedures & coordinate in formalizing the method statement  for fibre
optic cable installation with the Construction Manager/Site Engineers to describe the
job-specific work for each stage/activity.

4.5 Safety Manager


 Manage Safety Engineers and Safety Officers to be in strict conformance with project
policies and procedures.

 Must ensure safe work method as stated here and risk assessment is fully
implemented during activity.

 Responsible for controlling HSE personnel for effective monitoring of work.

 Oversee site safety orientations/inductions, toolbox talks, safety training certifications,


job site inspections, working at heights, scaffolding tagging systems are fully
functional, rigging, etc.

 Report to Project Manager all personal injuries and near-miss incidents (aligned with
Safety Engineers/Officers) as well as property damages immediately. Produce
investigative reports and summaries to senior management.

4.6 Safety Engineer


 Ensure that all workers have a safe place of work, advise a safe system of work, and
provide adequate instructions, training, and supervision to enable employees to work
safely.

 Carry out site surveys on daily basis to ensure that the HSE methods of working are
in operation & that all regulations are being observed.

 Report, determines & analyses the cause of any accident or dangerous occurrence
and recommends measures for preventing recurrence.

4.7 Site Engineer


 Adheres to the project-specific Method Statement for fibre optic cable installation,
procedures, inspection programs & HSE instructions to get the activities performed to
client satisfaction with full coordination with the HSE & quality personnel.

 Responsible to ensure that correct drawings, materials, tools, and equipment are
provided on-site.

 Liaising with sub-contractors, supervisors, planners, quantity surveyors, and the


general workforce involved in the project.

 Responsible for planning the work and efficiently organizing the plan and site facilities
in order to meet agreed deadlines.

 Site engineer is responsible to coordinate with QA/QC team engineers/ inspectors,


and handover daily site progress works reports/highlighted drawings & present during
inspection/site visit with QA/QC inspectors & consultant/client.

4.8 Surveyor
 Responsible for all survey works and report to Site Engineer.

4.9 Foreman
 Performed the activities that were instructed by the Supervisor/Engineer at the site
and follow the safety procedures to make it safe for his workers.

 In charge to lead the work execution send the focal point in coordinating with the site
Supervisor/Engineer related to overall site activity, materials, tools, and equipment.

4.10 Technician
 Carry out Installation work as per the concerned foreman’s instructions with all the
safety requirements.

 The workforce to attend daily toolbox talks, morning task briefs prior to starting any
works EHS (Environment Health Standard) plans and policies.

 Carry out their work in such a way that they don’t create for themselves or any other
person risk to health safety, and don’t impact the environment to the maximum extent
possible or affect the quality of work.

6.0 SEQUENCE OF THE WORKS-METHOD STATEMENT FOR FIBERE


OPTIC CABLE INSTALLATION
a. The following methodology is for cable laying, testing & commissioning.

b. Work will only commence after receiving clearance from other departments to start
the underground installation and cable laying.

6.1 Delivery of Materials, Storage, and Handling-Optical Fibre Cables and


Accessories
 Upon receiving cables, inspection shall be taken place and any damage found during the
shipment shall be reported immediately.

 Unloading without contacting cable surface or protective wrap shall be accomplished


carefully. If unloading by crane, use cradle supporting reel flanges or a shaft through
arbore hole. If using a forklift, lift the reel at 90 degrees to flanges. It shall be done by using
forms long enough to make complete lifting contact with both reel flanges.

 If using the inclined ramp for unloading, ramp shall be wide enough to contact both reel
flanges completely. Stopping of reels at the bottom shall be accomplished by using the
reel flanges and not the surface of the cable.

 Dropping reels from delivering vehicle to the ground shall be strictly avoided.

 Reels shall be stored on a firm surface to prevent flanges from sinking into the earth. And
the weight of the reel and cable should be allowed to rest on the cable surface.

 Storing reels in an area where construction equipment, falling or flying objects or other
materials will contact the cable should be strictly avoided.

 Ensuring that the storing cable where chemicals or petroleum products will not be spilled
or sprayed on the cable.

 Ensuring that the cable store away from open fires or sources of high heat.

 When a reel of cable is rolled from one point to another, attention shall be paid on the
cable surface that any object could contact or damage the cable surface or protective
wrap. And Rolling should be in the direction to prevent loosening of the cable on the reel.

 Storing cable shall be according to manufacturer’s recommendations, as a minimum. In


addition, storing the cable shall be in a location protected from vandalism and weather. If
the cable is stored outside, it must be covered with opaque plastic or canvas with
provisions for ventilation to prevent condensation and for protection from the weather. If air
temperature at the cable storage.

 Deliveries will be Inspected and handled at the site area according to the given instructed
requirements.

 All uPVC, fitting accessories, utility structures, and fibre optic cable drums will be covered
and stored above grade in a secure and protected location in order to be protected from
climate, dust, and entrance of debris and will be codified for easy traceability.

 The proposed storage area for the materials shall be cleaned.

 Separate areas in the storage zone must be marked for different materials.

 The material shall be stored in a shaded area to protect it from exposure to direct sunlight.

 The lifting equipment shall be adequately rated for the specked weight (shown on the
rating plate) and fit for purpose.

 The bracing & supports are provided to prevent damage during transit, lifting, or unloading
shall be verified.

 All materials received at the site will be inspected with the corresponding inspection
request.

 The materials shall be as per the approved submittal. And any discrepancies Damages
etc. will be reported for further action.

 Material found not suitable for the project shall be removed from the site immediately.

 When handling drums, suitable precautions should be taken to avoid damage to the cable
and injury to the people. Due regard should be paid to the mass of the drum, the method
and direction of rolling, and the method of lifting.

 It is preferable for ease of handling and safety to move drums by special cable drum
trailers and whenever possible the cable should be laid direct from these. In certain cases,
it may be possible to lay a cable from a drum trailer whilst it is being towed alongside the
trench, thus giving a considerable saving in time and effort.

 The drum mounting position, if stationary, will be influenced by the following:

 Accessibility: Good access to where the cable drum is to be mounted.

 Gradient-On: sloping ground, cables should be pulled downhill.

 Bends: The drum should be mounted at the end of the trench nearest the bends. The
force required to pull the cable is near to the drum, and therefore, the side forces and
friction on the bends will also be less.

 Ducts-To minimize the disturbance to ducts and the resulting possibility of damage to the
cables, the drum should be at the end of the trench farthest from the ducts.

 When rolling drums, it should be over short distances only and the drum rotation should
always be according to the arrow marked on the drum flange. This will ensure that any
slack cable is worked to the outer end. Failure to take this precaution may result in slack
cable collecting at the hub of the drum causing damage.

 Cable drums should be transported with the drum axis horizontal and any drum movement
should be avoided.

 Cable ends should be firmly attached to the drum during transport and storage to prevent
damage to the cable.

 For loading and unloading of cable drums, suitable lifting and hoisting equipment should
be used. A drum should not be dropped.

 Cable drum jacks should be mounted on a firm level base. If the ground is uneven, a
foundation should be provided by using stout timber solidly packed.

 Timber packing may also be necessary to prevent settling of the jacks by spreading the
weight if the ground is soft. It may be necessary to locate the drum in the roadway away
from the trench and in this case, the drum should then be offset by not more than 30
degrees to the line of the trench. For safety, the drum should not be mounted closer than
1m to trench excavations of normal depth.

6.2 Site Execution


As follows are the procedures for the installation of optical fibre cable:

6.2.1 Survey Works


Surveyor will set out the location as per the approved IFC drawing and coordination with all
project services and it will be checked by QA/QC Engineer and upon approval, the installation
process will be started. A further survey will be carried out after the execution of the works for
the purpose of as-built drawings.

6.2.2 Work Permits


Before commencement of work, a “Permit To Work” indicating the activities to be performed will
be obtained from concerned authorities (COMPANY) as per HSE policy and procedures.

 The HSE department is authorized to issue and control work permits.

 a specific safety training shall be confirmed as per COMPANY requirement prior to


work commencement.

 Work in a confined space require a work permit from the site engineer/site supervisor.

 A permit will be required for hot work.

 The result of the inspection with the permit to work will be communicated to all
persons who will be involved in the execution of the work.

6.2.3 Electricity
 Before using an electric tool, check the tool and its plug and connecting cable.

 Do not use damaged tools.

 Do not use an electric tool unless its connecting cable is well protected.

6.2.4 Fire Risk


There is always a fire risk however the chances of fire can be reduced by:

 Always keeping the workplace clean and tidy.

 Handling machinery and tools that may generate sparks or hear carefully.

 Knowing where fire extinguishers are located and how to use them.

 Knowing the place of assembly for fire evacuation.

6.2.5 Load Shifting Machinery


All operators, technicians and riggers are certified and well trained.

6.2.6 Portable Power Tool


Portable power tool (such as a saw grinder and drill) and its dangerous parts shall be effectively
guarded.

7.0 METHODOLOGY
The procedures for the Installation of Underground Fibre Optic Cable are detailed below:

7.1 Pre-requisites
 The actual condition for installation of underground fibre optic cable shall be checked.

 The approved issued shop/ design drawings shall be established.

 All necessary work permits; indicate all the activities prior to work execution shall be
provided.

 The permit has HSE approval shall be ensured.

 Sufficient safety signage and barricade the work area if needed shall be ensured.

7.2 Site Access


 Clearly designated walkways must be established to allow persons to access the site
safely.

 Walkways must be maintained free from obstruction and any debris.

 Adequate illumination must be provided for access routes and walkways.

 Signs must be displayed to indicate the routes to be taken by persons, changes in routes
must be clearly communicated.

 All safety measures will be taken care of as per the instruction of the HSE department.

7.3 Pre-installation
Before the commencement of installation, the following are required to be carried out:

 Drawing for External Underground Fibre Optic Cable shall be approved and will be


coordinated with other services.

 Proper access will be provided as per the approved program.

 Location/area will be ready for site installation.

 Prior to the installation, the area where the items to be installed will be inspected.

 Prior to the installation, all cabling as per detailed drawings shall be checked.

 The device/panels’ location shall be marked and enough length of cable at both ends for
termination shall be considered.

 An up-to-date test report will be checked.

 All inspections (previously conducted) are checked and should be approved by the
COMPANY representative.

7.4 Trench Installation


If dewatering is required for trench preparation, this will be performed:

 Trench sizes will be made as per the approved IFC drawings and as per the suitable
trench size.

 Inspection by COMPANY representative has to be according to the approved ITP.

 Approved bedding material to the extent necessary shall be placed for establishing the
correct elevation at all locations where the bottom has been excavated below indicated
grade.

 Good coordination with the civil team has to be established.

 The bottom of the cable trench will be covered, to a depth not less than the diameter of the
largest cable, with a bedding layer of sand or fine soil.

 Prior to installation of sleeve pipes, the trench preparation will be checked for the required
elevation, slope, and free from rock, stones, and other deleterious materials. The
installation will not be started until unsatisfactory conditions have been corrected.

7.5 Procedure of Conduit/Sleeve Installation


7.5.1 UPVC/PVC Sleeve Installation for Road Crossing of Fibre Optic Cables
 Sleeves will not be filled with cables to more than 60% of their capacity. Nylon drawcords
will be always be left in sleeves.

 Before laying of sleeves. The trench bottom is of a smooth and firm contour and free from
any sharp materials or obstructions.

 The trench should be sand bedded for 150mm. Then sleeve separators are used for
underground ducts installation and will be snaked to avoid tension during backfilling
operations and subsequent settlement.

 Joints in ducts and fittings shall be watertight according to manufacturer written instruction.
And bell mouths are installed at each end of the duct pipe.

 No more than equivalent of two 90-degree bends between pull points shall be installed.

 No protective cap, disc, or other appliance on the end of pipe or fitting will be removed
permanently until the pipe or fitting which it protects is about to be jointed. Pipes and
things will be examined for damage and the joint surfaces and components will be
cleaned.

 Suitable measures will be taken to prevent soil or other material from entering pipes and to
anchor each pipe to prevent flotation or other movements before the works are complete.
Before making the joint a consideration shall be taken on both the pipe’s ends and the
sealing ring are clean. Lubricant shall be applied to both the pipe’s ends and the sealing
ring in the socket.

 Ensure that components to be joined (by push-t method) are correctly aligned, and then
push the spigot fully into the socket.

7.5.2 Installation of Optical Fibre Cables


 Pre-installation inspection of optical fibre cable will be carried out as per requirement and
recorded.

 All the cable rollers will be of sufficient size to accommodate the cable without any damage
to its outer sheath.

 The cables will be laid in a sequenced manner.

 The cable will be left from the bottom of the drum while pulling.

 The pulling tension does not exceed the safe pulling tension of allowable force of the
cable.

 The wire pulling sock shall be tied to the cable end and the winch rope shall be attached to
the sockeye if required.

 Lubricant shall be applied to the cable, if necessary, from the drum end prior to its entry
into the trench with the approved pulling compound.

 After cable pulling is completed and testing has been done, inspection to proceed for cable
laying, cable tiles, and backfilling.

 As per the approved IFC drawing, warning tape will be provided 300mm below the ground
level along the cable route.

 Cable route shall be identified by placing the cable route marker at specific intervals to the
straight run and at points where the route changes direction to the entire route for cables.

7.5.3 Identification of Electrical Services


 Temporary identification labels and notices shall be provided immediately after the
installation inspection is approved.

 Warning, caution, and instruction notices will be provided temporarily. It will be ensured
that all identification labels and notices are installed in a visible position.

7.5.4 Redline Mark-up & As-built Drawings


 If any changes occur in the routes (non-adherence to the approved Shop drawings) then
such information shall be detailed in the As-Built Drawings with Redlines.

8.0 TESTING OF INSTALLED FIBRE OPTIC CABLE SYSTEM


 Prior to testing the cable, the concerned Foreman or Engineer should make sure all the
safety precautions are taken and experienced technicians need to carry out the testing.

 Testing will be done as recommended by the manufacturer.

 After the installation of underground cable, insulation resistance test and continuity test of
cable need to carry out as per the Project specifications.

 The QA/QC Engineer/Inspector will be responsible for completing Inspection Reports for
these activities.

 Make sure the cabinet and surrounding area are dust-free.

 The inner part of the coupler shall be clean.

 The test jumpers (Power meter & light source) shall be connected on both near and far
ends.

 Test shall be initiated.

 Test values should be noted down on the report for calculating average loss.

 The same procedure will be repeated for all the cores.

 The Inspection and Test Plan (ITP) for this Method Statement for Fibre Optic
Cable Installation summarizes various characteristics to be checked.

 The concerned Site Engineer or Site Supervisor will be responsible for ensuring
compliance with these operations. The site QA/QC Engineer will carry out quality
control checks and report the inspection results.

9.1 Quality Records

 a. Quality records will be provided as identified in the ITP.

 Required forms of records and reports are defined in the Inspection and Test Plans.

 Required tests will be carried out as mentioned in ITP.

 Submission of as-built records will be done after completion.
