1.0 PURPOSE
The purpose of this Method Statement is to describe the methodology of carrying out the
construction, quality control and safety aspects related to the installation of Fire alarm system
works for Construction of Package 1A, 1B & 1C - Fit out of Cluster (A, B & C), with respect to
project specifications and specific scope of works undertaken under the contractual obligations of
the contract.
1.1 This Method Statement is developed based on the detailed design drawings “Issued for
Construction”.

2.0 SCOPE
The scope of this Method Statement is to define the procedures of the Contractor to adopt the
Installation, of “Fire alarm system” as required by the project Construction of Package 1A, 1B &
1C - Fit out of Cluster (A, B & C). The installation procedure shall follow the execution of actual
work at site in accordance with KAHRAMAA Regulation, IFC drawings, QCS 2014, project
specifications and manufacturer’s recommended Installation.
2.1 This test on completion is applicable during the testing of fire alarm system.
2.2 All additional and changes or omission as recommended by the consultant, this Method
Statement shall be revised and re-submitted for approval.

6.0 RESPONSIBILITIES

6.1 Project Manager


6.1.1 To ensure fulfillment of time and efficient use of company resources, cost target for
project to achieve the completion date within reasonable time.
6.1.2 Responsible under command responsibility for safety and proper planning of
resources at the project site for the welfare of the personnel under his management
involved at the jobsite.
6.1.3 Performs project management functions.
6.1.4 Attend Coordination meeting with Main Contractor as required for the completion of
the project.
6.1.5 Implementation of company procedures and policies at project site.
6.1.6 To ensure fulfillment of allotted time and cost effective target for project.
6.1.7 Shall perform other jobs as maybe required by Top Management.

6.2 QA/QC Engineer QA/QC is part of the quality management, focused on providing the
quality requirements per standards fulfilled with quality of workmanship.
6.2.1 Responsible for the inspections, testing and /or review of test data and quality audit
based on project documentation requirements.

6.2.2 Shall carry out periodic inspection of completed work, review of testing and
commissioning in coordination with the submitted data by site engineer, shall comply
with the project documentation requirements.
6.2.3 Shall perform coordination with the Engineer, Project Manager, Site Engineers, and
Safety Officers for the implementation and compliance with the Safety, Quality
Management System and work standard requirements.

6.3 Safety Officer


6.3.1 All safety measures implemented at the job site for handling, transporting,
installations, dismantling, etc. Hazards and risk assessment shall be prepared and
disseminated to all concern, to minimize the occurrence of untoward incident at
jobsite.
6.3.2 Coordination with project managers, QA/QC engineers, site engineers, foremen,
supervisors, workers, client’s representatives, etc. at job site on health and safety
issues.
6.3.3 Shall conduct the tool box meetings and on the spot inspection on daily activities at
jobsite of all personnel to prevent or minimize hazardous condition, unsafe practices,
etc.
6.3.4 Shall be responsible to implement safety rules and regulations and conduct
disciplinary action to those who has repeatedly made defiance to safety matters.
6.3.5 Shall be responsible for first aid treatment and shall coordinate with nearest hospital,
police and fire department in case of accident or emergency.

6.4 Site Electrical Engineer


6.4.1 Review this method statement and monitor its implementation.
6.4.2 Assist site Supervisor/ Foreman on executing the construction activities.
6.4.3 Responsible on overlooking the activities on the project and preparing work
progress.
6.4.4 Responsible of implementing all activities that are required as per approved shop
drawings.
6.4.5 Responsible on all work safety during execution.
6.4.6 Conducting daily meeting with Construction team to organize work for the day/next
day.
6.4.7 Coordinate the activities to other trade contractor before implementing at the site.

6.5 Site Supervisor/Foreman


6.5.1 Shall be responsible for the tool box meetings with workers prior to start of
work at job site on day to day activities, the proper storage, handling, installations,
cost effective utilization of construction materials at job sites.
6.5.2 Responsible under command responsibility for the safety and welfare of his site
workers at project job site at every stage of work at job site.

6.5.3 Performs installation/construction of all works in accordance with approved shop


drawings, specifications, standards, Method Statements and quality workmanship.
6.5.4 Coordination with site workers for proper use of material resources and daily work at
the project job site.
6.5.5 Shall maintain good housekeeping at job site upon completion of work. All scrap
materials, rags, debris, etc., shall be properly disposed.

6.6 Electrician/Skilled Workers/Helpers


6.6.1 Responsible for the safe and efficient performance/works at project job site and
proper utilization of materials. Minimize waste of materials at job site and use the
right tools for the job.
6.6.2 All electrician certificate to be provided before any works start at site.
6.6.3 Brief on the installation procedure of fire alarm cable and accessories will be
provided.
6.6.4 Performs installation/construction of all works in accordance with approved shop
drawings, specifications, standards, Method Statements with quality workmanship.
6.6.5 Coordination with helpers for joint efforts and use of all available resources and daily
activities for the project.
6.6.6 Shall follow all company rules, guidelines, procedures and policies at project site.
6.6.7 Site coordination works of related equipment with other trades at project job site to
ensure efficient use of resources.
6.6.8 Shall maintain good housekeeping at job site upon completion of work. All scrap
materials, rags, debris, etc., shall be properly disposed.

7.0 PERMITS AND LICENSES


7.1 Necessary approvals/permits will be obtained from RLR/QP before commencing any work
on site, (where applicable).

8.0 SEQUENCE OF ACTIVITIES


8.1 Site Planning / Preparation

8.1.1 Check all material delivered to site is inspected properly by QA/QC Engineer and
check if it is stored properly as per manufacturer’s recommendations.
8.1.2 Inspection request shall be raised for the inspection of materials received at site to
the consultant.
8.1.3 Drawings for installation shall be approved & coordinated with other services.
8.1.4 Permits/clearances & proper access shall be provided as per approved program.
8.1.5 Obtained civil clearance prior to delivery and installation of Fire alarm devices on
site.
8.1.6 Location/area shall be ready for site installation.

8.1.7 Prepare all the materials, equipment and tools that are necessary during the
execution time.
8.1.8 Work shall be carried out by the site staff under strict supervision and guidance of
the concerned Supervisors / Foremen / Engineers.
8.1.9 The QA/QC Engineer shall check all the installations as per the Installation Check
list.
8.1.10 Inspection request shall be prepared by QA/QC Engineer and will be submitted to
consultant for their inspection and approval by coordinating with other contractors
and arrange inspection for the finished work.

8.2 Material Handling and Storage


8.2.1 On receipt of the materials at site necessary precautions shall be taken for
unloading, shifting and storage, as follows:
8.2.2 Material shall be stored in a covered / dry space at all the time to avoid being
damaged.
8.2.3 All materials received at site shall be inspected and ensured that the materials are as
per approved material submittal.
8.2.4 Any discrepancies, damage etc., found will be notified and reported for further action.
8.2.5 Material found not suitable for site use will be removed from site immediately.
8.2.6 A material delivery to site will be inspected for delivered materials for approval from
consultant engineer.

8.3 Prior to Installation


8.3.1 All workers will attend safety induction training on the safe installation method by the
Safety Department.
8.3.2 Electricians that will perform the Fire alarm cable& devices installation shall be
experience.
8.3.3 Engineer in charge shall ensure that approved and standard tools and tackles are
available to carry out the work.
8.3.4 Prior to commencement of the work, areas and access will be inspected to confirm
that the installation site area is ready to commence the work.
8.3.5 Prior to commencement of the work, all materials received at site shall be inspected
and ensured that the materials are as per approved material submittal.
8.3.6 Engineer In-charge shall verify and record that the FA cable & materials are correct
with respect to its location at site.
8.3.7 Engineer In-charge will conduct workshop to explain the installation team and
tradesman for the correct method of installation as per the approved method
statement.
8.3.8 Approved Shop drawings shall be posted at the work place for site reference use
and installation works.

8.4 Installation of Fire Alarm Cable:

8.4.1 The correct size of the Fire Resistant Cables shall be ascertained from
approved shop drawings before installation.
8.4.2 Fire resistance cables shall not be drawn into the same conduit, trunking
compartment or ducting compartment as cables of other systems.
8.4.3 Red colour cables will be used for the fire alarm system and white colour
cables will be used for the Emergency lighting system.
8.4.4 2X 1.5mm2 fire resistance cable will be used for terminating the fire alarm
the NAC
8.4.5 Before pulling of cable in existing / new conduit, ensure that conduit has been
inspected and are free from any sharp edges.
8.4.6 Mark the location of the Fire Resistant Cable on the floor / slab / walls /
structure as per approved layout drawing.
8.4.7 Fix the proprietary single clips for single run of cable or two holes of clip
formed from fixing strip covered with plastic with screws and wall plugs. The
distance between clips shall be as recommended by the manufacturer.
8.4.8 Where Fire Resistant cables pass through concrete, block work, walls, floors
etc, they shall be suitably protected by a length of PVC conduit throughout
the concealed length. Whereas in existing floors, concrete, block work,
walls etc.
8.4.9 No Fire Resistant Cable shall be installed directly in the concrete, block work
or brickwork, walls, floors etc. without written permission of the consulting
engineer.
8.4.10 PVC Conduits not required when Fire Resistant cables are installed in false
ceiling, floors or within dry type partitions, unless otherwise stated.
8.4.11 All cables shall run in straight lines parallel and square with the lines of the
building. Where the Engineer permission is given for cables to be concealed
within plastered or rendered walls they shall be routed in straight lines parallel
the floor or ceiling and plumb vertical down walls Cables shall be continuous
without any through joints.
8.4.12 After the fire resistance cables are installed these will be tested for continuity
and insulation resistance before termination of fire resistance cables to the
devices.

Termination of Fire Resistant Cables will be carried out as per manufacturer’s


instructions:
8.4.13 With a sharp knife score circumference of outer sheath.
8.4.14 Bend Fire Resistant Cable on score marks so that outer sheath breaks.
Lightly score the aluminum tape and bend cable again so that the tape tears.
8.4.15 Twist and pull to remove the outer sheath.

8.4.16 With the outer sheath removed now unwind and remove any remaining tape.
8.4.17 Separate the conductors strip the insulation from the conductors for the
required length.
8.4.18 The Fire Resistant Cable is now ready to fit the gland and terminate to the
equipment / device.

8.5 Installation of FA Devices:


8.5.1 The devices/peripherals (Smoke detectors, heat detectors, break glass,
duct detectors, beam detectors, control and monitoring modules) are
connected in Class A circuit with the Control panels.
8.5.2 The speakers & speaker with strobes are connected in Class B circuit with
the Control panels.
8.5.3 2C x 1.5mm2 approved fire resistant cable to be used for wiring initiating
devices to the panel, additional 2C x 2.5mm2 approved fire proof cable is
required for the smoke detector with sounder base for the activation of the
sounders units.
8.5.4 2C x 1.5mm2 approved fire resistant cable to be used for cabling the
Speakers with the panel, additional 2c x 2.5mm2 approved fire proof cable is
required from the FACP for the speaker with strobe for the activation of the
strobe unit.
8.5.5 Comply with NFPA 72 for installation of fire-alarm equipment.
8.5.6 Smoke- or Heat-Detector Spacing:
 As per spacing on approved drawing
 Comply with NFPA 72, "Smoke-Sensing Fire Detectors" & "Heat-
Sensing Fire Detectors".
 Smooth ceiling spacing shall not exceed 30 feet (9 m).
8.5.7 Fire-Alarm Control Unit: Surface mounted, with tops of cabinets not more
than 72 inches (1830 mm) above the finished floor or as per detailed on
approved drawing
8.5.8 Annunciator: Install with top of panel not more than 72 inches (1830 mm)
above the finished floor, or as per detailed on approved drawing.

8.6 Installation of Fire Alarm Control Panel


8.6.1 Install the semi-recessed Back box provided at the location as per the
approved shop drawings.
8.6.2 Power supply for the FACP shall be through an un-switched SPUR outlet
located above the FACP concealed above false ceiling. The un-switched
SPUR switch shall be a separate branch circuit.
8.6.3 The back box must be dust free and clean before dropping all the field cables
inside the back box.

8.7 Installation of Manual Call Point;


8.7.1 Install the recessed recommended 2” x 4” Back box at the locations as per
the approved shop drawings.
8.7.2 Install and terminate the Manual call point as per the manufacturer
instructions.
8.8 Installation of Control & Monitor Modules;
8.8.1 Water-Flow Detectors and Valve Supervisory Switches: Located near each
sprinkler valve station and / or water flow detector that is required to be
supervised. The module shall be mounted inside recommended 2” x 4” back
box and wired to the sprinkler valve station and / or water flow detector via GI
flexible conduit.
8.8.2 AHUS’, FAHU’S, Lifts, Access Controlled Doors, Public Address System etc..
Which is required to be controlled in case of a fire situation, the Control
module shall be mounted inside recommended 4” x 4” back box and wired to
the equipment to be interfaced.
8.8.3 Install and terminate the Monitor and Control modules as per the
manufacturer instructions.
8.9 Installation of Smoke & Heat Detectors;
8.9.1 Ceiling-Mounted Smoke and Heat Detectors: No less than 100mm from a
sidewall to the near edge. For exposed solid-joint construction, mount
detectors on the bottom of joists. On smooth ceilings, install Smoke detectors
not more than 9m apart in any direction and Heat detector not more than 7m
apart.

8.10 Installation of Sounders & Sounder/Flasher;


8.10.1 Install the recessed recommended 4” x 4” back box at the locations as per the
approved shop drawings.
8.10.2 Install and terminate the Sounders as per the manufacturer instructions.

9.0 QUALITY

9.1 Inspection And Testing


9.1.1 The Inspection and Test Plan (ITP) for the Fire Alarm System Installation
works summarizes various characteristics to be checked. The concerned Site
Engineer will be responsible to ensure stage wise compliance for these
operations and the QA/QC Engineer will carry out quality control checks and
report the inspection results.
9.1.2 ITP is submitted along with this method statement.

9.2.1 The Site Inspection Request (IR) of various activities of fire alarm system
Installation works will be submitted to RLR in advance with adequate notice.
Consultant Inspection Requests Form shall be followed for fire alarm system
installation works.
9.2.2 Variance work activities will be checked and the QA/QC Engineer will be
responsible for completing Inspection Requests for these activities. Recorded
in related checklists and test certificates.

10.0 HSE ISSUES, RISK ASSESSMENT AND HAZARD ANALYSIS

10.1 All works shall be carried out as per the approved Construction Health and Safety Plan
(CHSP)
10.2 No specific hazards identified outside the scope of the CHSP.
10.3 Prior to commencement of any activities, the workforce will receive a safety induction and
tool box talks on the project site safety requirements.
10.4 Site Engineer will ensure that all involved personnel are briefed on the nature of work and
associated hazards, and to verify the compliance with the required Personal Protective
Equipment for the tasked works at all times during construction activities.
10.5 Regular compliance inspections by the Site Engineer and HSE department will take place
throughout the works.
10.6 Safety signs shall be provided to guide the movement of workers, & safety awareness to
all.
10.7 Adequate lighting shall be provided for doing the works.
10.8 All site activities involving worker, operators at exposed areas during hot weather season
shall adhere to the control measures as per the project heat stress programmed and local
regulation in state of Qatar.
10.9 Emergency response plan procedures shall be strictly followed in the applicable events; a
competent emergency responses coordinator will be nominated for the site; while first
aiders and fire wardens will be deployed, assembly and muster points shall be clearly
identified and fire drills will be conducted regularly.
10.10 Adequate rest shelters, cooled drinking water and toilet facilities shall be provided.
10.11 Work area to be completely barricaded and permits related to the work being done and
to ensure that no works are performed unless the relevant permits are in place.
10.12 No specific environmental hazards identified outside the scope of the Construction
Environmental Management Plan.
