CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

Introduction
In the Philippines, a survey on healthcare access was done in 2020. The Philippines had
1.2 physicians for every 1000 residents. The public and private sectors of the Philippine health
system make up a dual health system. Health facilities managed by the national and local
governments offer healthcare services in the public sector. A tax-based budgeting system is used
to fund a substantial portion of the private sector. In its declaration that the state shall preserve
and advance the people's right to health, the Philippines Constitution of 1987 enshrines health as
a fundamental human right.

Instill in them a sense of health. The health development process for developing health
policy. The process of creating health policy involves all levels of government, including the
national level, local government units (LGUs), and particular health organizations or institutions.
The Philippines' healthcare system is generally of good caliber. Despite the lower quality of the
facilities they work with than in upscale US or European healthcare institutions, the medical staff
in the Philippines is highly qualified. Although public healthcare in the Philippines is generally
of a high caliber, there are significant differences between rural and urban areas.

Private healthcare is more reliable in the Philippines, and private clinics typically have
superior equipment than public ones. As English is widely spoken in the Philippines, there
shouldn't be many linguistic barriers for foreigners seeking medical care. According to the
official think tank Philippine Institute for Development Studies, there are not enough healthcare
professionals in 75% of the country's cities and municipalities (PIDS). Many healthcare
professionals have chosen to relocate abroad in search of improved employment prospects.
Those who do decide to remain in the Philippines are more inclined to work in regions with the
possibility for high incomes and close to the villages where they received their training.

Because hospitals and healthcare professionals are concentrated in urban regions, there is a
significant imbalance in the distribution of the health workforce. The Department of Health is
currently striving to address this issue so that more doctors can be deployed in rural areas. There
are just insufficient incentives for doctors to serve in these places. Even with incentives, rural
hospitals and health centers still lack the necessary equipment, which deters doctors from
opening even temporary offices there.

Another issue is the expected and actual nursing shortage. There has been a persistent
nursing shortage since 1998, according to Dr. Peter Buerhaus, the Valere Potter Distinguished
Professor of Nursing and Director of the Center for Interdisciplinary Health Workforce Studies
at the Institute for Medicine and Public Health, Vanderbilt University Medical Center. This is the
longest-lasting nursing deficit in more than 50 years, and it was caused by a shortfall of nurses
entering the workforce rather than by a rise in demand for nursing care. Vacancy rates for
nursing employment have decreased from as high as 13% in 2002 to an estimated 8% or less
today (AHA, 2007; Buerhaus et al., 2005b).

Why are we lacking in healthcare workers? maybe this is where the financial
responsibility for the education of a nurse or doctor is. Another reason is the emigration of our
healthcare workers due to the lack of wages in our country. However, as a result of this, there is a
paucity of nurses in many hospitals, which slows down the delivery of care to individuals who
are in need. Filipino nurses have expressed their exhaustion and dismay in response to the
ongoing understaffing, low pay, hazardous working conditions, and deployment restrictions by
using phrases like "We don't feel cared for" and "We feel exhausted...but we always keep in
mind that we have to help our people because...no one else will".

Some of them may eventually decide to leave the industry or try to relocate abroad since
"being a nurse at home truly isn't worth it". In the midst of the COVID-19 pandemic, nurses and
other health care worker groups in the Philippines have announced their widespread resignation
from the country's healthcare system. The Philippines' remaining nurses, as observed at private
hospitals' may leave their jobs despite the fact that some were able to migrate.

The local COVID-19 reaction was greatly hampered by this exodus of medical personnel
from Philippine healthcare facilities. In 2021, hospitals across the nation have already begun to
scale back their operations—not due to a lack of space or medical technology, but rather a
shortage of healthcare professionals.

As a result, hospitals continued to be fully occupied despite the country's COVID-19


infection trends declining. A fresh COVID-19 wave might overwhelm the healthcare system if
conditions are allowed to get worse. We need to resolve this problem, we need more healthcare.
Statement of the Problem

The study aim to determine what are the causes of lack of healthcare workers insufficiency
in our country.

Specially, it requested to answer the following question:

1. What are the causes of lack of healthcare workers?

2. What are the effects of having a lack of healthcare workers in our country?

3.What are the challenges faced by healthcare workers?

Significance of the Study


The study will merit the following:

Hospitals. The result of this study and advantages that hospitals can get from this research
include the ability to hire more healthcare professionals by meeting their basic needs. For
instance, by paying them a greater wage and meeting their needs for more in-depth education. To
work in the hospitals in our nation, they may easily hire a healthcare professional.

Patients. These patients can gain from this research by receiving greater focus and care from
medical professionals. In hospitals, they are no longer have to wait a lengthy period to receive
care. If there are more healthcare personnel in our nation, they will receive better treatment and
the services they require.

Graduate Nurse. The result of this study and the primary subject of this investigation is the
graduate nurse. They will gain from this research if it makes it simple for them to comprehend
why healthcare is so scarce. In this study, they will put a greater emphasis on providing
healthcare to patients in our nation. They can use this study to explain why they need workers in
our nation and what the consequences will be.

Scope and Delimitation


The aim of the study is to know what are the causes of healthcare workers insufficiency in
our country. Respondents of study consists of 30 healthcare workers during First Semester of
School Year 2022 – 2023 at Bataan General Hospital. The respondent will be chosen using
random sampling.
The study will utilize experimental design. Moreover, the study will use.
