Government
An organization that controls a country or state.

The National Government:


The Philippine government is a republic governed by a presidential system, with each branch of government having
equal power. The government or a state agency sometimes called an appointed commission or commission, is a
permanent or semi-permanent government body responsible for overseeing and administering specific government
functions.

The Local Government


An area within a state that is smaller than a whole state where the local government determines and executes
measures. All countries in the world have some degree of local government, albeit to varying degrees. Local self-
government is important for its emphasis on freedom of decision and action for the locality.
Levels of Local Government:
Provinces - Its legislative body is the Sangguniang Panlalawigan, which is the highest level of local
government in the country.
City/ Municipality - It is usually part of a province and is the next level of local government. It is governed
by the Mayor as its executive and the Sangguniang Panglunsod as its legislative branch.
Barangays - It is the smallest unit of local government. There may be further divisions into sites and
puroks, but none of these divisions have elected leaders. It is governed by the Barangay Captain
as its executive and by the Sangguniang Barangay as its legislative body.

There are different forms of municipal buildings, such as city halls, town halls, civic centers, guildhalls, and municipal
buildings (in the Philippines). City or town councils, departments, and employees are usually housed in this building.
Furthermore, it is often the platform from which the mayor of a city, town, borough, county or shire operates, as well
as the executive arm of the municipality (if there is a separate arm from the council). Frequently referred to as the
heart of a city, these buildings embody its aspirations, goals, and spirit. Most people consider city halls to be an
important part of their daily lives and activities. Nevertheless, they host a wide range of activities, including typical city
business and less than honorable business transactions. Others act as discussion centers and host regular masses in
their lobbies. No matter what the circumstances, city halls typically reflect a city's character and personality.

History:
The council meeting building had a single large open chamber (or "hall") until the middle of the 19th century. Meetings of
the council and other significant events may be held in the hall. Known by its earlier variant "city hall," the "town hall" has
come to represent the whole building, as well as the administrative body housed there. Unless a formal grand hall is
present inside the building, council chambers, municipal buildings, or variants may be used instead of "town hall".

In what way should a City hall look:


- City halls don't need to adhere to a specific template, but a tradition of civic and government buildings dictates
either a modernist or neoclassical style or a mixture of both.
- There is also a case for incorporating contemporary elements into a neoclassical design. There is no escaping the
fact that building demands have changed since the Neoclassical style was introduced — new spaces and functions,
amenities like air conditioning, mechanical equipment, computers, security systems, and all the modern technology
requirements a city government has to require buildings to be built to meet contemporary needs as well.

This building can be used to improve the quality of life in the community by the local government. The "town hall" can
be used for civic and cultural activities in addition to government functions. Festivals, art shows, stage performances,
and exhibits may be included in this category. It is common for modern town halls and civic centers to be designed
with a variety of functions in mind. Some European countries, such as Turku and Porvoo in Finland and Tartu in Estonia, hold their Christmas Peace
declarations in the town hall. While adhering to the Neoclassical design, architects can incorporate modern elements such as columns made from a different
material, windows made to appear like columns, and more liberal use of windows. Nonetheless, still consider to rules of mass, proportion, and scale.

Difference between City Hall to Town Hall:

In organization charts, a business enterprise is viewed
organization-wide or at a department or unit level. In an
organizational chart, a company's hierarchy is graphically
represented relative to an employee's status within it.
Director's assistants will always be positioned directly
beneath them on a chart, indicating that they report
directly to them. Different job titles are connected by
simple symbols such as lines, squares, and circles in
organizational charts.

Regardless of how an organization is structured, org charts


are incredibly useful when reorganizing its workforce or
changing its management structure. Additionally, org
charts allow employees to see how their roles fit into the
overall organization.

A hierarchical organization chart positions the highest-


ranking individuals on top of the chart, and the lowest-
ranking individuals beneath them. It depends on the
industry, the location, and the size of the company how
organizational hierarchies are structured.
Charts are commonly used to illustrate the hierarchical
structure of formal organizations. Corporations are one
type, but non-profits are another, as are governments,
schools, and universities.

Organization charts can be fashioned in any number of ways, provided they identify the employees, officials, departments, and functions of a firm and how they
work together. As you can see here, Municipal governments, such as those of cities or towns, have mayors as their highest officials. Mayors are elected or
otherwise mandated by local laws and customs worldwide, which differ greatly in their powers and responsibilities. Mayors have the primary responsibility of
leading a municipal council as well as serving as the Corp's chief executive officer. Taking charge of council meetings. Lead the council, and participate in official
functions on behalf of the municipality.

Furthermore, Hierarchies provide structure and stability to our lives. They allocate us routines, obligations, and chores, that is why it is important to have a
hierarchal positions in the City Hall.
Space Planning and Human & Land Behavior
I am currently living in Molino 3, Bacoor City, and the closes thing I could reference is our City Hall
which is the Bacoor City Hall located in Molino Blvd, Bacoor, Cavite, 5.5 Kilometers away from me.
Upon checking the location, human and land behavior, and space planning I came up with a
synthesis of why it would help me do my major plate.

A variety of factors will impact the choice of a location or site for a city hall. Some of these variables,
includes land availability, climatic data analysis, factors, and effect of climate, factors affecting
design, building considerations, passive design, the relationship of earth and sun, sun path, wind
direction, orientation, shading devices, bio-climactic effects, are naturally limiting.

I noticed because governmental facilities must serve every people as efficiently as possible, such
activities must be positioned near the core of transportation and commercial activity. In the core
business center of a big city, public transit comes to a halt. People will be able to approach and
depart the city core through major arterial roadways. In most circumstances, city hall should be near
public transit, if available, and definitely near main arterial roads. Another reason to put it along the
road is, The city hall should be located in the heart of commercial activity because this is where the
majority of the facility's users usually go to get documents, permits, and the like.

In order to serve the public efficiently and effectively, government offices must be integrated with
the people rather than being isolated from them. City government agencies employ professional
men and other authorities. The proximity of the city hall to the hub of business activity facilitates the
operation of the departments housed there.

If the city hall is solely accessible by vehicle, parking requirements will rise in direct proportion to the
growing usage of the car. For cities without public transportation, being in the city center may assist
decrease parking requirements. People visit the city center for a variety of reasons; typically, they
park and stroll between various locations of business. Main

The Bacoor City Hall is facing West where the Main road is located, so the Sun rises in the East and
sets in the West. The Mayor, Vice Mayor, and other high positions offices are placed in the West,
Halls in the East, Departments in the North, and Offices in the South of the building. While the
amenities are located on the South-East side of the building so that the people who are occupying or
using it are not prone to heat which may cause sickness.
Space Planning and Human & Land Behavior
Creating a city hall's general layout is the next step in the planning process. To
begin analyzing the interior requirements of a building, it is helpful to use the
following checklist of departments, offices, and special-purpose rooms:

The relationship between one room or functional area to another is important.


No room exists in isolation and many of the problems associated with living in a
building stem from a failure to recognize this fact. Departments related to
function should be located near one another, and consecutive operations
should be planned in a production-line style. Excessive lobbies and hall space
add to the cost of construction without adding usable space.
Space Planning and Human & Land Behavior
Building heights are determined by the amount of ground and
office space available. Moreover, office buildings typically range
from 1 to 50 levels high, with a floor plate between 1,000 and
5,000 square meters to 5,000 sqm. In general, adding height is
more expensive than adding land. A tall building requires more
interior planning to get related functions on adjoining floors and is
difficult to maintain. If the public has any significant need for the
top floor of any city building with more than two floors, an elevator
should be installed.

There are several factors to consider in the planning process,


including the size of the space, the number of offices to be built,
the number of employees per office, and the amount of storage
and furniture to be provided. Therefore, public and employee
parking is provided.

As part of the occupancy requirements, sufficient counters, food


stalls, vending machines, and snack and drink vending machines
should be available. These should be for amenities such as
express payments, centers, canteens, eateries, and visitor
receivers. To ensure safety, smoking areas should be located
outside the hall or far from the lobby.

When departments have similar functions, they should be located


as close as possible to each other, and they should be organized in
a production-style next to each other. Accountants/clerks
typically require an open-plan workspace and one or two private
offices. It is also possible to set up record vaults and window
counters for collecting records. On the other hand, public works
departments may require private offices for directors, engineers,
inspectors, drafting rooms, plan rooms, and conference rooms. In
order to provide for the higher construction costs and the need
for more space, a selective approach is typically necessary. This
approach is usually employed for department heads and
executive positions.
