Section 13, Act 105 of Malaysian Timber Industry
Board states that "No person shall carry on business
as an exporter, a jetty operator, timber grader,
suppliers or timber processor, unless he is registered
under this Act".
2.1 Registration Guideline
1. INTRODUCTION

The purpose of this Guideline is to provide guidance and references to


clients of Licensing and Enforcement Division in dealing with registration
activities as an Exporter, Supplier, Processor, Jetty Operator, and Timber
Grader.

2. PURPOSE OF REGISTRATION

• To ensure that timber exporter and supplier adhere to the Board’s


policy.
• To regulate and monitor the trade and marketing and distribution of
timber for export and domestic markets.
• To arrange and assist in uniting the wood-based industries.
• To gather information and to administer the Wood-based Industries
Records.
3. CLIENTS CHARTER

To ensure that the applications for registration as exporter, supplier,


processor timber grader and jetty operator in the wood based industries
are approved within 3 working days from receipt of complete applications.

4. REGISTRATION AND ANNUAL FEES


Payments of annual fees for approved application are as the following
amounts:-

5. CONDITIONS FOR NEW REGISTRATION OF A COMPANY
i. Becoming Association Member
ii. Submission of the Organization Chart of the Export Division of the company
iii. Names and details of the company workers

*Each applicant shall be a member of any one of the eight associations recognized
by the Malaysian Timber Industry Board Act (Incorporation) (Amendment) 1990,
Third Schedule. The lists of associations are as follows:-

REGISTRATION FOR PRODUCTS AND CODE CATEGORIES IN APPENDIX A


Applicants who wish to run activities which involved timber production
prescribe in Appendix A are required to make an on-line application
via http://mcs.mtib.gov.my and to submit together the following
documents and to adhere to the terms:

1. MANDATORY Documents for a Private Limited Company


• A copy of MAA (Memorandum and Articles of Association)
• A copy of Form 24 (Allotment of shares in Company)
• A copy of Form 49 (Particulars in Register of Director, Managers and Secretaries)
2. MANDATORY Documents for Sole Proprietor/Partnership Company
• A copy of Registration of Business under Registrar of Business Act 1956 (Amendment
2001)
• Form A/D (Membership in Business)

Applicants who wish to run activities which involved timber production

REGISTRATION AS TIMBER EXPORTER
>APPLICANTS WITHOUT MILL

1. Private Limited Company


• Paid –up capital of at least RM50,000.00.
• For foreign-owned company, the equity of Malaysian citizen is at least 30%, or paid up capital at least RM1 million if the equity
of the Malaysian citizen is less than 30%.
OR
2. Sole Proprietor/Partnership Company
• Only Bumiputra status company is eligible to apply.
• To submit the last 3 months bank statement with minimum balance of RM10,000.00. Submission to MTIB after approval of
application.

3. For company wishing to run the re-export activity, proof of import documents shall be submitted before
registration.

>APPLICANTS WITH MILL

1. Unlimited company paid-up capital.


2. Company status not to be accounted for.
3. Possession of mill/factory license issued by State Forestry Department/MIDA/Royal Custom
Department/other government agencies; or
4. Possession of Company Registration Certificate from District Council/ Town Council/Local Municipality at
the areas where mill/factory operate

2.2 RENEWAL OF REGISTRATION
1. BACKGROUND
In line with Section 8(2) Timber Industrialization Methods (Registration)
1991, all applications for the renewal of registration are required to be
presented to MTIB together with the required fee, anytime within 60 days
before the expiry date of registration. However, the application must be
received not later than 30 days of the expiry date.

2. CLIENT CHARTER
Every application for renewal of registration will be approved within 2
working days from the date of receipt of complete application.

3. EXPIRY DATE OF REGISTRATION


The expiry date of registration for Exporters, Suppliers, Processor, Timber
Graders and Jetty Operators have been set on 4 dates which are 31st
March, 30th June, 30th September, and 31st December.
2.3 Timber Export and Import Licence
PROCEDURES FOR TIMBER EXPORT LICENCE
To Open Cess Deposit Account
• Exporter must be registered with MTIB ;
• Document involves: 1 copy of Timber Exporter (T/E) Registration Certificate ;
and
• Deposit minimum RM200
PROCEDURES FOR PROCESSING EXPORT LICENSE
• Submit the application for timber export license through on-line
(http://www.mtib.gov.my/ or http://mcs.mtib.gov.my)
• Submit the following supporting documents to the MTIB’s office that issuing
the export license;

•Moulding •Quota coupon by m3 (plywood/veneer/block board)

• License will be processed within 30 minutes after receiving a complete


application.
• Exporters should print the export license for physical inspection application
