Philippine National Police

The Philippine National Police is the armed, civilian national police force in the Philippines. Its national
headquarters is at Camp Crame in Quezon City, Metro Manila.

It is administered and controlled by the National Police Commission and is part of


the Department of the Interior and Local Government (DILG).

The PNP was formed on January 29, 1991 when the Philippine Constabulary and the Integrated
National Police were merged pursuant to Republic Act 6975 of 1990.

Passed on December 13, 1990, Republic Act No. 6975, the Department of the Interior and Local
Government Act of 1990 paved the way for a new era for Philippine law enforcement as the law ordered
the total merger of both the Philippine Constabulary and the Integrated National Police and formally
created the Philippine National Police. R.A. 6975 was further amended by R.A. 8551, the Philippine
National Police Reform and Reorganization Act of 1998, and by R.A. 9708. The R.A. 8551 envisioned the
PNP to be a community- and service-oriented agency

Powers and Functions

1. Enforce all laws and ordinances relative to the protection of lives and properties.

2. Maintain peace and order and take all necessary steps to ensure public safety.

3. Investigate and prevent crimes, effect the arrest of criminal offenders, bring offenders to justice
and assist in their prosecution.

4. Exercise the general powers to make arrest, search and seizure in accordance with the
Constitution and pertinent laws.

5. Detain an arrested person for a period not beyond what is prescribed by law, informing the
person so detained all his rights under the Constitution.

6. Issue licenses for the possession of firearms and explosives in accordance with law.

7. Supervise and control the training and operations of security agencies and issue licenses to
operate security agencies, and to security guards and private detectives, for the practice of their
possessions.

8. Perform such other duties and exercise all other functions as may be provided by law.

PNP ORGANIZATIONAL STRUCTURE

1. The PNP Command Group is headed by the Chief PNP who is vested with the power to
command and direct the PNP, assisted by 2 Deputies assigned to the administration of the PNP
and one for operations side.

2. The Chief of the Directorial Staff serves as the Chief Operations Officer of the PNP. He
coordinated, supervises, and directs the Directorial Staff and the PNP units in the performance
of their respective functions.

3. The Internal Affairs Service (IAS) is headed by a INSPECTOR GENERAL who assists the Chief PNP
in ensuring operational readiness and investigates infractions of the regulations committed by
the members of the PNP.

4. The Human Rights Affairs Office (HRAO) is headed by a senior police commissioned officer who
serves as a manager of the facility that will supervise the implementation of the guidelines and
policies on Human Rights Law.
5. The Center for Police Strategy Management (CPSM) serves as the Central facility of the PNP in
coordinating and integrating all the strategy management processes, sustaining its strategy
execution and management, and instilling in the organization of a culture of strategy focus.

THE DIRECTORIAL STAFF

● Directorate for Personnel and Records Management (DPRM) – optimizes the utilization of
personnel resources both from the PNP uniformed and non-uniformed personnel.

● Directorate for Intelligence (DI) – manages the gathering/collating of intelligence objectives


through effective management of all intelligence and counter-intelligence activities of the PNP.
He also serves as the linkage of all foreigners with official transactions with the Chief PNP.

● Directorate for Operations (DO)- exercises the command, the control, the direction, the
coordination and the supervision of all activities on PNP operations such as deployment and
employment of personnel.

● Directorate for Logistics (DL) – administers and manages material resources needed for the PNP
operations.

● Directorate for Plans (DPL)- plans and programs strategic PNP operations. He also represents the
PNP in the inter-agency and international affairs on peace and order.

● Directorate for Comptrollership (DC)- administers and manages the fiscal financial resources.

● Directorate for Police-Community Relations (DCPR) – the director formulates and implements
community-related activities, programs and projects.

● Directorate for Investigation and Detective Management (DIDM) – the director coordinates,
controls and supervises all investigation activities.

● Directorate for Human Resource and Doctrine Development (DHRDD) – The director formulates
policies on matters pertaining to human resources and doctrine development.

● Directorate for Research and Development (DRD) – The director engages in research and
development and done testing and evaluation of self-reliant projects.

director integrates and standardizes all the PNP information systems and resources to further
improve the frontline services.

INTEGRATED POLICE OPERATIONS, EASTERN MINDANAO, WESTERN MINDANAO, VISAYAS,

conduct of integrated anti-criminality, internal security, counter-terrorism operations, to
promote inter-operability with the Armed Forces of the Philippines, and to provide a system to

POLICE OFFICES

● POLICE REGIONAL OFFICE

 There are 17 Police Regional Offices (PRO) nationwide which correspond to the Regional
Subdivisions of the country.

 The Heads of the different Regional Police Offices with the rank of Police Brigadier
General shall assume the position title of Regional Director.

• POLICE PROVINCIAL OFFICE

 Correspond to the number of Provinces in the country.

 The heads of the provincial offices with the rank of Police Colonel shall be known as
Provincial Director.

● CITY POLICE OFFICE

 In highly urbanized and independent cities, which are equivalent to a Provincial Police
Office headed by City Director.
Key Positions

● The head of the PNP with the rank of police general shall have the position title of Chief of the
PNP.

● The second in command of the PNP with the rank of police lieutenant general shall be the
Deputy Chief of the PNP for Administration.

● The third in command with the rank also of police lieutenant general shall be the Deputy Chief
of the PNP for Operations.

● At the national office, the head of the directorial staff with the rank of police lieutenant general
shall be known as Chief of the Directorial Staff of the PNP.

● The heads of the various staff divisions in the directorial staff shall have the rank of police
major general with the position title of Director of Directorial Staff of their respective
functional divisions.

● The heads of the administrative and operational support divisions shall have the rank of police
brigadier general.

● The head of the NCR with the rank of police major general shall assume the position title of NCR
Director.

● The heads of the NCR district offices with the rank of police brigadier general shall have the
position title of District Director.

● The heads of the regional offices with the rank of police brigadier general shall assume the
position title of Regional Director.

● The heads of the provincial offices with the rank of police colonel shall be known as Provincial
Director.

● The heads of the district offices with the rank of police lieutenant colonel shall have the position
title of District Director.

● The heads of the municipality or city offices with the rank of police major shall be known as
Chief of Police.

Manning Levels

Manning Levels

On the average nationwide, the manning levels of the PNP shall be approximately in accordance
with a police-to-population ratio of one (1) policeman for every five hundred (500).

Police Welfare and Benefit System

PNP Awards

The Philippine National Police confers awards and medals on its members in due recognition of
outstanding performance. This policy was established by virtue of NAPOLCOM Memorandum Circular
No. 93-018 issued by the National Police Commission, dated September 23, 1993, with the subject
“Prescribing the Authorized Decorations, Service Medals, Ribbons, and Badges of the Philippine National
Police” as amended by NAPOLCOM Memorandum Circular 2006-003 dated November 30, 2006.

I. THE MEDALYA NG KAGITINGAN (PNP MEDAL OF VALOR)

The Medalya ng Kagitingan or the PNP Medal of Valor  is the highest award of the Philippine National
Police.  This award may be given only if the enemy force is so overwhelming as compared to the
government troops.

II. MEDALYA NG KABAYANIHAN (PNP DISTINGUISHED CONDUCT MEDAL)

The Medalya ng Kabayanihan is awarded to uniformed members of the Philippine National


Police for acts of conspicuous courage and gallantry in the face of an armed enemy or act of heroism so
notable and involving a risk of life so extraordinary as to set him apart from his comrades.

III. MEDALYA NG KATAPATAN SA PAGLILINGKOD  (PNP DISTINGUISHED SERVICE MEDAL)

Medalya ng Katapatan is awarded to members of the Philippine National Police for exceptional
performance of major responsibility duly recognized as such by the service.

IV. MEDALYA NG KATAPANGAN (PNP MEDAL OF BRAVERY)

The decoration Medalya ng Katapangan  or the PNP Medal of Bravery is the fourth highest
award of the Philippine National Police. To qualify, awarded personnel must have had to face a superior
enemy force in actual combat. The enemy must be superior to the government troops during the actual
combat by at least eight (8) but not more than twenty (20) combatants.

V. MEDALYA NG KATANGITANGING GAWA (PNP OUTSTANDING ACHIEVEMENT MEDAL)

The Medalya ng Katangitanging Gawa is awarded to PNP members and civilian personnel of the
Republic of the Philippines and of friendly foreign nations for distinguished or extraordinary
achievement or service in the advancement of science, socio-economic, technical and/or police related
to public service of the highest order.

VI. MEDALYA NG PAMBIHIRANG PAGLILINGKOD (PNP SPECIAL SERVICE MEDAL)

The Medalya ng Pambihirang Paglilingkod is awarded to any member of the Philippine National


Police and police personnel of friendly foreign nations for eminently meritorious and invaluable service
in the field of police operations while in position of major responsibility.

VII. MEDALYA NG KADAKILAAN (PNP HEROISM MEDAL)

Medalya ng Kadakilaan to members of the Philippine National Police for heroism not involving
actual conflict with an armed enemy.

VIII. MEDALYA NG KATANGITANGING ASAL (PNP OUTSTANDING CONDUCT MEDAL)

The Medal ng Katangitanging Asal shall be awarded to any quasi-police force member or other
civilian volunteers for the heroic acts by the individual while in action involving actual conflict with an
enemy in a crime situation or life-saving situation, distinguishing himself conspicuously by gallantry and
intrepidity at the risk of life above and beyond the call of duty.

IX. MEDALYA NG KAGALINGAN  (PNP MEDAL OF MERIT)

Medalya ng Kagalingan is awarded to members of the Philippine National Police for a single act
of heroism or a series of heroic acts in a duty responsibility not warranting the award of Medalya ng
Kadakilaan.

X. MEDALYA NG KASANAYAN (PNP EFFICIENCY MEDAL)

Medalya ng Kasanayan is awarded to members of the Philippine National Police for eminently
meritorious and invaluable service to merit recognition by the service as exceptional.

XI. MEDALYA NG PAPURI (PNP COMMENDATION MEDAL)

Medalya ng Papuri is awarded to members of the Philippine National Police for demonstrated
exemplary efficiency, devotion and loyalty to their duty assignments.

XII. MEDALYA NG SUGATANG MAGITING (PNP WOUNDED PERSONNEL MEDAL)

Medalya ng Sugatang Magiting is awarded to members of the Philippine National Police for
having been wounded in action against an enemy, as a direct result of an act of the enemy provided
such wounds necessitate treatment by a medical officer.

XIII. MEDALYA NG UGNAYANG PAMPULISYA (POLICE RELATIONS MEDAL)

Medalya ng Ugnayang Pampulisya is awarded to members of the Philippine National police for
meritorious achievement in the field of police relations.

XIV. MEDALYA NG MABUTING ASAL (PNP GOOD CONDUCT MEDAL)

Medalya ng Mabuting Asal is awarded to members of the Philippine National Police for
conspicuous devotion to duty extended to a period of five (5) years without record of punishment,
conviction or derogatory information whatsoever.

XV. MEDALYA NG PAGLILINGKOD (PNP SERVICE MEDAL)


Medalya ng Paglilingkod is awarded to members of the Philippine National Police for completion
of atleast twenty (20) years of faithful and honorable service. One silver star shall be added on the
ribbon for every additional five (5) years of service.

XVI. MEDALYA NG PAGLABAN SA MANLILIGALIG (ANTI-DISSIDENCE MEDAL)


Medalya ng Paglaban sa Manliligalig is awarded to members of the Philippine National Police,
for active service for any period of six (6) months while undertaking an operation, campaign or
movement against the dissidence between January 1991 and a terminal due date to be designated later.

XVII. MEDALYA NG PAGTULONG SA NASALANTA (PNP DISASTER RELIEF AND REHABILITATION MEDAL)
Medalya ng Pagtulong sa Nasalanta is awarded to members of the Philippine National Police for
active participation in an undertaking involving rescue/relief and rehabilitation operations connected
with typhoons, floods, earthquakes, conflagration, and other disasters/calamities for any period during
and after disasters/calamities.
XIX. MEDALYA NG PAGLILINGKOD SA LUZON (LUZON CAMPAIGN MEDAL)
Medalya ng Paglilingkod sa Luzon is awarded to members of the Philippine National Police for
participation in the campaign against criminality or insurgency in Luzon for at least six (6) months.

XX. MEDALYA NG PAGLILINGKOD SA VISAYAS (VISAYAS CAMPAIGN MEDAL)


Medalya ng Paglilingkod sa Visayas is awarded to members of the Philippine National Police for
participation in the campaign against criminality or insurgency in Visayas for at least six (6) months.

XXI. MEDALYA NG PAGLILINGKOD SA MINDANAO (MINDANAO CAMPAIGN MEDAL)


The Medalya ng Paglilingkod sa Mindanao is awarded to members of the Philippine National
Police for participation in the campaign against criminality or insurgency in Mindanao for at least six (6)
months.

POSTHUMOUS AWARDS

Awards of medal(s) may be made following the death of the person being honored in the same
manner they are made for a living person except that the orders and citations will indicate that the
award is being made posthumously. In case an individual who is distinguished dies before the making of
an award to which he may be entitled, the award may nevertheless be made and the medal, star, bar, or
other emblem or device, may be presented within three (3) years from date of the act justifying the
award thereof, to such representative of the deceased as the Chief, PNP may designate. Eligible classes
next of kin are, in the order of precedence, widow or widower, eldest son,, eldest daughter, father,
mother, eldest brother, eldest sister, or eldest grandchild.
Base Pay

● It is the fixed amount received by the uniformed PNP personnel on a monthly basis.

Longevity Pay and Allowances

● Uniformed personnel of the Department shall be entitled to a longevity pay of ten percent (10%)
of their basic monthly salaries for every five (5) years of service, which shall be reckoned from
the date of the personnel’s original appointment in the AFP, or appointment in the police, fire or
jail or other allied services to the integration of the PC and the INP. Provided that the totality of
such longevity pay shall not exceed fifty percent (50%) of the basic pay.

Regular Allowances.

● These are allowances given regularly and are common to all uniformed PNP members in
addition to the basic salary (Ref: Section 71 of RA 6975).
1) Quarter Allowance.

● It is an allowance given to officers and non-officers who are not provided with living quarters,
housing PNP units or living quarters through the auspices of the PNP where their families can be
accommodated. Those who have obtained any housing units/living quarters automatically
forfeit their entitlement to this allowance in favor of the PNP Housing Board (Ref: NAPOLCOM
Resolution 91-18).

2) Regular Subsistence Allowance.

It is an allowance given to all uniformed PNP members to defray the cost of their daily regular meals
amounting to Php150.00 per day or Php4,500 per month. (Ref: Joint Resolution No. 1 effective January
1, 2018).

3) Clothing Allowance.

It is an allowance given to cover the cost of maintaining uniforms that PNP members must wear daily.
This is paid at the rate of P200.00 per month for both officers and non-officers (Ref: NAPOLCOM
Resolution 91-18).

4) Hazard Pay. It is an allowance given as basic occupational hazard pay considering law enforcement
being a hazardous occupation. The Hazard Pay of all uniformed personnel, the fixed amount is now at
P540.00 per month. (Ref: NAPOLCOM Resolution 91-18).  

5) Personnel Economic Relief Allowance (PERA).

It is an allowance given to all PNP uniformed personnel below the rank of Police Major to include cadets
of the PNPA amounting to Php500.00 per month effective 01 January 1991 (Ref: NAPOLCOM Resolution
91-18).Due to the rising cost of living, Php1,500.00 additional compensation shall be given in addition to
Php500.00.The current PERA is two thousand pesos (Php2,000.00) per month (Ref: Budget Circular Nr
2009-3).

6) Laundry Allowance.

It is an allowance intended to defray the laundry costs of PNP uniformed personnel whose frequent
appearances in public affairs or frequent attendance at ceremonies and assignment to units/activities
require the wearing of a presentable uniform at all times with the following rates (Ref: Office of the
President Memorandum dated August 28, 1997):

 Officer — P60.00 per month, paid monthly

Non-Officer — P30.00 per month, paid monthly

Gratuity. It is granted to any awardee of the Medal of Valor. The awardee shall receive a monthly
gratuity of twenty thousand pesos (Php20,000.00) (Ref: Circular No. 2001-010). 

Collateral Pay and Allowances


 1) Hospital Subsistence Allowance.

It is an additional allowance over and above the regular subsistence allowance of the PNP uniformed
personnel representing the free daily meals given them upon confinement in PNP hospitals and/or
dispensaries amounting to Php30.00 per day (Ref: NAPOLCOM Resolution 91-18).

2) CDC Subsistence Allowance.

It is an additional allowance over and above the regular subsistence allowance of PNP personnel given
to support the meal requirement of PNP uniformed personnel engaged in any Civil Disturbance Control
operations amounting to Php30.00 per day (Ref: NAPOLCOM Resolution 91-18).

3) Training Subsistence Allowance.

It is an additional allowance, or training emolument, over and above the regular subsistence allowance,
given to PNP uniformed personnel undergoing local training in the AFP, PNP training institution, OJT or
schooling in local educational institution whereby they acquire knowledge, skills and expertise for
professional or career advancement. Each student/trainee is paid through the school a rate of Php30.00
per day times the number of days the duration of the course (Ref: NAPOLCOM Resolution 91-18).

4) Combat Duty Pay.

It is a fixed Php3,000.00 monthly allowance for uniformed personnel of the PNP engaged in actual police
operations (Ref: Sec 1 and 2 EO No. 03, s 2016).

5) Combat Incentive Pay.

It is a Php300.00 per day allowance for uniformed personnel of the PNP who figure directly in actual
combat against members of various insurgent, terrorist, and lawless elements, subject to the following
conditions (Ref: Sec 3 EO No. 03, s 2016):

– The operation must be for a specific combat mission that is duly covered by a Mission Order (Letter
Order);

the personnel involved in combat must be in the published task organization of the PNP Mission Order;

– The total additional combat incentive pay for each individual shall not exceed three thousand pesos
(Php3,000.00) per month; and

-The combat incentive pay shall be over and above the combat duty pay of Php3,000.00 for qualified
uniformed personnel of the PNP.

 
6) Hazardous Duty Pay.

It is an allowance given to PNP uniformed personnel for exposure to particular occupational hazards or
elements, or hazardous jobs involving high risks of losing life, limbs, or likely deterioration of health. It is
fifty percent (50%) of the base pay authorized by rank (Ref: NAPOLCOM Resolution No. 91-18).

7) Radiation Hazard Pay.

It is an incentive pay for PNP skilled personnel whose nature of work subject themselves to the hazards
of over exposure to radioactive elements. Payment of said additional allowance must not exceed fifteen
percent (15%) of the base authorized by rank (Ref: NAPOLCOM Resolution No. 91-18).

8) Incentive Pay.

It is an incentive pay for member (licenses) of the Medical, Veterinary, Dental given to Medical, Dental
and Nursing, and Legal Profession who joined the PNP. The incentive is paid at Php200.00 monthly to be
incorporated in the monthly pay check (Ref: NAPOLCOM Resolution No. 91-18).

9) Specialist Pay.

This pay applies to deserving non-officer personnel of the PNP who are not assigned in critical areas (as
to qualify them for combat pay) and have demonstrated efficiency and effectiveness through skills,
aptitude training, experiences and knowledge of specific police duties and specialties (Ref: NAPOLCOM
Resolution No. 91-18).

10)Flying Pay.

All PNP Pilots and Crew of aircrafts whose duty requires regular and frequent aerial fl ights. All duly
accredited PNP pilots provided they maintain flying time requirements of an average of four (4) hours of
aerial flight per month. The rate of flying pay is placed at fifty percent (50%) of their authorized base pay
(Ref: NAPOLCOM Resolution No. 91-18).

11) Sea Duty Pay.

It is given to all PNP personnel who will be assigned in PNP units to be activated for law enforcement
duties in our inland waters (lakes and river systems) and coastal/territorial waters. The PNP Maritime
Command pays its personnel at the monthly rate twenty-five percent (25%) of the base pay given at the
end of the month or each end of quarter (Ref: NAPOLCOM Resolution No. 91-18)

 
12) CAPCOM Incentive Pay. It is an allowance is given under the premised on the uniqueness of
CAPCOM mission and functions vis-à-vis its area which is Metro Manila. This is applies to all PNP
uniformed personnel assigned with CAPCOM whether in the five (5) Police District Commands. The
allowance amounting to Php2.50 per day or Php75.00 per month (Ref: NAPOLCOM Resolution No. 91-
18).

13) Special Clothing Allowance. It is an allowance given to uniformed personnel of the PNP whose
frequent appearances in public affairs or frequent attendance of ceremonies and who are assigned in
units/activities requiring the wearing of presentable uniform at all times. The following is the amount to
be received (Ref: NAPOLCOM Resolution No. 91-18):

        Officer — Php 300.00

Non-Officer — Php 150.00

Other Financial Benefits.

These are other benefits received by PNP uniformed personnel other than the regular and collateral
allowances.

1) Anniversary Bonus.

It is for PNP Uniformed personnel who have rendered at least one (1) year service in the PNP as of the
date of milestone year (15th anniversary and every five (5) years thereafter) and have not been found
guilty of any offense in connection with their work during the five-year interval between milestone
years. Payment shall be in an amount not exceeding Php3,000.00 (Ref: Fiscal Directive Nr 2016-01).

2) Mid-Year (13th Month) Bonus

It is equivalent to one (1) month basic salary as of May 15, shall be granted to those who have rendered
at least four (4) months of satisfactory service and are still in the service as of same date, to be given not
earlier than May 15 of every year (Ref: Sec 4 EO No 201, s. 2016).

3) Year-End (14th Month) Bonus

It is equivalent to one (1) month basic salary and Cash Gift at prescribed rates shall be given in
November of every year (Ref: Sec 4 EO No 201, s. 2016).

4) Enhanced Performance Based Bonus


It is equivalent to one (1) month up to two (2) months basic salary, to be implemented in two (2) phases
starting in FY 2017. The grant of the enhanced PBB shall be based on a progressive rate system. As the
position and responsibility in improving agency performance becomes higher, so is the amount of PBB
(Ref: Sec 5 EO No 201, s. 2016).

5) Productivity Enhancement Incentive

It shall be given not earlier than December 15 of every year to all qualified government employees at
Five Thousand Pesos (Php5,000) each for the purpose of improving the government employees’
productivity (Ref: EO 201, s. 2016).

 6) Rice Subsidy

It is an interim allowance given in the form of cash, which shall be equivalent to twenty (20) kilos of rice
or a total of Six Hundred Fifty Pesos (Php650.00) per month (Ref: Fiscal Directive 2017- 003).

● Withholding of privileges; restriction or specified limits; restrictive custody; suspension or


forfeiture of salary; or any combination therefrom from one (1) day to ten (10) days.

● Withholding of privileges; restriction to specified limits; restrictive custody; suspension or


forfeiture of salary or any combination thereof from eleven (11) days to ten (10) days (medium
period.)

● Withholding of privileges; restriction to specified limits; restrictive custody; suspension or


forfeiture of salary or any combination thereof from twenty one (21) days to thirty (30) days
(maximum period).
Less Grave Offenses

● Withholding of privileges; restriction to specified limits; restrictive custody; suspension or


forfeiture of salary; or any combination thereof from thirty-one (31) days to forty (40) days
(minimum period)

● Withholding of privileges; restriction to specified limits; restrictive custody; suspension or


forfeiture of salary; or any combination thereof from forty-one (41) days to fifty (50) days
(medium period)

● Withholding of privileges; restriction to specified limits; restrictive custody; suspension or


forfeiture of salary; or any combination thereof from fifty-one (51) days to fifty-nine (59) days
(maximum period)

Grave Offenses

● Sixty (60) days to six (6) months suspension (minimum period)

● One (1) rank demotion (medium period)

● Dismissal from the service (maximum period)

Disciplinary Authorities on Citizen’s Complaints (CMP)

Any complaint by a natural or juridical person against any member of the PNP shall be brought before
the following:

● Chief of Police- where the offense is punishable by withholding or privileges, restriction to


specified limits, suspension or forfeiture of salary, or any combination thereof, for a period not
exceeding fifteen (15) days

● Mayors of cities and municipalities- where the offense is punishable by withholding of


privileges, restriction to specified limits, suspension or forfeiture of salary, or any combination
thereof, for a period of not less than sixteen (16) days but not exceeding thirty (30) days

● People’s Law Enforcement Board- where the offense is punishable by withholding of privileges,
restriction to specified limits, suspension or forfeiture of salary, or any combination thereof, for
a period exceeding thirty (30) days or by dismissal

Breach of Internal Discipline

Any offense committed by a member of the PNP involving minor offense and affecting order and
discipline within the police organization. The following are the acts constituting breach of discipline:

● Gambling prohibited by law

● Frequent absences or tardiness

● Simple misconduct and negligence

● Insubordination

● Habitual drunkenness
Disciplinary Authorities on Internal Breach of Discipline

● Chiefs of police or equivalent supervisors may summarily impose the administrative punishment
of admonition or reprimand; restriction to specified limits; withholding of privileges; forfeiture
of salary or suspension; or any of the combination of the foregoing: Provided, that, in all cases,
the total period shall not exceed fifteen (15) days.

● Provincial directors or equivalent supervisors may summarily impose the administrative


punishment of admonition or reprimand; restriction to specified limits; withholding of privileges;
forfeiture of salary or suspension; or any of the combination of the foregoing: Provided, that, in
all cases, the total period shall not exceed thirty (30) days

● Regional directors or equivalent supervisors shall have the power to impose upon any member
the disciplinary punishment of dismissal from service. He may also impose the administrative
punishment of admonition or reprimand; restrictive custody; withholding of privileges;
suspension or forfeiture of salary; demotion or any combination of the foregoing: Provided,
that, in all cases, the total period shall not exceed sixty (60) days

● Chief of the PNP shall have the power to impose the disciplinary punishment of dismissal from
the service; suspension or forfeiture of salary; or any combination thereof for a period not
exceeding one hundred eighty (180) days: Provided, further, that the Chief of PNP shall have the
authority to place police personnel under restrictive custody during the pendency of a grave
administrative case filed against him or even after the filing of a criminal complaint, grave in
nature, against such police personnel
