CHAPTER - 1
Introduction and Need for the Project

1.1 Introduction
New Town and Rajarhat is now fastest growing infrastructure hub in and around Kolkata. However entry
and exit route of this infrastructure hub is limited and mainly through congested like Salt Lake and V.I.P.
Road. To explore and an alternative route it is found that one existing road from Sector V to Bantala may
serve the purpose. However this road is only single lane carriageway. To make a well specified
alternative route, Strengthening and Widening of this road is being taken up.

1.2 Objectiveand Need for the Project


The primary objective of widening & strengthening of this road is shortening of travel distance between
Ghatakpukur. Malancha, Sarberia, Basantietc on Kolkata - Basanti Highway and Salt Lake City, New
Town, Rajarhat, Kolkata Airport etc. It even shortens the travel distance between Kolkata-Basanti
Highway and NH-34 / NH-35. Moreover this is would be the direct link between the IT sector zone at
Sector V in Salt Lake City and the flourishing industrial cum IT sector zone at Bantala. Presently if any
person desired to travel from Kolkata-BasantiHsighway Salt Lake City or Airport by road, he has tofollow
the route via EM Bypass & VIP Road which is too much busy and runs within congested areas. Whereas
the project road will reduce an approx. travel length of 6 - 7 Km and mostly runs through the vacant
lands. This may be visualized from the Index Map provided.

1.3 Description of the Project Corridor


The project road starts atMahishbathanwithin the Sector V of Salt Lake City and then travelling towards
south it ends at 4.6 km chainage of Kolkata-Basanti Highway.

Width of carriageway through the project corridor varies at different places. The average carriageway
width at different segments of the road is presented in the following diagram.

On the way the project road passes through some habitation areas and side by side of many bheries.
Most of the cases it is seen that at one side of the road there is the residential areas and on the other
side there exists a bheri. But there are some places where both side of the road are occupied by only
bheries or only residential areas. The following table shows the areas with one side bheri or both side
bheri.

As the existing alignment passes through some habitation areas as well as side by side of huge water
bodies, it forced the alignment to take some sharp curves. It is felt that realignment is necessary at
those points with proper geometric design. Three such location have been identified nearchainage2.0
km, 3.8 km and 5.0 km. The proposal along with the existing alignment is shown in following figures.

CHAPTER 2
ENGINEERING SURVEYS AND INVESTIGATIONS

3.1 General

A detailed ground reconnaissance of the project was undertaken after study of maps and preliminary data
collected from different sources. Thereafter, separate teams were deployed along the highway section to conduct
surveys and investigations.

3.2 Topographic Survey

The detailed topographical survey has been carried out. The alignment of the proposed road has been fixed
in such a manner that it will affect least the private land. The Topographical survey including Hydrological survey
has been carried out conforming latest IRC codal provision. Topographical survey map showing tentative
alignment of proposed bridge and river cross section has been shown in the drawing volume of this submission.
Moreover, longitudinal section along the central line of the bridge and its approach road are shown in the
drawing volume.

3.3 Soil & Material Investigations


3.3.1 General
Soil investigation along the project road includes the following features
 Pavement Composition and Determination of Field Moisture Content (FMC) & Field Dry Density
(FDD).
 Existing Sub-grade Soil Investigation including existing Toe Sample.
 Soil Investigation for Realignment Portion.
3.3.2 Pavement Condition
The existing flexible pavement condition is apparently Fair and the crust thickness is inadequate.

3.3.3 Pavement Composition


3.3.3.1 Methodology
To assess the existing pavement composition including subgrade soil properties, test pits of size
1.00 m x 1.00 m were excavated at pavement shoulder interface down to the subgrade level
ensuring minimum damage to the original pavement and no disruption of the traffic.

The following sequence of operation was followed in each test pit:

 Manual excavation of 1.0 m x 1.0 m pit upto the subgrade level. After reaching the
subgrade level, the thickness of the pavement component layers were measured and type
of material examined

 A field (in-situ) dry density using sand replacement method as per IS 2720: Part 28 was
carried out at the subgrade level.
 Adequate sample were collected from the top 300 mm of subgrade for classification &
the following laboratory tests as per IS: 2720
- Grain size analysis (as per IS: 2720 (Part IV) – 1985)
- Atterberg limits (as per IS: 2720 (Part V) – 1985)
- Moisture-Density test (Heavy Compaction) (as per IS: 2720 (Part VIII)– 1983)
- CBR (4 days soaked) (as per IS: 2720 (Part XVI) – 1985)

After the completion of field tests and collection of samples, the pits were backfilled with the
excavated materials and compacted suitably so as not to jeopardize the smooth movement of
traffic of the existing road.

One sample @ 1 km interval for the total project stretch, as directed, has been collected for
testing in laboratory. Thus total 42 number samples have been collected from Main Carriageway
Side Pit and total 07 number samples have been collected from Main Carriageway Middle Pit.

Average existing pavement thickness is found from the pit investigation is provided in below.
Some old bituminous layers have also been found at some depth.

3.3.4 Determination of Field Moisture Content (FMC) & Field Dry Density (FDD)
A Field (in-situ) Dry Density test using Sand Replacement Method as per IS 2720: Part 28 at the sub-grade
level of Main Carriageway and the average FDD is 1.45 gm/cc ranging from 1.30 gm/cc to 1.57 gm/cc
whereas Field Moisture Content result shows an average FMC value of 23.00% ranging between 8.74% to
39.41%. The maximum & minimum Bulk Density values are 1.97 gm/cc &1.52 gm/cc with an average
value of 1.78 gm/cc. A summary of this test results is given below.

3.3.5.1 Analysis of Subgrade Soil Samples

The existing subgrade soil mostly comprises of Grey Silty Clay / Deep Grey Silty Clayhaving a Plasticity
Index range between 11.5 to 16.0 and the soil samples are classified mostly as CI / CL / MI as per IS
Classification. The Liquid Limit (LL) of the subgrade samples varies within the range of 32.67 to 38.15 and
plastic in nature.

The Laboratory compaction (Modified Proctor) test results indicate that Maximum Dry Density (MDD)
ranges between 1.71 gm/cc &1.75 gm/cc and the average MDD is 1.72 gm/cc. On the other hand

Optimum Moisture Content The average Optimum Moisture Content (OMC) ranges between 16.64%
&17.97% and the average OMC is 17.65%.

The laboratory Soaked CBR values at MDD ranges between 3.2% and 3.5%. Calculation of Design CBR
value has been depicted in the subsequent section.

3.3.6 Calculation of Design CBR


As the project road is under Village Road category, as per Clause 5.1.1.2 of IRC:37-2012 the design CBR
should be 80th percentile value of the sub-grade CBR values depicted in below. The 80th percentile of CBR
values is calculated and the process is presented through Figure 5.

From Figure 5 it is observed that 80th percentile of CBR values comes as 3.2%.

Thus the design CBR for flexible pavement design has been considered as 3.2%.

3.4 Traffic Study


3.4.1 Traffic Surveys
The following traffic surveys were undertaken to assess the design traffic of the project road. As the
existing traffic of the project road is very low volume due to insufficient carriageway width and narrow
bridge exist at the end of this project road. To ascertain the generated traffic of the project road after
completion of the strengthening and widening project one additional traffic survey has been done on 6th
km of Kolkata – Basanti Road.

1) 3 days (24 hrs) Classified Traffic Volume Count (for both directions) at 1 location along the project
stretch and 1 location on Kolkata – Basanti Road.

i. At 2nd km of this project road

ii. At 6th km of Kolkata – Basanti road

The summary of Traffic Survey for above two locations are given in following pages.

It is seen that present trffic volume of existing project road is significantly low. However considering the
connectivity between New Town and Bantala, this project stretch will play as a significant traffic corrridore.
It may be assumed that about 20% of traffic volume of Kolkata – Basanti Road will avail this project
corridore as it is a shortcut route going towards New Town, Rajarhat, Airport etc.

Thus considering the generated traffic, the projected traffic volume of this project road may be assertained

CHAPTER 3
IMPROVEMENT PROPOSAL

The existing carriageway of this project stretch mainly single lane having carriageway width 3.4 to 3.6 m.
The main aim of the improvement proposal is to widen the existing carriageway upto standard two lane
carriageway that is carriageway width 7.0m and roadway width 12.0m. Thus the improvement proposal
may be divided in some component as

 Strengthening and Widening of existing carriageway

 Providing pond protection at existing Bheri locations

 Replacing existing culvert to standard box culvert

The following Table 6 presents the cross section type and widening scheme adopted for the project.

Flexible pavement structure has been proposed for widening and strengthening of the proposed road

Pavement composition
The pavement thickness as found from the pavement design is 750mm for the carriageway.
The pavement composition as used for the widening part are as follows:
Sub base as GSB GR III -190 mm, 190 mm GR V
Non Bituminous Base as WMM – 250 mm
Bituminous Base as DBM – 90 mm
Wearing Coat as BC – 40 mm

Cross Drainage Structures

Existing Features:There are total 13 nos. of culverts in the project corridor under consideration.
Among them 11 nos. of culverts are of HP culverts and 2 nos. of culverts are of slab culverts.

Improvement Proposal:All the existing culverts are proposed to be replaced with Box culverts the
details of which are furnished inTable: 7

Improvement of Drainage

Improvement of Protective Work

To protect the embankment from road side Fisheries (Bheries),ponds and roadside kuccha nullahs,
22346 metre of low height PCC guard wall has been proposed besides 4589 ,m of existing protective
walls made of Brick masonry and of plain Cement concrete.The top of PCC protective walls are to be
provided is a manner that it should be below the level of GSB layers pf the embankment.The details
chainage of this drains have been provided in theTable No 11.

Other Project Features :

Land Acquisition :

No land acquisition for implementation of the project will be required as land width required for the
job is under the possession of the concerened department so for it is knowledge during survey work
from the concerned local office of the concerened department.

Environment Aspect

The Bituminous hot mix plant and concrete batching plant will be installed in the free locations where
no vicinity of residence, agricultural fields and local fishries.

Labour camps / hutments will be located in such a way that sanitary safeguards are maintained
without disturbing nearest residential areas and agricultural fields.

The constructors should be abided by the reasonable steps to minimize dust pollution during the
construction works following clause no. 111.1, 111.4, 111.5, 111.6, 111.8.4, 111.9, 111.10, 111.11 and
111.12 of section 10 of MORT&H’S specification the road and bridge works.

Utility Service

The utility services as present on the road project length shall be shifted as and when directed by the
Engineer and shall be followed, by the clause no. 110 of section 100 of MORT&H’S specification of
road and bridge works.

Miscellaneous Items
Traffic Signs

To ensure safe and efficient flow of traffic in the high speed project corridor, traffic must be regulated
through a system guidance and control systems. Accordingly traffic signs, of retro-reflective types, as
per IRC:67:2001 will be provided as follows :-

 Mandatory/Regulating signs (violation of which is legal offence) e.g. stop signs, speed limits near
schools, villages etc.
 Warning / Cautionary signs to warn the road users of existence of certain restrictions / hazardous
conditions.
 Informatory signs e.g. BDO office, P.S, markets, intersection, bank, petrol pump, hospitals,
distance information boards, directions signs, route number etc.

Road Marking

Road markings with thermoplastic paint will be proposed for traffic lane markings, edge markings
along shoulders and median kerbs, arrows etc. as per IRC 35-1997. The design life is expected to be 3
to 4 years.

Kilometer/Hectometer Stones

Kilometer stones will be provided along the road on either side as follows:-

(i) Kilometer stone as per IRC: 8-1980.


(ii) Hectometer stone as per IRC: 26-1967.

Delineators/Cats Eye.

Road delineators will be provided as visual aids for safety at night at approaches of bridges, along
curves, high embankments, culverts etc as per IRC 79-1981.

CHAPTER 4
COSTESTIMATE
6.1 General
The methodologies being adopted for the cost estimating for proposed Strengthening and Widening of the
project stretch and its ancillary works which may be divided in three broad item of works like,

For each item of work the cost estimate has been arrived based on following steps:-
a) Analysis of unit rates of various items of construction.
b) Estimation of quantity of earthwork quantities and road components e.g.
pavement, cross-drainage structures, bridges etc. and other ancillaries as per
IRC/IS specifications.
c) Consideration of allowances for contingencies

8.2 Analysis of Rates


The rates of item of works has been arrived based on Schedule of Rates, 2015-16 of Public Works (Roads)
Directorate, Government of West Bengalwith updated 9th corrigendum Considering cost of materials,
machinery and labour with additional percentages to consider Overhead Charges and Contractor’s profit.
The said Schedule of Rates follows the guidelines furnished in MoRT&H’s Standard Data Book (First
Revision- 2003).

The rates at site of individual construction raw materials like stone aggregates, bitumen etc. have been
analyzed , considering their rates at source with necessary carriage and handling charges.
Schedule Item of Works which are not covered in Schedule of Rates, 2015-16 of Public Works (Roads)
Directorate, the rates have been taken from Schedule of Rates, Road & Bridge Works, 2015 of NH wing of
Public Works Directorate, Govt. of West Bengal.
The contractor’s profit has been considered on all items at a uniform rate of 10%. The profit has been
considered applicable on material, machinery, labour cost and overhead charges, as per the data book.

8.3 Cost of Various Components of Proposed road and its Ancillary Works
The costs of various components are based on estimates of quantities of individual items of works and
yardstick for rate as applicable for the works. The main components of the total cost are:
