Saudi Aramco is developing an Engine Manufacturing Factory in Ras Al Khair, Saudi Arabia to produce engines and pumps for the maritime industry. The factory will be located within the King Salman Global Maritime Industries Complex and consist of 14 buildings. It will have an annual production capacity of 30 two-stroke engines, 235 four-stroke engines and 160 marine pumps. An environmental impact assessment report must be developed and approved by the National Center for Environmental Compliance and Royal Commission.

1.0 INTRODUCTION

1.1 Project Objective


The purpose of the proposed facility is to localize maritime industry, Saudi Aramco would like to
manufacture 2-Stroke, 4-Stroke engines and Marine pumps in King Salman International Complex
for Maritime Industries & Services, located in Ras Al-Khair. The primary objective of the facility is
to produce an annual production capacity of 30 two-stroke engines, 235 four-stroke engines and
160 marine pumps.

1.2 Project Location


The Engine Manufacturing Factory proposed location is inside the Maritime Yard Complex in Ras
Al-Khair, the East Coast of Saudi Arabia, approximately 80 kilometers to the north of Jubail
Industrial City, as indicated layout of MY with EMF.

The facility is to be located within the King Salman Global Maritime Industries Complex. The
Manufacturing Factory consists of below buildings/shops:

3.0 DESCRIPTION OF SCOPE OF WORK


a) CONTRACTOR scope of work includes development of the Environmental Impact
Assessment (EIA) report. CONTRACTOR to follow the new regulation which mandates
Saudi Aramco to submit and secure EIAs approval based on the requirements of National
Center for Environmental Compliance (NCEC) and through an NCEC’s certified consultant
(refer to below link):

b) CONTRACTOR to follow the guidelines mentioned in the Letter (Appendix-A) from
Environmental Coordination Division (ECD) on the recent guidelines for EIA submittal and
approval. Ministry of Energy has established a new regulation in relation to EIA submittals
and approval path forward. The new regulation was developed jointly with the National
Center for Environmental Compliance (NCEC).
c) CONTRACTOR to include the approval fee for the NCEC and Royal Commission ,if any in
their bid quotation.
d) CONTRACTOR to Coordinate and following up with NCEC & Royal Commission till the final
EIA approval of the project is received.
e) CONTRACTOR to provide the estimated completion time for final EIA report.
