GMP and OHS Training for LAMPCO Cocosugar Producers in Misamis Oriental
I. Executive Summary
On Activity 4.Build Technical Capacity of the Private Sector to Meet International Standards which
to identify quality-oriented supply chains, constraints, and opportunities. The BSAFE Team
through the leadership of the Private Sector Engagement Advisor Mr. Olegario B. Ayensa Jr.
together with Supply Chain Management Specialist Mr. Inocencio M. Constante 'Conducted
Capacity Development Training to LAMPCO MPC from Dec. 27-28,2022 in the Province of Misamis
Oriental, Mindanao.
The Linabu Agrarian Multi-Purpose Cooperative (LAMPCO) is an agrarian reform community-
based enterprise located in barangay Linabu, Balingasag, Misamis Oriental. This Coconut sugar
processing enterprise organization aims to increase the productivity and expand trade of the
coconut farmers within the agrarian reform cluster communities in the Misamis Oriental Eastern
Towns Agrarian Reform Community Cluster (MISORET ARC CLUSTER). The IFAD/Project
ConVERGE identified coconut as the primary crop for MISORET ARC Cluster which is to be
pursued as the Value Chain Enterprise specifically the Coconut Sugar Processing and Marketing.
The enterprise has already started many years ago prior to the Project ConVERGE, the cocosugar
manufacturing underwent several trainings related to pre-processing, actual processing, food
handling conducted by DTI and other partners. However, there is a need to continuously upgrade
the management and the working staff’s knowledge on the Good Manufacturing Practices (GMP)
and the protocol of HACCP to meet the required standards in manufacturing operations including
discussions on Occupational Safety and Health will also be undertaken.
To increase the technical capacity of LAMPCO, BSAFE will conduct capacity-building training to
improve the Good Manufacturing Practices (GMP) and review the Hazard Analysis Critical Control
Point (HACCP) which is a science-based and systematic approach to identify hazards and establish
control system focusing on control measures for significant hazards along the food chain.
Overall Training Goal:
The training will help the participants understand the appropriate control measures on how to
prevent, eliminate or reduce food and feed hazards in their final products for an effective food
safety management system as well as increase the technical skills of Coco Sap producers,
Cocosugar processors and stakeholders to increase productivity and improve the trade of safe,
wholesome CocoSugar products.
Specific objectives:
1. To provide Coop leaders, production personnel and coco sap suppliers with additional
knowledge on GMP/HACCP to improve operations,
2. To draft an Action plan to implement knowledge acquired into process and technology
improvement
BSAFE in partnership with the Department of Agrarian Reform (DAR), Project ConVERGE,
Academe Faculty, DFST, CSM, USTP, CDO Campus, and LGU and PAGRO of Misamis Oriental, will
tap a service training provider from DTI and DOST to facilitate a 2-day face to face Training on
January 27-28 at Brgy. Linabo, Balingasag, Misamis Oriental.
This Training will be reported to BSAFE indicators and Targets:
1. SI-22 Number of individuals participating in USDA food security programs; and
2. SI-21 Number of individuals who have received short-term agricultural sector productivity
or food security training as a result of USDA assistance

III. Observations/Recommendations
1. General Observations SPS and Food Safety Issues:
• Although LAMPCO has already established their own process flow and standards practices at their
OLD PROCESSING FACILITY, however, at their respective processing plant there are still steps and
processes flows that are not yet consistent and unstandardized for maintenance of the good quality
of coco sugar products to be established at the NEW PROCESSING WARE-HOUSE with new 14 units of
Evaporators Equipment.
• The mean focus of the discussion during the visit and meeting with LAMPCO MPC together with DAR
Project ConVERGE Team was on to operationalize the 2 Cocosugar Processing Plant with 14 units of
Automatic Evaporators in Tanks, Gas Fed and with Electric Augers to process the coco sap into coco
syrup and cocosugar to meet the FDA food safety and SPS standards based on the market projection
of 18 Tons and market demand from the local and international market respectively.
• For LAMPCO the shelf life of coco sugar is already established, however based on the market demand
they need for new Labelling including nutritional facts for the new labelling of the finished product as
well as processing for HALAL certification for their expected market in the Middle East Countries
sooner.
• The OLD processing plant of LAMPCO is already acquired the LTO renewal from FDA last
December 2021 however, the new challenge of LAMPCO is on how to comply the LTO -FDA
requirement in their new processing plant which is still need for dry run with the supplier/service
provider for proper turn-over to LAMPCO hence some lacking equipment, materials and
processing line and system and processing facilities (ex. 3 phase electric power + electric
converter), complete water system facilities with filtration system, plant lay-out including
ventilation, drainage canal, plant lay-out flooring and furnishing, etc) for Coco sugar production
processing flow chart, which results to delay in obtaining FDA license to operate (LTO) and
product registration certificates (CPR)
2. General Recommendation to address the SPS and Food Safety Issues:
2.1 1st priority activities lead by BSAFE in collaboration with LAMPCO, DAR- Project ConVERGE to
immediately conduct “Joint Strategic Planning Workshop with Technical Session” of the
operationalization of the 2 Warehouse Building with 14 units of Evaporators Equipment:
2.2 AGREED ACTIONS WITH BSAFE, DAR Project ConVERGE and LAMPCO
A. FOR BSAFE:
BSAFE will organize Joint Strategic Planning Workshop on the month of February 2022
BSAFE will invite our inhouse TAs 1 the Food the Safety Advisor and 1 the Risk
Management Specialist to help plan and design the layout of the 2-building unit of the
CocoSugar Processing Plant
BSAFE with leadership of Private Sector Advisor will pilot the dry run to operationalize of
at least 2 to 3 units of Automatic Evaporators in Tanks, Gas Fed and with Electric Augers to
establish the functional and operational system. Once the system works and run smoothly
these will be roll-out and replication to the whole processing to the 14 units of automatic
evaporators equipment.
BSAFE Team with the strong support of the “Food Safety Advisor and Risk Management
Specialist will assist LAMPCO to draft the manual of operation including the processed
flow of the 2-processing plant of LAMPCO
BSAFE will offer support in the improvement of the Cocosugar processing plant thru the
APS grant opportunity to LAMPCO
B. FOR DAR Project ConVERGE:
DAR Project ConVERGE will invite the service provided/supplier of the 14 units of
evaporators for the final testing to the units before the turn-over and final payment of the
delivered equipment at the project site.
DAR Project ConVERGE will facilitate the turn-over and acceptance of the processing plant
before any new renovation and activities to be undertaken by LAMPCO or BSAFE project.
DAR Project ConVERGE will invite Agricultural Engineer (AE)–from USTSP or from DOST to
help plan for the lay-out of the processing plant as blueprint to any renovation activities
and new development for the improvement of the existing building to become a
“Cocosugar Processing Plant” of LAMPCO
C. FOR LAMPCO:
LAMPCO will provide labour and cost counterpart during the actual renovation to
establish operational system of the new processing plan
LAMPCO will identify local skilled workers with the following expertise: 1 electrical person
to know how to establish and know how to customize power from 3 phase to electric
power converter, etc; 1 Plumber to lead in the water system installation from deep wheel
with complete set-up to the processing plant; 1 mason man local expert on the
establishment of some building renovations—drainage canal, painting, etc. 1 wilder man
to set-up steal and stainless wilding and fabrication activities during the set-up of the
processing plant system.
LAMPCO will identify technical person to manage day to day the plant operation including
the troubleshooting of what even problem during the actual plant operation.
2.3 BSAFE in collaboration with LAMPCO Local Coco sugar processors to conduct capacity
development activities on Hazard Analysis & Critical Control Points (HACCP), Food Safety
Management System ISO 22000 Requirements for Certification and Train the Trainer Courses
(Trainings on: (1) GMP; (2) HACCP; (3) Food Safety Management System ISO 22000
Requirements for Certification) on February – March 2022
2.4 LAMPCO to complete to apply for the grant funding opportunity and fast tract the
submission of the Concept Note applications to BSAFE ASAP to implement activities focused
on addressing issues to meet food safety, sanitary and phytosanitary (SPS) standards for the
Cocosugar production. Here are the potential Component and Activities of the APS Grants:
Complete Establishment of a Potable Water System Underground or Indirect Sources of
Water thru a deep- tube well (complete set, pipes and piping, tubes, 1500 litters water
tanks, 2 HP electric motor, water bulbs, water filters/purifiers, elevated water stand
structures)
Electrical Requirement Accessories for the Three-phase electric power (Transformers,
power converters, wirings, control bulbs, etc)
Solar Tunnel Dryer as dying facility for the pre-processing and post processing activities of
the Cocosugar production
Product Packaging and Labelling materials (Jute sack) based on the market demand they
need for new Labelling including nutritional facts for the new labelling of the finished
product as well as processing for HALAL certification for their expected market in the
Middle East Countries sooner.
Provision of Food Grade Pale-Containers for the storage of the Cocosugar Sap and Syrup
products
Plastic Pallets at the processing plant and other materials at the storage areas.
2.5 BSAFE has committed to these groups to provide some technical assistance and support
to the Coco Sugar Producers/processor to comply technical requirements required by
PSRAs on FDA LTO, CPR, HALAL, ISO, Organic Certifications
- Assist in improvements of the processing facility to comply with the regulatory FDA
LTO requirements.
- Facilitate producers in their application for LTO and CPR with FDA
- Facilitate certification from an accredited 3rd party certifying body on food safety
system such as HACCP, ISO2200 and Organic Certification as well.
- Assist in the conduct of Physic-chemical and Microbiological testing of finished product
by an ISO 17025 accredited laboratory.
IV. Next Steps and Agreed Actions from February 2022 onwards--
1. Priority Activities--BSAFE will organize Joint Strategic Planning Workshop on the month of
February 2022
2. BSAFE will invite our inhouse TAs 1 the Food the Safety Advisor and 1 the Risk Management
Specialist to help plan and design the layout of the 2-building unit of the CocoSugar Processing
Plant.
3. On 3rd week of February 2022 to conduct the Technical Trainings for the following Cocosugar
producers LAMCO MPC with training topics on HACCP on the Processing Plant.
Training Topics Covers the following:
a. For the Processing Operators: Operation System and management Training to master to
improve knowledge and skills in the processing flow operation using the automatic
evaporator machines
b. For the Coco Sugar: Coco Sugar Processing, Labelling, Storage—the Improved Processing,
Labelling and Storage techniques and technologies. Training sessions on GMP and HACCP;
How to get LTO from FDA for coco-sugar processing plants.
c. For Processing Plant: Conduct the Hazard Analysis & Critical Control Points (HACCP), Food
Safety Management System
4. On February 2022 LAMPCO has committed to submit to BSAFE their respective CONCEPT
NOTES-Concept Papers for the APS for Grant that covers important activities to support for
additional equipment and facilities to comply LTO of FDA, CPR, Organic Certifications, HALAL
and ISO-2200 certifications, etc.
5. BSAFE Team together with DAR-ConVERGE will facilitate Coco Sugar Industry
forum/consultation meetings with Cocosugar Value Chain Players (Producers, Processors,
Traders, Market Players both local and export) to discuss the issues, gaps and opportunities of
the cocosugar fragmented market and Industry. The forum will further discuss the common
market and trade issues and concept as well as gaps and opportunities that to establish a
market linkage with the Cocosugar Producers in Misamis Oriental and Davao del Sur esp. to big
market players like the Global Organic and Wellness Corporation (GLOWCORP), FPSDC, LAO
Integrated Farm, etc. with other Trade and Market Players.
6. BSAFE provide linked cooperatives to potential service provide to provide technical advice
Facilitate access to simple water treatment system to convert raw water such as spring water,
deep well water to safe and potable water.
7. BSAFE will link producers to technical expert to provide technical guidance to identify what are
the appropriate facilities, equipment to be used to improve product quality
