Principles of Community health Nursing,
Education as primary tool and responsibility.
Made available to all regardless of race, creed and socio-economic status.
Policies and objectives of the agency is fully understood by the nurse.

Community as a SETTING for CHN PRACTICE,


• Most of the community health nurses in the Philippines work in health centers as a Public health
nurses, those who works in industries and companies as Occupational nurses or what we called
company nurses and others works in school as school nurses. And there are some works with the
non-governmental organizations.
• The roles and functions of nurses are defined by the nursing law the RA 9173, and standards that are
developed by professional associations such as Philippines Nurses Association (PNA), Occupational
Health Nurses Association of the Philippines (OHNP) and the National League of Philippine
Government Nurses (NLGNP). They are the Public Health Nursing- that focus care at Home School Health
Nursing at School and Occupational Health Nursing- at Workplace.

According to Dr. C.E. Winslow, Public Health is a science & art of 3 P’s.
✓ Prevention of Disease
✓ Prolonging life
✓ Promotion of health and efficiency through organized community effort.

Public Health Nursing together with the other members of the health team, they are the implementers of
the local government unit’s mandate in promoting and protecting the health of the people in the community.
They participate in the planning, implementation, monitoring and evaluation of the Local Government Units
health programs. They act as a Program coordinator such as Expanded Program for Immunization,
Tuberculosis Control Program, Leprosy Control Program and many more. They also deliver nursing services to
individuals in the health centers, schools and homes, including health education.

Public Health Nurses Functions and Activities,
Management function
• Plans and organizes the nursing service of the health unit.
• Participates in the preparation and implementation of the municipal health plan.
• Planning and organizing, they Implements the nursing service plan.
• Monitors and evaluates the implementation of the nursing service plan.
• Initiates changes for the improvement of services.
• Manages the Rural Health Unit in the absence of the rural health physician.

Training function
• Participates in meeting needs of midwives, student affiliates and other trainees.
• Prioritizes the identified needs of the rural health midwives that can be addressed by training.
• Organizes a staff development program for rural health midwives.
• Conducts a staff education program or coaching session.
• Evaluates effects of training on work performance.

Supervision function
• Supervises the rural health midwives.
• Formulate and implement a supervisory plan.
• Monitors and evaluates midwives’ performance in the implementation of the public health programs.
• Maintains records and reports.

In the Provision of health and nursing care


• Provide health and nursing care to individuals, families and communities.
• Identifies health needs and problems of individuals, families and communities.
• Formulates individual, family and community nursing/ health care plan.
• Coordinates with individual, groups and agencies for resource assistance in implementing the health
care plan.

ROLES OF PUBLIC HEALTH NURSE

Planner or Programmer,
• Identifies needs, priorities, and problems of individuals, families, and communities.
• Formulates municipal health plan in the absence of a medical doctor.
• Interprets and implements nursing plan, program policies, memoranda, and circular for the
concerned staff personnel.
• Provides technical assistance to rural health midwives in health matters.

Provider of Nursing care,


• Provides direct nursing care to sick or disabled in the home, clinic, school, or workplace.
• Develops the family’s capability to take care of the sick, disabled, or dependent member.

Community organizer,
• Motivates and enhances community participation in terms of planning, organizing, implementing,
and evaluating health services.
• Initiates and participates in community development activities.

Coordinator of services,
• Coordinates with individuals, families, and groups for health-related services provided by various
members of the health team.
• Coordinates the nursing program with other health programs like environmental sanitation, health
education, dental health, and mental health.

Trainer or Health Educator,


• Identifies and interprets training needs of the RHMs, Barangay Health Workers, and hilots.
• Conducts training for Rural health midwives and hilots on promotion and disease prevention.
• Conducts pre and post-consultation conferences for clinic clients; acts as a resource speaker on health
and health-related services.
• Initiates the use of tri-media (radio/TV, cinema plugs, and print ads) for health education purposes
• Conducts pre-marital counseling.

Health Monitor,
• Detects deviation from health of individuals, families, groups, and communities through
contacts/visits with them.

Role Model,
• They Provides good example of healthful living to the members of the community.

Change Agent,
• Motivates changes in health behavior in individuals, families, groups, and communities that also
include lifestyle in order to promote and maintain health.

Recorder/ Reporter/ Statistician, their responsibilities are to,
• Prepares and submits required reports and records.

Other Specific Responsibilities of a Nurse, spelled by the implementing rules and Regulations of Republic
Act 7164 (Philippine Nursing Act of 1991) includes:
Supervision and care of women during pregnancy, labor and puerperium.
Performance of internal examination and delivery of babies.
Suturing lacerations in the absence of a physician.
Provision of first aid measures and emergency care.

In the care of the families:


Provision of primary health care services.
Developmental/Utilization of family nursing care plan in the provision of care.
In the care of the communities:
Community organizing mobilization, community development and people empowerment.
Case finding and epidemiological investigation.
Program planning, implementation and evaluation.
Influencing executive and legislative individuals or bodies concerning health and development.

Occupational Health Nursing


• “aimed at assisting workers in all occupations to cope with actual and potential stresses in relation to
their work and work environment.
• Its primarily geared at helping workers attain and maintain optimum level of physical/ psychological
functioning. In Book IV of the Labor Code contains provisions on health, safety and welfare benefits
of employees, Section 4 Rule 1, states, that if a company has more than 50 workers, the services of a
one full-time nurse should be provided, with a training in Occupational Nursing conducted by DOH,
UP Manila College of Public Health, or any accredited organization.

SCHOOL HEALTH NURSING


• AIMS to promote the health of the school personnel and students. It aims to prevent health problems
that could hinder student’s learning and performance of their developmental tasks.
• Health in this particular instance is considered as an important resource in education.
• The major consideration in school nursing practice include laws such as the Child and Youth Welfare
Code, the Presidential Decree 603, and the Letter of Instruction 764, declaring the School Health
program the priority program of the national government, policies and standard of Department of
Education and Department of Health and standard of nursing profession.
• Most activity of School Nurse focused on health advocacy, health promotion, disease prevention
and early detection of disease.

Duties and Responsibilities of School Nurse


1. Health and nutrition assessment, screening, and case finding
2. Treatment of common ailments and attending to emergency cases
3. Counseling and health education
4. Nursing procedures
5. Supervision of the health and safety of the school
6. Referrals and follow-ups of pupils of pupils and personnel
