PROBLEM:
You are hired as Data Scientist/Data Analyst by the Philippine Government during
this pandemic. Discuss the top three (3) projects where you would apply Data Science/Data
Analytics to make the Philippines progressive again. The proposed project could focus on
school, hospitals, business, etc.

ANSWERS:
PROPOSED PROJECT 1 TITLE: Protecting the Philippines’ Cyberspace
Description
On March 12, 2022, the World Health Organization (WHO) declared Coronavirus
disease 2019 (COVID-19) as a global pandemic. To combat its restrictions for face-to-face
interactions, the Philippines implemented work-from-home arrangements during the
pandemic. This meant that the reliance on cyberspace for work files, banking, and
operations massively increased. As an unfortunate result, WHO reported that there has
been a numerous increase in cyber attacks directed at companies in the country. In addition
to this, the United States Federal Bureau of Investigation (FBI) reported that there has been
an increase in cybercrime reports, as much as four times more than the year before the
pandemic. The cybercrimes prevalent, especially in the Philippines, are phishing,
misinformation, and hacking. This project aims to prevent these widespread cybercrimes
from occuring, and overall protecting the online privacy of the Filipinos.

Objectives
1. To educate the public on how to handle websites that require personal information.
2. To inform the public on assuring the credibility of their information sources.
3. To instruct the public on how to secure their private information from hackers.

Scope
This project will be conducted at the Technological Institute of the Philippines in
Quezon City, Philippines. Students, staff, and teachers of this university will be handed a
questionnaire to assess their knowledge regarding their overall safety measures on the
internet. The data collected will then be assessed by the researchers to determine the
common mistakes that Filipinos make that put them in risk of a cyber attack. The
researchers will then conduct a seminar that teaches the proper online security measures
that will safeguard their personal privacy and work-related information on the internet. At the
end of the seminar, the students, staff, and teachers will be handed out a set of printed
questions that will evaluate their newly acquired knowledge about cybersecurity safety.

Significance
This project is conducted to safeguard the Filipinos regarding the increase of cyber
attacks since the start of the pandemic. The instruction of proper online security measures
will benefit the following:
Students
Ever since the pandemic started, schools have resorted to remote learning and
online classes. The reliance on this type of learning has required students to input their
personal information online to comply with the needs of the school. This information is
highly sensitive and private, therefore, proper guidance regarding how to secure your
personal data on the internet is highly needed to protect the privacy of the students.
Workers
Face-to-face operations have been restricted since the pandemic, hence the
increase in online businesses. Work operations, transactions, and data have all been stored
on the internet. The company’s data is very critical to its success, therefore, it is important to
understand how to properly secure confidential data from unauthorized security breaches
from cybercriminals.

PROPOSED PROJECT 2 TITLE: Support on Social Welfare Services for Individuals


Description
The Department of Social Welfare and Development (DSWD) as the leader in social
protection is mandated to contribute to better and improved quality of life for the citizenry.
Priority attention shall be given to poor, vulnerable and marginalized sectors of the society.
Hence, it implements social welfare, social protection and anti-poverty programs, projects
and services such as the Assistance to Individuals in Crisis Situation, among others.

Objectives
1. This project will develop an online analytics dashboard that can be accessed by the
public, especially the decision- and policy-making bodies at different government
levels for decision and policy formulation.
2. It aims to apply data-driven processes in generating safe and alternative evacuation
areas for flood disaster while keeping the Covid-19 quarantine facilities and
individuals uncompromised to prevent spread of the virus.

Scope
This social welfare system is a scheme for providing financial aid to individuals or
families in need in a society. It will provide assistance to individuals through programs such
as health care, food stamps,housing assistance, child care assistance and disaster relief.
Social workers are required to collect a considerable amount of personal information about
individuals by conducting interviews and surveys to make it more effective as it is required
for data gathering.
Significance
This project provides social protection to vulnerable groups such as:
● Children - provides social protection
● Youths - provides educational assistance only once or once every school year. This
is DSWD’s assistance to students in crisis so that they can continue their studies
during a crisis or emergency situation. DSWD educational assistance is the only
hope for young people who want to achieve their dreams.
● Adults - conducting psychosocial services for adults and play therapy for children in
evacuation centers.
● Senior Citizens - provide financial assistance for their basic needs such as food,
shelter, clothing, and medicine. Senior citizens who qualify for the program will
receive a monthly pension

PROPOSED PROJECT 3 TITLE: Improving the Land Transport System in the


Philippines Through Data Analytics
Description
In an article by Dela Peña (2022), he cited the Employers Confederation of the
Philippines (Ecop) in 2015 that the traffic congestion in the Philippines directly affects the
productivity of the workers. The transportation crisis led to the severe exhaustion of the
public, decreasing their productivity more. A study by the Japan International Cooperation
Agency (Jica) in 2018 stated that the Philippines lose at least P5.4 billion every day in the
economic cost of transportation. The traffic congestion caused an increase in the operation
time spent by both the drivers and passengers. Add to the fact that the cost of fuel is
continuously becoming larger, the Move As One Coalition stated that there is a great loss in
the income of drivers, the supply of public transportation is decreasing, and commuters
have to allot more time in waiting for vehicles to arrive, some even experience heavily
crowded public transportation.
Through this project proposal, the professionals will be provided better insights on
how they can use data analytics in improving the transport system in the Philippines. Data
and statistics gathered from the Land Transportation Office (LTO), Philippine Statistics
Authority (PSA), and Department of Transportation (DOTr), to name a few, will be used in
assessing the best routes for the vehicles, real-time tracking of traffic speeds and flows,
intersection delays, and improving engineering of crash-prone areas to lessen accidents
and improve the emergency response.

Objectives
1. This project aims to provide suggestions to improve the land transport system in the
Philippines with the help of data gathered from the commuters.
2. This project aims to shed light on how data analytics can be used to better manage
the traffic, provide alternative routes, and lessen the congestion of vehicles.

Scope
This project will use the data gathered by the following:
● Department of Transportation (DOTr)
○ Summary of reports submitted to DOTr by the agencies under them
● Land Transportation Office (LTO)
○ Registration of motor vehicles (both new and renewal)
● Land Transportation Franchising and Regulatory Board (LTFRB)
○ Inventory of routes
○ Public Utility Buses (PUB) routes
○ Public Utility Jeepney (PUJ) routes
○ UV Express routes
● Department of Public Works and Highways (DPWH)
○ Traffic counts of national roads
○ Inventory of national roads and bridges
● Metropolitan Manila Development Authority (MMDA)
○ Road crash statistics
● Philippine National Police (PNP)
○ Road crash reports

The data gathered from these sources will be used as references and will be
analyzed to provide a comprehensive list of suggestions on how the government can
improve the Land Transport system of the Philippines. This may include, but is not limited
to, traffic management and reducing road congestion, building safer roads through the use
of road crash statistics, realtime tracking of traffic flow, providing alternative routes, and
better infrastructure management.
Significance
This project proposal is essential in improving the Land Transport System in the
Philippines. It will serve as a stepping stone in using Data Analytics to provide a better
service to the commuters of the country. Furthermore, the project will provide professionals
in the government new insights on how they can develop a better Land Transport System.
This project proposal is beneficial to the following:
Government
The traffic crisis in the country has always been a problem across the different
administrations of the country. It has also played a major role in the economic crisis that the
country is facing. With the help of this project, the government will have a better idea on
how they can manage the traffic crisis in the country. They will be provided with suggestions
and will have data-driven decision making that will be effective in solving the problem.
Commuters
Since the government will have a better idea on how they can manage the traffic
crisis, the commuters in turn will have an improved traveling experience. This will allow
them to spend more time at home or at work instead of on the road. This can also
eventually lead to increased productivity, less operating costs, higher incomes and improved
quality of life.
Data Analysts / Data Scientists
This project proposal can serve as a foundation for other data analysis projects
regarding the Land Transport System in the Philippines. Other data analysts or data
scientists can cite this work as a reference in the making of their own projects.
