Hello my dearest future teacher! How are you? Are you longing for new knowledge?
This module is especially made just for you and it will somehow bring back the memories before
the pandemic. So, find your most comfortable learning space, grab a pen/highlighter and quench your
mind.
You have learned the demands that learners, parents, school and officials, the academic com-
munity, the larger community and the state put on teachers. At this module, you will determine the rights
and privileges of teachers.
On the other hand, I’m expecting that you will complete the activities provided and you will follow

At the end of this unit, I’m expecting that you will be able to discuss the rights and privileges of
teachers in the Philippines.
PRETEST
Write YES if you agree and NOT if you disagree. Refer to the 1987 Philippine Constitution,
Commonwealth Act No. 578 and RA 4670, the Magna Carta for Public School Teachers, respectively.
Republic Act No. 4670 or the Magna Carta for Public School Teachers states the following rights and privileg-
es of teacher:

ployment contracts unless given additional compensation.

_____14. more than 6 hours of teaching but not exceeding 9 hours.
_____15. an additional compensation of at least twenty per cent of his regular remuneration after the teacher has com-
pleted at least six hours of actual classroom teaching a day.
_____16. additional compensation from DepEd when they serve during elections.
_____17. equal remuneration, regardless of qualifications.
_____18. salary scales of teachers that provide for a gradual progression from a minimum to a maximum salary by means
of regular increments, granted automatically after three years, even if the efficiency rating of the teacher concerned is
below satisfactorily.

than those provided for teachers of the National Government.

_____28. hardship allowance for those who teach in multi-grade classes, mobile teachers and Non-formal
Education or Alternative Learning System (ALS) Coordinators are entitled to hardship allowance.

Refer to the 1987 Philippine Constitution, Commonwealth Act No. 578 and RA 4670, the Magna
Carta for Public School Teachers. Read each part of these legal documents as you check your answers.
Pretend that you belong to a team that campaigns for Senior High School graduates to enroll
in teacher education. Prepare a PowerPoint presentation and deliver the same before the class whom you
consider to be Grade 12 students graduating at the end of the year. Your PPT should be very convincing
because you give a highly favorable picture of the teaching profession as learned in this lesson. Cite all
teachers’ privileges and benefits.

SUMMARY
The welfare of teachers has been given much attention in the past years. The Philippine Constitution guarantees
that the State shall “enhance the right of teachers to professional advancement,” assign the highest budgetary
priority to education,” and “ensure that teaching will attract and retain its rightful share of the best available talents
through adequate remuneration and other means of job satisfaction and fulfillment.”
Other laws, especially RA 4670, the Magna Carta for Public School Teachers, give in detail teachers’ rights, privi-
leges and benefits.
