Part I. Introduction
It was in late 18th century when Europe’s political and economic changes affect
Spain thus the Philippines. In this module, you will learn how societal changes affect
people during Rizal’s time. When the galleon was made open to foreign merchants in the
mid-1830s in Manila there was a high demand for abaca, tobacco and sugar and further
expand the volume to be exported to Europe more so when the Suez Canal has been
completed in 1869. The commercial growth in agriculture resulted in the appearance of
the new class. Properties of Chinese-Filipino mestizos arose haciendas of coffee, hemp,
and sugar that gained their prominence in the 19th-century society.

The nationalism was a radical idea in the year 1815 that said to influenced the modern

three Martyr priest Gomez, Burgos and Zamora on February 17, 1872.
Democracy was non-existent in the Philippines in the 19th century. The ecclesiastical
and civil authorities then were not inclined to grant basic human rights to the Filipinos, as
it will be detrimental in Spain’s colonial administration of the Philippines. They believed
that if the Filipinos will enjoy basic rights and freedom, they would be motivated to work
for independence and topple down the Regime. (De Jesus et.al, 2017).
The Industrial Revolution was one of the most crucial developments in the 19th century.
This refers to the transformation of manufacturing brought about by the invention
and use of machines. This development started in England and later on spread into
Belgium, France, Germany, and even the United States. The invention of machines and
their use in manufacturing brought about significant changes in people’s lives. Some of
the positive effects brought about by this development include the following:
1. The rise of the factory system
2. Mass production of essential and non-essential goods
3. Improvement of people’s standard of living
4. Greater urbanization of society
5. Beginnings of specialization or division of labor
6. Invention of labor-saving devices
7. The beginnings of industrial capitalism
8. Fostering of liberalism and nationalism
9. Encouragement of people’s mobility
The 19th century was a period of political instability owing to frequent rise and fall of
ministries and constitutions. To save the country from political disunity, the Spanish crown
worked out the canovite system or rotativism. Under this policy, the liberals and
conservatives in Spain took turns in administration of affairs of the country. As a
consequence of the political instability in Spain, there were frequent changes in the top
colonial administration in the Philippines.
This was also the period when Spain abandoned the policy of mercantilism and adopted
the laissez faire policy. This resulted to a number of things:
The abandonment of mercantilism thus ending the Galleon Trade or the Manila-
Acapulco trade in 1873
The opening of the Philippines to world commerce
The opening of the country to foreign commerce and trade which led to the creation
of the middle class which started questioning the abuses of the Spanish Regime
and which started the clamoring for reforms in the Philippines from 1872 to 1892.
Many Filipinos lost their lands and properties on account of the Spanish encomienda
system. The central government was headed by Spanish colonial government called
Governor-General appointed by the Spanish monarch.

Spain in Rizal’s Time. The second half of the 19th century – the time when Rizal
lived (from 1861 to 1896) – saw Spain experience its continuing decline. A long war
of succession in the kingdom after the Napoleonic era had weakened. For some parts
in Europe, liberal ideas had led the path toward separating Church and State. The
Philippines remained by far Spain’s most durable colony along with Cuba and Puerto
Rico and because of more distant geography, the colonial policies with the Philippines
were harsher and more stringent. Does Rizal’s experience during his time make him
who he was at a later time? Would you consider Rizal as a product of his time? The
era of challenges and responses happened during the 19th century and considered
as the period of changes that greatly affect the man and society.
By the late 18th century, the political and economic condition of the Philippine
was described as follows:
The Philippines International Trade Opening
The rise of the Middle class.
The Suez Canal opening on November 17, 1869.
The demand for Philippine sugar and abaca (hemp) increasing the volume
of exports which expanded during the completion of the Suez Canal in
1869.
The growth of commercial agriculture resulted in the existence of the new
class.
The church and the rice estates landholdings of the pre-Spanish nobility
such as haciendas of coffee, hemp, and sugar, often the property of
enterprising Chinese-Filipino mestizos.
