SIKAP-ZSIBUGAY SHORT FILMFEST 2022

This Division

1. In support to DepEd Order No. 173, series of 2019 entitled: Hamon: Bawat Bata
Bumabasa, this Division gives premium to reading initiative which is also part of the
Division Learning Recovery Plan for SY 2022-2023 dubbed as SIKAP (Sapat at
Inobatibong Kaalaman na Angkop sa Pagpapaunlad sa Pagbasa at Pagkwenta).

2. The 50-day SIKAP project implementation ends after the first quarter examination;
thus, a culmination activity shall be held in November (see attached schedule) thru
the holding of the first ever SIKAP-ZSibugay Short Film Fest 2022: Best
Implementation SIKAP Film.

3. Timeline of the activity is as follows:

3. The competition is open to all public elementary and secondary schools across the
Schools Division of Zamboanga Sibugay.

General Film Mechanics


A. Eligibility
1. All public elementary and secondary schools implementing SIKAP Project are
eligible to join the Division-wide competition.

B. Guidelines
1. The film must present effective implementation of the school, in terms of teaching-
learning processes, partnership, and school leadership.
2. The short film captures both the qualitative and quantitative results of the
implementation.
3. All participating schools must submit documents on pretest and post test results,
accompanied by other data: Number of volunteers and partners and accumulated
donations for reading purposes.
4. Shot using either a mobile device (mobile phone) or thru a digital camera.
5. Should be in HD file (MP4 format).
6. Film length must not exceed the running time of 6 minutes, including all credits.
7. Dialogues may be in any language, provided that other languages aside from
Filipino, Bisaya and English must have subtitles.
8. Production staff must be all bonafide teachers/learners of the school. Hiring of
professional crew is highly discouraged and shall render the disqualification of the
film.
9. There shall be two (2) sets of jurors: Pre-final Round and Final Round. They shall
be identified by the CID group.
10. Schools which are included in Shortlisted short films must submit a 4X3 Film
Poster to be displayed at a conspicuous place designated by the Film Committee.
11. Results of the competition is final and irrevocable.

C. COMPETITION AND JUDGING


1. There shall be two (2) stages of the competition: Pre-qualifying Round and Final
Round.
2. All submitted films must pass the Preliminary Round (Pre-screening) that contains
the following:
• No plagiarism and copyright infringement issues
• Technical aspects of the film shall be judged
3. All short-listed short films shall advance to the Final Round.

D. SUBMISSIONS AND SCHEDULE OF JUDGING


1. All entries must be submitted to the Information and Communication Technology
Office (ICT) on or before Nov. 14, 2022. It shall be submitted personally.
2. Prejudging is set on Nov. 15-16, and Final Round on November 17, 18 & 21-22.
Announcement of winners is on November 24, 2022 during the Premiere Day.

E. AWARDS

1. Division winners will be announced on November 24, 2022.


Prizes for the Division Level winners include:

• FIRST PLACE:
Trophy with SIKAP insignia
3 units Tablet-PCs
work will be posted in the DepEd-Zamboanga Sibugay
Website.
• SECOND PLACE:
Trophy with SIKAP insignia
2 units Tablet-PCs
work will be posted in the DepEd-Zamboanga Sibugay
Website.

• THIRD PLACE:
Trophy with SIKAP insignia
1 unit Tablet-PC
work will be posted in the DepEd-Zamboanga Sibugay
Website.

Special Awards: 1 Tablet Each (for Reading Purposes)

CRITERIA FOR JUDGING

• Clear story structure and plot


• Data presented in the film can be validated thru document submitted
• The timing of the action, unfolding of plot elements and character
development.
• The framework of the film or script. Effective use of three-act, odyssey,
linear or non-linear story progression
2. Characters & Dialog ----------------------------------------------------------------------20%

• Personalities that are distinctive, compelling, multi-layered,


and unpredictable.
• developed and relevant, and provide voices that are natural, succinct,
and unique to each character. Use of language that effectively reveals
character and moves the story forward. OR, is the lack of dialog used
effective.
• A protagonist and antagonist with clear and active goals.

• Does the film display innovative ideas or story telling techniques?

and flow of the story?
• Are transitions smooth and well-paced or distracting?
• Are the opening titles and closing credits appealing and easy to read?

6. Musical Score/Sound Quality ------------------------------------------------- 5%


• Does the audio and soundtrack complement the story?
• Is the dialogue and/or narration clear and easy to understand?
If there are sound effects, are they appropriate to the story
or do they detract?
• Is the music score suited to the film and does it help tell
the story s a character of it's own.
• Is the dialogue clear and not hindered by any noise or music score
