1. PURPOSE
This method statement describes the procedure and resources required to do
erecting and dismantling of all temporary elevated work platform scaffolds to be
used for finishing work of porta cabins and relevant work in Zuluf Project.
This method statement summarizes suggested method of executing works safely
within any constraints. This method statement offers advice and guidance to the
personnel involved in this activity to:

2. SCOPE

This Method Statement covers the scaffolding works and Lifeline installation,
including installation, maintenance and modification for use by JGC within Zuluf
project and finally the dismantling after the scaffold is no longer required by JGC.

2.1. Types of Scaffolding used:


2.1.1. Independent tower scaffold for prefab buildings and steel structure: -
(Tube & Coupler Type Scaffold) Platform Scaffold.

2.1.2. Mobile Tower Scaffolding

2.2. Storing Warehousing of Scaffold materials

2.2.1. All delivery of scaffold materials shall be placed and properly stacked
at the designated storage area on site and barricaded with safety
signage

2.2.2. All excess and unused material during erection must be return
immediately and properly stacked at the designated storage area on
site and close out relevant work permit.

2.2.3. Dismantling - All dismantled scaffold material which will not be use
immediately for another approved purposed must be returned
immediately to the designated storage area and housekeeping &
proper waste management must be observed at all time and close
out relevant work permit.

5. RESPONSIBILITIES

5.1. Site Manager / Construction Manager – Shall be overall responsible for


direction, coordination and control of all the work activities related to the
scaffolding works

5.2. HSE Manager / Supervisor – To ensure that all safety requirements have
been followed on all scaffold activities, uses and alteration of scaffolds. He
should ensure that all scaffold supervisors and inspectors are attended the

third-party competency training and passed scaffold test requirements for SA


certification on scaffolds.

5.3. Scaffold Inspector – having valid ID for Saudi Aramco Certified Scaffold
Inspector. He shall visually inspect and check all components of complete
scaffold system before signing the green or yellow tag system for safe work.
He shall monitor and record the status of scaffolds into his registration
logbook.

5.4. Manpower used for building scaffolding shall consist of but not limited as
follows:

5.4.1. Scaffold Foreman – Competent person

5.4.2. Scaffold Lead-man – Competent person

5.4.3. Scaffolder Crafts – Trained

5.4.4. Scaffold Helpers

6. SCAFFOLD TOOLS AND EQUIPMENTS

6.1. Scaffold materials shall be check by scaffold supervisor before and after each
work. Defective materials shall be painted with orange paint and segregates.
All identified defective materials shall be immediately removed from project
site to avoid reused.

6.2. Tools and equipment’s shall be in good condition, verified and checked by
responsible Safety Officer on monthly basis and shall be colour coded before
use at construction site.

6.3. Tools & Equipment will consist of but not limited as below:

7. METHOD AND PROCEDURES

7.1. Preparatory Works:

7.1.1. Approval of Scaffolding Materials – All scaffold materials shall be


conformed to Saudi Aramco Project Standard / Specification &
Requirements and shall be certified by Third Party. JGC shall
keep and maintain Records ready and available for anytime
inspection of SAPO Representative

7.1.2. Types of Scaffold Materials required certification shall consist but


not limited into the following:

7.1.2.1. Scaffold Planks 225mm width X 38mm thick


conforming to SACSM Vol.II-2

7.1.2.2. Steel / Aluminium Straight Ladder

7.1.2.3. Scaffold Pipe 48.3mm dia. (embossed with ASTM


A500 Grade B, EN39 Type 4 or BS1139 and
EN10219)

7.1.2.4. Scaffold Couplers & Fittings (marked with EN 74 or


SA approved equivalent specification)

7.1.2.5. Girder Clamps (shall be Drop Forged Type and used


in pair, marked with EN 74)

7.1.3. Visual Inspection–Scaffolding materials shall be visually


inspected by Certified Scaffold Supervisor inside designated

working areas. Defective scaffold materials shall be identified


(painted by orange) and shall be separated and not used.
Temporary Lay down areas shall be properly barricaded and
maintain accessible for transportation purpose.

7.1.4. Inspection of all required hand tools shall be inspected


by competent Scaffold Supervisor and shall be colour coded
for safe use. Hand tools shall be secured by nylon ropes tied to
scaffolder’s body to prevent them from falling. Checklist for
scaffolds shorter than 6 m (20 ft) shall be completed and tags
signed by the certified scaffold supervisor. Checklist for special
scaffolds and scaffolds taller than 6 m (20 ft) shall be
completed and tags signed by the certified scaffold supervisor
and scaffold inspector.

7.1.5. Method Statements, Procedures, Scaffold Design Drawings


and Details shall be Submitted toJGC for approval and ensure
that SAPO Standard Operating Procedure for documents review
and approval are fully complied with prior to its work
commencement. Approved and Fully complied documents shall
be given to Scaffold Supervisor to be used as guidelines for
erection purpose.

7.2. General Requirement for all types of scaffolding platforms

7.2.1. Comply with safety requirement, codes and scaffolding


specifications.

7.2.1.1. Material Specification

7.2.2. Maintenance and Housekeeping –Scaffold platform shall be free


from any unwanted material. Daily and weekly housekeeping shall
be observed on scaffolding platform.

7.2.2.1. Daily Maintenance – All trade discipline working on


the platform shall assign cleaners to maintain their
areas clean. All discipline shall do housekeeping
before and after each day work activities.

7.2.2.2. Periodically Housekeeping – housekeeping shall


be maintained all the time shall be done by concern
team.

7.2.3. Securing necessary work permits – Prior to start of scaffolding


activities, necessary permits shall be signed out and placed into
designated permit box. Tool box meeting shall be conducted
every morning to identify all possible hazards.

7.2.4. Alteration & Modification – All modification works shall be


carried out only by competent scaffolders. Any modification
required by scaffold users shall be requested to Scaffold
Engineer/Scaffold Supervisor and notify SAPO representatives
prior to alteration/ modification. Scaffold users are not allowed to
remove/modify any part of scaffold.

7.3. Tower Type Scaffolds.

7.3.1. Securing necessary permit –Necessary permit shall be signed


out and placed inside designated permit box.

7.3.2. Safety Tool Box meeting –Safety tool box meeting shall be
carried out by Scaffold Supervisor/Foreman to discuss all risk
hazards and necessary precaution needed to prevent any type of
accident.

7.3.3. Check stability of ground surface - Ground surface shall be


levelled and compacted before starting erection of scaffold.
Scaffold shall be erected away from excavation (wherever
possible) at least 1.5 times the depth of excavation, also need to
ensure adequate erasures so as to prevent collapse of excavation
and integrity of scaffolds

7.3.4. Install Post (Standard) in accordance to Engineering Design

Scaffold Design drawings. Post shall be vertically plumb and


aligned by using spirit level and nylon ropes.

7.3.5. Installation of ledgers, Transom and Braces – Scaffold parts


shall be installed and tied as per standard practices.

7.3.5.1. Ledgers shall be tightly connected into Standard /


Post.

7.3.5.2. Transoms shall be tightly connected on top of long


sides of ledger by means of single couplers.

7.3.5.3. Diagonal braces shall be installed at the full height


of scaffold (SACSM II-2) and tightly connected into
vertical Post / Standard by means of adjustable
coupler. Braces shall be placed not more than
300mm from centre mode point of scaffold platform
to brace support. The angle of brace shall be in
between 35° to 55° or as per instruction of scaffold
engineer.

7.3.5.4. Traverse Braces shall be installed as per


recommendation of Scaffold Design Engineer or
shall be placed at every 2 bay span or as per shown
on approved scaffold design drawings.

7.3.5.5. Plan Brace shall be installed and repeated up to the


height of at least every third lift connected into Post /
Standard by means of 90o coupler.

7.3.6. Installation Scaffold Planks – Planks shall be placed in


accordance to design drawing and properly secured by means of
board clamps or wire lashing.

7.3.6.1. Temporary Scaffold planks used during erection of


scaffold shall be properly secured by using board
clamps. Minimum of two planks shall be placed and
used for erection purpose only.

7.3.7. Provide and secure ties placed spacing equal to 4 times of base
width tightly connected into equipment (grating platform supports
or pipe support) by using pair of girder clamps.

7.3.8. Provide safe access ladder at narrowest side of scaffold and


tightly connected into ledgers by means of single coupler or using
ladder clamp.

7.3.9. Installed Guarding System – Top-rail, Mid-rail and Toe board


shall be placed at every open side and at all planked level of the
scaffold.

7.3.10. Inspection and Yellow tag – JGC competent scaffold inspector


shall be authorized to check and green tag the scaffold after
rectifying all comments and acceptance.

7.4. Sequence of Erection for Tower Type Scaffold

7.4.1. Securing Working Permit – Work permit shall be sign out and
placed into designated permit box and comply with SAPO
approved contractor CSSP, SACSM, GI 8.001, GI 2.100 and other
relevant Saudi Aramco Standards.

7.4.2. Toll Box Talk – Before commencement of any work activity,


(TBT) toll box talk must be conducted for Pre-Task Instruction be
given to all Manpower to create awareness and safe work
procedures and to be recorded.

7.4.3. Installing Standards/Posts - standards/Posts shall be installed


from the ground and shall be fixed on a base plate.

7.4.4. Installing Ledgers - Ledgers shall be connected into the


standards by means of 90o coupler.

7.4.5. Installing Transoms - Transoms shall be connected to the


ledgers by means of single coupler.

7.4.6. Installing Vertical Bracing - Vertical Bracing shall be connected


to the standards near the node points by means of
adjustable/swivel coupler.

7.4.7. Installing Plan Bracing – Plan Bracing shall be connected to the


standards by means of 90o coupler.

7.4.8. Installing Scaffolding Planks – Scaffolding planks shall be


connected to the transoms and secured tightly by means of board

clamp or wire lashing. There should be no gap between two


boards.

7.4.9. Installing Tie Tubes – Scaffolding tubes shall be connected to


the standard/ledger & the equipment (grating platform supports or
pipe support) by using pair of girder clamp spacing equal to 4
times of base width.

7.4.10. Installing Ladder – Ladder shall be at the narrowest side of


scaffold and tightly connected into ledgers by means of single
coupler or using ladder clamps.

7.4.11. Installing Guard rails – Guard rails shall be connected to the


standards at all boarded platforms by means of 90 o coupler. Mid
rail shall be approximately at the centre of the top rail & the
platform. Top rails shall be approximately at a distance of 1.0m
from the platform.

7.4.12. JGC Supervisor shall ensure that all excess Tower Type scaffold
materials shall be return and properly stacked at their designated
storage location immediately, and performed housekeeping and
close out relevant work permit.

7.5. Sequence of Dismantling for Tower Type Platform

7.5.1. Dismantling Guard rails – Guard rails shall be removed from the
standards at all boarded levels.

7.5.2. Dismantling Ladder – Ladders shall be removed.

7.5.3. Dismantling Tie Tubes – Tie tubes shall be removed after the
removal of ladders.

7.5.4. Dismantling Scaffolding Planks – Scaffolding planks shall be


removed from the transoms.

7.5.5. Dismantling Plan Bracing – Plan bracing shall be removed from


the standards.

7.5.6. Dismantling Vertical Bracing – Vertical Bracing shall be


removed from the standards.

7.5.7. Dismantling Transoms – Transoms shall be removed from the


top of the ledger.

7.5.8. Dismantling Ledgers – Ledgers shall be removed from the


standards.

7.5.9. Dismantled Materials – All dismantled Tower Type scaffold


materials shall be returned and properly stacked at their
designated storage location immediately if they are not required
for another approved purposes and performed general
housekeeping and close out relevant work permit.

8. SAFETY

8.1. Safety Emergency Response Program - one unit of fully equipped


emergency ambulance having a dedicated driver with qualification
requirements as per SA MMSR, certified licensed registered nurse and
first aider volunteers shall be made available during scaffold erection and
dismantling. In case of any requirement of lifting, a dedicated mobile crane
shall be use to lift the injure person at height.

8.2. Lifeline – Lifeline use for scaffold shall be made of scaffold tubes
connected by means of pair girder couplers into steel structural columns
capable of supporting load 5,000 lbs. Lifeline shall be designed by certified
Engineer having degree on Structural / Civil Engineering. And approved by
contractor (JGC) / Company (SA).

8.3. Securing Working Permit – Working permit shall be sign out and placed
into designated permit box and comply with SAPO approved contractor
CSSP, SACSM, GI 8.001, GI 2.100 and other relevant Saudi Aramco
Standards.

8.4. Identify all possible risk hazards – Job Safety Assessment has to filled-
up to identify all risk hazard and preventions. Risk hazard has to be
discussed at Tools Box Meeting to all scaffolders and supervisors.

8.5. Work Installation / Erection of scaffolding platform shall be carried out as


per stated procedures written in this Method Statement.

8.6. All necessary scaffold materials, Hand tools and equipment shall be in
good condition and inspected for safe use.

8.7. All scaffolders must wear their PPE’s and Complete Safety Full Body
Harness at all times when working on scaffolding. Scaffolder shall be
equipped with trauma strap along with full body harness while erection and
dismantling of scaffolding.

8.8. Only competent persons are allowed to work on scaffolding.

8.9. Scaffolding fittings like couplers must be kept inside container box and
must not be stacked directly on the ground. Scaffold Pipes and wood
planks must be segregated and placed properly inside stack piles.

8.10. Lifting and Lowering of materials

8.10.1. Scaffold fittings, couplers, clamps – use scaffold canvass


bucket to be lifted by Gin Wheel pulley

8.10.2. Scaffold Pipes – use sleeves coupler placed at bottom of


pipes by means of ¾” nylon ropes and connected into
pulley.

8.10.3. Single Scaffold Planks – use ¾” nylon ropes tied double at


bottom and top ends of wood planks connected to pulley.

8.10.4. Manual Hand Passing

8.11. AURCO Supervisor shall ensure proper housekeeping before, during and
after commencement of all activities and ensure waste management

8.12. AURCO shall implement disciplinary actions against unauthorized


scaffolding modification.

8.13. AURCO Supervisor shall always look for the welfare of everyone

8.14. JGC shall prioritized Safety requirements specific for this activity

8.15. JGC Safety Supervisor shall keep Jobsite Safety Logbook and keeping of
Training records & Competency of personnel specific to this activity which
shall be made available for anytime inspection of SAPO Representative
